Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) the total amount of Pakistan Foreign Exchange Reserves atpresent;

(b) the total said reserves consisted on loans and bonds; and

(c) the terms of return of said reserves?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) As on January 06, 2016, foreignexchange reserves of the country are US $ 20.785 billion; of which foreign exchangereserves held by SBP are US $ 15.872 billion and Foreign exchange reservesheld by Commercial Banks are US $ 4.913 billion.

(b) The above reserves include stock position as on January 06, 2016by netting out all inflows and outflows including disbursement and repayments offoreign currency loans, bonds and various sources of investments.

(c) In line with Investment Policy approved by the Central Board ofState Bank of Pakistan, foreign exchange reserves are invested with highly ratedand well reputed sovereigns & financial institutions, keeping in view threeconsiderations, in the order of priority namely liquidity, safety and return.

Annualized rate of return on FX Reserves held by SBP during currentfinancial year FY-16 to date is upto 2.79% depending upon the currency andduration of investment made.

123. *Engineer Dawar Khan Kundi: (Deferred on 07-01-2016)

Will the Minister for Interior and Narcotics Control be pleased tostate:

(a) whether it is a fact that a number of foreign institutions/agenciesare funding the Individual and NGOs/organizations withoutgetting clearance from the Ministry; if so, the details thereof;

(b) whether such foreign institutions/agencies are interfering in thecountry’s internal affairs and abetting communal disharmony;if so, the names of such institutions/agencies; and

(c) the action taken by the Government in this regard?

Will the Minister for Interior and Narcotics Control be pleased tostate:

(a) the names of Government departments working to check the

unhygienic and adulteration in food items in Islamabad; and

(b) whether the performance of those departments is satisfactory?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) The following departments / Directorate are responsible to check unhygienic/adulteration in food items in Islamabad.

(i) The Health Department, ICT(ii) The Food Department, ICT(iii) The Health Directorate, CDA

(b) District Health Officer, ICT has been notified as Ex-officio FoodInspector under the West Pakistan Pure Food Ordinance, 1960 to check qualityof food items at Food outlets in Islamabad. Details of actions taken under WestPakistan Pure Food Ordinance, 1960 with effect from 1st January, 2015 to31st December, 2015 are as under:—

(i) 5779 restaurants & bakeries and food outlets were inspected.

(ii) 48 restaurants and bakeries challaned under Pure Food Ordnance,1960.

(iii) 712 challans submitted in the courts under Sanitation Rules.

(iv) 105 premises sealed.

(v) 4325 Kg meat confiscated/ destroyed.

(vi) Total fine of Rs. 6,445,000/- imposed on food outlets.

69. *Ms. Musarat Rafique Mahesar: (Deferred on 07-01-2016)

Will the Minister for Interior and Narcotics Control be pleased tostate:

(a) whether it is a fact that the Domestic Media has indicated

presence of adulterated eatables in the stores of whole saledealers in Fruit and Vegetable Market Sector I-11, Islamabad;

(b) if so, the persons responsible for the same alongwith the steps

being taken on monthly basis by the Government to control it infuture?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) No such news was noticed in any major electronic/print media on this issue.

(b) The Food and Health Department, ICT, Islamabad has been takingaction against adulteration of food items in Islamabad Capital Territory. Actionagainst charging of high prices of food items is also taken under the relevant laws.

The Health Department, Islamabad is responsible to check quality as wellas to check adulteration in the food items, under the Pure Food Ordinance 1960.

Samples of food items are regularly taken for lab test. 15 samples ofedibles were taken from the stores during current month for laboratory test. Strictaction will be taken on the basis of laboratory reports.

Moreover, the ICT Administration has taken following steps to controladulteration at I-11/4, Sabzi Mandi:—

i. A team under Assistant Commissioner (Saddar) alongwith FoodInspector,

Health Inspector have been constituted to check adulteration onregular basis.

ii. Market Committee Inspectors are also visiting market to checkquality of food items.

