MyVote Wisconsin

Summary

MyVote Wisconsin (https://myvote.wi.gov) is a website specifically designed for

voters.

MyVote Wisconsin provides all Wisconsin residents – registered and non-

registered electors – with information regarding the date of their next election,

where they vote, what will appear on their ballot, voter registration, absentee

voting, the ward and districts in which they live, who holds office in their area, and

how to contact their municipal clerk. Registered electors have access to more

detailed information than non-registered electors. All residents may use the

website to create and print a new or updated voter registration application, which

they then sign and mail to their municipal clerk or hand deliver and sign in the

presence of the municipal clerk or polling place election inspector. In addition,

military voters and permanent overseas voters may use MyVote Wisconsin to

request and receive an absentee ballot online.

All of the information displayed on MyVote Wisconsin is taken directly from data

in the Statewide Voter Registration System (SVRS).

Because of differences in federal and state laws for the various types of voters,

MyVote Wisconsin requires users to select one of four voter categories to access

the features of the website.

Regular Voter

A regular voter is a Wisconsin resident who is neither permanently overseas nor in

the military. Once a user has selected “Regular Voter” on the homepage, he/she

may use MyVote Wisconsin to search for their voting information using either

their name and date of birth (“Voter Search”) or the address they use for voting

(“Address Search”). In addition, voters may search for the status of their

provisional ballot (“Search Provisional Ballot Status”). All users also may view

answers to commonly asked questions about voting and elections in Wisconsin

(“Information About Voting”).

When registered voters select their voter profile through the “Voter Search,” a

menu appears with links to specific information about their polling place location,

their sample ballot, their voting history, how to request an absentee ballot, the

status of their absentee ballot, how to update their voter registration record, and

their clerk and elected official information. Voters who are not registered are

provided instructions on how to create a voter registration application using the

website or how to access general information (ward and district information,

polling place location, officeholders, and contact information for their municipal

clerk) based on the address they use for voting.

Temporary Overseas Voter

A temporary overseas voter is a Wisconsin resident who is living outside of the

U.S. for work, school, or other reasons and intends to return to Wisconsin.

Temporary overseas voters have access to the same MyVote Wisconsin features as

regular voters. This category was created to prevent these voters from mistakenly

identifying themselves as permanent overseas voters.

Military Voter

A military voter is a Wisconsin resident or a person who formerly resided in

Wisconsin prior to qualifying as a military voter and is:

A member of a “uniformed service”

This includes the U.S. Army, Navy, Air Force, Marine Corps, Coast

Guard, commissioned corps of the Public Health Service, and

commissioned corps of the National Oceanic and Atmospheric

Administration

A member of the Merchant Marine of the United States

A civilian employee of the United States or a civilian officially attached to a

uniformed service who is serving outside the United States (examples

include Department of Defense (DoD) civilians, DoD contractors, and

Department of the Army (DA) civilians)

A Peace Corps volunteer

The spouse or dependent of any of those listed above who are residing with

or accompanying them

Military voters may use MyVote Wisconsin to access their voter information using

their name and date of birth, search for voting information based on their

Wisconsin residential address, search for the status of their absentee ballot, and

view answers to commonly asked questions about voting and elections in

Wisconsin.

Military voters may also use MyVote Wisconsin to request and receive an absentee

ballot online. The website prompts the user to confirm their military status and

voter information (name, birth date, Wisconsin address). The user also is asked to

select the election(s) for which they wish to receive an absentee ballot and by

which method – mail, fax, or online.

If the mail or fax option is selected, the municipal clerk is notified by email that a

ballot must be mailed or faxed to this elector. Notifications are sent out nightly.

They are not delivered in real time.

If the online option is selected, the user is taken to their ballot, if ballots are

available for the election. If ballots are not yet available for the election, a

message appears informing the user that they will receive an email when ballots

are available on the website. Municipal clerks are notified by email of all ballots

downloaded through MyVote Wisconsin.

Ballots marked through MyVote Wisconsin are official ballots. At the end of the

process, users are instructed to return the ballot to their municipal clerk. The ballot

must be returned by mail. Ballots may not be returned electronically.

Military voters are not required to register to vote. However, when new military

voters fill out an absentee ballot application online, a voter registration form will

automatically be entered and approved in SVRS.

