147. *Ms. Asyia Naz Tanoli:

Will the Minister for National Food Security and Research be pleasedto state:

(a) whether it is a fact that the livestock industry is on decline inPakistan; if so, the steps being taken by the Ministry fordevelopment of said industry; and

(b) whether it is also a fact that Pakistan has become a big marketfor importing dry milk; if so, the details of the countries fromwhere said milk is being imported?

Minister for National Food Security and Research (Mr. SikandarHayat Khan Bosan): (a) No.

(b) Yes, Dry milk is mainly being imported from European Union membercountries, Australia, Brazil, India etc. 148. *Ms. Nafeesa Inayatullah Khan Khattak:

(a) whether it is a fact that the production of agriculture sectorincluding fruits and vegetables is being effected from variousdiseases;

(b) if so, the steps being taken by the Government to eliminate it?

Minister for National Food Security and Research (Mr. SikandarHayat Khan Bosan): (a) Yes.

(b) Federal and Provincial governments are continuously funding toproduce disease resistant varieties of all crops and vegetables throughbreeding at different research establishments.

Public sector institutions also conduct survey for different diseasesto develop Integrated Disease Management strategy. However, incase of epidemics chemical control becomes unavoidable.

Agriculture Research Institutes working under Research Wing ofAgriculture Department in the provinces are doing research to developnew crops’ varieties having resistant to diseases and develop diseasemanagement strategies.

Remedial measures of diseases are extended through advisoryservices regularly during their specified times periods by theseinstitutes.

Plant Pathology Research Institutes at Provincial level provide trainingto Agri. Extension workers, Stakeholders and sugar mills personnelregarding plant disease control and conducts research trials to controlthe diseases. The Institute also provide plant disease diagnosticservices to the farmers and stakeholders.

Govt. constitutes task forces to identify disease problems and tosuggest their management strategies. On 24-01-2015 worthy Ministryof Agriculture accompanying DG, Agri. Research DG, Agri.Extension, DG, Pest Warning & quality control visited the differentorchard sites in Sargodha and took stock of the situation to controlthe disease. As per direction of Minister of Agriculture the Govt. ofPunjab, Agri. Department constituted a task force to formulate anddevise strategy to control the disease i.e. citrus canker and fungalscab and to undertake immediate remedial measures.

Govt. of the Punjab has recently established, “Mango ResearchInstitute, Multan” having a Plant Pathology Section that deals withetiology, epidemiology and management of mango diseases. Pre-harvest management for the control of post harvest diseases is alsothe mandate of this section. Identification of new diseases andevaluation of their control measures through adopting the completeprotocols of plant pathology is also another objective of this section.

Quarantine Department is established at every entry point in thecountry. It plays an effective and vital role to check plant materialswith regard to diseases before import.

PW&QC Wing of Agriculture Department conduct surveys regardinginsect pespts and diseases of various crops in different areas. Farmersare informed on spot and later these reports are circulated to extensionstaff for control measures. This department creates awareness amongfarmers community about the identification of diseases and insectsand their control measures.

Extension Deptt. Educates the farmers about production andprotection technology of crops, vegetables and fruit plants.

Radio talks and TV programs are delivered on prevailing diseaseproblems of crops and fruit plants.

Before outbreak of different diseases, pest scouting teams areconstituted in the entire Punjab to conduct pest survey.

To ensure supply of quality pesticides to the farmers, 267 pesticidesinspectors draw samples from companies’ warehouses, stores anddealer shops & sent to Provincial & Federal Testing Laboratoriesfor analysis. The culprits are dealt with under the PesticidesOrdinance.

Farmers are trained in identification of pests, proper sprayingtechniques and adoption of Integrated Pest Management (IPM)techniques to save their fruits and vegetable crops from pests.

Will the Minister for Religious Affairs and Inter-faith Harmony bepleased to state whether there is any proposal under consideration ofthe Ministry for launching the Naval Service for intending Hujjaj; ifso, the details thereof?

Minister for Religious Affairs and Inter-faith Harmony (SardarMuhammad Yousaf): No, there is no proposal under consideration of the Ministryfor launching the Naval Service for intending Hujjaj.

