Work hard in harmonyfor discipline-flourishingdemocracy

The government, in pursuit of the building

of a discipline-flourishing democratic nation, is

making sustained efforts and enhancing the value

of the Union and the national interests in various

sectors.

Now, the National Convention, the first and

the most primary one among the steps for demo-

cratic transition, has been convened success-

fully. It has adopted the fundamental principles

and detailed basic principles to be included in

the forthcoming State Constitution.

The 1947 constitution and the 1974 constitu-

tion Myanmar practised in the past are no longer

consistent with the prevailing conditions of the

nation, so a new State constitution has to be

written. The delegates gave priority to the inter-

ests of the Union in holding discussions at the

National Convention, thereby achieving in fruit-

ful results.

Nonetheless, certain self-centered groups are

manufacturing slanderous news to mislead the

people into misunderstanding the National Con-

vention. In this context, the people have to be

aware that some are criticizing the fundamental

principles particularly designed to vest rights in

national races.

The entire people are to oppose such de-

structive acts, interference, and activities de-

signed to make political gains, and to see in

harmony that the nation’s transitional process

will not deviate from the national cause. The

people including National Convention delegates

therefore have to work hard in concert with

national outlook to exercise discipline-flourish-

ing democracy in implementing the steps for

transition to democracy.

Australia urges US tooffer farm concessions

SYDNEY, 5 Sept— USPresident George W Bushshould use a meeting withAsia-Pacific leaders thisweek to offer cuts in USfarm subsidies to helppush for a new global tradedeal, Australia’s TradeMinister said on Tuesday.

ROME, 5 Sept—Heavysmokers with kneearthritis may be expe-riencing an early sign of adifficult-to-treat lung can-cer, research shows.

Researchers at PratoHospital in Italy reviewedthe case files of 296patients with inflam-mation in one knee be-tween 2000 and 2005.

In just under 2 percentof these patients, the mildknee arthritis was accom-panied by non-small celllung cancer. All patientswere middle-aged menwho had been heavysmokers for most of theirlives. Once the cancertissue was surgicallyremoved, the knee paincleared up as well.

About 85 percent of alllung cancers are non-smallcell lung cancer, accordingto the American CancerSociety. Unless it is caughtearly, non-small cell lungcancer is difficult to treat.It spreads to the bones inone in five cases and iswell advanced by the timeit is diagnosed in half ofall cases.—Internet

KATHMANDU, 5 Sept— At least five people werekilled in separate landslides that occurred in remoteparts of western Nepal within the last 24 hours, reportedthe local media house’s website nepalnews.com onTuesday.

Three people of a family died in remote RukuVillage Development Committee (VDC) of KalikotDistrict, situated some 400 kilometres west of thecapital city Kathmandu, Monday night after their housewas swept away by landslide triggered by the incessantrainfall.

The landslide has also caused serious damage tomore than 10 houses in the locality, reports said.

The Nepal Army personnel from a nearby barrackshad left for the site to carry out rescue operations.

Similarly, two persons were killed in a landslidethat hit Juthapauwa VDC of Palpa District, some 175kilometres west of Kathmandu, also on Monday.

Those killed by the landslide have been identified asthe local resident Asmita Kunwar and her five-year-olddaughter.

MOSCOW, 5 Sept— Russia on Tuesday reported itsthird outbreak this year of the deadly H5N1 strain ofbird flu after 410 birds died on a poultry farm in thecountry’s south, but the growing poultry sector is set towithstand the scare.

Another 414 birds were culled and strict quarantinemeasures were in place at the farm in the KrasnodarRegion after local laboratory tests confirmed thepresence of the virus in dead birds, Russia’s animal andplant health watchdog said.

“It’s serious enough to bring in strict measures,including quarantine, to make sure it doesn’t spread,”Alexei Alexeyenko, spokesman for the Rosselkhoz-nadzor agency, said.

