NATIONAL AWARDS SCHEME FOR HANDICRAFTS ARTISANS .

Guidelines for National Award for the year 2015

Title of the Scheme : National Awards to outstandingMastercraftpersons.

1. Background and objective :

The National Awards for craftsmen was introduced during the year 1965 . National Awards are

being conferred to the Craftspersons in recognition of their outstanding contribution, craftsmanship &

development of craft. There shall be a maximum of 20National awards and 20 National Merit

certificates in a year. This recognition will encourage them to continue with the craft in a more

enthusiastic and productive manner and will ultimately encourage other emulate them.

2. Eligibility: All craftspersons residing in India and who are above the age of 35 years and are

having 10 years experience in the field of handicrafts as on 31st December of previous year.

3. The Award contents:

Each award shall consist of a cash prize of Rs.1,00,000/-, a copper plaque and an Angavastram.

Each National Merit Certificate shall consist of, besides a Certificate, a Cash prize of Rs.75,000/-.

4. Selection procedure :

The selection procedure for selecting the items for National Award will be through a 3 – tier procedure.

4.1. The first stage selection would be at the State Level Selection Committee .

4.2 In the second stage of the selection process the handicraft entries recommended by various

Stat Level Selection Committees would be next screened by the Headquarter Level Selection Committee.

4.3 There will be a Common Central Selection Committee for final selection of the items for National

Awards from amongst the items recommended by the Headquarter level Committees of handicrafts.

5. Procedure for submission of entries:

The craftspersons may submit their entries in their respective State in the office of the

DIC/Directorate of Industries/ concerned Regional Offices/ HM&SECs of Office of the Development

Commissioner (Handicrafts) .

Joint entry will normally be not accepted.

The transportation charges for carrying the entries from the above field offices upto the venue

of the State Level Selection Committeewould be borne by the Office of the Development Commissioner

(Handicrafts) .

Mode of selection:

The selection of entries for handicrafts will be as follows:

5.1 The offices namely HM&SECs, DICs, RD&TDCs and Regional Offices who are the first recipients

of the applications and entries from the artisans contesting for the award, shall be responsible for

thorough scrutiny of all documents submitted by the contestants for the award and will also exercise

due diligence to physically verify the bonafides of the applicants.

5.2 The particulars of the applicants who are existing State Awardees or National Merit Certificate

holders or who belong to the family of existing awardees need to be thoroughly checked, particularly for

verifying whether the applicant possesses the required craft skill needed for producing the item he/she

has submitted for award. This verification process shall be undertaken and completed well before the

convening of the meetings of the respective State levelSelection Committees.

5.3 The respective State levelSelection Committees shall undertake and complete the short listing

process at the earliest.

5.4 Immediately after the conclusion of short listing process by the respective State levelSelection

Committees, the Convener of these Committees namely the Regional Director of the Office of DC

(Handicrafts) shall undertake another verification process in respect of only those applications/entries of

the artisans which have been shortlisted by the respective State levelcommittee.

5.5 In the event any discrepancy comes to notice or a dispute arises during this verification process,

the same shall be brought to the notice of the respective State levelCommittees for appropriate decision

in the matter/resolution of the dispute.

5.6 This verification process of the shortlisted entries shall be completed expeditiously and on

priority by the respective Conveners aforesaid, so that the recommendations of the Committees are

forwarded to the Headquarter Level Committees strictly as per schedule of selection indicated above at

para 6.

5.7 All entries within this period will be submitted by the Mastercraftspersons along with the duly filled in

Application in the prescribed Performa along with an affidavit stating the item being submitted has been prepared

by him/ her together with another affidavit undertaking that he/she is submitting the entry at his/ her own risk

and in case of damage, etc. during transportation of the entry due to unforeseen circumstances, the Central

Government will not be liable to pay any compensation.

