Director’s Report Pam Curtis, CEO

Helen Keller was an amazing woman, as most of us know. She was the first deaf-blind person to earn a Bachelor of Arts degree. She was an author, activist, and an advocate for people with disabilities. Of her many inspirational quotes, those above seem apt when reflecting on the last fiscal year at Senior Resources of West Michigan.

Each year, I share a brief recap of our accomplishments with our staff and with our board of directors. I ask our leadership team to provide some highlights of the year. It’s then my challenge to choose just a few to share here!

• Our Human Resources department remained busy, as we exceeded 100 employees! We hired 16 new staff members, which involves a process of recruiting, interviewing, hiring, and on-boarding. We also developed an internship program with Grand Valley State University, partnered with 5/3 Bank to educate staff on financial wellness through a lunch and learn series, and worked with the Finance department to institute a new payroll and HR information management system.

• Our Care Connections direct to consumer programs has seen growth in the Companion Care program, with billable hours increased by 16% over FY18. A second personal emergency response system option for mobile units was added. And Senior Perspectives, our award-winning newspaper, released a Kent County edition in partnership with the Area Agency on Aging of West Michigan.

• In the Communications area, speaking engagements reached more than 3,000 people (an increase of 1,000 over FY18), oversaw the production of videos promoting our Options Counselors and Companion Care program, and instituted monthly Dementia Friends sessions in Muskegon County, reaching 134 people.

• We celebrated 10 years in Tanglewood Park, along with our neighbors, AgeWell Services, and LifeCircles PACE. It’s hard to believe it’s been 10 years already (11 as I write this) in this unique facility.

• Our MI Choice Waiver team improved its quality measure tracking and was ranked third in the state for quality scores! The team has been working on a paperless charting system to eliminate closed paper charts. Efforts to identify fraudulent activity netted around $50,000.

• Our Access to Services team saw a 62% reduction in the wait list for services, increased enrollment in our Targeted Care Management and Case Coordination and Support programs, streamlined quarterly reporting and financial status reporting for some providers, and successfully assisted, through the provision of funds, in the transition of the American Red Cross Volunteer Medical Transportation Program to AgeWell Services with no interruption to services for users of the program in Muskegon County.

• Our agency received our second three-year CARF accreditation and submitted paperwork to begin the process of NCQA accreditation, had another clean financial audit with no findings, and worked with our MI Choice service providers to offer incentive payments and a rate increase for key services, to help address the care worker shortage.

• There is more exciting change coming in FY20! In the fall, we learned that we were awarded a grant from the Michigan Health Endowment Fund to assist in startup of an Enhanced Support Medical Service Program and a Medicare Advantage Institutionally Equivalent Special Needs Plan (IE-SNP). Look for more information to come in the coming months, and in next year’s annual report.

Area Planning & Program Development

Access to Supports & Services Senior Resources provides:

• We wrote and received approval for the multiyear area plan for fiscal years 2020-2022. This involved numerous input sessions, surveys, and a new electronic polling system, among other methods of gathering information from older adults and those who care for them in our three-county region. Each county received a draft copy of the plan for their approval, which was then submitted to the state for its approval.

• Senior Resources served 775 people in Muskegon, Oceana and Ottawa Counties through evidence-based workshops.

• We successfully administered the FY2020-22 process for Aging and Adult Services Agency (AASA) grants. A Friendly Reassurance telephone program was added throughout the region, in addition to grants for services such as home-delivered and congregate meals, elder abuse prevention and education, legal services, transportation, health education, caregiver support, and more.

• In our second full year as grants administrator for the Muskegon County senior millage, a total of $2,052,233 was awarded. Two new grants staff members were oriented into their roles, working with the senior millage and AASA grants.

• Long-term care options counseling averaged more than 1,500 calls a month, 19 walk-ins a month, and 533 referrals each month. There was a total of 5,182 calls to our options counselors.

