Employment situation in the country has improved under the presentgovernment. Unemployment rate of 6.24% in 2012-13 has decreased to 5.94%in 2014-15 as per the latest Labour Force Survey conducted by the PakistanBureau of Statistics.

Will the Minister for Finance, Revenue and Economic Affairs bepleased to state:

(a) the current account deficit of the country since 01-01-2013alongwith the reasons thereof; and

(b) the steps taken by the Government to control it during the saidperiod?

Minister for Finance, Revenue and Economic Affairs(Mr. Muhammad Ishaq Dar): (a) Current account deficit, on calendar yearbasis, was $2.34 billion on 31st December, 2012 and $4.4 billion on 31stDecember 2013. The deficit then followed a declining path from January, 2014and reached $3.6 billion by December 2014, due to growth in workers’ remittancesand reduction in global oil prices. The aforesaid factors further reduced the currentaccount deficit to $2.8 billion by December 2015. The consistent improvement in

current account supplemented by healthy financial inflows led to stability of foreignexchange reserves.

Current account in the following years, however, did not maintain thepattern owing to pick up in real economic activity. There has been increasedinvestments in energy and infrastructure sectors which has boosted demand forimport of power generating machinery and energy.

As imports increased, exports faced a declining trend due to the subdueddemand, depressed commodity prices globally which coupled with the energyshortages and law and order situation in the country.

There was also decline in remittances due to tight budgetary conditions inGCC countries as a result of low oil prices, strict regulatory requirements in USAand depreciation of pound sterling against US dollar.

(b) The Government is cognizant of worsening current account deficitand has taken the following steps to contain it:

� Export package of Rs. 180 billion has been given to boost exports.

� Un-interrupted energy supplies to export sectors.

�· Imposition of regulatory duties on import of a large number ofnon-essential items and enforcement of 100 percent cash marginrequirement.

� Strengthening Pakistan Remittance Initiative (PRI) throughimprovement in transaction efficiency and better incentives.

The negative trend in exports is bottoming out and Government initiativeshave shown positive results as exports have increased by 11.8% and workers’remittances by 13.2% during July-August, 2017.

Will the Minister for Interior be pleased to state the steps taken bythe present Government to control cyber crimes?

Minister for Interior (Mr. Ahsan Iqbal): Following steps have beentaken by the present Government to control Cyber Crimes:—

� Through promulgation of Prevention Electronic Crime Act, 2016 inAugust 2016, FIA has been designated as the investigation agencyfor taking cognizance under this Act.

� FIA Cyber Crime Unit, National Response Centre for Cyber Crime(NR3C) is Currently operating in Pakistan with its five Cyber CrimePolice Stations along with the digital forensic laboratory in Islamabad,Lahore, Karachi, Peshawar and Quetta. In order to facilitate thepublic, FIA has introduced the complaint reporting system, throughwhich complaint can be accepted through phone, email or onlinewebsite.

� A total of 7992 complaints of cyber crimes have been reported(18-08-2016 to 30-06-2017) and investigations are under-way tofinalize these complaints.

� Cyber crime, being transnational crime, demands an extensivecooperation among countries, specifically with USA, for evidencecollection and effective prosecution. Under Section 42 of PECA,efforts are underway to seek assistance from the US based DigitalCompanies, through Mutual Legal Assistance Treaty or InternationalCyber- Crime Convention.

� Cyber-crime, being digital crime, demands an extensive knowledgeand expertise in the field of network and information security. Forthis reason, FIA has imparted trainings and conducted workshop onrecent digital threats to its Investigators and Forensic Experts.

(c) if the answers to part (a) and (b) above are in the affirmative,the reasons alongwith the progress made thereon so far?

Minister for Interior (Mr. Ahsan Iqbal): (a) Yes.

(b) A policy is being framed in this regard.