5.8 The final selection of entries shall be made by the Central Level Selection Committee, constituted at the

Central Level. The Central Selection Committee shall receive entries from Headquarters Level Selection Committee

5.9 It has also been represented that the crafts persons are not able to afford marketing and

sending the best of their creations since the process of selection would involve blocking of their

investment for a long time. As a result, the best examples of craftsmanship are not coming for selection

for National Awards. It has, therefore, been decided that the selection at all the levels will permit

marketing organizations, Public or Private (Corporations/Cooperatives/Private traders, exporters,

boutiques, etc.) to sponsor entries. The Award shall be given to the craftsmenwho have made the items.

5.10.

A . All sponsored entries by the Central/State Corporation/Voluntary organizations working in the

field will be sent to the respective State Level Selection Committee within stipulated time.

B. Reputed organizations viz. CCIC, NCDPD, EPCH, CEPC, NIFT, NID, HHEC , Crafts Council of India

and Central/State Handicrafts Corporations working in the field may also recommend the applicants for

the selection of National Award and their recommendation will go to State Level Selection Committee

but within the stipulated time.

Criteria for Selection :

The following are the main criteria which are to be kept in view for selection of craftsmen:-

(a) Excellence of craftsmanship (this can be judged from samples received along with the samples

at least 4 photographs of difference stages of processing of exhibits or videography of the process of

the exhibits should be submitted if possible .

(b) Related achievements (this may be judged from bio-data and other materials and Photographs

of processing of others exhibits of different stages produced by the applicant.

(c) Processing of others exhibits submitted by the craftsman/sponsoring organisations).

(d) Special consideration may also be given while selecting the craftsman and the crafts to the

following:

(1 If the craft practiced is a languishing crafts.

(2) If there has been a noteworthy effort in term of reviving a languishing craft by way of product

diversification or application to contemporary use. In other words, efforts made in order to

achieve a break through in the development of craft should be given due consideration.

(3) Design innovation by the craftsmen.

7. General

(i) The entries received and not selected at State Level Selection Committee may be returned to

concerned persons immediately and not beyond 30 days after the selection process is over. An

appreciation letter may be issued by the Convener of to the concerned persons for his/her

participation.

(ii) The field Offices of DC(HC) i.e. RD&TDC and M&SECs, BCDI etc. may be asked to identify and sponsor

excellent innovative works every year.

(iii) The Central Cottage Industries Corporation of India Limited through its Emporia situated in

various cities will extend marketing support to the crafts persons whose entries are shortlisted for

National Awards and certificates of merit.

(iv) For entries, recommended by the Headquarters Level Committee, but not considered, at

Central Level for Award, an appreciation letter shall be sent to the participating artisans under signature

of DC (HC)/ADC (HC) and an entry may be made in the craftspersons. Such artisans may be given

preference for participation in various approved marketing programmes of the Office of the DC (HC).

(v) A mandatory brief note at the end of every financial year need to be furnished by each Regional

Office and M&SEC regarding steps under taken by them to encourage the artisans for submission of

National award entries.

(vi) All the non-official members of the State Level Committees may be reviewed/changed every

two year and new members with good background in the field of Handicraftsmay be co-opted to make

the selection process more transparent and unbiased.

(vii) A panel of 15 reputed Sr.Designers shall be prepared for 2 years at Hqrs. Level in the Office of

the DC (Handicrafts ) Designers from the panel will be nominated as member in the Headquarters Level

Selection Committees.

(viii) To avoid any complication or controversy in the selection process and to make it transparent a

uniform proforma including different parameters on which the Committees shall assess each entry may

be devised for the members of the StateLevel Committees to facilitate them to record their opinion and

score on the proforma against each parameter and for each competing entry. A brief bio-data and

description of the entry of the corresponding artisanwhose entries are to compete shall be sent to the

Committee in advance.

8. Publicity

(a) Wide publicity may be given by the Regional Director, HM&SEC’s (HC) through permanent hoardings

at each field office Dilli Haat, National Level Melas, Gandhi Shilp Bazars, etc. and pamphlets may be

distributed in all crafts clusters, Dilli Haat, Crafts Bazars, Melas etc. The boards/hoardings and

pamphlets may clearly indicate the last date for submission of Award entries and brief criteria of

selection.

