    SECTIONCDESCRIPTIONSANDSPECIFICATIONSC.1 INTRODUCTIONPERFORMANCEWORKSTATEMENT(PWS)FORNATIONALDEFENSERESERVEFLEET(NDRF)ANDREADYRESERVEFORCE(RRF)SHIPMANAGERSERVICES1.1MissionTheNationalDefenseReserveFleet(NDRF)wasestablishedunderSection11oftheMerchantShipSalesActof1946toserveasareserveofshipsfornationaldefenseandnationalemergencypurposes.TheReadyReserveForce(RRF)isthehighreadinesssubsetoftheMaritimeAdministration's,DepartmentofTransportation(DOT),NDRFestablishedtosupporttherapiddeploymentofU.S.militaryforces.Asakeyelementofstrategicsealift,theRRFisspecificallystructuredtotransportmilitaryunitequipmentduringinitialsurgeforU.S.forcesdeployinganywhereintheworld.ShipswithinthisprocurementarebothNDRFand/orRRFvesselsasdefinedbelow.1.2BackgroundThisisaperformancebasedservicecontract(PBSC)issuedbytheMaritimeAdministrationformaintenanceandoperationalservicesforNDRF/RRFvessels.Previousfixedpricecontractsfortheseserviceswereawardedin1988,1993,2000,and2005toU.S.commercialshipoperatingfirms.TheMaritimeAdministrationexpectsthatthisPBSCwillimprovequalityofservice,productivity,andmaximizecostsavingsduringperformance.ItisthepolicyoftheFederalGovernmentthatagenciesusePBSCmethodstothemaximumextentpracticablewhenacquiringservices.1.3GeneralScopeSectionCcontainsthestatementofworkforeight(8)FastSealiftShipsandtwo(2)specialmissionNDRFvesselssponsoredbyotherDODagencies.FullShipManagerservicesarerequiredforallvessels.Unlessspecificallynotedotherwise,allclausesofSectionCapplytoallvesselsofferedwithinthissolicitation.ShipManagersshallmaintainassignedship(s)inFullyMissionCapableReadinessStatusandefficientlyactivateandoperatethesevesselsinsupportofnationalemergenciesanddefenseobjectives.Servicesrequiredincludelaborandsupervisiontoequip,provision,supply,replace,upgrade,maintain,orrepairstructures,equipment,machinery,outfitting,spareparts,andsupplies.TheShipManagershallprovideadministrativesupporttoensurethatallrequirementsofthiscontractareaccomplishedinatimelyandefficientmanner.Administrativesupportincludes:managementpersonnel,technicalsupport,supplies,materialsandservicesnecessarytomaintainandoperateassignedships,totheextentthatsuchmaterials,reporting,andservicesarenotspecifiedasbeingprovidedbytheGovernment.1.3.1Reimbursables:Theomissionofanyparticularitemrequiredfortheperformanceofthisperformanceworkstatement(PWS)doesnotmaketheitemGovernmentfurnishedorreimbursableunlessexpresslyprovidedforinAttachmentJ9.AllworktobereimbursedshallbeauthorizedbyTaskOrder(TO)priortocommencementofwork.Allworkistobecarriedoutundercompetentsupervisionandcompletedinatimelyandlawfulmanner.1.4DefinitionsandAbbreviations

    C.2 MAINTENANCEMANAGEMENTINCLUDINGLOGISTICSPerformanceGoal:Developandexecuteahighquality,comprehensiveshipcentricmaintenanceprogram.Themaintenancemanagementprogramshallensureassignedshipsarefullycomplianttoprescribedreadinessandmissionrequirements.2.1RegulatoryComplianceTheShipManagershall:2.1.1Performmaintenance,repair,andmodificationforvesselsinTE4Groups23to29toensurecompliancewithallapplicableregulatoryrequirementsasdictatedbytheGovernmentforU.S.FlagVessels.Where"PublicVesselStatus"maybeappliedtoexemptavesselfromarequirement,thatexemptionmayonlybeexercisedwiththewrittenconcurrencefromtheChief,DivisionofMaintenanceandRepair(MAR611).2.1.2MaintainandoperatevesselsinaccordancewiththeCodeofFederalRegulations(CFR),asinspectedbytheUnitedStatesCoastGuard(USCG)andclassedbytheAmericanBureauofShipping(ABS).SeeTE1Section30forMemorandaofAgreementwithABSandUSCG.2.1.3MaintainandoperateRRFvesselsinvoluntarycompliancewiththeInternationalMaritimeOrganizationConventionforSafetyofLifeatSea(SOLAS)exceptasspecificallyexemptedinwritingbytheMaritimeAdministration,forexampledoublehulledtankers.Noexemptionlistcurrentlyexists.RRFvesselsareexemptfromInternationalconventionsandtreatiesonlytotheextentthatthoserequirementsarenotpromulgatedindomesticregulations(CFR).Continuethispracticeonassignedvesselsintheircurrentconfigurations.SubmitadditionalrequirementstosustainvoluntarySOLAScompliancetotheContractingOfficer'sTechnicalRepresentative(COTR)forreviewandapproval.2.1.4ReviewexistingregulatorycomplianceschedulesanddevelopanddeliveracomprehensiveplanandscheduleforaccomplishinganyregulatoryrequirementsintheRRFMaintenanceSystem(RMS).J4,2,232.1.5Ensureaccurateschedulingofallregulatorycomplianceinspections,surveys,andtests.Donotapplyfornoranticipatebeinggrantedanyextensionstoregulatoryduedatesbytheregulatorybodies.However,iftheShipManagerbelievesanextensioniswarrantedornecessarytoachieveorsustainoperationalrequirements,itshouldadvisetheMaritimeAdministrationCOTRinwriting.TheMaritimeAdministrationmaydirecttheShipManagertorequestextensionsifdeemednecessarybytheGovernment.OnlyMilitarySealiftCommandmayrequestawaiverfromregulatoryrequirementstosupportoperations.2.1.6IfatanytimeandforanyreasontheShipManagercannotmaintainthevesseltoRegulatoryCompliance,shallnotifytheCOTRimmediatelybytelephonewithwrittenemailfollowupwithin24hoursofdiscovery.2.1.7Resolvediscrepanciesfoundduringthevesselinspectionorsurveyprocesswithintheperiodgrantedbytheregulatorybody.SubmitachangetothecurrentyearBusinessPlanforcorrectiveactionstobeaccomplishedduringthecurrentfiscalyearorplanfortheworkinthebudgetyearBusinessPlanorasanoutyearworkitem,asappropriate.J4,2,18