Permanent Overseas Voter

A permanent overseas voter is a U.S. citizen who has no intent to return to the

United States, but who last resided in Wisconsin (or whose parent last resided in

Wisconsin) prior to moving to a foreign country. Permanent overseas voters have

access to the same MyVote Wisconsin features as military voters, and may also

receive ballots by mail, fax, or online. Additionally, permanent overseas voters

may use the website to create and print a voter registration application.

Permanent overseas voters must be registered to vote in order to request and

receive an absentee ballot through MyVote Wisconsin. Once registered to vote,

permanent overseas voters may use the online absentee ballot delivery system in

the same way as military voters. A permanent overseas voter can complete and

mail both a voter registration application and an absentee ballot request at the same

time. However, the voter will not be able to access their absentee ballot online

until the municipal clerk approves their voter registration application.

Online Assisted Voter Registration (also known as “Click and Mail”)

MyVote Wisconsin allows all users to create and print a voter registration

application. This includes voters who are registering for the first time and voters

who are updating their information. The same rules for all voter registrations

apply to applications completed using MyVote Wisconsin.

To begin, the user must select one of the four voter categories on the homepage,

such as “Regular Voter.” Next, the user completes the “Voter Search” by entering

their name and date of birth.

Voter Search-No Match

If the user’s name and address does not appear in the search results, the user clicks

on “Register to Vote” to be taken to the voter registration application. There,

he/she will be asked a series of questions. All questions have to be answered

before the form can be created and printed. Users then must print the form, sign it,

and mail it or hand deliver the form and sign it in the presence of the municipal

clerk or polling place election inspector. The website instructs users whether they

are allowed to mail the form or whether they must submit the form in person based

upon on the date of the next election and the date on which they use the website to

create their voter registration. It also provides information on whether the voter is

required to provide proof of residence with their application.

Voter Search-Match

If the user’s name and address appears in the search results, the user clicks on their

name in the search results and is taken to their voter profile. There, he/she can

click on “Update My Voter Registration” to start the process of changing their

name and/or address. All questions have to be answered before the form can be

created and printed. Users then must print the form, sign it and mail it or hand

deliver the form and sign it in the presence of the municipal clerk or polling place

election inspector. The website instructs users whether they are allowed to mail

the form or whether they must submit the form in person based upon on the date of

the next election and the date on which they use the website to update their voter

registration. It also provides information on whether the voter is required to

provide proof of residence with their application.

Processing

No information is saved in SVRS until the user clicks the submit button at the end

of the voter registration process. These voter registration applications are marked

as “Pending” in SVRS under “Voter Applications.” Municipal clerks receive an

email when a resident completes a voter registration form using MyVote

Wisconsin. The application is processed only when the municipal clerk receives

the printed, signed form. No data entry is required.

Voters may bring voter registration applications generated through MyVote

Wisconsin to their polling place on Election Day. Election inspectors should

accept these forms as Election Day registrations. The voter must sign the form in

the presence of an election inspector. If the voter already has signed the form, they

must sign it again in the presence of an election inspector. All Election Day voter

registration requirements apply.

Municipal clerks may use MyVote Wisconsin during open voter registration, late

voter registration, in-person absentee voting, and at the polling place on Election

Day to assist and facilitate electors registering to vote.

Online Absentee Ballot Delivery

The online absentee ballot delivery system is designed to make it easier for

military and permanent overseas voters to request, receive, and submit absentee

ballots. It also makes this process more efficient for municipal clerks.

Military and Permanent Overseas Voters Only

While military and permanent overseas voters may use MyVote Wisconsin to

request and receive an absentee ballot, these voters may indicate that they prefer to

have an absentee ballot issued to them by mail or fax. Municipal clerks are

required to continue to provide ballots by the method requested by the voter, but

may ask if the voter would rather obtain a ballot through MyVote Wisconsin.

Requests through MyVote Wisconsin to obtain a ballot by mail or fax must be

processed within 24 hours of receiving notification of the request. Municipal clerks

receive an email when a resident uses this feature of the website.

Absentee ballots accessed through MyVote Wisconsin are issued on behalf of the

appropriate municipal clerk based on information entered into SVRS. These are

official ballots.