“An investigation is being carried out to determinethe source of the infection.” Russia’s second outbreakof 2007 occurred in February, when several cases intowns around Moscow were traced to the capital’sbest-known pet market. Russia expects to boost poultrymeat output 16 per cent this year to about 1.8 milliontons, cutting the share of imports in domesticconsumption. — MNA/Reuters

The Ministry of Commerce, Industry and Energysaid overseas shipments of digital electronics goodsreached 11.07 billion US dollars last month, comparedto 9.90 billion dollars a year earlier.

SYDNEY, 5 Sept—Growing dependence oncheap coal to power rapideconomic growth in theAsia-Pacific could un-

dermine efforts to reducegreenhouse gas emissionsthat is blamed for harmfulchanges in the world’sclimate, experts said onTuesday.

Between 2001 and2006, coal use around theworld grew by an un-precedented 30 per cent.Asia, led by China, ac-counted for almost 90 percent of the growth, theWorld Wildlife Fund(WWF) said at the launchof a climate change reportin Sydney.

“The Asia PacificRegion is at a criticalmoment with regard to coaluse, and is grappling withthe difficult question ofhow to balance bur-geoning energy needs withthe well-being of the planetand local communities,”the WWF report said.

Coal, the most abundantconventional fossil fuel,is responsible for a quarterof the world’s total carbonemissions.

According to the Inter-national Energy Ass-ociation, economic gro-wth in India and China willaccount for 70 per cent ofthe increase in global coalconsumption by 2030,primarily in the electricityand industrial sectors. TheWWF said coal relatedcarbon emissions in-creased by 31 per centbetween 1990 and 2004. Interference of US and Britain inMyanmar’s political affairs—I

Kyaw Ye MinIn the US politics, the presidential race-2008

is gaining momentum. Among the topics debated most

heatedly has been the US foreign policy to be adopted

in the aftermath of the Bush administration. There

have been growing dissent and opposition to the US

foreign policy of the Bush administration character-

ized by the blatant interference in the internal affairs of

other nations on the pretexts of fighting terrorism and

installing democracy.

According to the public opinion survey con-ducted in 50 nations by the Pew research group,even the people of the traditional allies of the US, letalone those of the third world, were beginning toaccept the fact that the world peace was in dangerdue to the US bullies over other nations. In Britain,the people who had positive attitude towards theUS stood at 83 per cent only in year 2000 but thefigure was down to 56 per cent in 2006. Similarly,the percentages dropped to 39 per cent in France,37 per cent in Germany and 23 per cent in Spain.About 30 per cent only in average of the people ofthe third world under survey had positive attitudetowards the US.

Hence, the US political world is concentrating

on the discussions on how to improve the US image.

However, a review of the US history will show that it

has repeatedly meddled in the internal affairs of other

nations for the sake of its national interests. So, what

they are brainstorming now is not to put an end to

interference in others’ internal affairs but they are

thinking about using tricks to cover up the blunders so

that the world people would accept her.

After the Second World War or during the

Cold War, the US adopted the fight against Commu-

nism and control of the Soviet Union to be the tasks to

serve her national interest. It adopted the Truman

Doctrine and the Domino Theory in order to serve its

national interest. The essence of these policies was to

prevent Communism from being practised in the Third

World nations and to bring down the pro-Communist

governments there so that Communism would be kept

at bay from those nations while installing the pro-US

governments there.

In pursuit of these policies, military interven-

tions took place in numerous nations such as Cuba,

Lebanon, Dominican, Vietnam etc. In the Asian and

African nations including Myanmar, the US provided

aid to the rightist insurgents. In the Latin American

nations like Chile, Argentina, Bolivia and so on, the

rightist pro-American military officers overthrew the

democratically elected governments there. Duringthe Cold War period, the US only gave priority tothe fight against Communism so it did not take intoaccount whether a government was a democraticone or not but with emphasis on the norm— whetherthe latter cooperated with it or not. Hence, the US

allies included many governments under dictator-ship from the Third World and it extended mil-lions of dollars in aid to such nations. However, theCold War period was characterized by bi-polari-zation or the period of two super powers or therivalry between the West bloc led by the US andthe East bloc led by the Soviet Union. Under thecircumstances, the US was not in a position tointerfere in the internal affairs of other nations atwill; it had to consider the possible reaction fromthe Soviet Union.