(b) Advertisements may be given on Television/AIR and in local newspapers by the Regional Directors,

HM&SEC’s (HC). All NGOs working for Handicrafts sectors may be requested to make wide publicity

about National Awards in their programmes funded by DC(HC) and incentives may be considered for the

NGOs, State Handicrafts Corporations for searching best entries. The incentives may be in the form of

Appreciation Certificate.

(c) District Collectors/Magistrate/DICs/BDOs/Panchayat and DRDA may be requested to make publicity

at their level.

(d) The Regional Directors, HM&SEC’s, shall hold exclusive meetings with craftpersons representatives of

craftspersonsAssociations for better awareness of National Award Scheme and they may release

suitable advertisement in the local newspapers well in advance.

(e) The Regional Directors, HM&SEC’s shall make publicity of National Award Scheme and its last date of

submission of the entries.

(f) Special mention may be made in the meetings/Workshops/ seminars/ symposium/interaction session

etc., Regional directors, HM&SEC’s about the National Award scheme and the facilities to be provided to

participants.

हस्तशिल्ऩ कारीगरों के शऱए राष्ट्रीय ऩरुस्कार स्कीम

राष्ट्रीय ऩुरस्कार वर्ष 2015 के शऱए ददिा-ननदेि

स्कीम का िीर्षक : उत्कृष्ट्ट शिल्ल्ऩयों के शऱए राष्ट्रीय ऩुरस्कार।

1. ऩषृ्ट्ठभूशम एवं उदे्दश्य :

शिल्पऩमों के शरए याष्ट्रीम ऩुयस्काय की िुरुआत वर्ष 1965 के दौयान की गई। शिल्पऩमों को उनके उत्कृष्ट्ट मोगदान, कायीगयी एवं शिपऩ के ववकास भें उनको एक ऩहचान ददराने के शरए याष्ट्रीम ऩुयस्काय प्रदान ककए जाते हैं। वर्ष भें अधधकतभ 20 याष्ट्रीम ऩुयस्काय औय 20 याष्ट्रीम शे्रष्ट्ठता प्रभाण-ऩत्र होंगे। मह सम्भान उन्हें अऩने शिपऩ ऩय औय अधधक उत्साह औय उत्ऩादक रुऩ से कामष कयने के शरए प्रेरयत कयेगा अतंत् दसूये शिल्पऩमों को बी प्रततस्ऩधाषत्भक कामष कयने हेतु प्रोत्सादहत कयेगा।

2. ऩात्रता :

बायत भें यहने वारे सबी शिपऩी ल्जनकी आमु 35 वर्ष से अधधक है औय ल्ज न्हें वऩछरे वर्ष की 31 ददसम्फय को हस्तशिपऩ अथवा हथकयघा ऺेत्र भें 10 वर्ष का अनुबव हो चकुा है।

3. ऩुरस्कार के रूऩ में दी जाने वाऱी मदें :

प्रत्मेक ऩुयस्काय भें 1,00,000/-रुऩए नकद, एक ताम्र ऩदिका औय एक अगंवस्त्रभ िा शभर होगा। प्रत्मेक याष्ट्रीम शे्रष्ट्ठता प्रभाण ऩत्र भें प्रभाणऩत्र के अततरयक्त 75, 000/- रुऩए का नकद ऩुयस्काय होगा।

दटप्ऩणी : शिल्ऩी एक शिल्ऩ में जीवन भर में केवऱ एक बार राष्ट्रीय ऩुरस्कार या राष्ट्रीय शे्रष्ट्ठता प्रमाणऩत्र प्राप्त करने हेतु ऩात्र होगा। ल्जस शिल्ऩी को ऩूवष में राष्ट्रीय शे्रष्ट्ठता प्रमाणऩत्र से सम्माननत ककया गया है उसे उसी शिल्ऩ में दबुारा राष्ट्रीय शे्रष्ट्ठता प्रमाणऩत्र प्रदान नहीं ककया जाएगा। तथापऩ, मौजूदा राष्ट्रीय शे्रष्ट्ठता प्रमाणऩत्र धारक राष्ट्रीय ऩुरस्कार हेतु आवेदन करने के ऩात्र है।

