Some media moguls have long dreamt of newspapers with-out journalists. Whilst no one has quite gone that far (asidefor some local "free" newspapers), radio operators can nowdream of radio stations without DJs. Or at least withoutpresenters who do their job live.

With the increasing prevalence of radio station automa-tion systems and voice -tracking (as described in this week'sRadio Active), DJs can present a tailored show by remotefor several different stations in different cities withoutmoving from their home town. For stations, it reduces pro-duction costs, makes better use of their jocks' time and canbe used to a high degree of efficiency by groups that ownseveral stations.

But the harshest critics of voice -tracking believe that itcreates bland-and boring-radio without interactivity,disconnected from its listeners and from its local roots, fac-tors which have to date been radio's trademark. Othersworry that it stops stations from developing new air talent.Yet the enthusiasts contend that when it's done properly,listeners will never notice the difference.

One thing is certain, in this age of consolidation, we arebound to see a whole lot more of it in Europe, in the sameway things have developed in the US. A sign of the times,without doubt, but not necessarily the most exciting devel-

opment.Another practice we touch upon this week is that of

radio stations trying to secure big portions of record com-pany marketing budgets. This trend has been quite domi-nant in France, where stations get their logo associatedwith TV advertising campaigns for artists (something like:"NRJ presents the new single by such or such artist"). Andit usually means that the single of said artist is more like-ly to be played by the radio station concerned, which bene-fits at no cost to itself from massive TV exposure.

Nothing illegal in that, of course, but as recent officialreports in France have shown, it can create an imbalancebetween those labels who can offer stations the carrot ofbig TV ad campaigns, and those who cannot. Indie labels inFrance argue that, without such campaigns, it has becomealmost impossible to secure airplay on the national net-works.

Now, NRJ is starting to export this same practice outsideof France. In Norway, however, it is being met by strongresistance from local labels (includingthe majors). Of all the different goodiesthat NRJ could potentially bring to acountry like Norway, this one is proba-bly the least enticing, because it radi-cally transforms the relationshipbetween radio stations and labels, andends up linking programming directlyto marketing deals. Another sign of thetimes, without doubt, but not necessar-ily one to be recommended.

SER launches Maxima dance chainby Howell Llewellyn

MADRID - With the launch by theSER group of Maxima FM on April 1,Spain has its first nationaldance music network.

The 10 -station chain,which SER expects toexpand over the next twoyears, broadcasts commer-cial dance music on a localbasis between 10.00 and20.00, with specialist pro-grammes during theevening and overnight.

Maxima FM director Jaime Bar6(pictured), who is also director ofSER's CHR network Los 40 Princi-pales, says SER has been planningthe launch for a year.

"We realised that while dance

music was growing in popularity,there was no unified national dancenetwork," says Baro. "We shalltreat dance culture as a music phe-

nomenon with equal impor-tance to pop or rock. Andwe'll give space to the fullrange of dance, as well asthe radical sub -genres suchas progressive techno ormakina."

The first Maxima sta-tions include Madrid,Barcelona, Malaga and

Seville, as well as Tenerife and LasPalmas in the Canary Islands. Bythe end of the year, the network willalso cover Spain's acknowledgeddance capitals of Valencia and theBalearic Islands (Ibiza and Mallor-ca in particular).

The launch of Maxima FM comesone month after rival radio groupOnda Cero Radio launched itsDance FM outlet in Madrid (M&M,March 16), with plans to open moreDance FM stations this year. ButBare points out that Dance FMremains for the moment a one -citystation, while Maxima FM isalready a national network.

Maxima FM deputy director isToni Sanchez, while the network'sspecialist night-time programmeswill be presented by international-ly -known Spanish DJs such as Car-los Jean and DJ Neal.

Bar6 says Maxima FM's targetdemographic is 15-25 year -olds inurban areas, although the night-time shows will also reach out to anolder audience.

Radio 1 gives airtime to unsigned actsby Sint Stavenes Dove

LONDON - UK public CHR stationBBC Radio 1 is to expose unsignedtalent to the airwaves as part of itsOne Music Day on Monday May 6.

Eight tracks by unsigned actswill be blended into Radio l's usualmusic programming at the rate ofone an hour from 10.00 to 20.00.

Two of the unsigned acts will begiven the chance to perform live onpresenter Steve Lamacq's showlater in the week.

The initiative co-incides with arelaunch of Radio l's website, whichwill include a section dedicated tounsigned talent.

"It's all part of the Radio 1 mix,"says One Music website producer

Andrew Barron. "It's quite excitingbecause from thereactions we've had,people are very inter-ested in this." Headds: "If a trackproves to be popular,it could appear onspecialist shows. Butthis is not a particular plan, it's nota promise."

London -based unsigned rockband Snitch are one of the bandswho have sent in a CD for consider-ation. "It's a promising develop-ment," says lead singer Zen. "It'snice that people like Radio 1 havestepped into arena in which theInternet, in the form of sites likepeoplesound and MP3.com, has

been so good at for so long." Headds: "Consideringthe amount ofunsigned material outthere though, onetrack an hour is fartoo little. They coulddedicate half a day, orat least a whole show,

to exposing unsigned music."The new -look website also pro-

vides information on the workings ofthe music industry for UK artists."It's going to be an essential site foranyone who wants to get involved inthe music biz," claims SteveLamacq. "Unlike other sites forunsigned acts, ours will have info onall facets of the industry, from mak-ing music to signing a deal."

G4 targets ethnic communitiesby Menno Visser

HILVERSUM - The Dutchgovernment is backing thelaunch of a new publicradio station aimed atreaching under -served lis-teners from the country'sethnic communities.

The local and nationalgovernment -supported pro-ject, provisionally known asG4 Radio, aims to serve 10-34 years olds from immi-grant families.

G4 Radio will feature amix of mainstream R&B,latin and hip -hop targeted,in particular, at third gener-ation Turks and Moroccans.

"Qualitative research has

shown that traditional so-called 'world music' is onlypopular among broad-mind-ed, white men in their for-ties," says G4 project leaderWillem Stegeman. "In orderto reach the youth we're tar-geting, we will feature artistssuch as Tarkan, MC Solaarand Assia: well -produced non -Western pop that is also feasi-ble for Western ears, whichwe call 'mix pop'."

The station has beengranted local FM licencesin Holland's four largestcities-Amsterdam, Rotter-dam, the Hague andUtrecht. By the end of themonth, test transmissionsare set to begin in Rotter-

dam and a full schedule,including a complete pre-senter line-up, should be inplace by the end of the yearin all four cities.

Stegeman says that,despite its remit, the sta-tion will not be taking itselftoo seriously. "We won't besome kind of politically -cor-rect station. The DJs shouldhave humour and be able tomake fun of themselves," hesays. "Topics like mixedrelationships, relationshipswith parents and sexualtaboos are hot among ourtarget audience."

A major music event isplanned to co-incide withthe station's official launch.