    2.1.8Maintaincognizanceoverchangesoradditionstoregulatorybodyrequirements.TheShipManagerhasresponsibilitytoidentifychangesoradditionstoregulatoryrequirements.Whenchangesoradditionsareidentified,notifytheCOTRinwriting.Thenoticeshallclearlydescribethechangeoradditionandincludeaproposalforhowthevesselwillmeetthechangedoraddedrequirement.J4,2,242.1.9AlternativeComplianceProgram:TheMaritimeAdministrationhasdeterminedthatallROSvesselsandROSlike(i.e.PACIFICTRACKERandPACIFICCOLLECTOR)shallbeenrolledintheABSAlternativeComplianceProgram.TheGovernmentreservestherighttograntexceptions.Exceptionsshallbeinwriting,bytheChief,DivisionofMaintenanceandRepair(MAR611).RequestsshallbesubmittedtotheCOTR.AllvesselsenrolledinACPmustmeettheapplicableeligibilitycriteriaestablishedbyUSCGincludingfullvoluntarycompliancewithISM.ThefollowingspecificworkitemsareenvisionedasbeingrequiredtobringavesselintoACP:

    notifiesthevessel'sownerbyletter(CopytoABSCoordinatorandOCMI)ofvesselenrollmentintotheACP.

    2.1.9.1ClassificationSurveys:ROSmotorandsteamvesselsshallmaintainmachineryinanABSapprovedPreventativeMaintenance/ConditionMonitoring(PM/CM)programtothemaximumextentfeasiblewithintheguidelinesofthescheduledseaanddocktrials.MachinerysurveysforROS5vesselsshallremainascontinuousexceptwhereotherwiseapproved,inwriting,onacasebycasebasisbytheChief,DivisionofMaintenanceandRepair(MAR611).HullsurveysshallbeconductedinaccordancewithSpecialPeriodicHullsurveyrequirements.IfavesseliscurrentlyinaContinuousHullSurveyprogram,theshipmanagershallplantorevertbacktoSpecialHullSurveyonthenextspecialsurveydate.ThescheduleandrequirementsassociatedwithorsupportingtheSpecialHullandContinuousMachinerySurveyROS5vesselsshallbeintegratedintotheirPreventativeMaintenancePlansandBusinessPlans.2.1.10Maintaincurrencyofregulatorybodyduedates,commentsandremarks,asappropriate,inRMS.J4,2,172.2Readiness2.2.1MaintainassignedshipsinthedesignatedreadinesscorrespondingtotheactivationtimeframerequirementsinTE4.Readinessisdefinedasthemeasureofmaterialconditionandpreparednessofavesseltoactivatewithinitsassigned"RStatus"andsustaincontinuousoperationsfor180days.PACIFICCOLLECTOR/TRACKERdonothaveassigned"RStatus"butwillbetreatedasanROS5RRFvessel,exceptwherespecificallystatedotherwise.Amilestoneschedulewillbeprovidedataminimumofonemonthbeforetheshipisduetobeactivatedforamission.TheShipManagerisresponsibleforactivationandsubsequentoperationofthesevesselsinaccordancewiththemilestoneschedule.DeficiencieswillbereportedtotheCOTRinaccordancewithC2.2.2below.2.2.2ReportviaemailorphonetotheassignedCOTRtherecommendedmaterialconditionstatusofthevessel(s).Utilizethefollowingconditionstatus"Cratings"inmakingthereport:
