New Delhi (UNI) The Directorate General of Civil Aviation on Friday announced exten- sion of the suspension of scheduled international passenger flights in the country till July 31. However, some international scheduled services on selected routes may be permitted on a case to case basis, the DGCA said in a notification. On March 23, India has suspended scheduled passenger flights due to the coronavirus crisis and a subse- quent lockdown in the country. On June 26, the DGCA said it was suspending international passenger flights till July 15. .... the competent authority has extended the validity of circular is- sued on the subject cited above re- garding scheduled international commercial passenger services to/from India till 2359 hrs IST of 31st July, 2020. This restriction shall not apply to international all-cargo oper- ations and flights specifically ap- proved by DGCA. However, interna- tional scheduled flights may be al- lowed on selected routes by the com- petent authority on case to case ba- sis,’’ according to the circular. Scheduled domestic passenger flights were resumed in the country on May 25 after a gap of two months. International flights to remain suspended till July 31 Islamabad (UNI) At least 20 Sikh pilgrims were killed while 10 others sustained in- juries when a train crashed into a coaster at a railway crossing near Sheikhpura on Friday, railway offi- cials said in a statement. Rescue team reached the accident spot and shifted the injured and the dead to nearby hospitals, the state- ment added. According to media reports, most of the passengers in the coaster were "Sikh Yatrees" who were returning from Nankana Sahib. The accident took place at a railway crossing near Sheikhupura that reportedly did not have a gate. Several passengers on board the Shah Hussain Express were also in- jured. Minister for Railways Sheikh Rashid has ordered authorities to take immediate action against those responsible for the accident. Indian Prime Minister Narendra Modi expressed his condolences over the incident. "Pained by the tragic demise of Sikh pilgrims in Pakistan. My thoughts are with their families and friends in this hour of grief", the Prime Minister said in a tweet. Pakistan Prime Minister Imran Khan and President Arif Alvi ex- pressed deep sorrow over the loss of lives and assured that the best med- ical care would be provided to those injured. "Deeply saddened at the accident this afternoon at a railway crossing near Sheikhupura which resulted in the death of atleast 20 people, main- ly Sikh pilgrims returning from Nankana Sahib. Have directed that proper medical care be provided to the injured", Khan said in a tweet. Pakistan: 20 Sikh pilgrims killed, 10 injured in train-bus collision Chronicle Reporter, Bhopal In Madhya Pradesh, 298 cases were found within 24 hours. The highest number of 57 corona posi- tives was found in Morena followed by 53 in Bhopal. With this, 14159 have been infected in the state. So far, 589 deaths have been confirmed due to infection in MP. At the same time, 10845 people have returned to their homes after defeating the coro- na infection. Now 2702 active cases are left in the state. There are still 1053 active containment areas in the state where about 3 lakh people live. The Gwalior administration tight- ened the border at Rayaru due to the sudden increase in corona infected patients in the district. Police and administrative officials returned the people coming from Morena and did not give them entry in the district. Here, due to the ever increasing in- fection of Corona in Gwalior, now the markets will be closed on every Saturday and Sunday in the city. For the remaining five days, the markets will open but till two in the after- noon. This order will be applicable from Saturday. On Friday, the mar- kets opened till seven o’clock in the evening. On Saturday and Sunday there will be a few hours’ relaxation for common things like milk, fruits, veg- etables, medicines and petrol. Saroj Khan died of cardiac arrest early on Friday. She was 71. Taking to micro-blogging site Twitter, Mr Javadekar said,’ Saroj Khan was a genius Choreographer, who impressed & entertained all with her iconic work. Shocked to know about her demise. A big loss to the film industry. Condolences to her family, friends & fans. Om Shanti.” Mr Goyal said,”Saddened to hear about the demise of ace choreogra- pher #SarojKhan. An inspiration for budding dancers, she will be fondly remem- bered as the artist behind a number of Bollywood’s iconic dance perfor- mances. Big loss to film industry:Javadekar, Goyal on Saroj Khan’s death New Delhi (UNI) India’s novel coronavirus tally surged to 632998 on Friday as it regis- tered a record breaking single-day spike of 20903 infections. According to the health ministry, the death toll across the country have now reached 18311 after 379 more people lost their battle to the virus. However, with the improving re- covery rate in the country, 379892 cas- es have so far been cured and dis- charged, which are 152453 more than that of the cases under active medical supervision in the country which stands at 227439. As per the Indian Council of Med- ical Research, so far 9297 749 samples have been tested for the virus till Thursday. Maharashtra, the worst hit Covid state in the country has witnessed a sharp spike of 6328 fresh infections taking its tally to 186626 cases with deaths reaching 8178. Tamil Nadu, now moving close to one lakh cases has 98392 confirmed cases, while deaths in the state due to the pandemic have reached 1321. Delhi now houses 92175 confirmed cases after registering a single day spike of 4343 infections , while death toll has mounted to 2864. Gujarat’s tally stands at 33913, with 681 new cases and deaths mounting to 1886. Uttar Pradesh’s Covid count surged to 24825 after 769 cases were added since Thursday. Fatalities in the northern state were 735. West Bengal’s tally rose to 19819, while covid deaths in the state so far stand at 699. Rajasthan was now home to 18662 cases, deaths due to the virus have reached 430. Telangana recorded 18570 cases af- ter adding 1213 fresh infections, while deaths reached 275 in the southern state. Karnataka recorded 18016 Covid cases. Contagion deaths in the state stand at 272. Andhra Pradesh’s tally has risen to 16097 ,while 198 lives have so far been claimed by the virus spread. Haryana registered 15509 cases and the fatalities due to the same in the state have rose to 251. Madhya Pradesh added 245 new cases in the past 24 hours , taking the count to 14106 , while deaths at pre- sent stand at 589. Though the police was yet to con- firm on the identities of the encoun- tered criminals but sources here said that while one of them is the Vikas Dubey’s brother- Atul, the other is his maternal uncle Prem Prakash. Inspector General of Police(IG) Kanpur, Mohit Agawral said that the encounter took place just 4 kilome- ters away from the spot where the policemen were ambushed. A ser- vice pistol and an assault rifle looted from the police were also recovered from the possession of the killed criminals. Police was holding up three more criminals in a nearby jungle where the encounter is underway. Meanwhile, ADG(law and Order) Prashant Kumar ,who has rushed to the spot, said that a probe has been ordered as how the criminal came to know about the police raid. According to the health ministry,the death toll across the country havenow reached 18311 after 379 morepeople lost their battle to the virus.

