Vol. 4 Year 1 Oct-Dec, 2017

FWLD organized a National Conference on citizenship on 21st December, 2017 at Alfa House. More than 150 participants were present at the conference.

The conference was divided into two sessions. In the first session, The Civil Society Network, Victims Network and The Nepal Bar Association presented the paper on the issue of citizenship and vital registration. While the people who have been deprived from the citizenship shared their hardships.

The Forum Theater on citizenship was also presented by the Shailee Theater. Most importantly, the National Conference passed the declaration and strategy on the auspices of the participants.

FWLD in collaboration with Citizenship Affected People’s Network cordially invite you all to attend the Photo Exhibition on the theme “Citizen but ???” [Stories of eligible Nepalis deprived of citizenship] on 23rd, 24th and 25th October 2017 at Nepal Art Council, Babarmahal, Kathmandu.

Inauguration Ceremony of photo exhibition themed “Citizen But ???”, and also the launch of the book regarding “The summary of the decisions rendered by the courts and the precedent set by the Supreme Court of Nepal on Citizenship Rights” was launched and inaugurated by Hon. Anup Raj Sharma (Chairperson of NHRC)

Discussion program on “Legal Identity for All”Discussion program on “Legal Identity for All” was organized in presence of members of civil society and lawyers at Nepal Art Council on 24th Oct, 2017. The discussion focused on the present Nepali context of the issue, challenges and devised strategies for further advocacy in the issue.

Forum Theater on the issue of citizenship through Mother’s NameForum Theater showcased at Dhankuta Municipality of Dhankuta district, Biratnagar Metropolitan City of Morang district and Itahari of Sunsari district on the issue of citizenship through Mother’s Name. It was jointly organized with Shailee Theater.

A discussion program on the issue of citizenship, vital registration and the role and responsibilities of newly elected local level representatives was held in Bhadrapur, Jhapa on Oct. 25, 2017. The program was graced by Mayor, Deputy Mayor, Administrative officer of CDO office, Ward chairperson, Ward secretaries and members of executive committee. The program was jointly organized by FWLD and Bhadrapur Municipality office. Meanwhile a Forum Theater showcased at Bhadrapur Municipality of Jhapa district on the issue of citizenship through Mother’s Name on 25th Oct, 2017.

A discussion program on the issue of citizenship, vital registration and the role and responsibilities of newly elected local level representatives was held in Biratnagar, Morang on Oct 28, 2017. The program was graced by Mayor, Deputy Mayor, Ward chairperson, Ward secretaries and members of executive committee. The program was jointly organized by FWLD and Biratnagar Metropolitan City office.

A discussion program on the issue of citizenship, vital registration and the role and responsibilities of newly elected local level representatives was held in Inaruwa, Sunsari District on Oct 29, 2017. The program was graced by Mayor, Deputy Mayor, Ward chairperson, Ward secretaries and members of executive committee. The program was jointly organized by FWLD and Inaruwa municipality office.

FWLD organized a discussion program on 23rd November, 2017 at Byaas, Damauli with the newly elected representatives of the Byaas Municipal Executive.

Baikuntha Neupane, Mayor of the Byaas Municipal Executive graced the session, whereas deputy mayor was also present in the discussion program. Advocate Sabin Shrestha from FWLD and Kedar Nath Sapkota from Department of Civil Registration made the presentation on the issues regarding citizenship and vital registration.

FWLD organized a discussion program on Citizenship and Vital registration with newly

elected representative of Pokhara Lekhnath Metropolitan

at Pokhara on Nov 22, 2017. Man Bahadur GC, Mayor of

Pokhara Lekhnath Metropolitan chaired the session. Similarly the program was graced by Deputy Mayor Manju Gurung, assistant chief administrative office Yam

Lal Adhikari and Kedar Nath Sapkota, representative of

DOCR. The program started with the welcome speech by Dhan Bahadur Nepali, Ward

Secretary.

FWLD organized a discussion program on citizenship and vital registration with newly elected representative of Mustang, Gharapjhong on 29th Nov, 2017. President of Rural Municipality Ash Bahadur Thakali and vice president Sharmila Gurung including the coordinator of the district coordination committee Tshring Lhamu Gurung (chief guest) were present on the discussion program. CDO Ram Chandra Tiwari, former parliamentarian Shree Maya Thakali were also made their presence.

Meeting of Civil Society Network on Citizenship Rights The meeting of Civil Society Network on Citizenship Rights was organized on 10th Nov, 2017 at Alpha House, New Baneshwor. The meeting specifically focused on the discussion to submit memorandum to political parties for political commitment in election for legal reformation on citizenship and vital registration, sharing of the cases on citizenship including discussion on the integrated data system on the denial incidents of citizenship certificate.

Discussion meeting on Citizenship with the media personalities

A discussion meeting on Citizenship with the media personalities was held on 11-12 Nov, 2017 at Bojinee Resort, Nagarkot. The discussion aimed to highlight the current scenario of citizenship laws and acquisition of the same. The discussion further focused upon the portrayal of international obligation of Nepal on Citizenship issue and the decisions rendered by the Supreme Court of Nepal on the issue of the citizenship.

Similarly, FWLD organized a “Civil Society Network Meeting” on 15th December, 2017 at Alfa House, Baneshwor. The meeting was focused on the discussion of the Memorandum to be submitted to the government on the issue of Citizenship and Vital Registration.