Will the Minister for Interior and Narcotics Control be pleased tostate the total number of officers in BPS-17 and above working inthe Islamabad Police at present alongwith province-wise break-upthereof?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) Yes. It is a fact thatRs. 79,769.685 million is still receivable from Etisalat on account of sale of 26%shares of PTCL. Efforts mainly through negotiation are being made for earlyrecovery.

established in Rural Areas, Islamabad have un-justifiably beenposted in Islamabad District/High Courts, Islamabad TrafficPolice Office and other offices on the behest of IslamabadAdministration;

(b) whether it is also a fact that growing population of Islamabad is

not being provided with basic health care facilities properly asthe said Dispensaries are functioning by Dispensers instead ofthe Doctors;

(c) if so, the steps being taken by the Government to improve

standard of health facilities to the Rural Areas of Islamabad?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) Two Medical Officers at the strength of rural health facilities are performing asa stop gap temporary duties in the public interest at following places:—

1. District Bar Dispensary

2. Islamabad Traffic Police Office.

(b) The population of Islamabad is being provided health care facilitiesthrough a network of 03 Rural Health Centers, 14 Basic Health Units and01 Model Dispensary. Some Health Facilities are being extended by the MedicalAssistants due to non-filling up of 19 vacant posts in the Health Department, ICT.

(c) Following steps have been taken to improve health facilities in ruralareas of Islamabad:—

200 bed hospital in Tarlai has been planned / approved by CDWP@ Rs. 2.7 billion to provide health facilities to the people of ICT.

To fill 19 vacant posts of Medical Officers in Health outlets, efortshave been made by completion of procedure as per guidelines notifiedby Establishment Division.

Minister for Finance, Revenue, Economic Affairs, Statistics and

Privatization (Mr. Muhammad Ishaq Dar): Benazir Income SupportProgramme through its complementary initiative i.e. Waseela-e-Taleem (WeT)has aimed to enroll children of age 5-12 years in primary schools and is providingassistance to the children of beneficiary families by taking the following steps;

Raising of WeT stipend from Rs. 200 per child/month to Rs. 250per child/month;

Recently, BISP has extended its Waseela-e-Taleem initiative from5 districts to 32 districts across the country for the children of itsbeneficiary families and this initiative will be scaled up in phasedmanner. So far an amount of Rs. 994 million has been disbursedand 1 million children have been admitted in schools underWaseela-e-Taleem initiative.

A total of 117,251 disabled beneficiaries and 22,864 orphan families(widows) are receiving BISP benefits. However, no specific programme for orphansand patients is initiated by BISP.

(b) NAP is a national task and responsibility. There are a num ofstakeholders i.e. Federal Government, Provincial Governments and others. Besides,NAP consists of a number of steps/actions and processes/procedures. Some areshort term (where actions have been taken and results achieved) where as othersare medium to long term (where actions have been initiated and results would beachieved in due course of time). At times there are coordination and implementationissues, resource constraints etc.

Despite all these limitations, NAP is being pursued through vigorousfollowing and Mol alongwith all other stakeholders is ensuring that all NAP pointsare implemented.

deprived of Passport Offices;

(b) if so, the steps being taken by the Government to set upPassport Offices in said cities; and

(c) the name of districts of the said province where Passport Offices

are functioning at present?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) The IMPASS has so far established Nine (09) Passport offices in the maincities/districts of Balochistan to facilitate the local passport applicants. Howeveradditional passport offices are still required in Balochistan province.

(b) The Department intends to establish additional passport offices attwenty two (22) districts in Balochistan during 2016 out of which one passportoffice has already been established at District Kharan.

(c) The name of districts of Balochistan where passport offices arefunctioning at present are as under:

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):

Double Passports were obtained in violation of Passport Act,1974 and the Passportand Visa Manul, 2006. Holders of such Passports are dealt with as per the relevantprovisions under the above law.