4. चयन प्रकिया :

याष्ट्रीम ऩुयस्काय की भदों हेतु चमन की प्रकिमा 3 स्तयीम भाध्मभ द्वाया की जाएगी।

4.1 याज्म स्तय चमन सशभतत चमन का प्रथभ चयण होगा।

4.2 चमन प्रकिमा के दसूये चयण भें ववशबन्न याज्म स्तय की चमन सशभततमों द्वाया संस्तुत हस्तशिपऩ प्रववल्ष्ट्टमों को भुख्मारम स्तय की चमन सशभतत द्वाया जांचा जाएगा।

4.3 हस्तशिपऩ की भुख्मारम स्तय की सशभततमों द्वाया संस्तुत भदों भें से याष्ट्रीम ऩुयस्काय के शरए अतंतभ भदों के चमन हेतु एक सभान कें द्रीम चमन सशभतत होगी।

5. प्रपवल्ष्ट्टयां देने की प्रकिया:

शिपऩ कायीगय अऩनी प्रववल्ष्ट्टमां अऩने याज्म के डी. आई. सी./ उद्मोग तनदेिारमों/संफंधधत ऺेत्रीम कामाषरमों/ ववकास आमुक्त (हस्तशिपऩ) कामाषरम के हस्तशिपऩ ववऩणन एवं सेवा ववस्ताय केन्द्रों भें जभा कय सकते हैं।

सयुंक्त प्रपवल्ष्ट्टयां (एंरीज़) सामान्यत: स्वीकार नहीं की जाएंगी।

प्रववल्ष्ट्टमों को उऩमुषक्त पीपड कामाषरमों से याज्म स्तय चमन सशभतत के स्थान तक रे जाने का ऩरयवहन व्मम ववकास आमुक्त (हस्तशिपऩ) कामाषरम द्वाया वहन ककमा जाएगा।

चयन की पवधध:

हस्तशिल्ऩ हेतु प्रपवल्ष्ट्टयों का चयन ननम्न प्रकार से ककया जाएगा -

5.1 कामाषरम नाभि् हस्तशिपऩ ववऩणन एवं सेवा ववस्ताय कें द्र , डी आई सी , ऺेत्रीम डडजाइन एवं तकनीकी ववकास कें द्र औय ऺेत्रीम कामाषरम जो ऩुयस्काय स्ऩधाष भें शिल्पऩमों द्वाया आवेदन तथा प्रववल्ष्ट्टमां प्राप्त कयने के प्रथभ प्राप्तकताष हैं, वे ऩुयस्काय हेतु प्रततबाधगमों द्वाया जभा कयाए गए सबी दस्तावेजों की सम्ऩूणष संवीऺा के शरए उत्तयदामी होंगे औय आवेदनकताषओं की वास्तववकता की बौततक ऩुल्ष्ट्ट के शरए बी अऩ ेक्षऺत श्रभ कयेंगे।

5.2 आवेदकों के ब्मौये, जो भौजूदा याज्म ऩुयस्कृत तथा याष्ट्रीम शे्रष्ट्ठता प्रभाण ऩत्र धायक हैं मा जो भौजूदा ऩुयस्कृ तों के ऩरयवाय से संफंध यखते हैं को बरी -बांतत जांचने की आवश्मकता है वविरे्कय मह जांचने के शरए कक क्मा आवेदक ऩुयस्काय के शरए जभा की गई भद को फनाने के

शरए आवश्मक शिपऩकरा भें ऩायंगत हैं। मह जांच प्रकिमा संफंधधत याज्म स्तय चमन सशभततमों की फैठकों के आमोजन से कापी ऩहरे ऩूयी की जानी होगी।

5.3 संफंधधत याज्म स्तय की चमन सशभततमां चमतनत सूची तैमाय कयेंगी औय िीघ्रतभ ऩूया कयेंगी।