(c) (1) Prohibited bore / automatic weapons are extremely lethal weaponsand meant for law enforcement agencies. Almost all over the world such weapons/licenses are not issued to citizens. In this regard, Cabinet in its meeting held on15-08-2017 took the following decisions:

(i) A Committee under the Chairmanship of the Prime Minister wouldexamine the Arms Licensing Regime with regards to placing ban onautomatic and illegal weapons:

(ii) Ministry of interior to collect data on prohibited and non-prohibitedbores arms licenses and present it before the Committee.

(2) A meeting was held under the Chairmanship of Secretary Interior on18-08-2017 with all stake holders i.e. all Home Secretaries of the provinces,AJK, G.B, FATA & Chief Commissioner ICT regarding provision of data ofprohibited bore arms licenses. Compliance to the above Cabinet Directions is inprogress.

124. *Dr. Nikhat Shakeel Khan: (Transferred from 45th Session)

Will the Minister for Finance, Revenue and Economic Affairs bepleased to state:

(a) the year-wise taxes collected from mobile phone consumersduring the last five years alongwith the type of taxes thereof;

(b) the procedure to reconcile the collection of each tax from saidconsumers; and

(c) whether said taxes deposited in the national exchequer duringthe said period?

(b) (1) Previously, the Telcos used to report a lump sum figure of taxdeducted from all consumers. The reported figure was only verified to the extentof deposit in the national exchequer. In order to obtain consumer wise data fromthe Telcos, Pakistan Revenue Automation Limited (PRAL), the IT arm of FBR, inconsultation with Telcos has developed a utility which requires Telcos to uploadconsumer wise withholding data on agreed format. The Telcos with the interventionof PTA have agreed to upload data on the new format from August, 2017.

2. So far two Cellular Companies i.e. M/s Pakistan MobileCommunication Limited (PMCL) (Jazz) and M/s Pakistan Telecom Mobile Limited(PTML) (Ufone) have uploaded their data on the new format. The data uploadedby the Pakistan Telecom Mobile Limited (PTML) contain certain errors. PRAL isin contact with PTML for removal of said errors. The remaining two companiesi.e. M/s Telenor Pakistan (Pvt) Ltd and M/s CM Pak (Zong) have yet to uploadtheir data and are being pursued to complete the task at an early date.

3. Since on the new software, the Telcos are to provide information ofcustomer wise usage of telephone including easy loads / calling cards used permonth. The information so obtained can then be cross-matched by the concernedtax office with the tax deposited by the Telcos.

(c) Tax collected from mobile subscriber’s u/s 236 of the Income TaxOrdinance, 2001 is deposited by Mobile Operators on weekly basis.

However, it may be mentioned that various research studies conducted byBloomberg (Secret Strengths of Pakistan’s Economy) and Pakistan Institute ofDevelopment Economics-PIDE (What is hidden, in the hidden economy ofPakistan? Size, causes, issues and implications) estimate that the undocumentedeconomy ranges from one third to one half of its formal/documented economy.

(b) FBR has been making consistent efforts with regard to documentationof economy. The Board, since 2013, is pursuing the policy of increasing the costof doing business for non-compliant taxpayers/non-filers by introducing higherrates of withholding tax for non- filers across a multitude of transactions includingsupplies, contracts, services etc in order to document the undocumented sectorand to bring non-compliant taxpayers into the tax net. Furthermore, third partyinformation relating to purchase of real estate, vehicles etc is regularly acquiredfrom external sources and utilized by field formations to book new taxpayers.

Moreover Benami Transaction (Prohibition) Act 2017 has beenpromulgated which attempts to prohibit all person from entering into BenamiTransaction. The Benami Transaction (Prohibition) Act 2017 has been introducedto curb the acquisition of assets through illegal means and to control the evasion oftaxes. The Act also stipulated that a property held to be in “Benami” shall beconfiscated by the Federal Government. The, law states that the offence of indulgingin Benami Transaction is punishable with rigorous imprisonment from one to sevenyear and the offence is non-cognizable.