Universal Music Finland hasbecome the majority share-holder in Spin -Farm, Finland'sbiggest independent recordcompany. RTL's return rocks Baden-WOrttemburgby Michael Lawton

BERLIN - Eight years afterRTL Group lost three of itslicences in the Germanstate of Baden-Wiirttem-burg, the company is look-ing forward to making areturn to the region.

RTL has beenawarded a licencefor a local, three -city AC/rock sta-tion based inKarlsruhe, beat-ing the currentlicence -holder,AC/MOR outletDie Welle, whichhas suffered frompoor listening figures. Thestate's licensing authorityUK said that RTL's appli-cation offered more varietythan the others, and wouldbe more likely to increasethe overall radio audience.

The new licence is due tostart on January 1 2003,and its award is part of. arelicensing of all of the sta-

tions in the state. So far,with the three regional andeight of the 16 local licencesawarded, the Karlsruhelicence is the only one toresult in a change of opera-tor.

Jurgen Filla (pictured),RTL s head of German

radio operations,says the new sta-tion will operateunder three seper-ate names for thethree differentcities covered.RTL Karlsruhe,RTL Pforzheimand RTL Baden-Baden will each

run their own local newsand information bulletins,but apart from this will allair the same programmingproduced in Karlsruhe. Theprogramming and musicconcept will be determinedat RTL's radio headquar-ters in Berlin and imple-mented locally.

Filla says that the

AC/rock programming cre-ated for Baden-Wurttem-burg could also be usedelsewhere in Germany,although that woulddepend on whether it wassuitable for the market inquestion.

"RTL wants to expandfurther in Germany, prefer-ably under the RTL brand,"reveals Filla. Almost all ofthe company's current radioactivities in the countrywere entered into by Ger-many's UFA group, prior toits take-over by Luxem-bourg -based RTL Group.The brand name RTL iscurrently only used in Ger-many by its successfulBerlin station RTL 104.6.

Winning a German radiolicence usually involvesextensive co-operation withlocal interests, but Fillawarns that RTL is not pre-pared to use its brand namein situations where it doesnot have control over thestation.

CDNI THE BEATNICKELODEON LAUNCHES CHILDREN'S MUSIC SHOW

MADRID - Spain has got its first inter-active music TV show for kids withlaunch of SoNick on Nickelodeon's NickSpain channel. Aimed at children aged9-12, SoNick is produced in Madrid andfeatures music videos chosen by theyoung viewers via SMS messaging.Katrina Southon (pictured), Nick-

elodeon Europe's VP, brand management and channeloperations, says: "We realised there was nd music offer-ing for kids in Spain, giving Nickelodeon the opportu-nity to service this audience demographic." Each week,SoNick viewers can select their favorite videos from alist of 10 Spanish and international artists. The inter-active format has been designed with a view to rollingit out to other European territories in due course.

FLURY-HERARD APPOINTED BY CSAPARIS - Elisabeth Flury-Herard has been appointed asone of the nine members of France's broadcasting author-ity the CSA, just two weeks after the sudden resignationof Janine Langlois-Glandier, who was accused of not hav-ing conformed to the regulation which prevents CSAmembers from owning shares in media companies. Flury-Herard, a 50 -year -old civil servant, was chosen by presi-dent of the French senate Christian Poncelet.

Schmidt -Holtz optimistic on BMGby Wolfgang Spahr

HAMBURG - BMG Enter-tainment chairman & CEORolf Schmidt -Holtz says hiscompany is "so efficientlystructured after the lastyear that it is now capableof planning acquisitions."

Although Schmidt -Holtz declines to givedetailed breakdowns,he says BMG shouldpost sales of $ 2.4 bil-lion (euros 2.7bn) thisyear, with a profit margin of5%. Schmidt -Holtz says: "Wecan already tell, from thefirst ten weeks of 2002, thatwe are in for a very good year.We are growing in all regionscontrary to market trends."

The executive is particu-larly bullish about BMG'sEuropean performance andprospects. In Europe, he

points to recent debut hits inthe UK by Will Young andGareth Gates, both of whomemerged from a massivelysuccessful "talent search"show Pop Idol, as proof thatBMG has its finger on thepop pulse.

Spain takes its anti -piracy war to Brusselsby Howell Llewellyn

MADRID - Spanish culturalbodies are taking advantageof the country's six-monthpresidency of the EuropeanUnion (EU) to urge pan-European action against"organised crime" of musicpiracy.

Members of the Anti -Pira-cy Committee (Mesa Antipi-rateria) have been meetingwith Michel Rocard, presi-dent of the European parlia-ment's committee on culture,youth, education, media andsport, and other officials' todemand immediate action tocombat the illegal activity.

Among the committee'sdemands are that adhesionto the EU of the 13 (mostly

eastern bloc) candidatecountries must be condi-tional on each country pass-ing tough anti -piracy legis-lation. The EU currentlyhas 15 member states.

Another is that the Euro-pean Commission set up an"observatory" to monitorprogress on the fight againstpiracy.

Labels' body AFYVE saysillegal street sales of piratedCDs account for 30% of allsales, while authors' societySGAE puts that figure at 20%.

"We want an official dec-laration against piracyincluding the full range oflegislative and police mea-sures available, and a cam-paign to make the Europeanpublic aware of this organ-

ised criminal activity and itsnegative effects on culture,"says Juan Palomino, directorof mechanical reproductionat authors' society SGAE."We stressed that the EUshould act immediately."

The committee wasformed last year by SGAE,AFYVE, artists' associationAIE, retail outlet groupANGED, audiovisual rightsbody EGEDA, audiovisualgroup PRISA, and majorleisure chainstore FNACamong others. The IFPI has confirmedthat industry executiveswill be having meetingswith Spanish governmentofficials on April 24 inMadrid, with piracy on thetop of the agenda.

Share deal completed at Klassik Radioby Michael Lawton

BERLIN - The deal hasbeen finalised for threemajor German media con-cerns to sell their minorityshareholdings in the coun-try's only commercial clas-sical music station, KlassikRadio.

While magazine publish-ers Burda and Spiegel andRTL's TV and film produc-tion subsidiary Ufa each soldtheir 8.1% share in the sta-tion last year, Klassik Radiohad to win approval from thefive state broadcastingauthorities from which itholds licences before the dealcould be finalised.

RTL's director of corpo-rate communications, RoyAddison, says that the smallshare meant they had no

say in the station policy andit was therefore no longer ofinterest to them. Burda'scompany spokesperson saidmuch the same.

The move leaves the sta-tion's MD Ulrich Kubak (pic-tured) as sole owner.Kubak, founder of thesyndicator FM RadioNetwork, joined thestation in 1999, nineyears after the threemedia concerns put thestation on air. Kubak subse-quently bought 67% of theshares and set to work to givethe station a fresh direction.

Radio's voice -tracked revolutionAlthough the technologythat makes it possible hasbeen widely available forsix or seven years now, acombination of consolida-tion and the advent of eversmaller -scale radio ser-vices means that Europeanradio has undergonesomething of a voice -tracking revolution in thepast couple of years-somuch so that regulatorssuch as the UK's RadioAuthority are starting toclamp down on its use. JonNewman, Siri StavenesDove and Menno Visserreport on the developmentof "virtual radio."

n May 1993, newly -launchedSoft AC station Star FM inSlough, UK, making use ofembryonic voice -tracking tech-nology, raised a few eyebrows by

including an "android" overnightpresenter called Twinkle in itspresentation line-up.

