this facility since 2008. The facility consists of common hazardous waste incinerator which is also

successfully operative since last 3 years and has maintained the permissible limits prescribed by the

regulatoryauthorityatalltlmes'Atthisfacilityaproperlaboratoryisestablishedtocheckthefinger

1. We appreciate the concern and we assure you to adopt highest safety measures during the

operation phase and shall strictly follow the guidelines of CPCB for this project to avoid any

accidents.

2. The present facility of SEPPL at Kutch is a Zero Discharge facility. This means that we are not

releasing waste water outside our premises. We have proposed to install a state of art technology

effluent treatment plant for the treatment and disposal of our waste water meeting the statutory

requirements. ln case, if the parameters exceed the permissible limits we shall send the waste water

for forced evaporation system which we have proposed to install.

3. GPCB monitors common waste management projects atleast once in a month as per their recent

manuals. Hence, this concern will be addressed properly by GPCB.

4. Maximum wastewater generation from the processes will not exceed 15 Kl/day for which we have

proposed to install state of art technology effluent treatment plant to ensure that the treated waste

water meets the permissible limits proposed by regulatory authorities. ln case, system fail in such an

event we shall send this waste water for forced evaporation within our system. We have proposed

to install liquid quencher, multicyclone separators, cyclone separators and 3 stage scrubbing unit to

address the pollution arising out of gaseous emission.

Respected Sir,

Please find herewith our reply to the objections raised by the above party for the development of our

proposed project at Da hej.

We appreciate the concern on the operations of captive incineration in Dahej with respect to its

flue gas emission and odor. Please note that ours is a common hazardous waste incineration facility

which has to be strictly designed and operated as per the various guidelines of CPCB. ln the EIA Report

we have shown the air dispersion models wherein the maximum ground level concentration is at 1.1 km

and your village is located beyond this maximum GLC concentration limit. Hence the impact would be

negligible.

With respect to the waste water we would like to inform you that the maximum waste water

generation would be 15 Kl/day and this waste water shall be treated in our State of art Effluent

Treatment plant facility and in case system is unable to meet the norms we shall force evaporate this

wastewater in our system. Hence there will be no impact on land environment and sea environment.

With the above facts we request you to kindly trust our commitments and we hope our submission is in

line with your requirements

Respected Sir,

Please find herewith our point wise reply to the objections raised by the above party for the

development of our proposed project at Dahej.

1. We have proposed to install liquid quencher, multicyclone separators, cyclone separators and 3

stage scrubbing unit to address the pollution arising out of gaseous emission and the flue gas

emission shall be continuously monitored through online monitoring system. ln case of any

deviation the plant will go for auto shut off and will be restarted after rectifying the problem. Hence

there will not be any impact of sickness on human beings or animals.

2. Maximum wastewater generation from the processes will not exceed 15 KL/day for which we have

proposed to install state of art technology effluent treatment plant to ensure that the treated waste

water meets the permissible limits proposed by regulatory authorities. ln case, system fail in such an

event we shall send this waste water for forced evaporation within our system. Hence this

wastewater will not create any health and environment hazards to human beings animals and sea

creatures.

3. The maximum waste is supposed to come from industries located in Dahej and the storage

proposed by us is in line with the CPCB guidelines 2008 which are very stringent and full proof

system. The storage at our facility will be more safer than the waste stored within the waste

premises operative in Dahej. The entire incineration system is designed as per the CPCB guidelines

hence there is no question of health hazard to human beings and animals.

In response to the concern on submission of wrong information in the EIA Report please lind our point

wise reDlv.

1. The processing capacity of the incinerator shown in the EIA report is 4000 MT annually is

sourced from cPcB guideline of common hazardous waste incinerator. This is available for CPCB

website also for cross-verification.

The distance ofVadadla vi l lage shown in the report is 1.2 and as mentioned by compla;ner is 1

km. The exact distance is very difficult to be calculated from the satellite images but we confirm

that it is more than 1 km.

The ToR is issued by the Expert Appraisal committee(EAc) of Ministry of Envfonment and

Forests(MoEF) since this projed falls under "Category A" and we have not hidden any facts on

this.

Please refer Chapter 2 of the EIA report in which we have designed the incinerator in line with

the CPCB guidelines afterstudying the alternate technologies available.