217. *Ms. Musarat Rafique Mahesar:

Will the Minister for Interior and Narcotics Control be pleased tostate:

(a) the time by which the Safe City Project, Islamabad will be

completed; and

(b) the total expenditure will be incurred thereupon?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) The project infrastructure is complete, ready and under commissioning test.The project manpower is being hired as it is a highly technical assignment andPeople of requisite skills are being sought through a transparent process to run thehi-tech system.

(b) The total cost of the project is Rs. 15.865 Billion (including USD125 Million as foreign component and Rs. 4.0 Billion as local component onaccount of duties and taxes).

218. *Ms. Shamas Un Nisa:

Will the Minister for Planning, Development and Reform be pleasedto state:

(a) whether it is a fact that the arrangements have been made to

conduct population census; if so, the details thereof; and

(b) the institutions will participate to conduct said census?

219. *Mr. Muhammad Muzammil Qureshi:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) whether it is a fact that ratio of borrowing of the country is

fixed by the Act of Majlis-e-Shoora; if so, the details of limitthereof at present;

(b) whether it is also a fact that the State Bank of Pakistan has

recently pointed out in its report that the Government hasexceeded the said limit;

(c) if the answer to part (b) above is in the affirmative, whether

such exceeding limit of borrowing is tantamount to violation ofthe Constitution; if so, the justification thereof; and

(d) the steps being taken in this regard?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) Yes, that ratio of borrowing ofthe country fixed by the Act of Majlis-e-Shoora “Fiscal Responsibility and DebtLimitation Act 2005” is 60 percent of GDP

(b) Yes.

(c) Exceeding the limit of Debt to GDP ratio is not a violation ofConstitution. Section 3(4) of the Act, allows government to temporarily departfrom the limit. Any such instance is reported to National Assembly through DebtPolicy Statement every year by end January. The last report was submitted toNational Assembly at the end January 2015. Besides, Medium Term BudgetaryStatement is submitted to National Assembly with Budget documents for approvalwhich contain tentative timeframe for returning to the said path.

(d) Government is on the path to fiscal consolidation. The government iscommitted to reduce the financing gap which ultimately will help reducing thedependence on debt in future which will help to return to the path to the ratio ofdebt limit as mentioned under FRDLA. At present the ratio of debt trajectory is onthe declining path which declined from 64% at end June 2013 to 63.5% at endJune 2015. It is expected that as a result of fiscal consolidation measures debt toGDP ratio will come down to below 60% during the medium term. The followingmajor steps for fiscal consolidation are being taken by the government:

(a) Revenue expansion through tax reforms focusing on broadeningincome tax base.

(b) Austerity measures through reducing other than obligatoryexpenditures.

(c) Reducing un-targeted subsidies.

(d) Reforming public sector corporations.

(e) Resolving energy crises and.

(f) Attracting non-debt creating flows e.g. Remittances.

(a) whether it is a fact that the Constitution of Pakistan guarantees

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization(Mr. Muhammad Ishaq Dar): (a) Long term incentives on incomefrom exports of computer software or IT services or IT enabled services are alreadygiven since tax year 2003 vide clause (133) of Part I of the Second Schedule to theIncome Tax Ordinance, 2001 (Annex-A). The proposals for incentives to specificsectors are considered while preparing the Budget for next fiscal year. The Budgetexercise for fiscal year 2016-17 shall start from March, 2016

(b) INLAND REVENUE

Pakistan source income of IT service providers prior to June, 2015 wasbeing assessed to tax under normal tax regime in the light of clause (79) of Part IVof the Second Schedule to the Income Tax Ordinance, 2001. However, throughFinance Act, 2015, the above concessionary provision was deleted, therebyadvance income Tax deductible on services rendered by corporate entities at 8%under section 153(1)(b) of the Income Tax Ordinance, 2001 became their minimumtax payable under the Ordinance.