Nearly a decade later, theremight not be any robots on the air,but numerous stations aroundEurope are operating usingautomation systems such as EncoDad, RCS Master Control andDalet which enable a computer torun the station automatically,playing out via hard disk all themusic, news bulletins, promos andcommercials as well as-crucial-ly-voice-tracked links recordedby the station's presenters hours,if not days, before.

For most stations, of course,voice -tracking is primarily a cost -saving device that enables them tohave a "real" person on the air(rather than just back-to-backmusic) at times when they wouldhave otherwise struggled to affordone.

Jon Earley, programme directorof local Hot AC station SouthCityFM in Southampton, was the firstUK programmer to use an EncoDad hard -disk playout systemwhen he was head of music at Mix96/Aylesbury in 1994. He subse-quently took a job with the manu-facturers selling the automationsystem to other UK programmers,so it's no surprise that he's usingthe technology again at SouthCity,which voice -tracks its output week-day lunchtimes (13.15-14.00) andovernight from 21.00 to 06.00.

Size matters"There's absolutely no justification forus to pay for an overnight presenterto be here," says Earley. "The size ofour potential audience means we'reonly going to get afew hundred listen-ers overnight, so topay someone £15-16,000 (euros 24-26,000) per year tosit here overnight isjust not worth it.Buy a computersystem for about£30,000, and it paysfor itself within acouple of years."

For a station likeSouthCity, not onlydoes the technologymean cost -savingson overnight andweekend presen-ters, but the use ofautomation andvoice -tracking during mainly "live"shows can dramatically increase theefficiency of the staff that it doesemploy. In addition to beingSouthCity's programme director,Earley, for example, presents a fourhour daily music show, is also the sta-

staff's skills for other partsof programme production-for example news, musicscheduling and generalproduction work. The tech-nology's simple and easy towork with, and the result isa well produced mix ofmusic and talk."

Six into oneTrevor White, programmedirector at Emap's London -based Soft AC Magic net-work in the UK, notes that,thanks to voice -tracking,his network can employjust two voice -tracked DJsfor overnights (19.00-06.00)each presenting six hourshows; previously, mostmusic stations normallyaired three or maybe fourdifferent shows during thattime period. With onlythree links per hour plus afew station idents, Magic's

"If I had to sit in the studio [duringmy show] waiting to press the 'play'button on the CD every time we did asegue it would be a completely invaliduse of my time," he says. "If I've gottwo to three songs back-to-back ormore and I can pre -record a quicklink, I can go out of the studio for that

time and work onscheduling the nextday's music, forexample. Thatenables our radiostation to have ateam of eight ratherthan a team of 20."

night-time presenters can voice -tracka six hour show in less than an hour.They are therefore paid substantiallyless than they would be for being livein the studio for six hours. Such a sav-ing in resources, says White, meansthat "you can put more resources intoyour daytime hours where you've gota bigger available audience."

However, for White, voice -trackingis not just a cost -saving device, but issomething that actually enhances thequality of Magic's output. "Our voice -tracked shows are beautifully puttogether," he says. "When a songends, it ends beautifully into thenews, for example. The quality isalways superb, very listenable. It alsogives [with links] the presenters thechance to say 'that didn't work' andnot do it."

Budget solutionAt Dutch AC station Noordzee FM,the whole weekend's output is voice -tracked by staff every Friday. "If youwant to offer a complete schedule andstill stay within the budget, voice -tracking is the solution," says assis-tant programme director DanielSmulders.

"Okay, so you can't mention thingslike traffic information, but howmany big traffic jams are there dur-ing the weekend? And at many sta-tions it's usual to tape all the tele-phone calls from listeners and then

Not everyone is so positive aboutvoice -tracking, however. Hans Los, atechnical operator at national DutchCHR station Radio 538, says his sta-tion only uses the technology to a verylimited extent, mainly during publicholidays, and "we're not proud of it,"he admits. "It sounds fake, andthere's no unity between the musicand the presenter. And of course, noway of including breaking news orlistener interaction."

Interactive limitationsEven SouthCity's Earley, enthusiasticabout the technology's ability to makesmall-scale radio stations financiallyviable, admits he would not voice -track a national or large regional sta-tion. "With automation, however clev-erly you use it, you lose the ability tointeract with your listeners-youcan't do phone-ins, competitions,requests. If I was programming a big-ger station, I'd want my overnights tobe live, to get thatkind of interaction.Particularly as, evenovernight, there'soften a loyal band oflisteners looking for abit of company."

Keith Pringle,group programmingand content director atthe UK's CapitalRadio group, is anoth-er who sees the limita-tions of voice -tracking.Aside from the compa-ny's digital andInternet radio ser-vices, none of Capital'sstations use voice -

tent in the shows."Pringle observes that "a lot of

biggest concerns inthe industry aboutthe use of voice-track-ing-that getting ridof live overnight andearly morning "grave-yard" shifts, wherenew presenters can benurtured, is slam-ming the door in theface of new talentwhich-if given theright opportunities-could become the sta-tion's stars of tomor-row.

Lack of contentPringle says of the risk he believesvoice -tracked stations are taking:"One day they [the listeners] will heara station next door that's not voice -tracked, and if it's more relevant andmore in tune with their life, thenthey'll go there. There are not manypeople in the radio industry that can'thear a voice -tracked show-howeverwell it's done-and they are able totell that because there's a lack of con -

"I worry that voice -trackingrestricts the number of presenters inthe industry," concurs Magic's TrevorWhite, "and in restricting the num-bers you inevitably restrict theamount of talent coming through."White also admits that his network'suse of voice -tracking gives him logis-tical problems when one of Magic'slive daytime presenters is away. "Youdon't build a natural lineage withinyour presenter line-up. You're alwaysshort of people when someone's onholiday, because there isn't the natur-al cover to come down from theevenings or early breakfast."

How to keep yourvoice -tracking on trackIn the US, the use ofvoice -tracking hasincreased substantiallyas the consolidatedradio giants such asClear Channel aim to maximise resources by getting pre-senters to voice -track additional shows each day for otherstations in the group outside their home markets. BramTeitelman, of M&M's sister US publication Airplay Monitor,reports on how American programmers are dealing withthe logistical and quality issues surrounding these shows.

proponents of voice -tracking say it affords markets access to higher -quality air talent. Other programme directors bemoan its effects onthe talent pool but recognise it as the new reality. But all programme

directors are aware of the need to make voice -tracking sound fresh andoriginal and to constantly monitor what's going over the air.

That voice -tracking isn't as easy as plug -and -play was made clearrecently when modern rock station WRZX (X103) Indianapolis parted wayswith voice -tracked night jock Fletch after only two weeks. Programmedirector Scott Jameson told The Indianapolis Star newspaper that Fletch,who had been voice -tracking from WRLX West Palm Beach, Florida, "justwasn't the type of presentation we were looking for." Fletch, for his part,told the paper that Jameson wanted him to spend two to three hours perday on the show-instead of the 45 minutes that voice -tracking usuallytook-and "was over -critical of everything I did."

