In the presentation of Strict Consultancy a unique concept is presented that matches the requirements of most PPDR organizations in the world. The concept is based on the MVNE model known as Mobile Virtual Network Enabler in the mass mobile services world. With the MVNE model the needs of specific user groups in the PPDR world can be realized via different MVNO’s. The MVNE platform will be custom created as an operator independent technology solution with a maximum level of control on security and performance.

What comes after 4G?
• Mass market is focused on Consumer and Business• Worldwide standardisation
• Mobile broadband is the way to go 4G -> 5G• Driven by Public Mobile Network Operators and Vendors• Large and healthy eco system, covering Networks, Devices and Apps
• Mission Critical functionalities are being included
Public Safety is a niche market compared to the business and consumer market

• Private Mobile Radio (PMR), dedicated private network solution
• Vast majority of the Public Safety market
• Future situation 4G Broadband• Mission Critical part of 4G eco system
• Integrated part of Public or Private network solution
• Few countries decided yet for 4G broadband
• Reality today:• Reliance on PMR
• 4G MCX not yet proven in the field

Public Safety networks in Europe
Wrap-up: Narrowband Lessons Learned
• TETRA / PMR is still the preferred choice for today• TETRA / PMR also has its limitations
• Issues of vendor lock-in• Desired addition / shift to Broadband
Need for open and flexible solutions and services. Avoid pitfalls of vendor lock-in
21
4. Hybrid solutions
22
Current situation and challenges
Challenges
• Continued need for Mission Critical PMR
• 4G technology upgrade to Mission Critical
• Cost of nationwide private networks
• Cost to make public MNO networks Mission Critical grade
• Coverage of rural areas (forest, mountains) by public MNO
• Guaranteed capacity
• Guaranteed access
• Availability and cost of suitablefrequency spectrum
Current situation
• PMR and 4G (from public MNO) used in parallel
• PMR is Mission Critical
• Current 4G is Best Effort
• No integrated services
• No integrated service management