• The Medical Loan Closet had 4,682 donated items with a value of $98,455, gave out 5,339 items valued at $108,839, averaged 23 calls a day, and averaged 60 walk-ins a month, or 3-4 each day.

• Access programs served more than 1,000 participants; the wait list was reduced by 62%.

• Advance directives completion was increased by 13%.

• Senior Resources scheduled and facilitated Senior Advocates Coalition meetings with state and federal legislators and/or their staff liaisons.

• Older Michiganians Day in May at the state Capitol had a great regional turnout, with 68 Senior Corps members (Foster Grandparents and Senior Companions), as well as several Senior Resources staff members and volunteers.

• Advocacy efforts included reauthorization of the Older Americans Act, as well as efforts to increase funding for the Older Americans Act and other aging programs; on a state level, advocacy for aging programs in the new governor’s first budget.

• I am honored to continue to serve on the National Association of Area Agencies on Aging Board of Directors, as secretary, and chair of the Corporate Relations Committee. I also serve on the Area Agencies on Aging of Michigan Strategic Initiatives Committee. Being active on both the national and state levels is critical to maintaining the high standards of service, forward-thinking programs, and high quality that you have come to expect of Senior Resources of West Michigan. I enjoy learning from, and sharing with my colleagues, many innovative ideas and offerings that help our older adults at home, where they want to be.

Just as Helen Keller was forward thinking, we must continue to be laser-focused on helping our oldest residents age in place, with the supports necessary to maintain a high quality of life. I’ll close with another Helen Keller quote: “True happiness…is not attained through self-gratification, but through fidelity to a worthy purpose.” I’m not sure what work is more worthy than caring for our elders. Thank you for joining us in our commitment to our mission.

Medicare/Medicaid Assistance Program (MMAP) FY Report: April 1, 2018–March 31, 2019

Sixty-one specially trained MMAP counselors served 5,488 beneficiaries on a one-to-one basis. Of those, 43% were low income beneficiaries. MMAP also reached 10,678 consumers via speaking engagements and outreach

events. By changing plans and/or applying for assistance programs, MMAP counselors saved $1,533,014. In total, MMAP counselors provided 3,615 hours of service.

Housing Coordination

Finding housing for people was challenging, as availability of all housing types is becoming more scarce. Our housing coordinator was resourceful in finding new avenues to secure housing for those with low income.

• 222 people/families were assisted with information and materials on housing options such as assisted living, independent living apartments, and even rooms to rent when HUD housing hasn’t been an option.

• Appropriate, safe placement was found and secured at Assisted Living Facilities for 74 people.

• Independent living apartment units were secured for nine people/families.

Unmet Needs Fund

The Unmet Needs Fund helps vulnerable adults aged 60 and older who fall through the cracks for government-supported assistance, and whose limited incomes prohibit the purchase of much needed personal items

or home repairs. Last year, 59 older adults were helped with appliances, furniture, dental services, hearing aids, glasses, home repairs, lift chairs, and more at a cost of $49,961. The Unmet Needs Fund comes from interest income, memorial gifts and private contributions, and is usually funding of last resort. An additional $56,919 was from Muskegon County Senior Millage funds for items such as major home repairs like plumbing, roofing, window replacement, and ramp installations.

I enjoy learning from, and sharing with my colleagues, many innovative ideas and offerings that help our older adults at home, where they want to be.

Just as Helen Keller was forward thinking, we must continue to be laser-focused on helping our oldest residents age in place, with the supports necessary to maintain a high quality of life. I’ll close with another Helen Keller quote: “True happiness…is not attained through self-gratification, but through fidelity to a worthy purpose.” I’m not sure what work is more worthy than caring for our elders. Medicare/Medicaid Assistance Program (MMAP) FY Report: April 1, 2018–March 31, 2019

Sixty-one specially trained MMAP counselors served 5,488 beneficiaries on a one-to-one basis. Of those, 43% were low income beneficiaries. MMAP also reached 10,678 consumers via speaking engagements and outreach

events. By changing plans and/or applying for assistance programs, MMAP counselors saved $1,533,014. In total, MMAP counselors provided 3,615 hours of service.