Tom Mitchell, operations manager at the Citadel group in Syracuse,New York, recalls that "in the beginning [of voice -tracking] , it was moreabout getting the technical aspects of everything working properly." Now,the Syracuse air talent are all voice -tracking three markets each. "Thejocks have gotten very comfortable with doing a show and making it soundlive," he says. In addition to the usual supply of weather reports, eventschedules, and competition winner names from the markets they are voice -tracking, Mitchell also feeds the Syracuse jocks airchecks of the stationsthey're on, which enables them to put the sound of the station into contextas they record their shifts.

Other programmers interviewed for this story offered tips for improvingvoice -tracking: Try to rely on the full-timers when possible: "All of our weekendsare voice -tracked by our [weekday] jocks," WHRL (Channel 103.1) Albany,New York programme director Susan Groves says. "When you're dealingwith your weekday jocks, it's not hard to keep it fresh." Like many PDs,Groves, who presents a mid -day show, uses voice -tracking during her reg-ular airshift. But, she says, "the studio's just down the hall, so even when

I voice -track, I do a lot of answering phones... WHRLonly has three jocks, but voice -tracking does a greatjob of making the station sound constantly active."

KRQC (The Dam) in Omaha, Nebraska, also hasits own jocks to track extended shifts and someweekend shows. "I instruct them to sound as good onthe voice -track as they do on the air," programmedirector Tim Sheridan says. "I'm a ball -buster, too. IfI can't tell it's voice -tracked, then it's got to be good." Theatre of the mind: The Bearman & Keith, themorning show on WZZO/Allentown, Philadelphia,voice -tracks a show for Saturday and adjusts accord-ingly to fit in with public appearances that the show

makes. If the show has an outside broadcast at 10.00, even though theshow is voice -tracked, the hosts will "leave" at 9.40. If they have a more dis-tant public engagement, the jock that follows them will come in an hourearly to adjust for time. "You have to be more of an actor than a DJ whenyou're voice -tracking," programme director Robin Lee says. "It's just notthe same as live radio. Some people work better in the live moment, andthings come out of their mouths that they'll never say when they're voice -tracking. You have to recite lines instead of saying what comes into yourhead."

Lee says that even before WZZO voice -tracked, it used a lot of theatre ofthe mind, so laying down voice -tracked links wasn't so much of a challengefor the jocks. For a New Year's Eve party that the station recorded inadvance, part-timer Brother Joel pulled office staffers into the studio tohelp create a party atmosphere. As the shift continued and the theoreticalclock got closer to midnight, interns and sales people joined in on the fun.

Constant communication: At country station KNCN Corpus Christi,Texas, night jock Eric Raines voice -tracks from Killeen, Texas. "I think ofhim like he's in the building," programme director Paula Newell says. "Wecommunicate every day via either phone or e-mail. Any good jock that doesvoice -tracking should always be checking in with their PD. [Raines will]make Corpus references and communicate with the listeners via e-mail. Wekeep him up-to-date on any inside jokes at the stations. It keeps him sound-ing very local." Don't give up on interactivity: Even without a live jock answering thephones, WZZO still manages an overnight request feature called"Graveyard Blocks." "The only thing we can't do is answer phones and talkabout contests," WHRL's Groves says. "So we use the website a lot, announc-ing contests and directing people to the site."

The website creates its own issues, however, particularly for those sta-tions that use webcams. WZZO's Lee says that if the camera getsunplugged, it will broadcast the last image that was on. Sometimes the sta-tion blocks half of the lens with a piece of paper. When the station obscuredthe lens for the New Year's Eve party, Lee said she got a few complaintsfrom listeners saying they couldn't see the stripper. Lee wrote back to themsaying that the station covered the lens because it couldn't show nudity onthe website.

Thinking locallyAt the Nashville -based Cromwell Group, programming head Brian Kryszsays the company "is in a great position, because we saw this coming a longtime ago." In addition to using voice -tracking for some dayparts at modernrock WZPC and its top 40 sister WQZQ, he says, "in our smaller markets,we'll have three or four really good jocks who are on all three or four sta-tions. We really use our people to the best of their abilities."

Krysz maintains that one of the most important things voice -trackedjocks can do is to stay local, regardless of where they're being heard. "The

way that we'll win in the long run and keep[national] satellite radio at bay is to dominatethe airwaves with localism," he says. "We have tobe local and topical. Everyone can play the songsand have the big voices, but if you're not talkingabout the town and acting as a symbol of thetown that you live in or are being heard in, peo-ple will go elsewhere to find that information."

While Cromwell plans on eventually exportingits talent from Nashville, Krysz says that marketknowledge will still be key. "Instead of voice -tracking 10-15 stations like some radio groupshave them do, they'll do two or three. They'll havethe daily newspapers, make appearances, andbasically, they'll have to do their homework."

Another important key for jocks voice -track-ing at different formats than the ones they're accustomed to is to have agrasp of the music they're playing. WBUZ night jock Valerie voice -tracks herlast hour, then cuts middays for WQZQ. Krysz says, "She's local, she'stopical, and she talks a lot about the artists and music."

Staying timely"There's nothing worse than hearing a voice -track give out-of-date informa-tion," WHRL's Groves says. "With the Prophet [automation] system, I candial in and delete those voice -tracks if they're going to sound stupid." Lastyear, after Limp Bizkit had cancelled a show. WHRL's jocks voice -trackedlinks for the weekend that said they would let people know when the showwas rescheduled. When the show was rescheduled over the weekend, Grovesdeleted any links talking about the possible rescheduling from her house,and called her airstaff to the studio to recut some new links with the updat-ed information. KRQC will also have its jocks come into the studio in theevent of an emergency, such as severe weather.

KNCN's Newell says that the programme director has a responsibility tocheck voice -tracks . "You can listen to the voice -tracks, catch anything that's

incorrect, and pull them," she says. "A lot of the time, if you catch somethingearly enough, it can be resent. The PD has got to pay attention and realisethat you can pull things."

WZZO's Lee thinks that while many in the industry decry voice -tracking,most listeners don't know or care whether the jocks are live. "I think that itwould bother the P1 [listeners] if they knew shows were pre-recorded," shesays. "The P2s and P3s don't give a shit. If I listen to another station and Ican tell that it's recorded, then it bothers me. But I'm in radio. I rememberlistening to Michael Tearson on WMMR Philadelphia while I was studyingand was comforted knowing he was there."

"It's a different world," Cromwell's Krysz says. "We're not asking peopleto do more work. When I was on the air, I had to grab the records, do thelog, pull out the commercials, answer the phones, and be able to crack themicrophone and say something intelligent. Now, the computer does it all. Ifyou make a mistake on the computer, you can fix it. It's actually a way ofmaking their jobs easier and less complicated."

