Dear Mrs Rheinallt Jones,

In studying the plans for the proposed Residence for African students, it has been suggested that we should make provision for a proportion of African Women Students. This can be done by altering the plans but whilst such modifica­tion would be an improvement is some ways, there would be less accommodation. I should however welcome ycur views on the question whether we should house both women and men in the same Residence. There would of course be a definite cut-off between the two sections.

The only thing which is now holding us back is the sewerage arrangements.

Dear Mrs Rheinallt Jones,Further to your letter of the 4-th

February, in which you enquire as to the possibilities of Mr T.W. Phaleng's being exempted from the first year of study for the degree of M.B.,B.Ch., on the grounds of having completed the Medical-Aid course, the matter was dis­cussed in Faculty and it was resolved to take up the general question as to what exemptions could be granted to candidates who have the Medical-Aid qualification.

I have written to the Principal of Fort Hare and will resubmit the matter to Faculty when his opinion is available

I shall keep you Informed of any developments in this connection.

Dear Phsleng,Thanks for your recent letter,

are all very much In ray thoughts during these difficult days. It is^ disappointing that the work for which you were trained, end in which I personally feel you would have done well, is not goinc to be given you. However, as the French say, ’it is the war*. Undoubtedly had there been no war, things night have been different.

The new Hedical Aids, - 11 of then - hr ye arrived end appear to be settling in nicely. Dr. barren went away on holidey immediately after their arrival so they are eating here for the month at the hospital. The Govern- nent did its best to send then to TJmtata or somewhere else but in the end hed to fall back on the rather questionable teaching at I^cgardsl -------------

A letter fron T'ota today says-that he has re­signed for the purpose of study. He I believe wants to go on and take up neflicine. L!y inpression is that he will find the work difficult.

Everybody is well in the hospital, tired sone- what of the prolonged heat. The four nen seen to be kept busy. I don't see then often.

Dear Mrs Jones,

I have your letter of 27th May with reference to the position of Mr Theodore Phaleng, Medical Aid.

As preliminary to an approach to the Medical Council, the Faculty of Medicine made enquiries of the authorities of the South African Native College, regarding the standard of instruction and examination in the Medical Aid examinations. At the meeting of the Board of the Faculty on l8th May it was noted:-

(a) that information had been received from Fort Hare-that, in the first year of study, medical-aid students attended the same classes and did the same work as required of students who presented themselves for the first-year examinations of the University of South Africa, but that, except where a medical-aid student presented himself for the University of South Africa examinations, the standard of examination was undoubtedly lower.

(b) that the authorities at Fort Hare had expressed the opinion that no medical-aid student should be exempted from the first year of the medical course unless he had passed the first-year B.Sc. examinations of the University of South Africa.

In view of this expression of opinion the Faculty is not proceeding with its application to the Medical Council for per­mission to recognise the -Medical Aid examinations.

Mr Phaleng, having attended the Medical Aid courses, is qualified to present himself for the first year B.Sc. examinations of the University of South Africa, without further attendance. However, in view of the length of time since he did his first year it would probably be inadvisable for him to attempt the examinations! without first doing at least some revision work at Fort Hare. ;

Dear Mrs Rheinallt Jones,

Further to my letter of 25th March, regardingthe possibility of exempting Mr T.W. Phaleng from the first year of study for the degree of M.B.,B.Ch., I have to Inform you that the Board of the Faculty of Medicine has decided that no exemptions can be granted to students who have completed the Medlcal-Ald course or even a por­tion thereof at Fort Hare, unless the candidate has passed in examinations of the University of South Africa for the completion of such courses.

The Faculty arrived at this decision on the strength of the recommendation submitted by the authori­ties at Fort Hare, who are of the opinion that the standard of the courses and the examinations for the Medical-Aid courses are lower than those prescribed by the University of South Africa for external students.