The online monitoring systems are meant for analysis ofgaseous emissions. This does not mean

that ourdesign is not meeting CPCB Suidelines.

The liquid quenching system incorporated in the desitn is to capture the dioxins and furans and

prevent aegeneration ofthe same. Hence this issue is al5o addressed in the design.

In the EIA report it is mentioned that we will incinerate 5 MT/Hr through loMKcal Incinerator

which is a clerical mistake and should be read as 4 MT/Hr and we shall incorporate this change

in the tlnal EIA report.

The figures on water consumption in the process are actually as per our desiSn calculations and

we are confident since we are already operating similar system efficiently at our other operating

facility. We have no intentions to misguide and create environmental hazards.

9. We have already mentioned earlier that we shall adopt to forced evaporation until we get

connection to drainage line leading to CETP.

The Air Modeling is done in line with the TORs Biven by MoEF.

This has been considered consolidate with the emissions from the forced evaporation system.

ln response to the concern raised by the above party please find herewith the point wise reply:

The EIA report prepared by our consultant Mahabal Enviro, thane has been properly scrutinized and

there are no incorrect information submitted in this EIA trying to misguide and create danger to

environment.

Maximum wastewater generation from the processes will not exceed 15 KVday for which we have

proposed to install state of art technology effluent treatment plant to ensure that the treated waste

water meets the permissible limits proposed by regulatory authorities. ln case, system fail in such an

event we shall send this waste water for forced evaporation within our system.

We have proposed to install liquid quencher, multicyclone separators, cyclone separators and 3

stage scrubbing unit to address the pollution arising out of gaseous emission. Hence there is no

question of disease like cancer in human beings. We appreciate the concern on the operations of

captive incineration in Dahej with respect to its flue gas emission and odor. Please note that ours is a

common hazardous waste incineration facility which has to be strictly designed and operated as per

the various guidelines of CPCB. ln the EIA Report we have shown the air dispersion models wherein

the maximum ground level concentration is at 1.1 km and your village is located beyond this

distance from the proposed pro.ject site. Hence the impact would be negligible.

The maximum waste is supposed to come from industries located in Dahej and the storage

proposed by us is in line with the CPCB guidelines 2008 which are very stringent and full proof

system. The storage at our facility will be safer than the waste stored within the waste premises

operative in Dahej. Hence there is no question of health hazard to human beings and animals. We

are developing this facility for scientific treatment and disposal of hazardous waste. We assure you

that there will not be any illegal disposal from our site.

. Since the waste water quantity is very less, we ensure you that till the CETP commences we shall

force evaporate our waste water generated to avoid any discharge outside our premises.

. We have proposed coal as a fuel in our stand alone forced evaporation system and in the report

effects of air pollution is combinely calculated with the emissions of forced evaporation system.

o We have proposed liquid storage of 4000 tons and solid storage of 1500 tons which is equivalent to

approximately one month's storage and is showed clearly in the layout plan. This storage will be

meeting the CPCB guidelines of 2008.

o The entire layout submitted in the EIA Report has been approved by GIDC as per their current rules

and regulations.

o ln the forced evaporation system we propose to evaporate the moisture content from liquid waste

having high TDS and inorganic COD load which is otherwise discharged to CETP'S thereby disturbing

its performance. Those waste which are classified as incineration class waste shall be disposed off

through incineration system only.

. As mentioned earlier we shall dispose off our waste water into the GIDC drain after getting

appropriate permission and till GIDC CETP commences till than we shall force evaporate our waste

water.

. Reply to this is covered in the previous point.

. We appreciate the concern on the operations of captive incineration in Dahej with respect to its flue

. The wastewater generation report shown in the EIA report is based on the calculations made by our

engineering and operations team and this has been cross verified with datas of our existing facility

and we assure that our wastewater generation from the processes shall not exceed 15 Kl/day.

. Please note that we have proposed to force evaporate our scrubber bleed wastewater generated in

the incinerator and spray dryer. Additionally we have proposed that in case the scrubber bleed of

stand alone forced evaporation system contains any organic compound this shall only be taken for

evaporation. The temperature within the forced evaporation system is maintained above 450oC.

Hence there are no chances of flue gas emission to convert into condensate and increase the waste

water quantity which are covered in our design criteria in line with our CPCB guidelines.

o This concern is covered in our previous points.