Y S Jagan Mohan Reddy haslaunched the Andhra Pradesh Cor-poration for Outsourced Services(APCOS) for recruiting employeesto various Departments in theGovernment putting away the pre-vious practice of contractors con-trolling the outsourcing system.

As part of the reforms the StateGovernment has been undertak-ing to bring in transparency intothe governance, APCOS was start-ed to take care of the recruitmentand salaries, including the ESI andPF benefits, in tune with the State’spolicy of providing 50 per centreservation to the SCs, STs, BCs,minorities and women.

After the launch from his campoffice at Tadepalli near here on Fri-day through online, the Chief Min-ister formally handed over the ap-pointment letters to the outsourc-ing staff working with the GeneralAdministration Department

(GAD) at the Secretariat while 50,449 letters will be handed over bythe APCOS to the employees work-ing in various Departments acrossthe State.

Speaking on the occasion, theChief Minister said in some cases,the contractors were inflating thenumber of employees while carry-ing out the work with lesser num-ber of employees and pocketingthe remaining money. Besides thecommissions, there was no ac-countability on the deductions ofESI and PF.

“By setting up APCOS, we willbe putting an end all such corrup-tion and nepotism. All recruit-ments and salaries will be doneonline on time and under the su-pervision of the concerned districtcollector. The incharge ministerwill also be in the committee,which will ensure that 50 per centreservations are provided to theweaker sections and women” theChief Minister said.

New Delhi (UNI)To augment Covid-19 facilities,

the Centre has distributed morethan 2.02 crore N95 masks and1.18 crore PPE kits to states, UTsand Central Institutions free-of-cost since April 1.

Also, the Centre has distributedmore than 6.12 crore HCQ tabletsand dispatched 11,300 ‘Make in In-dia’ ventilators to the state/UTgovernments to supplement theirefforts in the prevention, contain-ment and management of Covid-19. The Union Government’s rolehas been in strengthening healthinfrastructure to fight the pan-demic in the country.

Of the 11,300 ‘Make in India’ventilators dispatched to variousstates,UTs and Central Institutionsso far, 6,154 ventilators stand al-

ready delivered to various hospi-tals. The GOI is also ensuring theirinstallation to bridge the massivegap in availability of ventilators inCovid ICU facilities.

The Ministry of Health & FamilyWelfare (MoHFW) is also supply-ing 1.02 lakh oxygen cylinders tostates and UTs, of which 72,293have been delivered to strengthenoxygen beds there, an official re-lease here said.

Till now, 7.81 lakh PPEs and12.76 lakh N95 masks have beensupplied in Delhi, 11.78 lakh PPEsand 20.64 N95 masks in Maharash-tra, and 5.39 lakh PPEs and 9.81lakh N95 masks in Tamil Nadu byMoHFW.

