NASAand theCity of Riode Janeiro arepartnering tobetter anticipatenatural hazards and adapt toclimatechange.InNovember2016,tenscientists,engineersandofficialsfromtheRioCityHallvisitedNASAGISSandreceivedspecializedtraininginsealevelrise,urbanheatislandsandwaterquality.
WorkshopBackground
InDecember2015,NASAenteredintoa formalpartnership withtheCityofRiodeJaneiroforsharingEarth-observingdataandmethods,tosupportinnovativeeffortstobetterunderstand,anticipate,andmonitornaturalhazards,includingdrought,flooding,andlandslides,inandaroundthecity.SignedbetweenNASA’sEarthScienceDivisionandRio’sMayor’sOffice,theagreementwillleveragetheuniqueattributesofNASA’ssatellitedatasystemsandRiodeJaneiro’smonitoringandcrisismanagementcapabilitiestoimprovehazardmonitoringanddisasterresponse.
NASAprovidessatelliteimageryanddatafromitsfleetofEarth-observingsatellitesthatisopenlyavailabletothepublic.Productsderivedfromthesesourcesareofpotentialvaluetodiagnosepotentialhazardswithintheregion.TheCityofRiodeJaneirowillprovideinsitudataandevaluatetheroutineapplicationofEarth-observingdataformonitoringefforts,decisionsupport,andaction.
NASA’sEarthScienceDivisionispartneringwiththeMayor’sOfficewhichoverseesseveralresearchandoperationalagenciesthatplayaroleinnaturalhazardmitigationandresponse.TheInstitutoPereiraPassosisthestatisticalandcartographicresearcharmofthemunicipalgovernment,andhandlesRiodeJaneiro’sstatisticaldata.TheCentrodeOperações,essentiallyRiodeJaneiro’ssmartcityhub,integratesover30agenciestoanticipate,reduce,andrespondimmediatelytothreatslikeflooding,fires,andtrafficaccidents.TheFundaçãoGeo-Rioactsasageologicalresearchorganizationthathassignificantexpertiseinlandslides.Together,theseagenciesprovideacomprehensivesetoftoolsandresourcesthathelpthecityrespondininnovativewaystoavarietyofnaturaldisasters.
ForthecoordinationoftheeffortsfromtheRio-NASAPartnership,MayorPaesofRiodeJaneirocreatedaSteeringCommittee,whichisledbyPereiraPassosInstitute(IPP)andhasasmembersthefollowingRioCityHallorganizations:RioOperationsCenter-COR;MunicipalEnvironmentalSecretariat-SMAC;RIOÁGUASFoundation;GEORIOFoundation;MunicipalCivilDefense;PlanetariumFoundation;MunicipalEducationSecretariat-SME;MayorsOffice-InternationalAffairsCoordination.
InApril7th,2016,onetechnicianfromRiomadeavisittoNASA’sGoddardSpaceFlightCenter(GSFC),locatedinGreenbelt,MD.ThevisitwasagreatopportunitytomoveforwardintheactionsofthepartnershipduringameetingwithNASAspecialistsinclimatechangeimpacts,precipitationmeasurement,airquality,oceancolor,firedetection,floodmodelingandotherssubjects.
TheCityofRiodeJaneirohasalsodevelopedapartnershipwiththeUrbanClimateChangeResearchNetwork(UCCRN),whichco-ledtheworkshop.BasedattheColumbiaUniversityEarthInstituteinNewYorkCity,theUCCRNconsistsofmorethan750researchersandpractitionersaroundtheworld,withregionalhubsacrosstheworldincludingitsLatinAmericanHubinRiodeJaneiro,launchedinOctober2015,whichwillhelptospreadtheknowledgegainedtoothercitiesinBrazilandLatinAmerica.TheHubisapartnershipbetweentheOswaldoCruzInstitute(FIOCRUZ),theFederalUniversityofRiodeJaneiro(UFRJ),theCityofRiodeJaneiro,ColumbiaGlobalCenterLatinAmerica,andRioResiliente.
TheUCCRNteamhopestoreplicatethesecollaborativeworkshopswithotherHubcitiesinthenetworksuchasParis,Durban,Canberra,Philadelphia,andShanghai.
WorkshopSummary
ThemainaimoftheworkshopwasforrepresentativesfromRioandNewYorkCitytolearnfromeachother’sexperience.Rio’ssophisticatedOperationsCentercontinuouslymonitorsweather,trafficandothercityoperations,coordinatescommunicationswiththepublicandmedia,andprovidescrisismanagementfacilities.NewYorkCityisworkingtostrengthenitsclimateresiliencee.g.,bybuildingnewcoastaldefensesatJamaicaBay.
ManyoftheRioandNewYorkparticipantsweremembersofUCCRN,anefforttocoordinateresearchersandcityleadersonclimatechangeimpactsandadaptationatthecitylevel.SomayyaAliIbrahim(ColumbiaUniversity/UCCRN)andCynthiaRosenzweig(NASAGISS)describedtherecentlaunchoftheUCCRNLatinAmericanHubinRiodeJaneiro,inpartnershipwithlocaluniversitiesandtheCityofRio.
AScience-PolicyRoundtable,withparticipantsfromRioCityHall,CityofNewYork,NASAGISS,andC40,focusedonthevalueofclimatedatatosupportcities’climateresilienceefforts.NASAdataproductsandclimateprojectionsareparticularlyvaluedbecausetheyarewell-vettedandopenlyavailable.However,forlocaldecision-making(suchasmonitoringthewatersupplyorrespondingtoapoweroutage),theseproductsmustbepairedwithhigh-resolutioninsitumeasurements.