5.4 संफंधधत याज्म स्तय की चमन सशभततमों द्वाया चमन प्रकिमा ऩूयी कय शरए जाने के ऩश्चात, इन सशभततमों के संमोजक नाभि् ऺेत्रीम तनदेिक, ववकास आमुक्त (हस्तशिपऩ) कामाषरम केवर उन कायीगयों के आवेदनों/प्रववल्ष्ट्टमों के संफंध भें तत्कार एक अन्म जांच प्रकिमा िुरु कयेंगे ल्जन्हें संफंधधत याज्म स्तय की सशभततमों द्वाया चनुा गमा है।

5.5 इस जांच प्रकिमा के दौयान मदद ककसी ववसंगतत का ऩता चरता है अथवा कोई वववाद उत्ऩन्न होता है तो उसे संफंधधत याज्म स्तय की सशभततमों के ध्मान भें रामा जाए ताकक वववाद के सभाधान हेतु उधचत तनणषम शरमा जा सके।

5.6 उऩमुषक्त संफंधधत संमोजकों द्वाया चमतनत प्रववल्ष्ट्टमों की जांच प्रकिमा अ ववरंफ तथा प्राथशभकता ऩय ऩूयी होनी चादहए ल्जससे सशभतत की शसपारयिों को, उऩमुषक्त ऩैया 6 भें दिाषई गई चमन अनुसूची के अनुसाय इसका कठोयता से ऩारन कयते हुए , संफंधधत भुख्मारम स्तय की सशभततमों को बेजा जा सके।

5.7 इस अवधध भें शसद्धहस्तशिल्पऩमों द्वाया सबी प्रववल्ष्ट्टमां , तनधाषरयत प्रऩत्र भें ऩूणष रुऩ से बयत ेहुए आवेदन तथा िऩथ-ऩत्र ल्जसभें मह उपरेख ककमा गमा हो कक मह भद उनके द्वाया तैमाय की गई है, के साथ, देनी होगी तथा एक औय िऩथ-ऩत्र ल्जसभें मह आश्वासन ददमा गमा हो कक वह अऩने जोखखभ ऩय प्रववल्ष्ट्ट जभा कयवा यहा/यही है औय मदद ककन्हीं अप्रत्माशित ऩरयल्स्थततमों के कायण प्रववल्ष्ट्ट को राने -रे जाने के दौयान नुकसान आदद के भाभरे भें , केन्द्र सयकाय ककसी बी प्रकाय का हजाषना देने के शरए फाध्म नहीं होगी।

5.8 प्रववल्ष्ट्टमों का अतंतभ चमन , केन्द्रीम स्तय ऩय ग दठत केन्द्रीम स्तय की चमन सशभतत द्वाया ककमा जाएगा। केन्द्रीम स्तय चमन सशभतत भुख्मारम स्तय की चमन सशभतत से प्रववल्ष्ट्टमां प्राप्त कयेंगी।

5.9 मह बी फतामा गमा है कक चूकंक चमन प्रकि मा भें रम्फे सभम तक शिल्पऩमों की ऩूंजी अवरुद्ध हो जाती है अत: वे अऩनी शे्रष्ट्ठ कृतत बेजने भें सऺभ नहीं होते हैं ऩरयणाभस्वरुऩ , शिल्पऩमों की शे्रष्ट्ठ करा कृततमां याष्ट्रीम ऩुयस्कायों के चमन हेतु नहीं ऩहंुच ऩाती है अत: मह तनणषम शरमा गमा है कक चमन के प्रत्मेक स्तय ऩय ववऩणन संगठनों , सावषजतनक मा तनजी(तनगभों/को-ऑऩयेदटव्स/ तनजी रेडसष, तनमाषतक, फुदटक आदद) द्वाया प्रववल्ष्ट्टमों को प्रामोल्जत कयने की अनुभतत होगी। ऩुयस्काय उस शिपऩी को ददमा जाएगा ल्जसने वह भद फनाई है।

5.10

(क) केन्द्रीम/याज्म तनगभ/पीपड भें कामषयत स्वैल्छछक संगठनों द्वाया सबी प्रामोल्जत प्रववल्ष्ट्टमां संफंधधत याज्म स्तय चमन सशभतत को तनधाषरयत सभम भें बेजी जामेगी।