Most of the products suppliedby the Union Government werenot being manufactured in the

country initially, and there was aglobal demand due to the pan-demic resulting in scare availabili-ty in the foreign markets.

However, with the combined ef-forts of MoHFW, Ministry of Tex-tiles and Ministry of Pharmaceuti-cals, Department for Promotion ofIndustry and Internal Trade (DPI-IT), Defence Research and Devel-opment Organisation (DRDO) andothers, domestic industry hasbeen encouraged to manufactureand supply essential medicalequipment like PPEs, N95 masks, and ventilators during thisperiod.

With the result, the resolve for‘Atmanirbhar Bharat’ and ‘Make inIndia’ has been strengthened andmost of the supplies made by GOIare domestically manufactured.

12 more police personneltest positive in Nagpur’scentral jailNagpur: Twelve more policepersonnel at the Nagpur Cen-tral Jail tested positive for coro-navirus on Thursday, sourcessaid. With this development,the total number of cases inthe jail surged to 64, which in-cludes several inmates, saidsources.. On Wednesday, 44persons, including policestaffers and inmates of the jail,had tested COVID-19 positive,while on Tuesday, nine policepersonnel were found infect-ed. However, no prisoner test-ed positive on Thursday.Twelve police personnel, in-cluding a woman officer, test-ed positive for coronavirus inNagpur central jail today . As ofdate there are total 1800 in-mates lodged in the jail, where265 police personnel are post-ed on duty, sources added.

On Thursday, an-other patient admitted to the ICUof Corona ward died. He wasplaced on a ventilator. His son iscurrently admitted to the Covidward.

Gwalior city limits sealed againGwalior collector has now given

strict orders regarding social dis-tance and masks in the markets.He said that the common man willbe fined Rs 100 for not applyingthe mask while the shopkeeperwill be fined Rs 300. With this, vigilwill be tightened on the city limitsnow. Work will continue in smalland big factories, so workers willbe allowed to work.

Instructions have been issuedby the collector to seal the city lim-its within the day itself. On receiv-ing the message from the collector,vehicles were blocked from enter-ing the city on all four points. Forthis reason, long lines took placeand people were upset. Collector extends curfewin Morena

ICAI holds 5-day virtual seminarChronicle Reporter, BhopalTwo people, including a 21-year-old engineer student, were brutallymurdered in Chhola Mandir policestation area by five miscreants, in-cluding three minors. The accusedattacked the youth for not givingmoney for liquor. Another personwas injured in the attack.

Yogesh Lodhi, a resident of Na-javijan Colony, Kainchi Chhola,was an engineering student in civ-il branch. CSP Nishatpura divisionLokesh Sinha said that during theintervening night of Thursday-Fri-day, Yogesh was standing and talk-ing with his friends Manish andKaran in the colony. At the sametime, Virendra alias Bihari andChhotu Vishwakarma, residingthere in the same colony, arrivedwith their three other minor com-panions. They were drunk. Theycaught Yogesh and started askinghim for money for liquor. Yogesh,Manish and Karan started oppos-ing this.

Angered by this, Virender alongwith his accomplices started fight-ing with the three. During the as-sault, the accused attacked thethree with knife. He inflicted mul-

tiple stabs on Yogesh and Karan’shead, chest and legs. All three weretaken to Hamidia Hospital in criti-cal condition. Yogesh and Karandied during treatment, while Man-ish’s condition is stable. Police re-ceived information about the inci-dent from the hospital.

CSP Lokesh Sinha said that Yo-gesh’s father is a retired govern-ment employee. He was studyingBE in Bhopal. The information sofar revealed that Yogesh was the

only brother among his two sisters.A pall of gloom has descended atYogrsh’s home after the incident.The police have taken some sus-pects into custody for questioning.Of the five accused except Virenderand Chhotu all the other three areminors.

Youth dies as speedingcar hits bike

A 28-year-old man died whilehis friend escaped with injuries af-ter their bike was hit by a speeding

car near Chandukhedi trisectionunder Parwalia police station area.

According to the police, two in-jured persons were rushed to hos-pital who were severely injured af-ter their bike was hit by a speed-ing car head on. One of the injuredman was declared dead and wasidentified as Mukesh Singrauli.

Deceased was a resident ofBairagarh Kalan and met accidentwhile he was on his way to workalong with his friend DevendraSharma. The car driver escapedleaving the car which was seizedby the police in the later investiga-tion. At the time of the accidentDevendra was riding whileMukesh was pillion rider.

Mukesh was mowed downwhile Devendra who fell few me-ters away escaped the accident.