At the end of the Cold War or after the

collapse of the Soviet Union, however, the US has

become the sole super power or the Uni-polar. De-

spite the disappearance of the Soviet Union from the

world political arena, there remain the US interests.

The US needs to protect its national interests and

expand its influence. It has to continue to expand its

influence in order that there may not emerge powerful

nations similar to the Soviet Union capable of chal-

lenging it. This is its principal interest. During the

Cold War period, the US administrations had been

able to trick the American public and the world as a

whole and expand their influence citing the threat of

Communism. Through this trick, they had been able

to interfere in the internal affairs of other nations.

During the post-Cold War period, the Ameri-

cans covered up their practice of neo-colonialism

with the words of democracy, human rights and the

fight against terrorism. They invented the new ide-

ologies to replace the anti-Communist ideologies of

the past. They interfered in the affairs of other

nations applying those ideologies. The first was the

Humanitarian Intervention introduced by Clinton.

According to the principle, the US and its allies had

the right to take military action against a sovereign

nation when the human rights and humanitarian

situations deteriorated severely in the nation in ques-

tion for the sake of humanitarian situation. It was

stated that to do this no approval of the UN was

needed and no need to respect the sovereignty of the

nation in question. Based on this concept, the US-

led NATO forces launched military intervention in

Bosnia, Herzegovina and Kosovo.

However, the Americans employed thedouble standard policy in interfering in the inter-nal affairs of others on the pretext of humanitar-ian grounds. For instance, they refused to takeeffective action in the case of Palestine people whowere subject to deteriorating humanitarian con-ditions and they failed to take any move in the caseof Rwanda in Africa where fierce fightings wenton among the ethnic groups in which hundreds ofthousands killed. It was because it had little inter-est there. Obviously, the Clinton policy, too, wore

The Bush policy is worse than the Clintonpolicy. He declared the policy after the 9/11 attack.The policy is characterized by three points. Thefirst point is that the US would take pre-emptivestrike against any nation whenever the US secu-rity is under threat. The second point is that the USwould remove the governments of the nationswhich do not conform to the American democracynorms and try to introduce the American democ-racy norms there. The third point is that the USwould carry out the first two points alone if it doesnot receive the support and cooperation of theinternational organizations such as the UnitedNations and its allies. Bush’s policy is to brazenlyand openly materialize the US neo-colonialism.The first prey of his preemptive strike policy isIraq. The US invaded Iraq with the accusationthat the country possessed a large number ofweapons of mass destruction (WMD). But no WMDhas been found in Iraq, and everyone knows whatis happening in Iraq now. So, I do not wish topresent the matter in detail. What I am going to

present in this article is about the nations facing

interferences not through military means but through

diplomatic, economic and mass media means.

The US has been practising transformational di-

plomacy during the Bush administration. Concerning

the diplomacy, Condoleza Rice thundered to end the

350-year-old tradition of respecting sovereignty of

nations. She pointed out the incident in which al-

Qaeda attacked the US after taking foothold in Af-

ghanistan under the rule of Taliban, saying that the

US could not ignore a nation’s internal situation even

if it seemed unconcerned with the US. According to

new US policy, its diplomats will have to make

broader contacts with not only the governments of the

respective countries but also with local activists to

explain the standard and norms of US democracy till

they are understood and accepted; in the countries

designated by the US to make policy changes, the US

diplomats should cooperate with the activists and

exert pressures on the respective governments till

they come to accept and follow the US-standardized

norms; if necessary, the US diplomats will fuel the

activities till there is a regime change. Those are the

essence of US transformational diplomacy.