150. *Ms. Parveen Masood Bhatti:

Will the Minister for Religious Affairs and Inter-faith Harmony bepleased to state:

(a) whether there is any mechanism/system to control the chargeslevied on the pilgrims/Hujjaj by the Private Hajj Companies; ifso, the details thereof; and

(b) whether it is a fact that companies whimsically collect thesaid charges from the pilgrims; if so, the reasons thereof?

Minister for Religious Affairs and Inter-faith Harmony (Sardar

Muhammad Yousaf): (a) Hajj Tour Operators are private limited companies.According to Service Provider Agreement (SPA), signed between the Governmentand the Company, every Hajj Group Organizers (HGO) is bound to offer twopackages i.e. Economy and Executive. Each HGO offer its own hajj packages totheir hujjaj and charge expenditure based on facilities to be provided by the HGO.The amount charged by HGO is based on the principle of “offer and acceptance”between the HGO and Pilgrims. However, Ministry has been in touch withrepresentative body of HGOs to bring their hajj packages down to the affordabilityof common people.

(b) It is not so. The Tour Operators sell their hajj packages to hujjajthrough mutual agreements. It is based on provision of offer and acceptance.

Will the Minister for National Health Services, Regulations andCoordination be pleased to state:

(a) the names of the Federal Government Hospitals where vaccinesfor fatal diseases are available at present; and

(b) whether the said vaccines are sufficient to meet the requirementsof patients of said hospitals; if not, the steps being taken by theGovernment in this regard?

Muhammad Yousaf): National Commission for Minorities has been constitutedand the same has been notified by this Ministry’s Notification No. F.5(2)/2011-Mdated 16-07-2014 and re-notified on 04-05-2015 (Annex-I).

(a) the total number of women suffering from breast Cancer in thecountry at present; and

Minister for National Health Services, Regulation and Coordination:(a)

1. Breast cancer is highest in Asia and within Asia, Pakistan has thehighest frequency.

2. The trend of breast cancer in Pakistan for past many years is asfollows;

Trends of Breast Cancer

1973-74 (reporting from 7 sites) Breast (24%)1977-80 (reporting from 6 sites) Breast (25%)1992 (reporting from 6 sites) Breast (19%)2013-14 (reporting from 6 sites) Breast (25%)

3. Therefore, in Pakistan, the breast cancer frequency has remained at25% as seen from the table above while a report from ShaukatKhanum hospital reports that one in nine women suffers from breastcancer.

(b) Cancer can occur due to (a) genetic factors or (b) environmentalfactors like food, drug addictions, radiations and infections. Environmental factorscan be addressed by controlling diet, drugs and infections.

Steps taken by the government for managing Breast Cancer in Pakistan:

1. Federal government in the ministry of NHSRC has constituted acommittee on non communicable diseases (NCD) including cancer.Once the risk factors for disease are controlled, it takes years to seea change.

2. Ultrasound of the breast and mammograms are specialized testswhich are available at all tertiary care hospitals.

3. Self examination of the breast: it is the best and most easy method.This is being taught to females by NGOs and CSOs.

4. Awareness program/campaign by media: Media especially TVand news paper is creating awareness on breast cancer by showingdocumentaries of patients suffering from the disease.

5. Pink ribbon (NGO) and many other NGOs and CSOs are alsoworking in rural areas on increasing awareness about disease andscreening at doorstep through their mobile units.

154. *Ms. Sajida Begum:

Will the Minister for Water and Power be pleased to state the presentstatus of recoverable electricity bills against private and public sectorsinstitutions in the country?

Minister for Water and Power (Khawaja Muhammad Asif): The

information regarding the recoverable electricity bills against private and public/Govt. sectors institution of all power distribution companies as on 06/2015 isattached as Annex-A.

Minister for National Food Security and Research (Mr. Sikandar

Hayat Khan Bosan): The following steps have been taken by the Governmentfor preparation of productive seeds of different crops.

(i) Seed Act 2015 has been passed.

(ii) Plant Breeding Rights (PBR) submitted for approval of Cabinet.

(iii) Encouragement of Private Sector for seed development.