However, later on corporate service sectors including Software Sectoragitated against the levy of minimum tax @ 8% under section 153(1)(b) of theIncome Tax Ordinance, 2001. After extensive negotiation with them Income Tax(Second) Amendment Ordinance, 2015 was promulgated in October, 2015whereby an option has been given to corporate Software Sector to pay minimumtax @ 2% as against 8% on Pakistan source income from IT services providedthat taxpayer shall furnish their accounts for audit in respect of tax year 2016.

CUSTOMS

The Information Industry is part of the ICT Sector (Information andCommunication Technology) and the Government is striving to promote the ICTSector by creating conducive environment for its growth and development in thecountry. The launch of 3G and 4G is one of many steps in this direction. Suchefforts are directed towards increased coverage and penetration of ICT in the farflung areas of the country.

ICT related goods like Personal Computers, Laptops and Printers,are currently importable at the lowest slab of Pakistan Customs i.e.2% Customs Duty only

In order to further promote ICT sector the Government broughtdown rates of customs duty on many items of this sector in the lastbudget (2015-16) as detailed:—

(c) if so, the steps being taken by the Government to control thesaid smuggling?

Privatization (Mr. Muhammad Ishaq Dar): (a) Denied. Owing to the longporous border and lack of verifiable data about smuggling made under the guise of

Afghan Transit Trade, it is difficult to determine the exact losses caused due tosmuggling of goods with absolute precision.

The main source of smuggling is the long porous Pak-Afghan border fromwhere goods from Afghanistan enter into the border areas of Pakistan. Reportedly,goods imported under the Afghan Transit Trade also flow back to Pakistani markets,but exact quantum of such goods cannot be determined.

(b) smuggling from Afghanistan has admittedly been a source of constantconcern for the country. However, due to lack of reliable statistics about smuggledgoods, exact quantum of loss to the national exchequer by smuggling cannot beascertained.

(c) The Government has taken following steps to control enroutepilferage / smuggling of Afghan Transit goods:

(i) Transportation of Afghan Transit goods through authorized bondedcarriers.

(ii) Enroute tracking and monitoring of movement of all Afghan Transitcontainers / vehicles under Tracking and Monitoring of Cargo Rules,2012 notified vide SRO 413(1)/2012 dated 25.04.2012.

(iii) Establishment of Mobile Enforcement Units (MEUs) in all CustomsCollectorates performing anti-smuggling operations to respond tothe tracking alerts generated by the system and to coordinate withthe enforcement unit of the Licensed Tracking Company.

(iv) Moreover, the particulars of vehicles having tracking devices carryingtransit goods are electronically entered at the designated check postsand in case of any deviation from the prescribed route, the trackingcompany informs the concerned Customs Collectorate which sendsdedicated Mobile Squads to check the subject vehicle.

(v) Movement of Transit goods through geo fenced designated routes.

(vi) Real time reconciliation of Afghan Transit consignments through

WeBOC System.

(vii) 100% weighment of Transit consignments at Entry / Exit Points.

(viii) System / Risk based physical examination at Entry/Exit Points.

(ix) Enactment of strict legal provisions in Section 2(s) and Section 156(1) (64) of the Customs Act, 1969 to deal with cases of pilferage,illegal removal or concealment or mis-declaration of Afghan Transitgoods liable to imprisonment up to 14 years and confiscation of goods.

(x) To curb the menace of smuggling across the country including border

areas, Pakistan Customs has reinvigorated its enforcement measures,which include intelligence sharing and joint operations with the supportof other Law Enforcement Agencies i.e.

Frontier Corps (KP),

Pakistan Rangers (Punjab/Sindh), Pakistan Coast Guards, PakistanMaritime Security Agency and Political Administrative Authorities(FATA) which have been entrusted with anti smuggling powers underSection 6 of the Customs Act, 1969

Experts from throughout Pakistan are asked to be part of initialdeliberations of the re-survey process. International DevelopmentPartners i.e. World Bank, ADB and DFID are also part of theconsultative process.

