There are two criteria necessary for each first/second revision to pass ballot: (1) simple majority and (2) affirmative 2 / 3 vote. The mock examples below show how the calculations are determined. (1) Example for Simple Majority: Assuming there are 20 vote eligible committee members, 11 affirmative votes are required to pass ballot. (Sample calculation: 20 members eligible to vote ÷ 2 = 10 + 1 = 11) (2) Example for Affirmative 2 / 3 : Assuming there are 20 vote eligible committee members and 1 member did not return their ballot and 2 members abstained, the number of affirmative votes required would be 12. Subject: NEC First Draft TC FINAL Ballot Results (A2016)

According to the final ballot results, all First Revisions received the necessary affirmative votes to pass ballot. 13 Members Eligible to Vote on Articles 225, 230 0 Members Ballots Not Returned 4 Members voted Affirmative with Comment on one or more Revisions (Allen, Campbell, Loyd,

West) 1 Members voted Negative on one or more Revisions (Offerdahl) 0 Abstentions on one or more Revisions

The attached report shows the number of affirmative, negative, and abstaining votes as well as the explanation of the vote for each first/second revision. There are two criteria necessary for each first/second revision to pass ballot: (1) simple majority and (2) affirmative 2/3 vote. The mock examples below show how the calculations are determined. (1) Example for Simple Majority: Assuming there are 20 vote eligible committee members, 11 affirmative

votes are required to pass ballot. (Sample calculation: 20 members eligible to vote ÷ 2 = 10 + 1 = 11) (2) Example for Affirmative 2/3: Assuming there are 20 vote eligible committee members and 1 member did

A requirement that all listed equipment be labeled with the listing organization’s mark of conformity conflicts withthe definition of Listed in Article 100, including the Informational Note saying, “Use of the system employed by thelisting organization allows the authority having jurisdiction to identify a listed product.” The definition is not only theNEC definition of Listed, it is an Official NFPA Definition, including the Informational Note (or an Appendix note inmany NFPA standards). It is not for CMP 8 to decide to override an official definition. In addition, it is inappropriatefor the NEC Committee to dictate certification practices to listing organizations. By requiring that listed equipmentdisplay the listing organization’s mark, CMP 8 would be dictating the business practices of the various listingorganizations without a clear statement of need, against the advice contained in the Informational Note to thedefinition.

(B) Supports.

IMC shall be supported in accordance with one of the following:

(1) Conduit shall be supported at intervals not exceeding 3 m (10 ft).

(2) The distance between supports for straight runs of conduit shall be permitted in accordance withTable 344.30(B)(2), provided the conduit is made up with threaded couplings and such supportsthat prevent transmission of stresses to termination where conduit is deflected between supports.

(3) Exposed vertical risers from industrial machinery or fixed equipment shall be permitted to besupported at intervals not exceeding 6 m (20 ft) if the conduit is made up with threaded couplings,the conduit is supported and securely fastened at the top and bottom of the riser, and no othermeans of intermediate support is readily available.

(4) Horizontal runs of IMC supported by openings through framing members at intervals not exceeding 3m (10 ft) and securely fastened within 900 mm (3 ft) of termination points shall be permitted.

RMC shall be supported in accordance with one of the following:

(1) Conduit shall be supported at intervals not exceeding 3 m (10 ft).

(2) The distance between supports for straight runs of conduit shall be permitted in accordance withTable 344.30(B)(2), provided the conduit is made up with threaded couplings and such supportsthat prevent transmission of stresses to termination where conduit is deflected between supports.

(3) Exposed vertical risers from industrial machinery or fixed equipment shall be permitted to besupported at intervals not exceeding 6 m (20 ft) if the conduit is made up with threaded couplings,the conduit is supported and securely fastened at the top and bottom of the riser, and no othermeans of intermediate support is readily available.

(4) Horizontal runs of RMC supported by openings through framing members at intervals not exceeding3 m (10 ft) and securely fastened within 900 mm (3 ft) of termination points shall be permitted.

Section 348.30(A) requires that flexible metal conduit be both secured and supported at prescribeddistances.

Securing a raceway may be different than supporting the raceway. Exception 4 directs that a listedfitting may be used to support the raceway however this exception does not address the issue ofsecurement. A strict reading of exception 4 would allow the listed fitting to provide the supportrequired by this section however the fitting would not provide the securement also required by thissection. This input would allow the listed fitting to provide both securement and support whichappears to be the panel's intent.

Cable ties have long been among the “approved means” for securing and supporting flexible metalconduit. Listing of cable ties approved for support of flexible conduits and cables is appropriate asthe standard requires markings that identify critical performance ranges that can impact theirsuitability for use, including minimum and maximum operating temperature and resistance toultraviolet light for outdoor installations. The proposed new requirements will provide for objectivedetermination for suitability of cable ties for this use.

(A) Securely Fastened.