In implementing the transformational diplomacy,

in addition to US State Department, the government-

related institutions such as USAID, National Endow-

ment for Democracy (NED), International Republi-

can Institute (IRI) and National Democratic Institute

for International Affairs and conservative organiza-

tions like Freedom House are also taking part in the

task of brazenly and openly interfering in the affairs of

other countries. The said institutions and organizations

are sponsoring training courses, talks, exhibitions,

competitions, and scholarships with embassy-run US

Centres as the base in organizing youths. Whenever a

mass movement was required in a certain country,

those organizations provided assistance to youth ac-

tivities and trained them to act in accordance with the

Gene Sharp’s method of opposing a government. Ac-

tually, transformational diplomacy is an underground

anti-government movement which misuses diplomatic

impunity.

The US is worried that more regional powersmay emerge in Europe, Asia, Middle East etc andchallenge the US interest. In this regard, it is prac-tising transformational diplomacy for the govern-ments under US influence to grab power in thecountries lying in the strategic locations to containregional powers and potential regional powers. Asthe anti-government groups are applying GeneSharp’s methods using specific colours or symbols,media have named them “Colour Revolution”.

The colour revolutions such as orange, pink and

rose revolutions in Balkans, Serbia, Georgia, Ukraine

and Kajistan in Central Asia and Lebanon in the

Middle East are the anti-government movements re-

sulting from US transformational diplomacy. The type

of US interference is the same as that in all those

revolutions. The US provided various kinds of assist-

ance to pro-US opposition parties; at the same time, the

US organized youths and groups to form steering

organizations through US centres for anti-government

activities. For example, the US embassies formed

active anti-government organizations such as Otpor

(Resistance) in Serbia, Kmara (Enough) in Georgia,

and Pora (It’s Time) in Ukraine. In the end, politicalparties under US influence and various groups thatwere formed under US sponsorship joined hands tooverthrow the government through public protestand violence. The US has named such activities asdemocracy activities and provided diplomatic sup-port to them. The US also imposes sanctions on thegovernment concerned if necessary.

Myanmar that lies in the strategic place of geo-

politics in Asia has faced US interferences under various

forms throughout history. Now, I will present the brazen

and open US interferences in Myanmar at present.

The US-Myanmar relations began in 1782-1819 during the time of King Bodaw Phaya(Padon). It was during the reign of King Mindonthat the US-Myanmar relations were strength-ened to the level of exchanging goodwill messagesbetween the king and the then US president.When Myanmar regained independence, USPresident Truman sent felicitations to Myanmar

The US has been practis-ing transformational diplo-macy during the Bush admin-istration. Concerning the di-plomacy, Condoleza Ricethundered to end the 350-year-old tradition of respect-ing sovereignty of nations.

In the countries designatedby the US to make policychanges, the US diplomatsshould cooperate with the ac-tivists and exert pressures onthe respective governmentstill they come to accept andfollow the US-standardizednorms; if necessary, the USdiplomats will fuel the activi-ties till there is a regimechange. Those are the essenceof US transformational diplo-macy.

The Kuomintang issue af-fected the bilateral relationsadversely, and the Myanmargovernment refused all theassistance the US govern-ment was providing for it.From that time on, the USgovernment has been find-ing fault with Myanmar, in-terfering in the internal af-fairs, and attacking the coun-try. Apparently, the US isabsolutely desperate to gainpolitical domination overMyanmar and feels embar-rassed due to the fact thatMyanmar is considerably te-nacious in this regard.

and made arrangements to provide immediateeconomic assistance to the country. But later, theUS began to show its real image and there werereasons to believe so.

During the Cold War, the US the leader of NATO

was applying various means in trying to stop commu-

nism from spreading in the East. According to the

assessment that Myanmar’s neighbouring big com-

munist country could attack Indochina via Shan State

and Thailand, the US decided to gather the retreating

Kuomintang troops and send them to Shan State in

Myanmar to take positions as possible as they can.