(ख) इस ऺेत्र भें कामषयत सीसीआईसी , एनसीडीऩीडी , ईऩीसीएच , सीईऩीसी , तनफ़्ट , एनआईडी , एचएचईसी, बायतीम शिपऩ ऩरयर्द , औय केन्द्रीम/याज्म हस्तशिपऩ तनगभ जैसे प्रतत ल्ष्ट्टत संगठन बी याष्ट्रीम ऩुयस्का य के चमन हेतु आवेदकों को संस्तुत कय सकती हैं औय उनकी संस्तुतत तनधाषरयत सभम के बीतय याज्म स्तय की चमन सशभतत के ऩास ऩहंुच जानी चा दहए।

चयन हेतु मानदंड

शिल्पऩमों के चमन के शरए ध्मान भें यखे जाने वारे भुख्म भाऩदंड तनम्न प्रकाय से हैं -

(क) शिपऩकारयता की उत्कृष्ट्टता को प्राप्त नभूनों से जांचा जा सकता है तथा म दद सम्बव हो तो प्रदशिषत भद तनभाषण प्रकिमा के ववशबन्न चयणों के न्मूनतभ 4 पोटो अथवा प्रदशिषत भद को फनाने भें प्रमुक्त प्रकिमा की वीडडमोग्रापी बेजी जाए।

(ख) संफंधधत उऩर ल्ब्धमां (आवेदक द्वाया बेजे गए फामो-डाटा औय अन्म साभग्री तथा बेजी गई भद तनभाषण भें प्रमुक्त प्रकिमा के ववशबन्न चयणों की पोटो से) जांची जा सकती हैं।

(ग) शिपऩी/प्रामोल्जत कयने वारे संगठनों द्वाया बेजे गए अन्म प्रदशिषतों की प्रोसेशसगं।

(घ) शिपऩी मा शिपऩ के चमन के सभम तनम्नशरखखत को वविरे् भहत्व ददमा जा ना अऩे क्षऺत है:-

(1) मदद प्रच शरत शिपऩ रुप्तप्राम शिपऩ हो।

(2) मदद उत्ऩाद वववव धधकयण अथवा सभकारीन प्रमोग के भाध्मभ से रुप्तप्राम शिपऩ के जीणोद्धाय भें उपरेखनीम प्रमास यहा हो। दसूये िब्दों भें, शिपऩ के ववकास भें भहत्वऩूणष खोज को प्राप्त कयने के शरए इसे मथो धचत भहत्व ददमा जाना चादहए।

(3) शिल्पऩमों द्वाया अशबनव डडजाइन।

6 सशमनतयों का गठन -

6.1 राज्य स्तर सशमनत (हस्तशिल्ऩ)

1. तनदेिक हस्तशिपऩ/ कुटीय उद्मोग अध्मऺ 2. ऺेत्रीम तनदेिक, ववकास आमुक्त (हस्तशिपऩ) कामाषरम, संमोजक सदस्म 3. प्रफंध तनदेिक, याज्म हस्तशिपऩ ववकास तनगभ सदस्म 4. उऩ तनदेिक, ऺेत्रीम डडजाइन एवं तकनीकी ववकास केन्द्र सदस्म 5. इततहास/संग्रहारम/करा उद्मोग/तनफ्ट/एनआईडी के ऺेत्र भें सम्भातनत

ऩांच गैय-सयकायी व्मल्क्त। ववकास आमुक्त (हस्तशिपऩ) द्वाया नाभांककत करा एवं शिपऩ भें अनुबव यखने वारे स्वैल्छछक संगठन औय व्मल्क्त।

6.3 केन्रीय स्तर चयन सशमनत

7 सामान्य

(i) प्राप्त प्रववल्ष्ट्टमां ल्जनका याज्म स्तय चमन सशभतत द्वाया चमतनत नहीं हो ऩाई है उन्हें चमन प्रकिमा ऩूयी होने के ऩश्चात 30 ददनों के बीतय तुयंत संफंधधत व्मल्क्तमों को रौटा ददमा जाए। संफंधधत व्मल्क्तमों को उनकी बागीदायी के शरए संमोजक द्वाया सयाहना ऩत्र जायी ककमा जाए।

(ii) ववकास आमुक्त (हस्त शिपऩ) कामाषरम के पीपड कामाषरमों अथाषत ऺते्रीम डडजाइन एवं तकनीकी ववकास कें द्र तथा ववऩणन एवं सेवा ववस्ताय कें द्र , फी सी डी आई आदद को प्रतत वर्ष उत्कृष्ट्ट अशबनव कामों की ऩहचान कय तथा प्रामोल्जत कयने को कहा जाए।

(iii) सैंरर कॉटेज इंडस्रीज़ कॉयऩोयेिन ऑप इं डडमा ववशबन्न िहयों भें ल्स्थत अऩने एम्ऩोरयमभों द्वाया उन शिल्पऩमों को ववऩणन सहामता प्रदान कयेगी ल्जनकी प्रववल्ष्ट्टमों को याष्ट्रीम ऩुयस्काय तथा शे्रष्ट्ठता प्रभाण ऩत्र के शरए चनुा गमा है।

(iv) ल्जन प्रववल्ष्ट्टमों को भुख्मारम स्तय सशभतत द्वाया संस्तुत ककमा गमा ककंतु कें द्रीम स्तय ऩय ऩुयस्काय के शरए नहीं चनुा गमा उन प्रततबागी कायीगयों को ववकास आमुक्त (हस्त शिपऩ)/अऩय ववकास आमुक्त (हस्त शिपऩ) के हस्ताऺय से सयाहना ऩत्र बेजा जाए ल्जसकी प्रववल्ष्ट्ट शिपऩी की ऩास फुक भें बी की जाए। ऐसे शिल्पऩमों को ववकास आमुक्त (हस्त शिपऩ) कामाषरम द्वाया अनुभोददत ववशबन्न ववऩणन कामषिभों भें बाग रेने हेतु वयीमता दी जाएगी।

(v) प्रत्मेक ऺेत्रीम कामाषरम तथा ववऩणन सेवा एवं ववस्ताय केन्द्र द्वाया प्र त्मेक ववत्तीम वर्ष के अतं भें एक अतनवामष संक्षऺप्त नोट प्रस्तुत ककमा जाना आवश्मक है ल्जसभें याष्ट्रीम ऩुयस्काय के शरए प्रववल्ष्ट्टमां बेजने हेतु कायीगयों को प्रोत्सादहत कयने के शरए उठाए गए कदभों का वववयण हो।

(vi) प्रत्मेक दो वर्ष भें याज्म स्तय सशभततमों के सबी गैय-सयकायी सदस्मों की सभीऺा/फदराव ककमा जाए औय हस्तशिपऩ ऩषृ्ट्ठबूशभ की अछछी जानकायी यखने वारे नए सदस्मों को िाशभर ककमा जाए ताकक चमन प्रकिमा अधधक ऩायदिी औय बेदबाव यदहत हो।

(vii) ववकास आमुक्त (हस्त शिपऩ) तथा कामाषरम भें भुख्मारम स्तय ऩय दो वर्ों के शरए 15 प्र ततल्ष्ट्ठत डडजाइनयों का एक ऩैनर फनामा जाए , ऩैनर के डडजाइनयों को भुख्मारम स्तय चमन सशभततमों के सदस्म के रुऩ भें भनोनीत ककमा जाएगा।

(viii) चमन प्रकिमा भें ककसी बी सभस्मा मा वववाद से फचने औय इसे ऩायदिी फनाने हेतु याज्म स्तय सशभततमों के सदस्मों के शरए ववशबन्न भाऩदंडों सदहत एक सभरुऩ प्रोपाभाष फनामा जाए ल्जसके आधाय ऩय औय उन्हें प्रत्मेक प्रववल्ष्ट्ट के संफंध भें अऩने ववचाय यखने औय प्रोपॉभाष भें प्रत्मेक ऩैयाभीटय के साभने अकं प्रदान कयने भें सुववधा हो। संफंधधत कायीगयों ल्जनकी प्रववल्ष्ट्टमां स्ऩधाष भें हो उनका संक्षऺप्त फामो-डाटा औय प्रववल्ष्ट्ट का वववयण सशभतत को ऩहरे ही बेज ददमा जाना चादहए।

