What is NCSHA?

• A national nonprofit, nonpartisan organization

• Created by state Housing Finance Agencies (HFAs) more than 30 years ago to represent HFAs in Congress, with the Administration, and the federal agencies concerned with affordable housing, including the U.S. Department of Housing and Urban Development, U.S. Department of Agriculture, and U.S. Department of Treasury

What We Do

AdvocateNCSHA is known on Capitol Hill and within the Administration as the “go to” organization on affordable housing legislation and regulations and THE voice of states on housing issues and concerns.

EducateNCSHA sponsors conferences and events around the country specifically targeted to educate and update our members on housing matters and to highlight and share best practices within the HFA community.

InformNCSHA’s website, Action Alert, and the annual Factbook keep you up-to-date with HFA activities and congressional action, and federal programs and initiatives.

NCSHA is committed to protecting, expanding, and increasing the effectiveness of federal affordable housing programs responsive to the wide range of housing needs HFAs serve.

Advocate

NCSHA is the principal advocate for three federally authorized programs:

•Tax-Exempt Housing Bonds, including single-family Mortgage Revenue Bonds (MRBs) and multifamily Housing Bonds

•The Low Income Housing Tax Credit•HOME Investment Partnerships Program

NCSHA and HFAs work together to protect and strengthen these and other federal programs and to create new ones.

Advocate

NCSHA Legislative, Regulatory, and Business Priorities

• Are adopted annually by the Board of Directors after consultation with HFAs

• Set the agenda for NCSHA’s advocacy before Congress, the Administration, and the federal agencies concerned with housing, including HUD and Treasury

Industry newcomers and veterans benefit greatly from NCSHA’s educational opportunities, which include:

NCSHA serves as the conduit for information of interest to state HFAs, providing HFAs with up-to-date information and analysis on federal legislation and regulations through our website, www.ncsha.org, the Action Alert, and the Factbook.

• Immediate past president serves as ex-officio

• Board meets four times a year during the Legislative Conference, Housing Credit Conference & Marketplace, Annual Conference & Tradeshow, and a year-end meeting in December

Audit Committee

The mission of the Audit Committee is to assist the Board of Directors in fulfilling its fiduciary responsibilities. The Audit Committee oversees the organization's financial accounting, reporting, and audit process, including its underlying controls.

NCSHA Governance Committees

Executive Committee

The Executive Committee consists of the president, vice president, secretary/treasurer, At-Large Executive Committee member, and immediate past president (ex officio). The At-Large Executive Committee member is a standing Board director elected by the Board to serve in that role for one year. The Executive Committee meets as necessary to advance the work of the Board between Board meetings.

Finance Committee

The Finance Committee has general responsibility for the financial affairs of the organization. It works with NCSHA staff to prepare the organization's annual budget, which is then submitted to the Board for consideration and adoption prior to the start of NCSHA's new fiscal year.

NCSHA Governance Committees

Elections Committee

The Elections Committee is established annually to oversee and administer the election of NCSHA's Board officers, directors, and the At-Large Executive Committee member positions.

The Elections Committee is constituted each year at the June Board of Directors Meeting for the elections process that typically begins in July.

NCSHA Task Forces

Communications Task Force

The Task Force focuses on ways to help NCSHA and HFAs more effectively communicate the importance and benefits of affordable housing to Congress and other key stakeholders. It is currently assisting with the execution of NCSHA's Power of Housing at Work communications plan and the related Faces of Home campaign.

NCSHA Task Forces

Disclosure Task Force

The Task Force provides a forum for HFAs to discuss disclosure developments in an age of increased transparency and to help inform NCSHA's responses to proposed changes in municipal bond disclosure.

Housing Finance Reform Task Force

The Task Force, comprised of the Executive Committee members, serves as an advisory group for NCSHA staff and confers with the full Board as necessary on issues related to housing finance reform.

HFA Housing Finance Cooperatives Task Force

The proposed Task Force’s purpose is to assist NCSHA in advancing a key business objective that has emerged from our recent relevancy and innovation strategic planning work: the exploration of cooperative arrangements among HFAs to leverage their collective strength and combined capacity to achieve common objectives, such as advantaged access to mortgage capital, insurance, servicing, and technology. A primary goal of the proposed Task Force is to consider how HFAs might come together not just as a customer of but potentially as a structural part of whatever secondary market system may emerge from Congress’ and the Administration’s housing finance reform efforts.

Rural Housing Focus Group

The Focus Group works to identify ways to better serve the affordable housing needs of rural areas through strategies such as program improvements, new financing models, partnerships, information sharing, program exchange, and education. Its members share information among them and with the broader HFA community, assist NCSHA in developing relevant meeting content, and identify industry stakeholders with common interests in pursuit of potential partnerships and collaborations.

NCSHA Focus Groups

Sustainable Development Focus Group

The Focus Group provides a forum for exploring strategies for making homes and communities more sustainable by promoting energy-efficiency, making homes healthier, connecting housing to jobs, and increasing access to affordable transportation. It considers ways to maximize HFA access to and increase the effectiveness of federal resources and programs, including those administered by HUD, USDA, the Department of Energy, the Environmental Protection Agency, and the Department of Transportation. Its members share information among them and with the broader HFA community, assist NCSHA in developing relevant meeting content, and identify industry stakeholders with common interests in pursuit of potential partnerships and collaborations.

• Created in 1984 as an unincorporated entity by a group of HFA board members