The sharing of the cases on Citizenship and Vital Registration was done by the carious organizations who attended the meeting.

Sharing Meeting of the Legal Analysis of the Civil Registration Laws of Nepal FWLD organized a sharing meeting of the Legal Analysis of the Civil Registration Laws of Nepal and the findings of the study on the qualitative research of Birth Registration on 14th November, 2017. The Department of Civil Registration (DoCR) was invited to provide a feedback on both the documents.

3rd Steering Committee Meeting

The Third Steering Meeting was held on Dec 28, 2017. The meeting is chaired by Joint Secretary Radhika Aryal of MoWCSW, chairperson of the committee. FWLD with the support of UNDP is conducting a study on women’s property rights. Representatives from MoWCSW, MoF, MoLRM, NPC and DoWC were also participated the meeting.

2nd Steering Committee MeetingThe Committee is chaired by Joint Sec. Radhika Aryal from the MoWCSW chaired the “Second Steering Committee” meeting on 10th October, 2017. FWLD with the support of UNDP is conducting a study on women’s property rights. The study has a Steering Committee comprising the Ministry of Women, Children and Social Welfare, Ministry of Finance, Ministry of Land Reform and Management, Ministry of Law, Justice and Parliamentary Affairs, Department of Women and Children, National Planning Commission and National Women Commission.

Consultation meeting on a study report on women’s ownership and accessibility on property in Nepal A consultation meeting on a study report on women’s ownership and accessibility on property in Nepal was held on Dec 31, 2017. Government officials, NGOs, representatives from Civil society, advocates from Nepal Bar Association were present at the program.

Take away on CoMMuNITY ouTREACH PRoGRAMFWLD organized 40 community outreach programs on the topic “To Deepen the understanding of Nepalis Constitution through raising

awareness among the masses”, These community outreach programs were held at 4 districts (Banke, Makwanpur, Morang and Nawalparasi). Ten

community outreach in 4 districts making a total of 40 community outreach.

Take away on INCLuSIvE TRANSITIoNAL JuSTICE, RECoNCILIATIoN & CoNFLICT RESoLuTIoN

Consultation program on women related laws A consultation program on women related laws was held on November 4, 2017, at Biratnagar, Morang organized by Ministry of Women, Children and Social Welfare (MoWCSW). This consultation program was about taking feedback on bill drafting process based on Article 38(3) “Punishment and Compensation on Violence Against Women” and Article 38(5) “Special Opportunity for Women”. FWLD has been providing technical and logistic support to MoWCSW

orientation program and District Network FormationFWLD in collaboration with International Alert organized 2 Days orientation program under “Leaving no one behind: Building Community Capacity in Nepal for Inclusive Transitional Justice, Reconciliation & Conflict Resolution” on 3rd and 4th November 2017 at Sauraha, Chitwan. This was an orientation program for the district coordinators of 4 districts (Banke, Dang, Bardiya and Kailali) of the program.

After orientation program, FWLD organized meetings for formation of District Network for Inclusive, Reconciliation and Conflict Resolution in Banke and Bardiya districts on 29th December 2017. The 9 member district networks of

Banke and Bardiya have included conflict victims, civil societies, representative of Bar Association, Human Right Defenders and NGOs directly working in the sector of Transitional Justice.

Similalry, FWLD in collaboration with International Alert conducted meetings for formation of a District Network for Inclusive, Reconciliation and Conflict Resolution in Dang and Kailali districts on Dec 30, 2017 and Dec 31, 2017 respectively.

forAll”FWLD organized a consultation meeting

with the concerned stakeholders on “SDG 16.9 Legal Identity for All”

The meeting was held on 18th December, 2017 at Hotel Woodland, Durbar Marg.

TrainingforTrainers(TOT)on“JusticeandSecurity”and“AdvocacyandLeadership” FWLD provided a technical support to CARE Nepal to conduct Training for Trainers (TOT) on “Justice and Security” and “Advocacy and Leadership” from 12th to 18th December, 2017 at Yellow Pagoda, Kathmandu. Total 25 participants from Achham, Bajura, Gorkha, Makwanpur and Sindhupalchowk were participated in the training.

Strategicplanningmeetingforinterventionsteps

FWLD organized a strategic planning meeting for intervention steps on 28th and 29th December at Dhulikhel lodge and resort, Dhulikhel. The representation from civil society network on citizenship, Nepal Bar Association and Shailee Theater was made where they all discussed on the way forward for 2018. A total of 3 groups were formed and they made a presentation on the creative strategies to adopt in 2018 on the issue of citizenship and vital registration. a discussion on the declaration passed on the national conference was also done by the participants.

SharingMeetingA sharing meeting was conducted by FWLD on sharing of experiences by the participants who visited Jakarta, Indonesia for an Exposure Visit on legal aid. The meeting had one phase on sharing experiences and another phase on taking further steps on the discussed issue. The meeting was held on Dec 29, 2017.

StrategicMeetingontheimplementationoftheMemorandumofLawyersWomanConferenceFWLD supported and participated on a program organized by Nepal Bar Association on “Strategic Meeting on the implementation of the Memorandum of Lawyers Woman Conference” held at Sap Falcha, on 14th December, 2017.