The US openly provided assistance to Kuomintang

troops that were intruding into Myanmar territory.

The US never considers any one when it is for its own

interest. It is the US’s copyright policy.

In late 1952, Kuomintang troops with much reli-

ance on the US even hatched a plot to occupy Myanmar,

marching en masse towards the west through the

Thanlyin River. It was known globally that in March

1953, Myanmar government lodged a complaint with

the United Nations about the Kuomintang troops’

invasion of Myanmar, presenting compelling evidences.

It is the US government that showed no propriety and

perpetrated a variety of acts flagrantly although it was

flushed with embarrassment in the international com-

munity. After all, the Myanmar Tatmadaw possessing

12 fine traditions managed to expel the intruders from

the Myanmar territory in 1961.

The Kuomintang issue affected the bilateral rela-

tions adversely, and the Myanmar government re-

fused all the assistance the US government was pro-

viding for it. From that time on, the US government

has been finding fault with Myanmar, interfering in the

internal affairs, and attacking the country. Apparently,

the US is absolutely desperate to gain political domi-

nation over Myanmar and feels embarrassed due to the

fact that Myanmar is considerably tenacious in this

regard.

By the way, I would like to present the Central

Intelligence Agency (CIA) of the US. It was estab-

lished in 1947 and is based in Washington with more

than 20,000 intelligence staff. Some former US Presi-

dents used to serve in the CIA. Actually, the CIA is the

largest intelligence agency in the world that is vari-

ously interfering in the internal affairs of many other

countries to obtain political and economic domination

in the interests of the US. The incident relating to

Kuomintang troops occurred in Myanmar at the insti-

gation of the CIA.

Disguising themselves variously, CIA staff aredeployed in almost all world nations. In a clever way,the CIA keeps its followers in the country concerned.It deals and makes contacts with local people fromvarious strata of life that oppose against the govern-ment of the country. Then, it resorts to all possibleways and means to keep its followers, explaining thatit is working in the interests of the country. Thenational axe-handles were said, instead of conduct-ing thorough reviews, to trust in the situation inwhich the US, thousands of miles away from thecountry, showed its goodwill by providing assist-ance. How surprising it is! I wonder what incentivesthe CIA gave to them and how it won their trust.

The CIA did meddle in the Myanmar’s internalaffairs. American missionary doctor Seagrave, whowas also a staff member of the CIA and who visitedMyanmar after 1948, faced legal action taken by thegovernment for his aiding and abetting Kachin in-surgent captain Naw Hsai. National traitor expatri-ate U Law Yon worked as a spy of the CIA inMyanmar and ex-US Ambassadors to Myanmar SeaBall, Hamel Junior and Burton Levin were CIAhigh-ranking officials. According to the book “Who’swho in CIA” published in East Berlin in 1968, up tothat time, there were 44 CIA officials who servedunder the protection of the US Embassy to Myanmar.

Between 1952 and 1967, it set up three separate radio

stations in Shan State, and there a special CIA training

centre was run under the supervision of CIA spy

William Yan.

The US government and the CIA tried to break up

the Union by organizing and controlling Shan chief-

tains and abetting them to practise Federalism (Union

system). As a consequence of the activities perpe-

trated by the then Shan chieftains in collusion with

SEATO, CIA and Kuomintang, since then, Myanmar

has been addressing the armed insurgency and prob-

lems on narcotic drugs that were rampant along the

border. CIA’s assistance helped prolong armed strife

in border areas and disrupted stability and peace of the

State and hindered the tasks for reconstruction of the

nation and development of border areas.