8 प्रचार :

(क) ऺेत्रीम तनदेिक , हस्तशिपऩ ववऩणन एवं सेवा ववस्ताय कें द्रों (हस्त शिपऩ) द्वाया प्रत्मेक पीपड कामाषरम , ददपरी हाट , याष्ट्रीम स्तय के भेरों , गांधी शिपऩ फाजाय आदद भें स्थामी होडडिंग द्वाया ववस्ततृ प्रचाय ककमा जा ना अऩे क्षऺत है औय सबी शिपऩ करस्टयों , ददपरी हाट , शिपऩ फाजायों, भेरों आदद भें ऩैम्परेट ववतरयत ककए जाने ज़रुयी हैं । फोडष/होडडिंग औय ऩैम्परेट भें ऩुयस्काय प्रववल्ष्ट्टमों को बेजने की अतंतभ ततधथ तथा चमन का संक्षऺप्त ब्मौया स्ऩष्ट्ट दिाषमा जाए।

(ख) ऺेत्रीम तनदेिक , हस्तशिपऩ ववऩणन एवं सेवा ववस्ताय कें द्रों (हस्त शिपऩ) द्वाया टेरीववज़न/येडडमो औय स्थानीम सभाचायऩत्रों भें ववऻाऩन ददमा जाए। हस्तशिपऩ ऺेत्रों भें कामषयत सबी गैय-सयकायी संगठनों से वव. आ. (हस्त शिपऩ) द्वाया तनधधत उनके कामषिभों भें याष्ट्रीम ऩुयस्कायों के संफंध भें ववस्ततृ प्रचाय कयने के शरए अनुयोध ककमा जाए औय शे्रष्ट्ठ प्रववल्ष्ट्टमां खोजने के शरए गैय-सयकायी संगठनों, याज्म हस्तशिपऩ तनगभों को प्रोत्साहन देने ऩय ववचाय ककमा जाए। मह प्रोत्साहन सयाहना प्रभाण ऩत्र के रुऩ भें हो।

(ग) ल्जरा करेक्टयों/भल्जस्रेटों/डी आई सी/फी डी ओ/ऩंचामत औय डी आय डी ए से उनके स्तय ऩय प्रचाय कयने का अनुयोध ककमा जाए।

(घ) ऺेत्रीम तनदेिक हस्तशिपऩ ववऩणन एवं सेवा ववस्ताय केन्द्रों , शिल्पऩमों, शिल्पऩमों की एसोशसएिन के प्रतततनधधमों के साथ याष्ट्रीम ऩुयस्काय स्कीभ के प्र तत फेहतय जागरुकता उत्ऩन्न

कयने के शरए वविरे् फैठकों का आमोजन कयें औय वे ऩहरे ही स्थानीम सभाचायऩत्रों भें उऩमुक्त ववऻाऩन जायी कय सकते हैं ।

(ङ) ऺेत्रीम तनदेिक , हस्तशिपऩ ववऩणन एवं सेवा ववस्ताय कें द्र याष्ट्रीम ऩुयस्काय स्कीभ औय उसकी प्रववल्ष्ट्टमां जभा कयने की अतंतभ ततधथ का प्रचाय कयें।

(च) ऺेत्रीम तनदेिक , हस्तशिपऩ ववऩणन एवं सेवा ववस्ताय कें द्रों द्वाया फैठकों/कामषिाराओं/सेशभनायों/ववचाय-गोष्ट्ठी/ऩरयचचाष आदद भें याष्ट्रीम ऩुयस्काय स्कीभ औय प्रततबाधगमों को उऩरब्ध कयाई जाने वारी सुववधाओं का वविरे् उपरेख ककमा जाए।