Several meetings/brain storming sessions of various government andacademia experts have already been conducted for the finalizationof re-survey activity.

Since the process of re-survey is lengthy and technically complex innature, therefore, it will take time to be fully scaled up and BISP is inprocess of launching first phase of the re-survey during this year.

However, public dealing time is9:00 AM to 2:30 PM on Monday — Thursday and 12:30 PM on Friday.

The time from 08:00 AM to 09:00 AM is used by the National SavingsCentres to draw cash from State Bank of Pakistan for disbursement of profit andprincipal amount to the clients on daily basis.

Time from 2:30 to 4:00 PM is used to close books and to complete othercodal formalities i.e cash balancing and reconciliation of actual figures. Theseactivities are done manually as most of the National Savings Centres are notcomputerized, as yet. Generally, the staff of National Savings Centres has to worktill 06:00 PM to complete all the procedures mentioned above.

It is also clarified that clients who enter the premises of National SavingsCentre at 02:30, are entertained / served without any hindrance.

Difference in service of National Savings Centers and the scheduled Banks.

Central Directorate of National Savings (CDNS) is an AttachedDepartment of Finance Division, while status of Banks is different as compared toCDNS. CDNS follow timings applicable in Federal Government offices. Althoughgates of National Savings Centres are closed at 2:30 p.m for public on Monday-Thursday and 12:30 p.m on Friday, yet the clients who enter the premises ofNational Savings Centres are entertained / served. In fact, operations of NationalSavings Centers are mostly manual and the staff is required to close Books andcomplete other codal formalities on the same working day. Therefore, staff worksgenerally upto 6:00 p.m in almost every National Savings Centre.

Minister for Interior and Narcotics Control (Ch Nisar Ali Khan):(a) Plots were allotted in Jinnah Garden Phase-I by Federal Employees CooperativeHousing Society as per Layout Plan approved by CDA, but due to dispute overland, 2237 plots were shifted to an other piece of land. Out of 2237 plots, thepossession of 1371 plots was handed over to allottees, while possession of remaining866 plots shall be handed over by July, 2016.

(b) Cost of land and development charges has been received. Thosewho were allotted plots 10 years back, have already been given possession. Theremaining plots pertain to allottees of 2008 and 2009.

(c) As per the report put up by FECHS they will fully endeavour to givepossession of the plot during 2016.

Minister for Interior and Narcotics Control (Ch Nisar Ali Khan):(a) lt is correct that Phase II of Jinnah Garden was started by Federal EmployeesCooperative Housing Society, Islamabad in 2005.

(b) Jinnah Garden Phase II was started in 2005 at Kahutta road andabout 1501 kanal land was purchased in Mouzas Chak Kamdar, Jabbi Gakhran,Nara Syedan and Sigga. The allottees / members were not satisfied and theydemanded to shift the project near Jinnah Garden Phase-I, in the Annual GeneralBody Meeting (AGM) held on 31-12-2010. Accordingly the project was shiftedin Zone-IV, in Mouza Bora Bangail, 723 Kanal land was also purchased there.The allottees visited site and demanded that project may be shifted near JinnahGarden Pahse-I. Ultimately, land in front of Anchorage, a housing project of PakNavy was purchased. It is adjacent to Jinnah Garden Phase-I. Land measuring745 Kanal in Mouza Gagri was purchased. Land at Kahutta road and MouzaBora Bangial is in possession of FECHS. Land in Mouza Gagri is earmarked forthe allottees of Jinnah Garden Phase-II.

(c) Total dues against the allottees come to Rs.873,714,708/- &Rs.871,631,482/- have been received, while dues amounting to Rs.1,569,051/-are pending.