Presenters' reactions"The presenters who had been doing itfor 20 years were reluctant about thetechnology," says Earley of his experi-ence in introducing the technology atMix 96 seven yearsago. "But once youconvince them it canactually help themout, they tend to comeround to the ideaquite quickly."

At SouthCity,reports Earley, "Wedo Christmas daybreakfast live, for theinteractivity, thencome mid -day we'reautomated rightthrough until the dayafter Boxing Day,which is greatbecause it means pre-senters can spendChristmas with theirfamilies."

White says that he never lets pre-senters voice -track shows more thanthree days in advance, "because I likethem to talk about topical things thatconnect with now. If you record toomuch in advance it's either old andstale, or it's so generic that it's of nointerest."

Earley warns presenters to thinkcarefully about the music on the run-

ning order-becausepresenters using thetechnology generallyonly get to hear a 20 -second or so outcuefrom each track,there is a risk ofsounding too perkycoming out of slowrecords, for example.

Svedberg empha-sises the need forpresenters to keep inmind at all times thetime of day they arevoice -tracking for,regardless of whenthey are actuallyrecording it. "Try tothink of the atmos-phere in the evening,

Lugna Favoriter's Svedberg saysthat "all our presenters knew that weused the system when they werehired. I think that most of them alsoappreciate the technology and haveunderstood that voice -tracking is onlya tool to sound better and to havetime left over to do other things[rather] than just sittingaround listening to music forseveral hours a day."

Noordzee FM's Smuldersclaims that "our presentershave no problems with it-it's even a kind of sport[between DJs] to make itsound as live as possible!"

Adrenaline problemAmong those presenters who find pre-recorded voice -tracking more diffi-cult, says White, the problems stemfrom "the lack of adrenaline andknowing you can do [the links] again.Because of that they do very flatshows, whereas the good ones make itsound live."

"The secret is not to treat them asshows," continues White. "You're real-ly creating production elements,putting some humanity into music -based shows." Nevertheless, theMagic programmer believes that tal-ent should prepare for voice -tracksessions in the same way that theywould do for a live show. "If you prep

in the afternoon, at work-and consid-er what the listener is doing when theprogramme is broadcast."

More trackingAll the programmers M&M spoke tobelieve that, as the industry consoli-dates more and looks to gain

economies of scale, therewill inevitably be morevoice -tracking in the future.

"I think that voice -track-ing will be used a lot more-especially when it comes toniche formats," predictsSvedberg. "It doesn't matterif you broadcast live or usevoice-tracking-the impor-

tant thing is how you as a programmedirector or owner want the station tocommunicate. The presenter is justone of the tools for the job."

"The better the equipment gets themore there will be of it," says White,who believes that soon "there will bepresenters who don't do any liveshows at all; instead they'll just dovoice -tracks each day for shows inthree or four different markets."

Yorin's Feller, though, is confidentthat voice -tracking "will neverreplace live radio completely. On tele-vision it doesn't matter so much thatnearly everything is recorded, butradio is a medium that stays closer tothe listener."

London's Heart finds its rhythmWith a Rhythmic AC music policy introduced lastyear by new programme director Francis Currie,impressive recent audience figures-up to a 6.2%share from 5.4% a year ago-suggest that London'sHeart 106.2 may finally have found a winning formu-la. Jon Heasmon reports.

STATIONIN FOCUS

When, in 1994,Chrysalis Radio wasawarded a licence bythe UK's RadioAuthority to provide

London's first "official" AC station,many felt that the number oneposition of London's heritage CHR95.8 Capital FM could be underreal threat, given the proven popu-larity of AC formats in the US andalso the inroads that Chrysalis'West Midlands AC station, 100.7Heart FM, had already managed tomake into the audience of Capital'sCHR station in Birmingham,BRMB.

But in radio, things are rarelythat predictable, and five years onfrom its 1995 debut Heart 106.2was still rating below a 5% sharebarrier, and for a time was over-taken by Emap's Soft AC Magic105.4, following that station'stransformation from the MORMelody FM.

Heart has seen several changesin strategy since its launch. Afterits first year or so as an overtly ACoutlet, airing the likes of VanMorrison, Fleetwood Mac and Mikeand the Mechanics, the station-perhaps disappointed that it hadn'tbeen getting the kind of ratingshoped for-moved more contempo-rary musically, playing a lot of boy -band and other pop fare, causingsome industry cynics to label it"Capital Lite." This impression wasfurther re-inforced when it hiredtwo stalwart Capital FM DJs, PatSharp and David Jensen to presentthe same slots they had occupiedon Capital..

When Francis Currie-the manwho, along with other executives atEmap, had been responsible for themetamorphosis of Melody FM intoMagic 105.4-took over as Heart106.2 programme director lastJune, he denies that he had anypre -conceived ideas about thechanges he would make to the sta-tion. "We didn't choose a format,"he says. "Rather than starting withany idea that we'd adopt this for-mat or that format, we went fur-

ther back to basics, and asked 'whoare we trying to talk to?' Once we'ddecided that, we said 'let's under-stand them better,' and part ofunderstanding them better wasasking them 'what music do youlove?' Our music policy came out ofthat rather than us imposing a for-mat."

The target, saysCurrie, was defined as"women aged 30-39,with a broader target ofwomen aged 25-44."Although Currie con-cedes "there's a dangerof over -targeting, inthat if you only achieveyour target, you haven'tgot enough people tosustain the business,"he emphasises that "it's reallyimportant that a station has clearpoints of difference for the audi-ence."

The format change Currie endedup making was to move Heart towhat could be best described as aRhythmic AC, albeit with consider-able chunks of pop. What cameonto the playlist much more heavi-ly were classic soul and discorecords from the likes of Chic,Barry White, Sister Sledge and

Inmore recent times, this caution hasperhaps been underscored by see-ing what happened in the US withthe Jammin' Oldies format, whichstarted with impressive ratings butburnt out very quickly.

But Currie is confident thatHeart 106.2, whose musical outputcomprises around 50% currentsand recurrents, won't suffer a sim-

ilar fate. "If all you do isplay rhythmic oldiesyou burn those songsout," he says. "Thesongs can go from beinga really enjoyable,evocative listen to beingirritating. We've beenvery conscious not tolive in the past, but ifpeople do still love anArethra Franklin or aReal Thing we'll play it

as part of a mix."Currie also emphasises that

Heart will not hesitate to changeagain if tastes change or songs getburnt. "If we see pop music swing-ing back to being more guitarbased, and some people argue thatwe're seeing the first signs of that,in time that shift in taste will alsoinfluence an older audience. We arenot wedded to a format, we're wed-ded to our listeners."

Heart had always had a popularSaturday night disco show, but thekind of rhythmic oldies aired onthat show had previously onlyappeared on the station's core day-time playlists to a limited extent."One of the interesting thingsabout the London market is theaffinity with rhythmic music ingeneral-it's much stronger inLondon in any other market I'veworked in," explains Currie. "Wefound that there was a huge affini-ty for those big '70s and '80s disco,soul and R&B hits."

