1980• Sanjay Gandhi killed in a Air crash.

1984• PM Indira Gandhi ordered the operation Blue Star . • PM Indira Gandhi was assassinated by her security guards. • Anti Sikh riots over 10,000 dead

1990• Narcotic Drugs and Psychotropic Substance Act was passed in the parliament.• Terrorist and Disruptive Activities (Prevention) Act is passed.

1986• Environmental Protection Act was passed• Consumer Protection Act was passed.

THE UGLY

• 2009 Lok Sabha Poll estimated spending nearly ₹ 10,000 crore, higher than the 2008 US Presidential Elections (nearly ₹ 8,000 crore)

• 162 MPs have a total of 552 pending criminal cases, of which, 76 were serious

• 15% of candidates for 2009 lok Sabha elections had pending criminal cases against them

• 1,448 of total 4,835 MPs and MLAs are facing criminal charges• 62% of the candidates were without a PAN • Candidates with criminal charges enjoy a higher Success Rate (23%),

which is almost double the success rate of candidates with clean record (12%).

As per the current rules, only those candidates who have been

convicted in a criminal case are debarred from contesting

elections

Charges are framed against the accused only after the police has verified the case

and when the court is convinced after hearing

both the sides that substantial proofs exist

against the accused.

Candidates who have been framed in more than 1

charges by a court of law, in serious criminal cases should

not be allowed to contest election, till the time they

are acquitted by the court.

• Re-contesting candidates must declare the increase (or decrease) in their assets from last time of contest.

• In case of abnormal growth of assets, the Income Tax Office should verify the source of income and submit report to Election Commission within 2 weeks of nomination.

• The Election Commission disqualifies the candidate if the sources are illegal.