StuartGaffinandAlexGittelson(ColumbiaUniversity/UCCRN)summarizedtheirresearchontheeffectsofdifferentsurfacesonairtemperature(e.g.,pavementvs.tree-coveredareas),andtheimpactsofgreeninfrastructureontheurbanenvironment.VivienGornitz(ColumbiaUniversity/UCCRN)notedthat,intheNewYorkarea,sealevelisrisingbyapproximately3mm/year,reflectingacombinationofthewarmingsurfaceclimateandlong-termglacialadjustment.Sealevelismeasuredbybothhigh-frequencytidegaugesandbyradaraltimeterssuchasthataboardNASA’sJason-2satellite.Risingsealevelhasconsequencesforcities:acceleratedcoastalerosion,saltwaterintrusionandmorefrequent‘nuisance’streetflooding.LachlanMcKinna(NASAGSFC)explainedthechallengesofstudyingoceanecologywithremotesensingi.e.,just10%ofthesatellitesignalcomesfromtheocean.Severalplannedmissions,suchasPACEandSABIA-Mar,areexpectedtoprovidehigh-qualitymeasurements,particularlyincoastalzones.
ParticipantsgatheredatBatteryParkinNewYorkCitytoappreciatetheimpactsofHurricaneSandyandtheprojectedincreasesinsealevelonthisareaofLowerManhattan.
Onthelastdayoftheworkshop,DanBader(ColumbiaUniversity/UCCRN)ledthegrouponafieldtriptoHurricaneSandy-affectedareasoflowerManhattan.Participantssawthe2012high-watermarkofthestormsurgegeneratedbyHurricaneSandy,wellabovetheboardwalkatBatteryPark.Seeingthe
affectedareasfurtherencouragedparticipantsfromNewYorkandRiotocontinuetheircities’preparationsforsealevelriseandextremeweatherevents.TheeventculminatedwithaFacebookLivestreamhighlightingtheNASA-Riopartnership,whichfeaturedDaliaKirschbaum(NASAGSFC),CynthiaRosenzweig(NASAGISS),FelipeMandarino(InstitutoPereiraPassos),andDanielBader(ColumbiaUniversity/UCCRN).
StrongpartnershipandcontinuedcommunicationbetweenNASA,UCCRNandRiodeJaneiro’sCityHallwillfacilitatetheuseofNASAdataproductsandclimatesimulationsinRio’ssealevelriseprojections,landslideriskpreventionandwaterqualitymonitoring,andadvanceRioandNewYorkCity’sclimateresilience.ThehopeistoreplicatethisexperienceinotherUCCRNcitiesaroundtheworld.