Accessing

To access an absentee ballot, military and permanent overseas voters first must

select their voter category on the homepage. Next, they must complete a “Voter

Search” to locate their record. When they click on their name, they will be taken

to their voter profile. There, they can select “Get an Absentee Ballot” to complete

an application and immediately mark a ballot. Users may leave the website and

return at a later time to retrieve their ballot, if necessary. Military and permanent

overseas voters are required to provide the last four digits of their Social Security

Number to access their absentee ballot. The ballot must be returned by mail. The

website provides instructions to the voter on how to mail the ballot and what

address to use.

Military and permanent overseas voters may cancel an existing absentee

application and create a new one through MyVote Wisconsin. Additionally,

military and permanent overseas voters can spoil an existing ballot and get another

ballot through the website. The voter can only get up to three ballots.

If a voter is having difficulty downloading a ballot, please instruct the voter to

contact the G.A.B. or you may contact the G.A.B. on the voter’s behalf.

Each absentee ballot issued through MyVote Wisconsin is automatically tracked in

the SVRS.

Processing

The absentee ballots issued through MyVote Wisconsin do not contain the initials

of the municipal clerk. Each absentee ballot issued is given a mailing ID. The

mailing ID prints on the absentee certificate the voter must complete and mail with

their voted absentee ballot. The mailing ID also displays in SVRS and is included

on the notification each clerk receives when a voter accesses an absentee ballot

online. Please verify the mailing ID on the absentee certificate matches the

mailing ID on the absentee ballot log. The absentee ballot log printed from SVRS

includes the mailing ID. If you maintain a separate absentee ballot log outside of

SVRS, you manually need to record the information on the application and the

mailing ID from the notification.

Absentee ballots downloaded and completed through MyVote Wisconsin may be

hand counted or “remade” in order to be counted by voting equipment.

Notifications

Municipal clerks are notified of all activity on MyVote Wisconsin. The email

notifications are sent out nightly and provide a one-day summary of certain

activities by voters in your municipality. They are not delivered in real time. The

summary of activity includes:

New online voter registrations

A list of all people who used the MyVote Wisconsin voter registration

process to complete their voter registration. Voters still must sign and

mail the form or hand deliver the form and sign it in the presence of

the municipal clerk or polling place election inspector.

New online absentee applications

NOTE: This is the only notification that may require immediate

action by the municipal clerk. Please send absentee ballots to military

and permanent overseas voters who request one be mailed or faxed

within 24 hours of reading the notification.

A list of all absentee ballot applications, including applications from

military and permanent overseas voters who want to receive their

ballot by mail or by fax. Municipal clerks must provide the ballot by

the method requested by the voter. This section also lists military and

permanent overseas voters who applied and selected to receive their

absentee ballot online through MyVote Wisconsin. Municipal clerks

should review these voters to ensure the voters correctly reported their

UOCAVA status. A copy of the voter’s absentee ballot application is

sent in a separate email. Clerks must print the form and file them with

all other absentee ballot applications for the election.

Updated voters – merged records

A list of all military voters who changed their name and/or address.

Updated voters – not merged records

A list of all military voters who changed their name and/or address,

but provided a Social Security Number that did not match the voter

record which they indicated was their record.

Updated voters – updated records

A list of all military voters who updated their Social Security Number

on the website. Clerks must print the notification and attach it to the

voter registration or absentee application on file for that voter.

Spoiled absentee ballots

A list of all voters who spoiled an existing absentee ballot and were

issued another ballot.

SVRS and MyVote Wisconsin

The quality of the information displayed on MyVote Wisconsin depends on the

quality of data in SVRS. It is critical that officeholders, voter records, contests,

candidates, polling place information, and municipal clerk contact information is

entered timely, accurately, and completely. Inaccurate or incomplete data will

result in voter confusion and online ballots that differ from those offered to voters

using other methods to vote. It is also important for SVRS users to inherit

elections in a timely manner.

The voters are required to mail their registration form (during open registration), bring the form to your office (during the close of registration), or bring the form to the polling place (on election day) before you can process their voter registration.  Please take note of voter registrations you receive, the voter registrations downloaded from the My Vote WI site will have “Completed online at: My Vote WI” listed at the top of the form in the header.  An online app ID number will also print at the top of the form.

The voter will receive an email the day after you process their voter application.

Reliers – Please make sure you inform your Provider when you receive the voter registration form in the mail so they can process the voter application.