"I'm very keen to encourage realpeople on the radio," says Currie."We went through a period [in UKradio] when people were just firingsoundbites into a vacuum-posi-tioning lines, and so on. I thinkthere's a new interest in authentic-ity-I don't want robo-jocks whosay the same things in the sameway as each other, day after day. Iwant people who can connect withtheir audience on an emotionallevel, because I think emotionalconnection is the key to effective

radio programming."Heart has spent a lot of market-

ing money on campaigns that try toshow "the kind of people who listenand the kind of situations we allfind ourselves in." Given thatinvestment, says Currie, "it'sincredibly important that whatev-er promise you set up in the mar-keting you absolutely have to deliv-er when you tune into the radiostation. Listening to a lot of sta-tions, you wander whether the pro-gramming people and the market-ing people have ever met."

Currie says that Heart enjoys agood relationship with the musicindustry, although he recognisesthat "understandably, they findwhat sometimes they must see asconservatism a bit frustrating."But Currie finds it equally "frus-trating" that, when Heart has aplaylist meeting, "we actually don'tfind enough of the kind of recordswe need."

He blames the shortage of suitablecurrent material on "an obsessionwith sound, noise and rhythm. One ofthings that makes the radio experi-ence different from the nightclubexperience is that you need a melody,you want a tune. And it's got absolute-ly nothing to do with age-there arepeople like S Club 7 who are produc-ing fantastic pop songs."

Costello's return displays old Attractionsby Paul Sexton

"Every Elvis has his army, every rattlesnake hischarm," runs a lyric on Episode Of Blonde, con-tributed by his wife Cait O'Riordan to ElvisCostello's When I Was Cruel. But while the album,due on Mercury on April 22, contains more than afew echoes of his past, and is his most rock -orient-ed record in years, Costello warns his longtime sup-porters not to fall through the retro trapdoor.

"Some people might think," he says, "that becausethis record has two Attractions on it, it must natural-ly be the successor to [1986's] Blood And Chocolate,but it's not in any way rooted in the past."

After building a catalogue of almost unparal-leled creative scope in the last quarter -century,Costello is back at what many still consider his dayjob on the new set. It's introduced by the single TearOff Your Own Head (It's A Doll Revolution), whichswiftly landed prime UK playlist spots at such out-lets as AC/MOR BBC Radio 2, alternative Xfm andthe BBC's new, self-styled "other music" digital sta-tion 6 Music.

"It's absolutely what 6 Music should be playing,"says the station's music manager Jon Myer. "Good,strong, adult pop music. It went straight on the A -list." Says Costello himself of Tear Off Your OwnHead: "I kind of like the fact that it's such a dizzysounding song. Rock 'n' roll songs are mostly about`I want, I don't want. I got, I don't got.' It's a rock 'n'roll song, what can I say?"

As programmers and longtime fans alike remindthemselves of Costello's incisive lyricism andsongcraft, a feature of the build-up towards therelease of When I Was Cruel has been his own

boundless energy in promoting the record. "It feltlike something's come on in my head," he says, "I'mnot going to repeat the past, but I can run most peo-ple ragged in terms of volume of work. I don't falldown very easily."

When I Was Cruel, which was recorded in Dublin(where Costello lives) and New York, features two-thirds of the Attractions line-up, with Steve Nieveon keyboards and Pete Thomas on drums, with newbassist Davey Farragher.

Costello himself produced the album under theguise of The Imposter. He bears no malice about thechanges in the industry since his formative days."I'm not of a mind to be embittered about the waythe business has been compartmentalised," he says."You've got to deal with the reality."

The new album follows For The Stars, his collab-oration with Anne Sofie von Otter released last year,and 1998's project with Burt Bacharach, PaintedFrom Memory. While Costello regards those asevery bit as essential to his persona as his rock -lean-ing material, he knows that not everyone makes thejourney with him. "Some people go 'I like it up toSpike' or even 'Imperial Bedroom', but they don't getit beyond that. I like the sense of adventure of those[other] records. But there's a conservatism in rockwriting that is suspicious of the motivation."

Touring begins this week with a show atLondon's Astoria on April 16 followed by US dates.Just ahead of that, Costello has been in the studiowith conductor Michael Tilson Thomas and theLondon Symphony Orchestra for the DeutscheGrammophon recording of his first full orchestralscore, 11 Sogno. "I just want to take full advantagewhile I'm feeling as alive as this," he says.

The success inGermany came with theMay 7, 2001 release of the single LetsGet Back To Bed, Boy which enteredthe domestic charts at number four.The Number 1 track From SarahWith Love followed last November inGSA. The track was released thisJanuary and February in the rest ofEurope and comes out in the UKaround May/June. Her debut album,Green Eyed Soul, entered M&M'sEuropean Top 100 Albums chart atnumber 13 following its GSA releasein November. With the remainingterritories sending the record to

retail this February and March,Green Eyed Soul still sits comfort-ably in the Top 40.

A tour was planned for April, butafter receiving an Echo award forbest female national artist of theyear, interest from Sony's interna-tional partners left no time to pre-pare. New dates are now beingrescheduled for June. "The tour iswhat I live for," Connor tells M&M."It is the best feeling ever to be infront of my fans. But I also like thenew beginnings in the new countries.

It is a bit like last yearstarting in Germany butfrom a totally differentlevel, because I learned somuch in the last year."

"You won't believe thestory how X -cell recordsgot to know SarahConnor," says SteffenMuller, general managerof X -cell. "She sent ademo and bio, but therewere so many instru-

ments you couldn't hear if she couldsing. And then I found this CD shemade two years before for her familywith Christmas songs, just her and apiano-and there was this voice."

"Sarah Connor showed every-one that she is not a one song mir-acle," says Marzel Becker, pro-gramme director at RadioHamburg (CHR). "If she has theright songwriter and producer-for example Sasha-she will beable to stay on the market forlonger."

BRAZILIAN SUMMERWith summer arriving we can expecta rash of tracks that feature thesmooth, floaty side of Brazilianmusic. Toujours Le Soleil by Vanessafeaturing Mr Joshua (WEA/France)is based around a relatively tradi-tional take on the sound of Brazil.The phrasing is laidback, as are thesemi -spoken vocals, accompanied bypiano flourishes and a multi -voicedpercussion section. A lovely tune butperhaps just a little too close to thepure Brazilian sound to crossover ina big way.

ITALIAN METALMetal by DJ Gius (GreenForce/Italy) is a thoroughly atypi-cal Italian release-the TB 303sgrowl and snap through the intro,which leads into a dramatic, trulyepic drop that, in turn, gives way toa massive thumping bass riff. Thesheer brute force of this track com-bined with the savvy minimalism ofthe arrangement should guaranteea huge impact, at least on thedancefloors of Northern Europe. Atune that, thanks to its powerfulinstrumental hook, should be huge.

BRAZILIAN CONFESSIONSSuba's debut album Sao PaoloConfessions (Ziriguiboom/Belgium)was one of the crossover revelationsof 1999. Sadly, it was to be his only

solo recording. A fire in his recordingstudio suffocated the sleeping Subathat same year. Three years on andthe title track from the album hasbeen re-released featuring twosuperb remixes from Zero DB andBigga Bush. The Zero DB Remix, afurious combination of charged -upchants, exuberant and menacingsynth additions and samba grooves,looks set to be huge with the growingaudience for ethnotronic sounds.

