Reducing Critical Repairs Backlog - Multi Dimensional Approach
Since 2014, the Maryland Department of General Services has been focused on reducing the backlog of Critical Maintenance projects at state facilities. This has included changes in personnel structure & staff, procurement changes, statewide program changes, workload prioritization and increased education for the building operators. The backlog currently stands at about $200M, but with the changes, it is now a manageable problem to solve.

State facility administrators are challenged to simultaneously address aging infrastructure, deferred maintenance, and limited appropriated capital. As a result, a growing number of states are implementing innovative public-private partnerships (P3). This session provides an overview of the P3 model, a $90 million central plant case study, expected trends, and how to best utilize enabled legislation.

The Michigan State Capitol, a National Historic Landmark opened in 1879, is undergoing a comprehensive upgrade of building systems, 25-years after award winning restoration work was completed in the early 1990s. This presentation will evaluate how “preservation” and functional requirements have changed in the current project. State Leasing RoundtableMany states rely on private sector leasing to supplement their owned properties to meet tenant agency space requirements. Optimizing Facility Locations Using GISTransportation agency facilities serve a variety of functions to accomplish agency missions. These facilities are often in place for decades, making it critically important to optimally locate facilities when replacing them. This session will explain how GIS analyses can incorporate the functionality of the facility into a model to evaluate where to locate facilities. The models produce outputs of the facility operations that can be paired with costs analyses to determine optimal locations.
