n-Link Corporation, a 100% Employee-Owned and certified Woman-Owned Small Business is a market leader in Enterprise Architecture, Program Management, Open Source Solutions and Identity Management & Network Security. Founded in 1995, n-Link was voted as one of the top small company workplaces by Inc. Magazine in June 2011 and a winner of Inc. Magazine’s 500/5000 fastest growing companies in 2010 and 2011. n-Link has 120+ employees in 24 states to include Alaska and Hawaii, and internationally in Puerto Rico and Korea, with offices in Alexandria, VA; Bend, OR; and Silverdale, WA. Our employee-owners offer extensive knowledge and capabilities to support mid to high end software development, enterprise architecture, and engineering solutions. We partner with our clients and become “change agents” by aiding in their transformation and success to become highly effective and efficient using innovation as our primary contribution.

Our employee-owners are seasoned IT professionals; therefore, adding value as soon as the contract begins. Many firms hire right out of school to keep their price low and profit high. Their learning curve is steep and sometimes it takes months before they are able to contribute to the team. Our team members are accomplished innovators; problem solvers with years of operational, functional, and professional services experience.

The key to our success is our company culture. Our logo – an upside down organization chart – symbolizes our culture. Our employee-owners think, lead, support and act like ‘owners’ to innovate and increase cost savings for the IT enterprise. This benefits our customers, our company, the tax payers, and our stakeholders. Our company delivers “Creative Minds, n-Finite solutions” (company slogan).

Following is a partial listing of the services we provide and examples of the projects we have performed.

Enterprise Architecture: n-Link’s Enterprise Architecture (EA) methodology uses a holistic model-based approach to EA that follows the Federal Enterprise Architecture (FEA) framework, is based on The Open Group Architecture Framework (TOGAF) Architecture Development Method (ADM), and applies Agile-like development processes to expedite incremental planning and iterations. Our processes are defined in our quality control process and are tailored to integrate with our customers’ processes. Our process set is CMMI and Program Management Institute (PMI) Program Management Book of Knowledge (PMBOK) compliant. n-Link leverages its experience and knowledge of EA that was gained while performing on multiple EA projects, including:

• Supported 40,000 users within the Farm Services Agency through our contract with USDA FSA's Architecture and Management Center (AMC) within the Information Technology Services Division (ITSD), providing critical leadership and defining and influencing the architectures underlying the Agency’s most critical investments.

• Built from scratch the FSA Enterprise Architecture Repository – now the best-available source of integrated information describing over 130,000 organizational artifacts covering FSA’s structure, mission, assets and operations.

Program Management: n-Link’s program management plan is Project Management Institute (PMI) Project Management Book of Knowledge (PMBOK) compliant. With highly-seasoned PMP-certified project management professionals, n-Link invests more managerial energy on goal setting and prioritization, in close partnership with our customer, to ensure the most important work is addressed first. This goal-driven model based style of planning and management is carried into team reporting. Customers are able to clearly see what is in progress and how it supports their strategic goals. Through regular reprioritization and incremental planning, we respond to changing situations quickly, raising performance, productivity and output. The phases of our project management process are a subset of our formally documented Program Management Methodology. n-Link talent includes PMP and Six-Sigma certified Project Managers and leaders with extensive experience in managing multiple large to small software development projects, and supporting executive-level project plans, presentations, and reports, including:

• n-Link Project Managers created mature and streamlined repeatable processes and templates to effectively increase productivity, reduce work cycle time, and improve visibility of repeatable activities by implementing common solutions within the USDA FSA’s ITSD AMC for full FSA adoption.

• n-Link Project Managers utilized their project management and life cycle management expertise as part of the USDA Optimization and Stabilization initiative funded by Congress.

• n-Link Project Managers led cross-organizational teams with a mix of 30+ full time employees within multiple locations including business, operations, development and testing to help USDA Project Managers implement best practices, support and align with the governance model and performed mentoring and training on PMP, TOGAF, SCRUM and other methodologies for ITSD’s development teams.

Open Source Solutions: n-Link has been a leader in providing our customers with cutting edge Open Source Solutions. With many Open Source development efforts underway, we are able to rapidly develop new applications while keeping costs lower, increasing Return on Investment (ROI). Open Source development allows us to bring new and innovative approaches to solving our customers’ application development needs. Our highly-skilled Project Managers ensure that development is implemented in a highly flexible, yet secure manner to protect our customers’ valuable data and infrastructure.

• n-Link personnel implemented a network communication program in C++ between a 20 year old legacy system running on the VMS platform and a Java based Web Server running on Windows 2000 Server with the requirement that it be available 24/7. So successful was this “mix-of-software” strategy that it has become the standard for how to incrementally replace legacy systems and integrate new systems into the business line.

• n-Link personnel provided technical assistance to Bonneville Power Administration's Transmission Operations Systems (TOS) in the design, development and maintenance of many critical cyber assets with the design and development of the HTML/Javascript User Interface as well as the backend Web Server Applications and their interconnection with a legacy Sybase Database Server. This system was a Java based Web Service system utilizing the Apache Web Server, Tomcat Application Server, Java Servlet Pages (JSP), client side HTML/ Javascript and Java Database Connectivity (JDBC) for database integration.

Identity Management & Network Security: n-Link is an industry leader in the development of Identity Management and Network Security solutions. n-Link staff launched the original USDA eAuthentication system in 2002, and has continuously improved the system and processes, integrating multiple applications and providing Single Sign On capability. n-Link’s eAuthentication saves USDA agencies approximately $6M per year just in password reset costs, while providing secure and reliable authentication and authorization services. Our Network Security solutions focus on planning; policy, procedure, and guidance preparation; implementation of improvement projects; and oversight of ongoing activities. Our history of innovation and experience ensures service maintenance and expansion is performed consistently for smooth operational performance of security systems.

• eAuthentication grew to include over 100K employees, 150K customer/contractors, and 300K USDA web applications. eAuthentication was designed to handle in excess of 2.5 million users.

• Won USDA the 2004 FOSE Showcase of Excellence award for eGov as the first eAuthentication system that entered production use within the federal government.

• USDA eAuthentication Service became 2005 GCN Excellence.Gov Finalist.

• Enterprise Identity Management System is a USDA enterprise service using Microsoft's Identity Integration Server (MIIS) application to coordinate shared user identity data for USDA's 29 sub-agencies providing single-sign on to over 230 web-based applications within the USDA.
