Purpose
Details arrangements for, prevention of, preparation for, response to and recovery from
emergencies within the Local Government Area(s) covered by this plan.
It encompasses arrangements for:
emergencies controlled by combat agencies;
emergencies controlled by combat agencies and supported by the Local Emergency
Operations Controller (LEOCON);
emergency operations for which there is no combat agency; and
circumstances where a combat agency has passed control to the LEOCON.
Objectives
The objectives of this plan are to:
define participating organisation and Functional Area roles and responsibilities in
preparation for, response to and recovery from emergencies;
set out the control, co-ordination and liaison arrangements at the Local level;
detail activation and alerting arrangements for involved agencies; and
detail arrangements for the acquisition and co-ordination of resources.
Scope
The plan describes the arrangements at Local level to prevent, prepare for, respond to and
recover from emergencies and also provides policy direction for the preparation of Sub
Plans and Supporting Plans:
Arrangements detailed in this plan are based on the assumption that the resources
upon which the plan relies are available when required; and
The effectiveness of arrangements detailed in this plan are dependent upon all
involved agencies preparing, testing and maintaining appropriate internal
instructions, and/or standing operating procedures.

Principles
The following principles are applied in this plan:
a) The Emergency Risk Management (ERM) process is to be used as the basis for
emergency planning in New South Wales. This methodical approach to the planning
process is to be applied by Emergency Management Committees at all levels.
b) Responsibility for preparation, response and recovery rests initially at Local level. If
Local agencies and available resources are not sufficient they are augmented by
those at Regional level.
c) Control of emergency response and recovery operations is conducted at the lowest
effective level.
d) Agencies may deploy their own resources from their own service from outside the
affected Local area or Region if they are needed.
e) The Local Emergency Operations Controller (LEOCON) is responsible, when
requested by a combat agency, to co-ordinate the provision of resources support.
EOCONs would not normally assume control from a combat agency unless the
situation can no longer be contained. Where necessary, this should only be done
after consultation with the Regional Emergency Operations Controller (REOCON)
and agreement of the combat agency and the appropriate level of control.
f) Emergency preparation, response and recovery operations should be conducted
with all agencies carrying out their normal functions wherever possible.
g) Prevention measures remain the responsibility of authorities/agencies charged by
statute with the responsibility.
Test and Review Process
The Narrabri Shire Local Emergency Management Committee (LEMC) will review this Plan
every three (3) years, or following any:
activation of the Plan in response to an emergency;
legislative changes affecting the Plan; and
exercises conducted to test all or part of the Plan.

Annexure A – Community Profile
General
Covering 13,014 km2, our Shire is the heart of the
rich Namoi Valley in North West NSW. The Newell
and Kamilaroi Highways run through Narrabri Shire
bringing people from all compass points.
Narrabri Shire is home to some 13,000 people.
Approximately 57% of the Narrabri Shire population
are centred around the main centre of Narrabri,
with the majority of the remaining residents living
in the outlying towns of Wee Waa and Boggabri.
The Shire is in the heart of the Namoi Valley on the Northwest Plains of north-western NSW. To the north
the shire is bordered by Moree Plains Shire; to the east by Gwydir Shire; to the south by Gunnedah and
Warrumbungle Shires and west by Coonamble and Walgett Shires.
The Shire’s headquarters are situated in the principal town of Narrabri which services the other rural centres
of the shire. The town of Boggabri and village of Baan Baa are located in the south; the town of Wee Waa
and the villages of Gwabegar and Pilliga to the southwest, with the villages of Bellata and Edgeroi being
located to the north of Narrabri respectively.
Landform and Topography
Topography is mainly plains ranging in elevation between 200 - 300 metres ASL, except on the eastern side
of the Shire which rises rapidly into the Nandewar Ranges. The Namoi River transects the Shire through the
towns of Boggabri, Narrabri, Wee Waa and Pilliga respectively, which together with local major creek
systems contribute to the valley catchment.
The vast area of the Shire is made up of a variety of differing soil types, ranging from alluvial rock through
sandy soils to black clay soil.
In extreme weather conditions major flooding can be experienced through a large area of the Shire. The impact of severe flooding in the Shire may cover a period of many weeks, with the town of Narrabri being divided. The town of Wee Waa is completely surrounded by an earthen levee and can become surrounded by water in extreme flood events. Road networks can be severely affected throughout the Shire in extreme flood conditions.

