Objectives

In this course we explore how we can incorporate Community Benefits into the

Procurement Process, using the same format as in course 2.

By the end of this course, you will have a broad understanding of:

Which stages of the process Community Benefits are relevant

How to use the Procurement Process to encourage Community Benefits

Which types of organisations can typically deliver Community Benefits, and

the challenges they face

At the end of the course, there is also an exercise which can give you a chance to put

your knowledge and understanding of Community Benefits to the test!

Herefordshire Meals Service

Ten district or borough councils – individual procurement processes

Creative Commissioning

Long standing “dispute” between the county council and districts over responsibility for the service

Patchy service, not equitable, wide variation in costs and prices, service standards and quality

Commitment to change, interest in social enterprise, & a partnership agenda

The solution The solution........

Page 11: Mutual Advantage

The technical bit ....Social enterprise set up as the County Council’s agent – no procurement

Districts pass the service to the County Council along with a 3/5 year agreement on subsidy – again no procurement

The social enterprise follows the full EU style procurement process in buying its meals

The local authorities jointly agree prices, choice and quality standards - partnership commissioning