SPANISH FRANKNESSSpanish DJ/Producer FranciscoMartinez aka FRANK T.R.A.X. isknown as the man to have intro-duced Trance/Techno/Progressivehouse to Spain. He is also the per-son most likely to establishSpanish dance music as a newforce on the global scene.

Judge Jules of public broadcast-er BBC Radio 1 (CHR) is just one ofthe many DJs tipping his latesttrack Nebuchan (Neo Records/UK),to be huge this summer: "What atune. It may be the track that'll putthe hugely underrated Spanishmainland dance scene on the map".As Graham Gold of London dancestation Kiss FM points out, the tim-ing of Nebuchan is perfect: "WithDutch style power trance back infavour, probably due to the kidsmissing the 'hands in the air' factorof other genres, this encapsulatesall that was always good aboutthese records."

Shand's Motown -sounding single, Take aMessage (one of the first songs he wrote), has aMarvin Gaye feel to it, with a fresh new grooveadded by Shand's mixing skills. The light,flowing vocals and the smooth instrumentationcreate a sound similar to the music of StevieWonder or the Isley Brothers. Shand has beenmaking music since high school, which he leftpromising his parents he'd make something ofhimself in music. Pressing his luck and going fora full record deal, he found that in three shortmonths after sending out his demo tape, he hadUniversal Music Canada offering him a deal. DB Boulevard keep hold of the Dance Traxx topslot for the third week in a row with their sin-gle Point Of View (Airplane!/Sony), while Kyliestays at number two with In Your Eyes(Parlophone). Despite that static situation,there are some close very contenders for thenumber one spot, the hottest being Like aPrayer (Bio Records) by Mad'House. Moving upagain this week from six to three, it will surelyreplace DB Boulevard at the top once it isreleased to club DJs.

ATB's You're NotAlone (Kontor) inchesup from five to four, yetit remains a mysteryas to why the actscored a much -recog-nised British debutwith 9 PM (Till I Come)(Kontor), but still has-n't licensed the newtrack in the UK.

The first of two tracks to enter the top 10this week, Pink Coffee's cover of the Pink Floydtrack Another Brick In The Wall (909 Records)scoots from 15 to five this week. This is the firstcut the group has had on the Dance Traxxchart. The second new entry to the top 10 isRank l's Awakening (ID&T), up eight notchesto number 10. The track first appeared inGermany, despite it being signed to a Dutchlabel. It's Rank l's third entry onto the DanceTraxx chart, following Airwave (Free-For-All/ID&T) reaching number one in March 2000,and Such Is Life (Free-For-All/ID&T) hittingthe number seven mark last August.

Now available in Scandinavia, Trippin' (It'sLove) (Evolve/Serious) by Goldtrix presentsAndrea Brown looks likely to enter the top 10next week, as it's jumped back up the chart tofrom number 22 to 11. Meanwhile, the highestof this week's new entries, at number 31, is ShyFX and T Power's Shake Ur Booty (Positiva).Going the other way, Junior Jack's Thrill Mecontinues its slow descent down the chart,although at number six, it hasn't slipped out ofthe top 10 just yet.

ON THE AIRM&M's weekly airplay analysis column

As predicted last week,Faithless (pictured) fea-turing Dido march intothe European Radio Top50 this week, coming inat 42 as the chart'shighest new entry withOne Step Too Far(Cheeky/Arista).

Former member of Irish boyband Boyzoneand Westflife manager Ronan Keating claimsthe second -highest new entry with IfTomorrow Never Comes (Polydor), the debutsingle from his forthcoming albumDestination, which is due out on May 20.

Entering the chart at number 47 is Frenchact Mad'House with their cover on ARS of theMadonna classic Like A Prayer. Europeanradio stations which have playlisted thetrack include public CHR station VRT RadioDonna in Belgium and French dance net-work Fun Radio.

Also new to this week's chart are US boy -band Natural with their Ariola single Put YourArms Around Me, which enters at number 48.The track has gained support mainly from sta-tions in Germany, including Hot AC 104.6 RTLBerlin and CHR outlets Bayern 3 and HR:3.After breaking into Billboard's US top 10 withPut Your Arms Around Me, the band relocatedto Germany to plan their burgeoning career.

CHR station Radio PSR in Leipzig is play-ing both Mad'House and Natural. KatjaStraub, head of music at the station, says:"Both tracks are much -requested by young lis-teners. They fit well with our music program-ming. I think the Mad'House cover ofMadonna's Like A Prayer has great hit poten-tial, but mainly because of the catchy andpopular original."

Crow started and then scrappedrecordings for the album twice, atone stage considered shelving it fora covers record, and even doubtedher very future as an artist. "Noneof it was really working," she con-fesses. "My personal life wasn'tworking, and when that isn't work-ing I find a lot of refuge in the stu-dio. [But] that wasn't comingtogether, and I just couldn't seem tocontrol any of it.

"For someone like me who strug-gles with control issues, suddenly Ihad to learn to just let go of every-thing, and in the end it was reallygood for me. I've always had this`one or the other' thing -career orlife -and this whole process for meis about learning how to do both."

The album contains guest appear-ances from such friends as Don Hen-ley, Lenny Kravitz, Stevie Nicks,Emmylou Harris, Gwyneth Paltrowand Natalie Maines of the DixieChicks. Liz Phair sings on Soak UpThe Sun, which has had no difficultywinning the ear of programmerswith its upbeat, instant feel.

"It was an automatic- selection forus," says John Hueston, head ofmusic at full -service DowntownRadio in Belfast. "It's probably one ofthe best singles she's ever done."

Hueston says the station has anextensive list of Crow's material inits database, including All I WannaDo, If It Makes You Happy, EverydayIs A Winding Road, Anything ButDown and her version of Guns'n'Ros-es' Sweet Child O'Mine.

"Soak Up The Sun is almost athrowback to [1994's breakthroughhit] All I Wanna Do," says Crow,"but it's still fun to play. All I WannaDo is more sardonic, to me, and thisis more a lecture on not gettingbogged down with the things thatdon't matter."

Crow was in Europe duringMarch for an intense round of pro-motion in the UK, Germany, Franceand Spain, including one-off clubgigs with her band in London,Munich and Paris.

"We had a very successful inter-national promo day in Madrid,"reports Universal Music Interna-tional VP promotions, Lee EllenNewman, "and we have her back inJune, with a European tour probablyin September -October."

At the 800 -capacity Scala in Lon-don, songs from C'Mon C'Mon(including the likely second singleSteve McQueen) dovetailed with hermany hits, Crow having clearlyreached a realisation of where hermaterial fits in the current scene.

"There's pop, beats and angrywhite boy aggro rock, and I was like`whoa, this is going to be reallyinteresting couple of years.' I reallyhad to get to the point of saying 'If Inever make records anymore, if Idon't tour, will I be happy? OK, Ihave to find a way to be happy.'Coming to that realisation helpedme want to go back to makingrecords."