(c) Efforts made in this respect have yielded encouraging results as thenumber of filers has increased from 750,000/- in 2013 to 1,225,000/- upto May2017 depicting a sustained increase in documentation and broadening of the taxbase.

It is pertinent to mention that 3 x females are deputed at Semi MobileRegistration Unit (female) to facilitate the female applicants.

Government of Pakistan and IMF were held at Dubai from March 28-April 05,2017. IMF published a Staff Report on the Consultations in July 2017. The StaffReport affirms that “Pakistan’s outlook for economic growth is favourable, withreal GDP growth estimated at 5.3% in FY 2016/17 and strengthening to 6% overthe medium term on the back of stepped up CPEC investments, improved availabilityof energy, and growth supporting structural reforms. Inflation has been graduallyincreasing but remains contained, and the financial sector has remained sound.”

� The Staff Report does not categorically suggest that “Pakistan’seconomy is underperforming”. The Report however points out thatdomestic conditions e.g. the slowing pace of fiscal consolidation, thewidening of the current account deficit, accumulation of arrears inthe gas and power sectors, coupled with international conditionse.g. lower trading partners growth, tighter international financialconditions and a steep rise in international oil prices, could possiblyerode the macroeconomic gains made under the 2013-16 EFFsupported program and pose risks to the economic outlook.

Steps taken by the Government to address the aforementioned risksto Pakistan’s macroeconomic outlook are as following:—

� In order to improve fiscal consolidation, the 2017-18 fiscal budgetenvisages marked increases in tax and non tax revenues, andcontained growth in current spending.

� The Government has introduced policy initiatives to support exportsincluding sales tax zero rating for export industries.

� SBP has strengthened the interest rate corridor, enhanced analyticaland forecasting capabilities required for inflation targeting framework.

� The Government has introduced projects to more than double thecountry’s generation capacity over the next 7 years.

� The Government plans to step up LNG imports, foster domesticproduction, modernize the network and introduce advancedtechnology for metering and identification of gas leakages.

� Efforts to improve the business climate include digitalization of landrecords in Punjab, the enactment of the Secured Transactions Lawand the expansion of the electronic platform, for trade (WeBOC).

Minister In-charge of the Ministry of Planning, Development andReform: It is completely wrong to assume that eastern Balochistan is beingneglected in CPEC. This initiative aims at inclusive growth for all parts of Pakistan.

Balochistan, on the whole, is an important province of Pakistan in respectof huge reserves of natural resources and location of Gwadar deep sea port. Thedevelopment of Gwadar Deep Sea Port will yield multiple opportunities and benefitsfor Balochistan and local population in terms of employment generation andimproved livelihood.

In the long term, development of maritime sector will enhance coastaltourism, promote fishery industry, and uplift the socio-economic conditions of theentire province.

Minister for Privatization (Mr. Daniyal Aziz): (a) The CabinetCommittee on Privatisation (CCoP) on October 03, 2013 approved a broad-based privatisation programme of 68 Public Sector Entities (PSEs), of which 42have been earmarked for Early Implementation (Annex-A).

Justification

Approval of the Cabinet was sought, as per mandate of the PrivatisationCommission under the Privatisation Commission Ordinance, 2000, in the summarymentioned above. Privatisation has been high priority area of overall economicreforms agenda of the successive governments.

Massive losses in hundreds of billions lead to detracting Pakistan from itseconomic potential. Privatisation will stop this loss to Pakistan’s Tax payers.

(b) 01 member has deposited full dues of Society. The allotment letter

will be issued on approval of Lay Out Plan (LOP) and completion of development

work of the \scheme.

(c) The reason for not issuing allotment letters to the members who have

deposited full payment is that the Lay out Plan (LOP) has not been approved by

CDA and development work of the scheme is incomplete.

(d) Yes possession has not been given to the members, who have been

issued provisional allotment letters.

(e) All those members, who have paid down payment, have been issued

provisional allotment letters as per policy of the Society.