1. Sealevelrise
Lowhangingfruit–ForthecityofRiodeJaneiro,regionalsealevelriseprojectionswillbedeveloped.Theseprojectswillincludeall6components,advancingtheinitialprojectionsthatweredeveloped.Thetwotermstobeaddedwillbethe‘fingerprint’(takenformtheliterature)andlandsubsidence(takenfromPeltier).Wherepossible,Integrationwithfederalpolicies/informationwillbeexplored.
UCCRNTemplate–UsingNASAaltimetrydatatimeseries(Jason3,TOPEX),observedsealevelrisetrendscanbecomputedforcitiesglobally.NASAMODISDatasnapshotincludingkeystonespecieswillbedeveloped.
Nextsteps–Oncethesealevelriseprojectionsarecompleted,wewillconductareviewofthebestscienceavailableforfloodmodeling,inparticularhydrodynamicmodelingforcoastalstormsurge.ThiswillentailsearchingandanalyzingdatasetsandmodelsthatcouldprovidetheCitywithone(ormore)toolstoevaluatefuturefloodrisk.

2. Urbanheatisland
Lowhangingfruit–UrbanheatislandmapsforRioweredevelopedusingNASAEarthScienceData(Landsat8).Additionalmapproductswillbedeveloped.AwebapplicationfeaturingtheseproductsisalreadyreleasedbyIPPathttp://arcg.is/2hdM05w.
UCCRNTemplate–Mapproductsshowingsurfacetemperatures,otherclimatevariables,andlandsurfacecharacteristicsusingNASAremotesensingproducts(Landcoverchange,NDVI)canbedevelopedforcitiesglobally.Thiswouldincludesnapshotimagesanddatatimeseries.
Nextsteps–Forthefuture,providingatmosphericcorrectionforthermalbandsfromLandsatisagoal.Theinformationfromtheremotesensingproductscanbeutilizedforbetterunderstandingoftheimpactsofheatwavesonpublichealth.

UCCRNTemplate–Aselectionofkeyindicatorsincluding,ChlorophyllA,totalsuspendedmattersediment,turbidity,seasurfacetemperature,canbeobtainedfromMODISTerraTruecolor.Withthesedata,animageforasnapshotofacoastalurbanareawithkeychallengeshighlightedcanbedeveloped.Thiswouldberelevanttocitiesglobally.
Nextsteps–Astheworkcontinues,effortswillfocusonInvestigatingthepossibilityofestimatingcoliformconcentrationlevelsfromLandsatproxy,withadditionaldatafromadronebasedaerialsurvey.Thegoalistouse,evaluate,andimprovethealgorithmcreatedforRiousinglocalmonitoringdataforcalibrationandvalidation.

4. Landslidesandflooding
Lowhangingfruit–ThefirststepthatisalreadyunderwayistoevaluatetheusageoftheexistinglandslideforecastmodelinRIO’soperationscenter(COR).After,thegoalistoIntroducePMM’sGlobalLandslideNowcastinthedecisionframeworkofAlertaRio(City’smeteorologyofficethatisresponsibleforsendinglandslidesalertsandsirensactivation).
UCCRNTemplate–UsingtheGPMlandslidecatalog(snapshotwherelandslideshaveoccurredrecently)basedonintenseprecipitation,vulnerabilitiesofcitiesgloballycanbeassessed.Forheavyprecipitation,aglobalinlandfloodingmodelcanbeevaluated.