New Dutch team for EMIby Menno Visser

HILVERSUM - With the announce-ment of a new management teamin the wake of sweeping structuralchanges, in Holland at least thedust around EMI Recorded Musicseems to have settled.

Emmanuel de Buretel,chairman and CEO ofEMI Recorded Music Con-tinental Europe, has offi-cially installed Niel vanHoff (pictured) as the newpresident of EMI Record-ed Music Netherlands,while Dick Stolk, manag-ing director of VirginRecords Holland, is leav-ing the company. In total,29 of the previous 97 positions havebeen lost, while 12 new ones havebeen created, leaving the neworganisation with 80 staff.

Previously MD of Polydor in theNetherlands, Van Hoff joined EMIin December 1999 as MD of CapitolRecords Netherlands.

"I'm glad that the reorganisationwas honest and to the point rightfrom the start," he says. "Everyonein the organisation knew thatchanges had to be made, in light ofthe current market situation. WhenI came here two years ago, Ialready wondered about the exis-tence of two sales teams for such asmall country. I just wish thiscatch-up had been carried out much

earlier."Former head of Virgin's Amster-

dam -based Labels unit, RaymondLigthart, has been appointed gen-eral manager of Virgin Records.

"Ligthart is one of the biggesttalents in the Dutch record indus-try and an inspiring manager,"

enthuses Van Hoff. "Hesuits the Virgin imagevery well: he's young, hip,cool, and a bit of a rebel."

Other appointments inthe team are Rinie Kel-derman as general man-ager, EMI Marketing;Eco Kleefstra as commer-cial manager; WillekeHilhorst as chief finan-cial controller; and Paul

Muller as interim GM of CapitolRecords. Mark Bremer continues asbusiness affairs director, whileTony Berk remains MD of DinoMusic.

As far as the local artist roster isconcerned, Van Hoff does notexpect too many cuts. "It won't besuch a blood -bath as in other coun-tries. We have been already veryselective in the past," he says.

Van Hoff is quietly confidentabout the future. "We will be lessinterested in buying market sharewith sales and distribution deals,and will focus on the opportunitiesnew technology can bring," he says."Above all, we will concentrate evenmore on the music."

European chart sharefurther during the second quarterwhich is set to be dominated by thenew Celine Dion album. "This is agood omen as we are starting ournew fiscal year," says one Sonyexecutive.

Suffering a big downturn in for-tunes is Universal Music, whichwas number one in album shareboth last year and last quarter, buthas slipped to fourth position inalbum chart share this quarter,and also loses singles chart share.Universal's top albums during theperiod came from Nickelback andEnrique Iglesias.

At 20.2% in album chart share,Warner enjoyed one of its strongestquarterly performances in a longtime thanks to new albums fromAlanis Morissette, Jewel andBrandy, the steady success of TheLord Of The Rings soundtrack, andconsistent sales from rockersP.O.D., Staind and Linkin Park.

Despite continuous sales fromAlicia Keys and Dido and a newrelease from Pink, BMG's albumchart share was slightly down com-pared to 2001's first quarter, but itimproved in singles share, mainlydue to Pink's hit single Get TheParty Started.

An artist who refused to enter intosuch an arrangement with NRJ says:"We initially agreed to co-operate on aTV campaign with a small logo in onecorner [of the screen], but they sud-denly demanded that the logo shouldbe enlarged to fit the entire screenduring the last two seconds of the ad.That was the moment we refused andnever got any airplay from NRJ on ourrecord."

Egil Houeland, music director atlocal AC station Radio 102 in Nord-Rogaland, says: "NRJ gives theimpression that spins are for sale, andthat is not a good signal to give to theindustry."

NRJ Norway flatly denies thatplaylist decisions are linked to TVcampaigns. Managing director of NRJNorway Richard Mazeret says tracksare playlisted on purely on the groundsof commercial and musical merit. "Alldecisions regarding adds and rotationsare based on the song and its potentialto become a hit," he tells M&M. "That'show we run our business."

Larry Bringsjord, chairman of Nor-way's independent labels' associationFONO, believes otherwise. "I am 99%certain that NRJ is linking whatshould be editorial music selections towhether we are doing radio or TV cam-paigns with them," he says, adding: "Ihave some empathy with them, but it'sa combination which should be avoidedas a matter of principle."

Says one promotion manager: "Wedo not ask for much. The only thing weneed is transparency and a sense ofhow music directors are thinking. Thenit is easier to accept their decisions."

With Music Programming's DigitalMind Lab, after logging on to a securesite on the Internet, incentivizedrespondents are asked to react nega-tively or positively to a stream of theradio station's output by moving thecomputer's mouse to the left or right.This allows the station to gauge listen-er reaction to presenter links, commer-cials, news bulletins and other parts ofits programming, as well as the music.

Ruppert says that conductingaudience response research throughthe Internet, rather than at auditori-um sessions, means that stations canundertake it on a "continuous, weeklyor bi-weekly basis, rather than wait-ing three or six months or even ayear. Radio stations change their pro-gramming so quickly these days thatthis is crucial."

UK commercial radio trade body the CRCA hascriticised what it describes as the "interference inthe day-to-day business" of its members byexisting regulator the Radio Authority. In areport in which it outlines its wishes for the UK'sproposed new broadcast regulator Ofcom, theCRCA also calls for demographic targets to betaken into account alongside music policypromises in the regulation of station formats.Meanwhile, the UK government has announced afurther delay in the publication of its draftCommunications Bill, which will contain theproposals for the creation of Ofcom. The bill willnot now appear until after local governmentelections in May.

EMI Group has announced its intention todispose of part of its 42.7% stake in HMV Media,the UK music retailer which has confirmed itsplans to float on the London Stock Exchangeby the end of June. The other leading shareholderin HMV is venture capitalist fund Advent, with40.4%. According to analysts, HMV is expected toraise up to £600m (euros 978.6m) through aninitial public offering.

Meanwhile, as part of EMrs continuingprogramme of restructuring, Erwin Bach hasbeen appointed to the new non -executive role ofchairman, EMI Recorded Music Switzerland.Bart Cools succeeds Bach as managing directorof the company, with responsibility for bothCapitol Records and Virgin Records. Coolswill assume full responsibility for the day -to -day-to-day operations of the company.

UK indie Telstar Music Group has signed along-term exclusive licensing deal with WarnerMusic International (WMI) for continentalEurope. The deal will include repertoire fromTelstar, Wildstar, Multiply and thePoptones/Telstar joint venture.WMI succeeds Edel Music as theEuropean licensee.

TV presenter and former BBCRadio 1 breakfast show host ZoeBall (pictured) is to join Londonalternative rock station Xfm for aseven -week stint. Ball will be filling in for RickyGervais and Stephen Merchant on Saturdays13.00-15.00 from May 11.

IIS, which wasthreatened by the RIAA with a copyrightinfringement lawsuit, preferred to settle the dealout of court rather than face formal proceedings.Thousands of MP3 music files were swapped byemployees through the company's server.