Minister for Finance, Revenue and Economic Affairs(Mr. Muhammad Ishaq Dar): (a)

Income Tax:

In order to promote industrial growth in the country various incentives inthe form of reduction in duty and taxes have been provided to the manufacturingsector. However, various conditions are introduced to keep a check on industrialimporters so that they do not misuse tax exemptions. These conditions areenumerated as under:

(a) Withholding tax exemption on import of raw materials will only beapplicable to an industrial undertaking if the tax liability for the currenttax year, on the basis of determined tax liability for any of the precedingtwo tax years, whichever is the higher, has been paid and a certificateto this effect is issued by the concerned Commissioner.

(b) The certificate shall only be issued by the Commissioner if followingconditions are fulfilled:-

(i) The raw material is being imported for own use;

(ii) The taxpayer shall file prescribed application for the exemptioncertificate which shall provide following information;

• Quantitative and qualitative details of the raw materialconsumed during the immediately preceding year and theraw material required during the current year;

• Production capacity;

(iii) The exemption certificate is issued for a quarter. The exemptioncertificate for the next quarter is not issued unless the tax payerfurnishes stock consumption and production report for theprevious quarter.

(iv) The quantity of raw material to be imported can not exceed125 per cent of the quantity of raw material imported in theimmediately preceding quarter. The taxpayer is liable to paytax at the normal rate at import stage for the quantity exceedingthe said quantity of raw material.

(v) The Commissioner conducts an inspection of the manufacturingfacility to ensure that the raw material being imported is in linewith the manufacturing activity.

(vi) After satisfying himself of the eligibility of the taxpayer theCommissioner issues the system generated certificate, verifyingthe tax liability for the current year.

(vii) In case it is ascertained at any later stage, that the particularsdeclared in the application were not correct or the raw materialis sold, the exemption certificate is liable to be cancelled.

(c) The Commissioner conducts audit of taxpayer’s accounts during thefinancial year in which the certificate is issued in respect ofconsumption, production and sales of the latest tax year for whichreturn has been filed.

(d) If the taxpayer fails to present accounts or documents to theCommissioner or to the officer authorized by the Commissioner, theCommissioner can cancel the certificate issued and recover the taxnot collected at import stage for the period prior to such cancellation.

CUSTOMS AND SALES TAX

(i) The concessionary schemes for duty/tax free imports of raw materialsfor industrial consumers, like Duty and Tax Remission for ExportScheme (DTRE), temporary importation etc. were introduced withbuit-in checks to avoid misuse. The quota for duty free import of exportgoods are maintained in the Customs Computerized System (WeBOC).The goods which are manufactured and exported are also debited inthe computerized system. It is because of the computerized controlsthat there is hardly any chance of pilferage of input goods. In additionpost clearance Audit and random checks of manufacturing facility arealso carried out to obviate any chances of misuse.

(ii) However, the automated Risk Management System (RMS) ofWeBOC is designed to analyze and mark Goods Declarations (GDs)to different clearance channels, viz Green, Yellow and Red basedupon multiple factors, including profile of the importers and variableslinked to that specific GD. Generally, goods claiming concessionary

regimes are subjected to stricter scrutiny at import stage whichincludes examination and checking of documents. All these criteria,including importer’s profile, are based upon the factors affectingclearance process.

(iii) In case any discrepancy is detected at any stage, contravention casesare framed against delinquent persons and any evaded amount ofduty and taxes are recovered, in addition to fine and penalty; underthe laws for the time being in force.

(b) The checks mentioned above are sufficient to prevent any misuseand consequent damage to local commerce/trade and as stated above, adequatesafeguards against misuse of imported input goods are in place, therefore, there isno cause of concern or grievance by the local industry or trade.

(b) It is intimated that original booklets of Mr. Fazal Rahim has beenfound missing from the NADRA Arms License Project site, G-10/4, Islamabad.

(c) NADRA has initiated an inquiry in the matter to indentify why bookletwas lost.

(d) The revalidation of the said arms license is under process.