Will the Minister for Religious Affairs and Inter-faith Harmony bepleased to state whether the Nazam-e-Salat has been enforcedthroughout the country besides Islamabad for simultaneouslypronouncing Azan and offering of prayers; if so, the date thereof?

159. *Ms. Naeema Kishwar Khan:

Will the Minister for Water and Power be pleased to state:

(a) the present outstanding amount of the Government of the KhyberPakhtunkhwa against WAPDA at present; and

(b) the details of decisions taken in the recent/last meeting of theCouncil of the Common Interest in this regard?

Minister for Water and Power (Khawaja Muhammad Asif): (a) During

financial year 2014-15, WAPDA has made payment of Rs. 7,900 million upto30-6-2015 against Rs, 6,000 million, clearing the backlog of Rs. 1,900 million.As of today Rs. 1,700 million is payable as an arrear of Net Hydel Profit (NHP)to Govt. of Khyber Pakhtunkhwa.

(b) Last Council of Common Interest (CCI) meeting was held on18-3-2015 wherein issue of outstanding amount of Govt. of Khyber Pakhtunkhwaagainst WAPDA was not raised by any stakeholder.

160. *Ms. Naeema Kishwar Khan:

Will the Minister for Water and Power be pleased to state:

(a) the estimated cost of the Dassu Dam;

(b) the percentage of completed construction work of the said Damalongwith the total amount incurred thereupon so far;

(c) the initial date of completion of the said Dam alongwith thetime by which it will be completed; and

(d) the estimated production capacity of electricity of the said Dam?

Minister for Water and Power (Khawaja Muhammad Asif): (a)PC-I for Dasu Hydropower Project (Stage-I) has been approved by ECNEC on28-03-2014 for Rs. 486,093.30 million.

(b)• Contract for Relocation of KKH (Dasu-KKH-01) and construction

of Right Bank Access Road (Dasu-RAR-01) have been awarded.

Contract for construction of 132 kV Transmission Line from Duberto Dasu has been awarded. The Agreement was signed on April 24,2015. The Contractor mobilization is in process.

Bids for Project Colony & infrastructure were opened on June 30,2015. Five Contractors submitted their bids. The evaluation of bidsis in process.

Pre-qualification Applications for Main Civil Works were receivedon May 28, 2015. The evaluation is under process.

(c) Dasu Hydropower Project (Stage-I) will be completed by December2020.

(d) The power generation of Dasu Hydropower Project (Stage-I) is2160 MW with 12,225 GWh per annum .

Will the Minister for Water and Power be pleased to state the progressmade so far on the proposal for conduction of water from Indus RiverSystem/Tarbela to overcome increasing water shortage in Islamabad/Rawalpindi?

163. *Sheikh Salahuddin:

Will the Minister for Religious Affairs and Inter-faith Harmony bepleased to state the steps being taken by the Government to improvearrangements for Pakistan’s pilgrims in Saudi Arabia for Hajj 2015?

Minister for Religious Affairs and Inter-faith Harmony (Sardar

Muhammad Yousaf): For Hajj 2015 Ministry of Religious Affairs and Inter-faithHarmony will make arrangements for the Government Hujjaj detail of which areas follows:—

For Hajj 2015, Hujjaj would be travelled to Jeddah and MadinahMunawwarrah from ten gateways i.e. Islamabad, Peshawar, Lahore,Karachi, Quetta, Multan, Sialkot, Faisalabad, Rahimyar Khan andSukkur.

Only one category of accommodation with boarding and loadgingservices at Makkah Mukkaramah would be offered to the intendedpilgrims for Hajj 2015 @ SR 3000 with provision of round the clocktransport to the pilgrims for haram. In Madinah Munawwarrah, effortsare being made to accommodate maximum number of hujjaj in thearea of Markazia.

Round the clock transport facility would be provided to the intendingpilgrims from Haram to their respective building and vice verca.

To ensure maximum facilitation of Hujjaj operational/facilitationcounters would be established at all the Hajj Directorates in Pakistanwhich remained operational round the clock during the Hajj season.Moreover, Makkah was divided in sectors, followed by sub-sectorswhere facilitation counters will be made wherein moavineen-e- Hujjajwould be deputed for facilitation of Hujjaj and redressal of complaintsof the hujjaj.

Food will be provided to hujjaj three times a day at their respectivebuilding in Makkah, Madinah and Mina.

During Hajj 2015, the train facility in Mashair would be provided toGovernment Scheme Hajj @ SR.250/- as per agreement signedbetween MORA & IH and Ministry of Hajj, KSA.

The Ministry of Religious Affairs & Inter-faith Harmony beingcognizant of the need to provide welfare services includinginformation, health services, facilitation, safety etc to Hujjaj,following missions will be deployed during Hajj 2015 for welfareservices of Hujjaj:—

In 2015, the Ministry will launch the comprehensive awarenesscampaign, employing all channels of communication, to provideinformation, education, awareness and training to the intendingpilgrims.

The Ministry of Religious Affairs & Inter-faith Harmony (MORA &IH) will continue the Hujjaj Muhafiz Scheme launched in 2011 forrisk management under the concept of “Takaful” to compensate theaffected Hujjaj/nominee of the deceased Hujjaj in Hajj-2015. EachHaji is required contributing a non-refundable amount of Rs. 400/-into the scheme. The amount so collected from the Hujjaj would bedeposited in Modarabah Banks in Pakistan. The hujjaj are to becompensated against the following losses:—

Whereas as far as facilities of private scheme hujjaj is concerned, there isa Service Provider Agreement (SPA) which is being signed by the pilgrims and theHajj Group Organizer (HGO) for provision of services, facilities to the Hujjaj asper package offered and demand of the pilgrims.

164. *Sheikh Salahuddin:

Will the Minister for Housing and Works be pleased to state:

(a) whether it is a fact that additional rent @5% is being deductedfrom the allottees of Government owned accommodations inaddition to 45% house rent allowance;

(b) if so, the justification for deduction of double house rent for thesame house alongwith utilization of the said amount?

Minister for Housing and Works (Mr. Akram Khan Durrani): (a)Yes. It is a fact that 5% and 45% of amount of basic pay is being deducted onaccount of rent charges from the salaries of allottees of Governmentaccommodations in BS-4 to 22 working in Federal Ministries/Divisions &Departments.

(b) Recovery of rent from the allottees is required under Rule 26(1) ofAccommodation Allocation Rules, 2002 reproduced below:

“Unless entitled to rent free accommodation the allottees ofan accommodation shall be charted normal rent at the rate offive percent of the emoluments as• defined in Clause (e) ofrule 2.”

165. *Ms. Naseema:

Will the Minister for Religious Affairs and Inter-faith Harmony bepleased to state:

(a) whether it is a fact that a large number of persons could nottimely submit their hajj applications for Hajj-2015 due toshortage and remoteness of branches of banks in Balochistan;

2. The resuscitation and basic EmoNC facilities are being provided atbasic health units that have brought down both maternal and neonataldeath rates.

3. The deliveries are now being conducted by skilled CommunityMidwives in all the healthcare facilities and at Health Houses that hassignificantly reduced the mortality at birth, for both mother and child.

4. National protocols on use of Chlorhexidine for cord care are recentlydeveloped and endorsed at national level through a consultative process.

(c) Yes, the government is fully capable of controlling Neonatal MortalityRate through following steps: (also as mentioned above in b.)

i. Expanded program for immunization (EPI) is being implementedthroughout the country in which children are vaccinated against ninevaccine preventable diseases.

ii. National Maternal, Newborn and child Health Program is continuingin the provinces after devolution focusing on maternal, newborn andchild health in the country. This program has decreased both IMRand MMR througout country by providing better EmoNC servicesat basic health units.

iii. National Program for Family Planning and Primary HealthCare through its network of 96,000 community based Lady HealthWorkers has a substantial impact on the uptake of important primaryhealth services which include a large and positive impact on Childhoodvaccination rates, and Lower rates of childhood diarrhea &pneumonia.

iv. Nutrition: Government has adopted a life-cycle approach andrecognizes the importance of optimal nutrition for women in order tominimize the risks associated with malnutrition. Securing goodnutritional status of women across the life course will in the long termreduce intrauterine growth restriction, child underweight and stunting.

