The above referenced letter indicates that the NRC Staff concurs with theWestinghouse position that summary data alone is not sufficient to establishqualification of Class 1E Equipment. However, the reports included in thistransmittal, which includes identification of proprietary material, were beingdeveloped to meet a previously established commitment for Comanche Peak priorto receipt of the Starch 10, 1981 NRC letter. In the future, in an effort to supportthe NRC and utility review of the equipment qualification program, Westinghousewill develop and submit summary type information to the Public Document Roomfor this report.

This application for withholding is submitted by Westinghouse Electric Corporationpursuant to the provisions of paragraph (b)(1) of 10CFR 2.790 of the Commission'sregulations. It applies to the proprietary material transmitted by the referencedletter which supplements proprietary material previously submitted concerning thequalification of safety-related electrical equipment.

The affidavit provided to justify withholding the previously submitted material,AW-80-27, a copy of which is attached, is equally applicable to this material. Thereferenced affidavit was submitted by Westinghouse Letter No. NS-TMA-2257,,