Through the CIA, the US government provided a

large number of manpower, funds and arms for anti-

government movements of U Nu, who claimed him-

self to be an expatriate, and his associate U Law Yon,

formation of parliamentary democracy party and trips

to London and New York, and the military project

launched in Bangkok to form Pyichit Lut Lat Yay

military force. However, the US investments did not

yield any fruit due to U Nu’s return to the nation under

the amnesty granted by the government in 1980.

In addition, Major Aung, Yangon Ba Swe, U Thu

Wai, Zarli Maw, Myaungmya Ba Swe and some

members of the expatriates group returned to the

nation. However, some remnant expatriates remained

in the US and some western countries. Dr Kyaw Win,

Tin Maung Win, Bilar Rashid, Ye Kyaw Thu, Maung

Aung and Wendy Law Yon of the remnant expatriates

group formed the CRDB in 1987 with American

Senator Hackel, Robert Nathan, Professor Joseph

Silverstein and Luis J Wallinski as members of the

board of advisers. In the 1988 unrest, the CRDB tried

to overthrow the Myanmar Socialist Programme gov-

ernment with the assistance it was getting from inter-

nal ex-renegades, ex-politicians, and the US and

British embassies through the DAB.

Speaking at the signing ceremony, the NNDCManaging Director, Alhaji Aliyu Alkali, said thecompany was going into telephony business to generatemoney for its activities.

to do with the protein Wip1, which appears to bringdown the risk of cancerwhen it is inactivated.

In their experiment, theresearchers cross bredmale mice suffering fromintestinal polyps with Wip1-deficient female mice —and their offspring turnedout to be relatively cancerfree. Intestinal polyps candevelop into colorectalcancer over time.

“Presumably they weresupposed to developcancer because they gotthis bad gene from thefathers, but it is not goingto be working because ...(of the good thing fromthe mothers),” DmitryBulavin, principal investi-gator at Singapore’sInstitute of Molecular andCell Biology, said in atelephone interview.

China Aviation Industry Corporation I (AVIC I),the manufacturer of China’s third generation fighter J10,brings models of its civil aviation products, includingturbo-prop regional aircraft MA60 and regional aircraftARJ21, ARJ21 cabin section and partial products foraero-engine subcontracting, to the 14th presentation ofAsia Aerospace International Expo and Congress inHong Kong.

Hu Wenming, AVIC I senior vice-president, said,“AVIC I would like to become the world’s top classmanufacturer for regional aircraft and top class supplierfor commercial aircraft.”

Chen Guanjun, vice-president of AVIC I’sDepartment of Marketing and International Cooperation,said several customers from India, Thailand and othercountries had shown great interest in their products onthe opening day of the exhibition.

The commanderviewed growing of HsinNwe Yin paddy strain ontwo acres of farmer U SitAye in Pantanaw Town-ship.

He also inspectedthe re-growing of ManawThukha paddy stain at thefarmlands in Hleseik vil-lage, weeding and broad-casting of fertilizers on

three acres of monsoonpaddy plantation andthriving of Ayaya Aungpaddy strain in Hsa Phyuvillage in the township.

Pantanaw Town-ship has cultivated 87,300acres of monsoon paddyagainst the target of 88,030acres.

Arrangements arebeing made for re-grow-ing of 12,155 acres ofpaddy on the farmland thathad been flooded.

Next, the com-mander inspected thrivingphysic nut and jute plan-tations and beautifyingtask of Nyaungdon.

At the Farmers’Hospital near Hsamalaukvillage in NyaungdonTownship, the com-mander heard the reports

However, the monks refused the requestand insisted on demonstration calling for the releaseof the detainees and the fall of commodity prices byholding placards featuring the words of SanghaSamaggi along Bogyoke Street. Although the authori-ties concerned and Township Sangha Nayaka Com-

mittee Chairman U Tejobhasa made a request again,the monk demonstrators pushed the chairman Sayadawover and continued their protest. As danger might fallto the Sayadaw and the public passers-by, the authori-ties fired small weapons three times in the air todisperse the crowd of about 100 monks.