The accommodation is being hired by the Pakistan Hajj Mission. Theintending pilgrim will required to pay these charges along with their applicationswhich are charged on actual rate of the building where he/ she will beaccommodated. The balance amount if any will be refunded in Pak Rupees to thepilgrims before their departure.

The airfare is paid directly to the airlines and because of increasing rate offuel cost in the International market, the air fare charges are beyond the control ofthe Ministry;

Compulsory Hajj Dues are paid to respective Saudi Authorities in SaudiRiyals. Because of increase in the parity of Rupee-riyals, the pilgrims have to paymore in Rupees.

A nominal amount will be charged from each pilgrim on account of servicecharges which includes vaccination, training, awareness and provision of services/staff to facilitate their stay in KSA.

(b) PUBLIC SECTOR-HYDEL POWER PLANTS:

Yes, there are various projects under execution to make hydropowerhouses more efficient. Detail is given in part (b) below:

PUBLIC SECTOR THERMAL POWER PLANTS:

TPS Mnzaffargarh (GENCO-III)

A study was undertaken for feasibility of the project before starting of theproject in 2010.

PUBLIC SECTOR-HYDEL POWER PLANTS:

Mangla Power station has already outlived its useful life and has lostreliability. The up-gradation and refurbishment of Mangla PowerStation has been planned to increase the efficiency of Turbines andreliability of the Hydraulic / Mechanical Equipment. This Project willalso increase the Generation Capacity of Mangla Power Station from1,000 to 1,310 MW.

PC-I of the Project has been approved by ECNEC on 31-12-2013at a cost of Rs. 52.22 Billion.

PC-I of the Project has been approved by ECNEC on 09-07-2015at a cost of Rs. 22.254 Billion.

However, the Drug Regulatory Authorityof Pakistan, Ministry of National Health Services, Regulations & Coordination istrying its best to make these drugs available for patients in Pakistan at minimumpossible level and the following steps have been taken:

In 2015, Sovaldi Tablets (Sofosbuvir) imported by M/s Ferozsons,Laboratories, Lahore being local agent of M/s Gilead Scienses, USAhas been registered on priority to make this breakthrough drugavailable in the country for Hepatitis-C patients @ Rs.32,300/28’s.Its maximum retail price after approval by the Federal Governmentis Rs. 38,000/28’s which is one of the lowest in the world.

ii. In 2012, the Drug Regulatory Authority of Pakistan with the approvalof the Federal Government reduced price of pegylated interferon“Pegasys prefilled Injection” from Rs. 13000/- to Rs. 6500/- perinjection. However, the company managed to obain stay order forthis particular brand “Pegasys prefilled Injection” from the honorableSindh High Court, Karachi and it launched the same drug underbrand name “Ropegra Vial” on price Rs. 6500/-

iii. Generic substitutes have been registered and these are available atcheaper rates i.e. Peg-INF by M/s Ferozsons, Lahore is available@ Rs.4560/- per injection & Unipeg by Getz Pharma, Karachi isavailable @ Rs.4500/- per injection.

iv. Price of non-pegylated interferons is much lower and it is available inthe market at price of Rs.450/- per injection. However, doctorsprefer pegylated interferon due to convenience in dose administration.Price of pegylated interferon is much higher than non-pegylatedinterferon throughout the world as it is administered weekly insteadof 3 injections of non-pegylated interferon per week.

( b) The Ministry of NHSR&C was intrumental to get new hepatitis-Cdrug “Sovaldi Tablets” for Pakistani patients at subsidized rates under PatientAccess Programm by M/s Gilead Sciences, USA for developing countries. (InUSA it is available @ US$ 1000 per tablet while Pakistan was given a subsidizedprice of 11-12 US$ which is almost 100 times subsidized). Similarly for govtsupplies for poor patients, additional subsidized rates are applied. Moreover, allprovicial health authorities have initiated hepatitis prevention and control programsand medicines for hepatitis B & C are provided free of cost to poor patientsdesignated public sector hospitals.

(c) Procedure of punishment through imprisonment, fines and cncellationof license is already present in The Drugs Act, 1976 and is implemented, for thepersons/companies found involved in the exports, imports, manufacturing and saleof spuriouis drugs. Various companies have been punished through imprisonment,fine, suspensions and cancellation, as applicable.