Housing Coordination

Finding housing for people was challenging, as availability of all housing types is becoming more scarce. Our housing coordinator was resourceful in finding new avenues to secure housing for those with low income.

• 222 people/families were assisted with information and materials on housing options such as assisted living, independent living apartments, and even rooms to rent when HUD housing hasn’t been an option.

• Appropriate, safe placement was found and secured at Assisted Living Facilities for 74 people.

• Independent living apartment units were secured for nine people/families.

Unmet Needs Fund

The Unmet Needs Fund helps vulnerable adults aged 60 and older who fall through the cracks for government-supported assistance, and whose limited incomes prohibit the purchase of much needed personal items

or home repairs. Last year, 59 older adults were helped with appliances, furniture, dental services, hearing aids, glasses, home repairs, lift chairs, and more at a cost of $49,961. The Unmet Needs Fund comes from interest income, memorial gifts and private contributions, and is usually funding of last resort. An additional $56,919 was from Muskegon County Senior Millage funds for items such as major home repairs like plumbing, roofing, window replacement, and ramp installations.

Helen Keller was an amazing woman, as most of us know. She was the first deaf-blind person to earn a Bachelor of Arts degree. She was an author, activist, and an advocate for people with disabilities. Of her many inspirationalquotes, those above seem apt when reflecting on the lastfiscal year at Senior Resources of West Michigan.

Each year, I share a brief recap of our accomplishments with our staff and with our board of directors. I ask our leadership team to provide some highlights of the year. It’s then my challenge to choose just a few to share here!

• Our Human Resources department remained busy, as we exceeded 100 employees! We hired 16 new staff members, which involves a process of recruiting, interviewing, hiring, and on-boarding. We alsodeveloped an internship program with Grand Valley State University, partnered with 5/3 Bank to educatestaff on financial wellness through a lunch and learn series, and worked with the Finance department to institute a new payroll and HR informationmanagement system.

• Our Care Connections direct to consumer programs has seen growth in the Companion Care program,with billable hours increased by 16% over FY18. Asecond personal emergency response system option for mobile units was added. And Senior Perspectives, ouraward-winning newspaper, released a Kent Countyedition in partnership with the Area Agency on Agingof West Michigan.

• In the Communications area, speaking engagements reached more than 3,000 people (an increase of 1,000over FY18), oversaw the production of videos promoting our Options Counselors and Companion Care program, and instituted monthly Dementia Friends sessions in Muskegon County, reaching 134 people.

• We celebrated 10 years in Tanglewood Park, along with our neighbors, AgeWell Services, and LifeCircles PACE.It’s hard to believe it’s been 10 years already (11 as I writethis) in this unique facility.

• Our MI Choice Waiver team improved its qualitymeasure tracking and was ranked third in the state for quality scores! The team has been working on a paperlesscharting system to eliminate closed paper charts. Efforts to identify fraudulent activity netted around $50,000.

• Our Access to Services team saw a 62% reduction inthe wait list for services, increased enrollment in our Targeted Care Management and Case Coordination and Support programs, streamlined quarterly reporting and financial status reporting for some providers, and successfully assisted, through the provision of funds, in the transition of the American Red Cross VolunteerMedical Transportation Program to AgeWell Services with no interruption to services for users of the program inMuskegon County.

• Our agency received our second three-year CARF accreditation and submitted paperwork to begin theprocess of NCQA accreditation, had another cleanfinancial audit with no findings, and worked with ourMI Choice service providers to offer incentive paymentsand a rate increase for key services, to help address thecare worker shortage.

• There is more exciting change coming in FY20! In the fall, we learned that we were awarded a grant from the Michigan Health Endowment Fund to assist in startup of an Enhanced Support Medical Service Program and a Medicare Advantage Institutionally EquivalentSpecial Needs Plan (IE-SNP). Look for moreinformation to come in the coming months, and in next year’s annual report.