Police said that at the time ofthe incident the car was speedingand hit the bike head on. Thebody was sent for the post mortemafter the preliminary investigation.The police have registered a caseunder section 304 A of the IPC andhave started further investigation.The two used to work for a privatecontractor and was on their way towork at BSF Campus.

Covid-19 controlled successfully withpublic support in Madhya Pradesh

Chief Minister Shri Chouhan informed at themeeting that efforts to control Covid-19 in Mad-hya Pradesh have been successful. Corona posi-tive patients are being given free treatment ingovernment hospitals and government-con-tracted private hospitals. Work has been doneunder the I.I.T.T. strategy in the state. The firsteffort made was Identification of the disease,then the system of Isolation for the patients.Proper treatment was arranged by enhancingtesting capacity. The Kill-Corona campaign hasstarted from July 1 under which house-to-housesurvey is being conducted. Chief Minister ShriChouhan urged the ministers to participate inthis campaign and make people aware. The use-fulness of Ayurvedic kadha has been proven. Thepublic should also be motivated for its use. ChiefMinister Shri Chouhan informed that at present,all necessary efforts are being made to control

the occurrence of positive cases in Morena re-gion. The growth rate of Corona in MadhyaPradesh is lower than in other states. In compar-ison to India’s average growth rate of 3.63, theCorona growth rate in Madhya Pradesh is lessthan half, that is, just 1.48. In recovery rate, Mad-hya Pradesh is second in the country, with 75percent recoveries. Reports of positive cases stillcontinue to come from Neemuch, Burhanpur,Gwalior and Sagar. Citizens have extended sup-port in the efforts of the state government whileadhering to social distancing, use of masks andprecautions like not spitting anywhere.

Prevention from Corona infectionIn a presentation Additional Chief Secretary

Health Shri Mohammad Suleman informed thata capacity of 9800 Corona tests has been devel-oped daily in the state. A total of 78 testing labsare operational. The average death rate in thestate was once more than 11 percent, which hasnow been reduced to less than 2 percent at pre-sent. The positivity rate in the state is 3.8 against6.6 percent in the country. Madhya Pradesh con-tributed to 9 percent of Corona infection in thecountry, which has been reduced to as low as 1.2percent. Only 17 percent of the normal beds,oxygen beds and ICU beds provided to the pa-tients are being used in the state. At present, 24thousand 235 normal beds, 8924 oxygen bedsand 317 ICU beds are available in the state.

CM urges ministers to work diligently for people of the state

Management of MigrantLabourers’ Transportation

The Cabinet was informed that familiesof 14 lakh 98 thousand migrant labourersreturned to the state. Out of these 6 lakh 8thousand labourers were repatriated bytrains / buses. Eight lakh labourers weretransported to the home towns by othermeans by the government. Five lakh 5thousand labourers from other states wereferried by buses at the border of neighbour-ing states. As many as 150 special trains forlabourers were run via state. More than 30thousand buses were plied for the move-ment of labourers. About Rs 150 crore werespent on transport and other arrangementsfor labourers.

Welfare of migrant labourersAn amount of Rs 15 crore 22 lakh was de-

posited in the accounts of one lakh 52thousand labourers by introducing theMukhyamantri Pravasi Mazdoor SahayataYojana 2020. The Migrant Labourers Com-mission was constituted. More than 25 lakh30 thousand labourers were employed un-der Shram Siddhi Abhiyan. Nearly 3 lakh 47thousand migrant labourers were providednew job cards. Out of these, one lakh 76thousand labourers got employment inMNREGA.

Rozgar SetuThe Rozgar Setu Portal was developed as

an electronic labour market place for mi-grant labourers and local employers. Over 7lakh 30 thousand migrant labourers andtheir 5 lakh 80 thousand family members(total 13 lakh 10 thousand plus) were regis-tered on the portal. So far, more than 23thousand 500 employers have been regis-tered. Also, more than 11 thousand migrantlabourers were provided employment by

local employers based on their skills.

Wheat procurementMadhya Pradesh ranked first in the

country in wheat procurement. Over onecrore 29 lakh metric tonnes of wheat wasprocured from about 16 lakh farmers infifty days. One-third of the total wheat pro-cured by all the states of the country wasprocured in Madhya Pradesh. Over Rs 24thousand crore was transferred to the ac-counts of 15 lakh 93 thousand farmers. Nota single person became corona infectedduring the entire procurement process.

Farmers welfareProcurement of gram, mustard and ma-

soor was completed. Gram mixed with twopercent tivda was purchased at supportprice. Decision was taken to give loans atzero interest rate to farmers of the state. Rs3100 crore of crop insurance was paid to 16lakh farmers. Under the Pradhan MantriKisan Samman Nidhi Yojana, a totalamount of Rs. 1700 crore was released formore than 72 lakh farmers.