Muhammad Yousaf): (a) Yes it is fact that the “Madrassa Education Board” wasestablished in 2001 through an ordinance XL of 2001 “Pakistan MadrasahEducation (Establishment and Affiliation of Model Dini Madaris) Board Ordinance,2001 to cater religious and modern education;

(b) The total number of such Madrassas set up/establish so for by theBoard are three at Islamabad for girls, Karachi & Sukkur for boys.

(c) The detail of achievements made so far by the Board is atannexed “I”.

(d) The stipends during the financial year 2014-15 has not paid yet dueto following reasons:—

(i) Due to delay in timely release of funds from District Zakat Committee,Islamabad.

(ii) The amount received did not cover the requirement of the Madaris.The demand was prepared based on rates approved by CentralZakat Council and the total strength of students.

(iii) However, it is ensured that as and when the 2nd installment receivedthe stipend will be released/paid to the students.

SUBJECT :—ACHIEVEMENTS OF PAKISTAN MADRASSAHEDUCATION BOARD ISLAM ABA D.

The Pakistan Madrassah Education Board (PMEB) was, established in2001 under the Pakistan Madrassah Education Board Ordinance 2001 with thepurpose to improve and secure uniformity of standards of education and to integratethe system of Islamic education imparted at Dini Madaris within the general educationsystem. The powers and functions of the Board have been mentioned in Section 2of the ibid Ordinance. Except the establishment of three Deeni Madaris, one eachat Islamabad, Sukkur and Karachi the Board has not been able to performeffectively any of its other stated functions, as given in Section 5 of the Board’sOrdinance. Even establishment of the three Deeni Madaris is a partial success asinstead of getting them affiliated with itself, they were affiliated will other concernedBoards of Intermediate and Secondary Education.

2. Despite the fact that the PMEB has not been able to objectively performits functions during the last 14 years, it is also a fact that the rationale behind theestablishment of the Board cannot be underestimated in any manner. Matters relatingto Deeni Madaris in the country could have taken a different course if the regulatorymechanism visualized in the PMEB Ordinance had been put in place. The failureof the Board to perform its function does not mean that rational behind the schemewas faulty.

3. It is also worth mentioning that after devolution of “Islamic Education” toprovinces under the Devolution Plan, the operation and existence of the Boardseems confined only to the Federal Areas.

4. With the purpose to reactivate the PMEB, particularly after the terroristattack on the Army Public School Peshawar on December 16, 2014, a meeting ofthe PMEB was convened on 11th March 2015. The Board has constituted twocommittees to frame. Recruitment Rules for Employees of the Board as well as toscrutinize legality of recruitments made in the Board and the three Deeni Madaris.The Chairman of the Board has also been mandated to immediately start theprocess of affiliation of 500 Deeni Madaris.

5. It is also worth mentioning that hundreds of female students are enrolled inthe Deeni Madrasah Islamabad who are pursuing Secondary and Higher Secondarystudies, in addition to Islamic education. The other two Madaris at Sukkar andKarachi also have significant enrolment of students who are pursuing religiouseducation alongside contemporary education. The continuation of the PMEB and

The Board and three ModelDeeni Madaris have performed well despite financial constraints and insufficientstaff and without adequate infrastructure of their own. 101. Dr. Nafisa Shah:

(c) the time by which a new transformer will be installed overthere?

Minister for Water and Power (Khawaja Muhammad Asif): (a) XENMian Channu has reported that 02 Nos 200KVA transformer were installed atChak No. 44/15-L Mian Channu, out of which 01 was stolen during night between7 & 08-11-20134. Supply of the area was temporarily restored from the other200 KVA transformer and FIR was lodged against unknown stealers by the SDO.

(b) Enquiry committee was constituted to probe into the matter whichsubmitted its report with recommendation to allocate 01 No.200 KVA transformerwhich was sent to concerned quarter for allocation;

(c) The existing transformer was damaged 02 months ago due to whichnew transformer was installed there and after repair of damaged 200 KVAtransformer, the same was also installed temporarily in place of stolen transformertill allocation of new one, which will be done shortly.