Land Use
Agriculture remains Narrabri Shire’s most important industry. The fertile black soil plains are highly sought after and grow a world class product. Agricultural processing and handling is a vital industry, value-adding and exporting Narrabri Shire goods to the world. With three government research stations, Narrabri Shire is internationally recognised as an innovative centre for agricultural research and astronomy. The resources sector is another important industry with a number of coal mines currently operating in Narrabri Shire. Narrabri Shire is within one of the largest coal reserves in NSW. This new industry has already resulted in a wealth of opportunity for both employment and ancillary business. The region is well endowed with extensive coal and natural gas deposits with extraction of coal seam gas from the Pilliga Forest area; one of the largest onshore natural gas reserves. Further diversification of industries in the Shire is apparent through an increasing depth in production, manufacturing, logistics and service-based industries. The Pilliga Forest and Mount Kaputar National Park are large land masses within the Shire boundaries.

Population and People
There were approximately 13,564 persons residing in Narrabri Shire in 2012, which represented an annual increase of 0.7% from the Population level recorded in 2011. The annual population growth in the Narrabri Shire was higher than the average for the New England North West Region. The shire is serviced by a number of aged care facilities across Narrabri Boggabri and Wee Waa.

Transport Routes and Facilities
The Newell Highway is the main interstate route to Queensland and Victoria, running north-south through the Shire, intersecting the town of Narrabri and villages of Edgeroi and Bellata respectively. The highway carries large volumes of diversified heavy transport, tourist coaches and private vehicles. Being a natural stop-over point for interstate travellers, together with the Australia Telescope, Cotton Industry and natural terrain of the Nandewar Ranges and Kaputar National Parks makes the Shire a popular tourist area.
The Kamilaroi Highway which transverses the Shire from the south through Boggabri through Narrabri and
west toward Wee Waa and on the Walgett.
Regional roads networks include Grain Valley Road 7709, Rangari Road 357, Pilliga Road127, MR133 Killarney
Gap Road, MR 383 Coonamble Road , MR 329 Cypress Way, MR7716 Pilliga Rd (Walgett)
Narrabri is a T junction for the rail network where the main line, North South, operates with approximately 3
rail movements per day through Narrabri. The western line through Wee Waa has approximately 1 daily
train movement. These movements can increase according to freight requirements. ie. Wheat and cotton.
A Countrylink train and bus terminal is located in Narrabri for passenger travel to Sydney. A bus service
operates to the west of Narrabri.

Narrabri Shire has an airport which supports private charters and freight services to the Shire.
Economy and Industry
Narrabri Shire is a modern regional growth centre encompassing a strong business community. The Shire is the second highest agricultural producing Shire in Australia. As well as the traditional agricultural base of grain, cotton, wool, beef and prime lamb production, relatively new industries to the area over the last few years have been coal mining & gas exploration and extraction. The advent of these new resource based industries in conjunction with ancillary business is providing a breadth and depth of job opportunities for the Shire. The agricultural sector in Narrabri Shire diversifies across a range of industries that will build on our strong economic foundation. In 2011, of the employed people in Narrabri Shire, 11.7% worked in Sheep, Beef Cattle and Grain Farming. Other major industries of employment included School Education 4.8%, Other Crop Growing 4.6%, Agriculture and Fishing Support Services 3.3% and Cafes, Restaurants and Takeaway Food Services 3.2%. The Mining sector employs 6.5%.
Narrabri Shire has increased its Gross Regional Product from $517 million in 2005/2006 financial year to $845 million in the 2010/2011 financial year growing at an annual rate of 5.3% which is well above state and regional NSW averages.
