April 21, 2020 To: Monrovia Mayor, Councilmembers, and Staff Re: Public Comment re expansion of LA County Protections to Tenants and Project Roomkey Dear Mayor, Councilmembers, and Staff: Thank you for your hard work at this time, and for your service to the city. I am submitting this letter here (and attached on letterhead) on behalf of Everyone In/United Way to encourage you to be creative and assertive in your leadership to prevent the growth of homelessness during COVID-19. We all know that with this pandemic, the world we live in is more precarious for everyone, especially for the unhoused and those at risk of falling into homelessness. There are a few policy areas I wish the City to consider and improve upon: Strengthen the Tenant Eviction Moratorium Last week, the County passed an eviction moratorium that goes above and beyond what other cities, including Pasadena, have passed. Statistics from the yearly homeless counts show us that the majority of people who are homeless in LA County today attribute it to financial reasons, and the major contributing factor is not being able to afford housing. Please consider aligning Monrovia’s moratorium to include language included in the County’s ordinance:
Allow tenants to provide and require landlords to accept a self-certification of a tenant's inability to pay rent and provide notice to the landlord to that effect.
Prohibit rent increases for residential units from 3/4/20 to 5/31/20, unless extended further; prohibit new pass-throughs, charging interest and/or late fees; and bar later collection of interest and late fees incurred during this period
Encourage landlords and tenants to agree on a payment plan for partial rent payments
Extend the repayment period from six to twelve months
Prohibit eviction based on unauthorized occupants, pets or other Covid19-related nuisance
Prohibit landlords, and those acting on their behalf, from harassing or intimidating tenants for acts or omissions expressly permitted under the Executive Order

Monrovia could pass a Motel Conversion Ordinance. Hotel vacancy rates are at an all- time low and, these hard times present themselves with a silver lining. Consider working with motel owners to convert a motel into permanent supportive housing. In order for hotels to be used for permanent supportive housing, hotels will most likely need to go under reconstruction. The sooner you act on establishing a purchasing agreement with a motel, the sooner construction can begin.
• There are many other creative solutions to homelessness that the City can act on. This includes creating a Safe Parking site where a parking lot can be converted into a safe place, governed by rules and staffed with security, for individuals and families to sleep overnight.

Dear Esteemed Councilmembers:
As businesses struggle with government-ordered shut-downs and elimination of customers (albeit for necessary cause), I believe there is more that the City of Monrovia can do for its businesses beyond simply stopping collection activities as described in the second emergency order under consideration on tonight’s agenda.
Why not expand providions in this order to additionally include an automatic extension of licenses and permits, and associated payment obligations, for 60 days beyond the elimination of the emergency stay at home orders for those businesses negatively impacted by the CoViD- 19 situation?
Asking businesses that have been forced to close, or who are struggling with only 5 or 10 or 20 percent of their normal operating revenue, to spend money on business licenses, inspection fees, and utlity services etc. only serves to increase the speed of their failure. Offering extensions and or payment plans could be a lifeline for some local businesses. In order to qualify for SBA loans or other grants, businesses must be in good standing, but an expired business license, or an overdue fire inspection fee, may threaten that standing even though a business may have no revenue available to pay an annual fee at the present time.
Simply put, while delaying collection actions may be appreciated, it won’t preserve the standing of a company to legally operate with a proper license if a license expires during this emergency. Please be more expansive in your approach to dealing with the CoViD-19 crisis and take significant actions to help Monrovia businesses stay legit, and hopefully survive. You can do more, positively and affirmatively, and I fear you must if you want businesses to be around for the recovery.