Reforms implemented in Mandi lawsProvision was made for the establish-

ment of mandis in private sector. Ware-houses, Silos, cold storage etc. can also bedeclared as private Mandis. Provision wasmade food processors, exporters, wholesellers and end users at village level for di-rect procurement from farmers outsideMandis. Mandi committees will not inter-fere in the work of private mandis. Provi-sion was made for trading in the same statewith a single license and for e-trading.

Mukhya Mantri Jan Kalyan(Sambal) Yojana

The implementation of this scheme wasresumed. Under the scheme, provision forRs 4 lakh to labourers on accidental death,Rs 2 lakh on natural death and Rs one totwo lakh on disability was made. Provisionof Rs 30 thousand in form of incentive wasmade for 5 thousand children who get

highest marks in Class XIIth. Provision wasalso made for maternity assistance, educa-tion promotion, free medical facility, assis-tance for business under the scheme. Mi-grant labourers were linked to Sambal Yo-jana.

Panch Parmeshwar YojanaThe Cabinet was informed that the

Panch Parmeshwar Yojana was restarted.An amount of Rs.1555 crore of the 14th Fi-nance Commission was released. 75 per-cent amount can be spent on new infra-structure, 10 percent on drinking water sys-tem, 7.5 percent in maintenance works and7.5 percent on official work.

Arrangement of rationUnder the National Food Security Act, 7

lakh 71 thousand metric tonnes of foodgrain was provided in advance to 1 crore 16lakh families in March as per the arrange-ment of providing ration at the rate of Re. 1per kg to 25 categories of eligible familiesfrom March to May 2020. As much as 3 lakh64 thousand metric tonnes of food grainunder SDRF head was provided to strand-ed, homeless, destitute and 32 lakh persons(without ration card). Under the PradhanMantri Gharib Kalyan Anna Yojana, thebeneficiaries were additionally given freerice in ratio of 5 kg per beneficiary and 1 kgpulses per family from April to June 2020.The scheme has now been extended till No-vember 2020. The migrant labourers, whoare not eligible under National Food Secu-rity Act, have been provided 10 kg wheatper member free of cost in May and June2020 to meet the requirement of food ofabout 2 lakh such beneficiaries.

Jeevan-Amrit YojanaIt was informed during the Cabinet

meeting that packets / bottles of Ayurvedic/ Homeopathic and Unani medicines andAyurvedic kadha have been distributedto 3crore 35 lakh people so far. Around 2001Covid positive patients and 6970 quaran-tined patients have recovered and went

home after being treated with Ayurvedicmedicine “Arogya Kashayam”. Rs 35 crore41 lakh has been spent on the scheme sofar.

Jeevan Shakti YojanaThe Cabinet was informed that more

than 10 thousand women entrepreneurs ofurban areas were registered under JeevanShakti Yojana and orders for manufacturing20 lakh masks was given to them. About 10lakh 12 thousand masks were prepared andreceived. About 4 lakh masks have beensold. This has aided both mask supply andlivelihood.

Amendments in labour lawsThe Cabinet was informed that the reg-

istration / license period was reduced from30 days to 1 day by making amendments inlabour laws. Provision has been made foronly one register and one return instead of61 registers and 13 returns. Permission hasbeen granted for allowing labourers towork 12 hours per shift in place of 8 hoursper day in factories / industries. There wasno compromise on the health, safety, liveli-hood of the labourers.

Electricity bill relief

* Recovery of fix charges for electricity billsof industrial consumers from April toJune 2020 postponed.

* More than Rs 623 crore relief in electricitybills to more than 97 lakh domestic andnon-domestic consumers of the state.

* PM Gharib Kalyan Rozgar Abhiyan24 districts of Madhya Pradesh were se-

lected under PM Gharib Kalyan Rozgar Ab-hiyan from where more than 25 thousandworkers go to other states in search of em-ployment. Under the campaign, 25 workareas have been selected and the labourerswill be given 125 days employment in ayear.m

Urban street vendor welfare schemeUnder the scheme, a provision has been

made to help in providing business loansup to Rs. 10 thousand to all eligible streetvendors. Seven percent interest subsidy onthe loan will be borne by the Governmentof India and the rest by the state govern-ment. So far, over 8 lakh street vendors havebeen registered. Decision was taken to ex-tend this scheme to the rural areas also inform of a state scheme. The benefit of thescheme is being given to 1.5 lakh street ven-dors in towns with a population of 5 thou-sand or more.

Atmanirbhar BharatWork was started by making an assis-

tance package for industries, employmentin rural and urban areas, assistance in agri-culture and other allied services in form ofadditional loan of 2 percent of gross statedomestic product (GSDP) to the states.

Other important decisionsIn various beneficiary-oriented

schemes, in the last 3 months, over Rs 40thousand 500 crore has been transferred tothe accounts of beneficiaries and others.The Chambal Progress Way will now cover atotal of 316 km from Bhind to Rajasthanborder. Uniforms and nutritious food willbe prepared for children of governmentschools through self-help groups. Decisionwas taken to provide loans at 4 percent in-terest rate to self-help groups. The decisionto abolish 22 Nagar Parishads was repealedand new delimitation in urban areas has al-so been cancelled.

“Total Fertility Rate” (TFR). Kerala,Karnataka and Maharashtra are at 1.7of TFR. In eastern India, Odisha is atTFR 1.9 and West Bengal at fabulous1.5 of TFR. Apart from that Sikkim andGoa too falls in category of below 2.1TFR.

Among northern states, Jammuand Kashmir, Himachal Pradesh andPunjab are at 1.6 of TFR whereasUttarakhand clocks 1.8 of TFR.

Thus 13 major states in India havealready reached the levels of below 2.1(TFR). Among the north Indian statesBihar and UP are major drags andhave clocked TFR of 3.2 and 2.9respectively. MP is at number 3 andhave TFR of 2.7. Rajasthan andJharkhand together have clocked 2.5of TFRwhereas Chhattisgarh has aTFR of 2.4. Haryana is just at borderi.e. 2.2 which is India average.

The data clearly shows that gains of13 major states are fully nullified bysome Bimaru states. It is sad com-mentary that other states which haveworked hard to reduce fertility ratehad to suffer the drag on account ofBimaru states. Incidentally these dis-parities are directly reflected in theper capita income of states too. Goa,Delhi, Chandigarh, western and southIndia states show remarkable progress

in per capita income ($ 2500 to $ 6986)whereas UP and Bihar are only twostates in India whose per capitaincome is below $1000.

Delhi as city has clocked one ofbest TFR of 1.5. The urban populationin 18 states has below replacementlevel of 2.1. Data for much smallerstates is not available at this juncture.

If we compare the TFR of Indiawith some of our neighbours in SouthAsia, then Bangladesh at 2.1 has itspopulation fully stabilized. Indiabeing at 2.2, Pakistan at 3.6, Sri Lankaat 2.2, whereas our northern neigh-bour China is at 1.7 of TFR. Althoughthe progress India has achieved isremarkable but more needs to bedone as any increase from here will bea huge drag on economy as well asprospects for young population in dif-ferent parts of country.

In fact it is political failure ofbimaru states that even after 72 yearsof independence, they could notreach optimum level of affluence,education, health and social parame-ters which are determining factors fora state’s progress and growth.

As far as population control bill isconcerned, actually it is needed onlyfor bimaru states and not for otherswho have successfully controlledpopulation growth and are virtually innegative zone of population growth.Any kind of enforcement for perform-ing states will work as great deterrentand may work adversely. Time now isto draw a localized strategy for bimarustates to bring awareness so that theirTFR could be reduced to below 2.1before year 2030.

Only after these targets areachieved, a sustainable growth forcountry could be dreamt.

The Ministry further said, “Also, thecognitive load of the textbooks is toohigh. Additional areas such as creativethinking, life skills, Indian ethos, art,and integration need to be integrat-ed.”

Tokyo protested toBeijing after ChineseCoast Guard ships en-tered waters near thedisputed Senkaku Is-lands, Chief CabinetSecretary YoshihideSuga said on Friday.

On Thursday, the Ky-odo news agency re-ported, citing the JapanCoast Guard, that twoChinese ships had en-tered Japan’s territorialwaters around theSenkaku Islands,known as Diaoyudao Is-lands in China, andtried to approach aJapanese fishing boat.The attempt was thwarted by a Japanese patrol ship, which sailed be-tween the fishing vessel and Chinese ones.

“Via diplomatic [channels] from yesterday ... we are asking them tostop such an activity and leave our waters immediately with a strongprotest,” Suga said at a press conference.

The islands in question have long been an object of territorial disputesbetween China and Japan.

While Tokyo maintains it has had sovereignty over them since 1895,Beijing claims that the islands are marked as a Chinese territory on Japan-ese maps circa 1783 and 1785.

Following World War II, the islands were controlled by the United Statesand handed over to Japan in 1972. China believes Japan has illegallyseized them while Tokyo rebuts that they have begun claiming the islandsfor themselves after in the 1970s the surrounding water area was found tobe full of valuable minerals.