(d) Compaction of land is in progress. It shall be followed by thepreparation of layout Plan (LOP) / NOC to be approved by CDA. It is expectedthat by the end of year 2016, the possession of plots will be handed over to all theallottees of Jinnah Garden Phase-II.

Minister for Interior and Narcotics Control (Ch Nisar Ali Khan):(a) CNIC are blocked by NADRA once a report as received through any authenticsource that an individual has obtained CNIC fraudulently or on fake documents.Before blocking the CNIC, a Legal Notice is served to the individual under Section23 of NADRA Ordinance. If the individual fails to appear before VerificationBoard constituted by NADRA, CNIC is blocked. Later on, if individualapproaches NADRA with correct particulars and document, his/her CNIC ismodified and revoked. For ease of applicants, revocation boards are constitutedin all zones and regions of NADRA. However, cases of “Confirmed Aliens’ arenot revoked till verification of his/her National status by the joint VerificationCommittee (JVC)/Security agencies.

Having safeguarded National database, Public friendly policies have beenissued to all registration centers with the instructions that Officers incharge NADRAshould not block anyone on the basis of dialect or ethnic grounds. On Directivesof Ministry of Interior, presently national status is being determined by the JointVerification Committee (JVSs) comprising of Special Branch, IB and ISI. TheseJVCs are functioning at Divisional / District level.

For public ease, now applicants who are blocked due to any reason beingrevoked at zonal level. Normally, one zone includes 2 x districts.

(b) A comprehensive current procedure in vogue does not foresee anyproposal under consideration to get verification of card from elected councilors ofconcerned areas.

Minister for Interior and Narcotics Control (Ch Nisar Ali Khan): NACTA being the prime agency in the Counter Terrorism realm is coordinating

and monitoring all the endeavors exercised by various concerned agencies andadministrative units of the country. Through meeting of field experts, professionalsand representatives. NACTA is contemplating unified policies and extendingrecommendations to effectively respond to the various shades of terrorism spectrum.

In order to put up a coherent and coordinated response towardsTerrorism Financing/Hundi and Hawala Business, a meeting of all the stake holderswas called on 10th November, 2015 at 11.00 hours in the committee Room ofNACTA, Islamabad. The meeting was attended by all stakeholders including StateBank, FBR and FIA to advise a concerted and comprehensive response to themenace of Terrorism Financing.

Minister for Interior and Narcotics Control (Ch Nisar Ali Khan):(a) 1. The NADRA Office was closed on 18th Aug, 2015 due to followingreasons:—

(i) On 27 March 2015. The working of NADRA Registration Centers(NRC) was forcibly stopped by 2 miscreants.

(ii) On 15 June 2015, 2 x miscreants harassed the security guard andtook him out of the NRC. The matter was reported to police orproviding protection. Culprits were arrested and released next day,threatening to kill the OIC and staff members.

(iii) On 29 July 2015, OIC again reported to RHO Lahore that 2 xagents with backing from influential’s from the area were threateninghim of dire consequences in front of NRC staff.

(iv) On 18th Aug. 2015, Mr. Hassan Mehmood Bajwa, OIC, NRCShakargarh was attacked by the agent Mafia and was brutally beaten.He remained hospitalized at Narowal. FIR was lodged against theculprits.

2. Foregoing in view and failure of Police to provide protection,NRC Shakargarh was closed.

3. DCO Narowal has made an alternate building available forestablishment of NRC against which the local Bar council has obtained a stayorder against the use of this building for any other purpose other than the purposeit is built for.

4. It may kindly be noted that since the closure of NRC Shakargarh,capacity of NRC Zafarwal & NRC Narowal (located 25 & 35 kms respectivelyfrom Shakargarh) has been enhanced to cater for registration needs of generalpublic from Tehsil Shakargarh, besides MRV has also been made available onrequest to cover up any remaining pockets of registration.

(b) Currently, there is no such plan to open the NADRA office atShakargarh.