The tensions have exacerbated after the Japanese government boughtthree of the islands from a private owner in 2012.

Trump’s “I alone can fix it”campaign collides with achanged public mood

Earlier this week, a seniormember of Lebanon’s team ofnegotiators with the IMF, AlainBifani, resigned over his dis-agreement with the govern-ment’s strategy and the solutionto resolve the lasting economicand financial crises.

“Negotiations with the Inter-national Monetary Fund weresuspended, waiting for Lebanonto start implementing reforms assoon as possible and agree on acommon approach on numbers.But until rounds of talks resume,I will maintain a constant con-tact and communication withthe fund,” Wazni told theLebanese Al Joumhouria news-paper.

said it has rescinded its contractwith the Rio de Janeiro Football Fed-eration (FERJ) after Flamengo uti-lized a new federal law to stream ahome match on social media.

Globo said the move breachedexclusivity rights outlined in its con-tract with FERJ for the Cariocachampionship. Of the competition’s12 teams, 11 signed off on the deal,with Flamengo being the only ex-ception. “In Globo’s understanding,

the contract was violated yesterday,when FlaTV aired the match be-tween Flamengo and Boavista live,”read a Globo statement on Thurs-day.

It added that, at the time the con-tract was signed, Brazilian law stipu-lated that the right to broadcast anymatch hinged on the consent ofboth clubs involved. According tothe network, this meant that no-body could legally broadcast Fla-mengo matches under terms of itsagreement with FERJ.

West Indies great Sir Everton Weekes hasdied at his home in Barbados after a long bat-tle with ill-health.

Income Tax Dept refunded Rs 62,361 cr to more than 20 lakhtaxpayers amid Covid-19New Delhi (UNI) : Central Board of Direct taxes (CB-DT) has issued refunds in more than 20.44 lakh cas-es amounting to more than Rs 62,361 crore fromApril 8 to June 30.

In pursuance to government’s decision to issuepending income tax refunds in order to help taxpay-ers in a Covid-19 pandemic situation, the IncomeTax Department has issued tax refunds at a speed of76 cases per minute in the period.

During this period of just 56 weekdays, the CBDThas issued refunds in more than 20.44 lakh casesamounting to more than Rs. 62,361 crore, accordingto a Finance ministry statement here on Friday.

It is stated that taxpayers are experiencing thisfacet of the I-T Department which is not only tax-payer-friendly, but also that of a facilitator providingliquidity in this hard time of COVID-19 pandemic.

Income tax refunds amounting to Rs 23,453.57crore have been issued in 19,07,853 cases to taxpay-ers and corporate tax refunds amounting to Rs38,908.37 crore have been issued in 1,36,744 cases totaxpayers during this period.

Underthis scheme, working capital of Rs.10 thousand will be made availableto registered urban street vendors.Interest subsidy will be provided bythe central and state government.

Chief Minister Shivraj SinghChouhan implemented thisscheme of the poor in MadhyaPradesh first. The registrationprocess was done through the Ur-ban Unorganized Workers Portal.As of June 29, 8 lakh 15 thousand890 street vendors have been regis-tered. Documents of registeredvendors are being scrutinized.Street vendors will start gettingloans from July 3. A target has been

set to disburse loan of more than Rsone thousand crore in MadhyaPradesh. This scheme is being im-plemented in all 378 urban bodies.Vendors who have been sellinggoods in urban areas before March24, 2020 will be included in thescheme. This benefit will be provid-ed to those who possess a townvending certificate and identitycard. Such street vendors, who havemigrated to other places due toCorona pandemic and have re-turned will also be eligible for thescheme.

Chief Minister Shivraj SinghChouhan had started the registra-tion process by launching the ChiefMinister’s Urban UnorganizedWorkers Integrated Portal on June 6itself. A state-level committee hasbeen set up in the Urban Develop-ment and Housing Department forthe implementation of the scheme.The process of bank-wise target set-

ting and implementation of thePradhan Mantri AtmanirbharSwanidhi Yojana for street vendorshas been ensured in the State-levelBankers Committee meeting heldon june 23 under the chairmanshipof the Chief Minister.

The registered street vendors in-clude, about 28.36 percent veg-etable vendors, 10.27 percent ven-dors dealing in clothes, 7.23 percentin fruits and 6.84 percent in foodand beverage business. Among reg-istered street vendors, 62 percentare male and 38 percent are female.

Chief Minister Shivraj SinghChouhan has given strict instruc-tions to officials to ensure that thatthe eligible vendors do not have towander to avail benefits under thePradhan Mantri AtmanirbharSwanidhi Yojana. Chouhan felt theagony of the street vendors and en-sured necessary arrangements forthem to resume their trade. A bud-get provision of Rs 25 crore has alsobeen made for the implementationof the scheme.

Chief Minister Chouhan has alsodecided to launch the DeendayalAntyodaya Yojana National UrbanLivelihood Mission in all 378 urbanbodies with an aim to provide em-ployment opportunities to urbanwomen through self-help groups.At present, the scheme is being runin only 120 urban bodies. The ChiefMinister has said that this missionwill provide means of livelihood tothe urban poor through capacitybuilding, self-employment, skilltraining, social security and cultur-al development. In this mission,shelters for the homeless andhawkers corners for the street ven-dors will be developed.

Leading thegovernment in a difficultperiod of Corona was ahard nut to crack. But thecase here is of Nayak re-turns. Therefore Shivraj re-lied more on workingrather than worrying.

The situation was evenmore troubling in terms ofwork because the prioritywas to connect a largenumber of government

Itcan be said that the poli-cies and intentions of thegovernment moved in theright direction. As a result,today Madhya Pradesh isfighting the right battleagainst Corona. Thoughthe enemy is unknown, hehad to face the victims.

Here, in preference toany kind of Corona victim,the government consid-ered it feasible and used itsresources.

The 15-month old gov-ernment before March 23,2020 could not take Coro-na virus seriously, its ownpolitical confusion wasbigger than this pandemic.The effect was that whenShivraj Singh Chouhantook charge, the Covid-19situation had started to de-teriorate. The previous

government had discon-tinued many of theschemes implementedduring the three tenures ofthe Shivraj Singh govern-ment, hence giving bene-fits and relief or theirstrong alternatives to themasses through theseschemes had also becomea major challenge. Undersuch circumstances, thiscan undoubtedly be calledthe century innings of anexperienced Shivraj interms of achievements.The most important thingis that the state govern-ment is successfully deal-ing with the Corona pan-demic. Prior to this, the govern-ment has also been suc-cessful in the direction ofstrict adherence to the sys-tem of lockdown and in-vestigation of Corona vic-tims including keepingthem under quarantine,making complete arrange-ments in government andprivate hospitals for theirtreatment and the manda-tory use of masks and so-cial distancing.

It is remarkable that the15-month old previousgovernment had beenwailing since Day-1 overthe state treasury. Butwhen Shivraj took over, hedid not utter a word thatcould break the morale ofthe people of the state. He

maintained economic liq-uidity in the state by de-positing the funds of vari-ous government schemesdirectly in the accounts ofthe people. Many activitiesrelated to unemploymentand livelihood had beenstalled in the lockdown.The government provideddirect relief to every sec-tion in the society.

Thanks to the efforts ofthe government, anamount of Rs 24 thousandcrore has been provided to16 lakh farmers for wheatprocurement. Along withthis, Rs 2762 crore rupeeswere provided to aboutthree lakh farmers by pur-chasing gram, mustardand lentils from them . Theeffect of these works hasalso been that the state hasreached the first place inthe country in the field ofwheat procurement.

The government tookseveral prompt decisionsin these three months inorder to enable farmers toget good prices for theircrops. Lakhs of peoplehave benefitted from theKisan Credit Card andCrop Insurance Scheme,implemented by the Shiv-raj government to help thissection. The governmenthas taken several steps to-wards improving the Man-di Act as well as givingloans to farmers.

The government tookdecisions in favour ofevery category. Prioritywas given the betterment

of all sections be it stu-dents, labourers orwomen. Jeevan Shakti Yo-jana was introduced tomake masks tio provideemployment to women.Initiatives were taken toexecute the scheme to pro-vide loans to women self-help groups at low interest.

Lockdown and Covid-19 led to a rapid move-ment of labourers fromone state to another. TheMadhya Pradesh govern-ment made concretearrangements to bringback the labourers of Mad-hya Pradesh staying inother states. Labourerswere transported back toMadhya Pradesh and theirhomes by more than 150trains free-of-cost. Beingin the heart of the country,arrangements of medicine,food anf drinking waterwere made apart fromtransportation to the Mad-hya Pradesh border forlabourers from neighbor-ing states, especially Ma-harashtra to Uttar Pradesh,Bihar, Jharkhand in Mad-hya Pradesh. Chief Minis-ter Shivraj Singh Chouhanwas so sensitive in thismatter that the no labour-er of any had to walk inMadhya Pradesh. He wasof the opinion that ‘Humsab Bharat Maa ke lal, phirbhedbhav ka kahan sawal’(when all of us are the sonsof the soil, where is thequestion of discrimina-tion?