LFMC shall be securely fastened in place by an approved means within 300 mm (12 in.) of each box,cabinet, conduit body, or other conduit termination and shall be supported and secured at intervals not toexceed 1.4 m (41⁄2 ft). Where used, cable ties shall be listed and be identified for securement and support.

Exception No. 1: Where LFMC is fished between access points through concealed spaces in finishedbuildings or structures and supporting is impractical.

Exception No. 2: Where flexibility is necessary after installation, lengths from the last point where theraceway is securely fastened shall not exceed the following:

(1) 900 mm (3 ft) for metric designators 16 through 35 (trade sizes 1⁄2 through 11⁄4)

(2) 1200 mm (4 ft) for metric designators 41 through 53 (trade sizes 11⁄2 through 2)

(3) 1500 mm (5 ft) for metric designators 63 (trade size 21⁄2) and larger

Exception No. 3: Lengths not exceeding 1.8 m (6 ft) from a luminaire terminal connection for tapconductors to luminaires, as permitted in 410.117(C).

Section 350.30(A) requires that LFMC be both secured and supported at prescribed distances.Securing a raceway may be different than supporting the raceway. Exception 4 directs that a listedfitting may be used to support the raceway however this exception does not address the issue ofsecurement. A strict reading of exception 4 would allow the listed fitting to provide the supportrequired by this section however the fitting would not provide the securement also required by thissection.

Cable ties have long been among the “approved means” for securing and supporting flexible metalconduit. Listing of cable ties approved for support of flexible conduits and cables is appropriate asthe standard requires markings that identify critical performance ranges that can impact theirsuitability for use, including minimum and maximum operating temperature and resistance toultraviolet light for outdoor installations. The proposed new requirements will provide for objectivedetermination for suitability of cable ties for this use.

356.10 Uses Permitted.

LFNC shall be permitted to be used in exposed or concealed locations for the following purposes:

Informational Note: Extreme cold may can cause some types of nonmetallic conduits to becomebrittle and therefore more susceptible to damage from physical contact.

(1) Where flexibility is required for installation, operation, or maintenance.

(2) Where protection of the contained conductors is required from vapors, liquids, or solids.

(3) For outdoor locations where listed and marked as suitable for the purpose.

(4) For direct burial where listed and marked for the purpose.

(5) Type LFNC-B LFNC shall be permitted to be installed in lengths longer than 1.8 m (6 ft) wheresecured in accordance with 356.30.

(6) Type LFNC-B as a listed manufactured prewired assembly, metric designator 16 through 27 (tradesize 1⁄2 through 1) conduit.

(7) For encasement in concrete where listed for direct burial and installed in compliance with 356.42.

356.30 Securing and Supporting.

Type LFNC-B LFNC shall be securely fastened and supported in accordance with one of the following:

(1) Where installed in lengths exceeding 1.8 m (6 ft), the conduit shall be securely fastened at intervalsnot exceeding 900 mm (3 ft) and within 300 mm (12 in.) on each side of every outlet box, junctionbox, cabinet, or fitting. Where used, cable ties shall be listed as suitable for the application and forsecuring and supporting.

(2) Securing or supporting of the conduit shall not be required where it is fished, installed in lengths notexceeding 900 mm (3 ft) at terminals where flexibility is required, or installed in lengths not exceeding1.8 m (6 ft) from a luminaire terminal connection for tap conductors to luminaires permitted in410.117(C).

(3) Horizontal runs of LFNC supported by openings through framing members at intervals not exceeding900 mm (3 ft) and securely fastened within 300 mm (12 in.) of termination points shall be permitted.

(4) Securing or supporting of LFNC-B LFNC shall not be required where installed in lengths notexceeding 1.8 m (6 ft) from the last point where the raceway is securely fastened for connectionswithin an accessible ceiling to a luminaire(s) or other equipment. For the purpose of 356.30, listedliquidtight flexible nonmetallic conduit fittings shall be permitted as a means of support.

(B) Corrosion Protection Corrosive Environments .

(1) Galvanized Steel and Stainless Steel EMT, Elbows, and Fittings.

Ferrous or nonferrous Galvanized steel and stainless steel EMT, elbows, couplings, and fittings shall bepermitted to be installed in concrete, in direct contact with the earth, or in areas subject to severecorrosive influences where protected by corrosion protection and approved as suitable for the condition.

(2) Supplementary Protection of Aluminum EMT.

Aluminum EMT shall be provided with approved supplementary corrosion protection where encased inconcrete or in direct contact with the earth.

(C) Cinder Fill.

Galvanized steel and stainless steel EMT shall be permitted to be installed in cinder concrete or cinderfill where subject to permanent moisture when protected on all sides by a layer of noncinder concrete atleast 50 mm (2 in.) thick or when the tubing is installed at least 450 mm (18 in.) under the fill.

(D) Wet Locations.

All supports, bolts, straps, screws, and so forth shall be of corrosion-resistant materials or protectedagainst corrosion by corrosion-resistant materials.

362.30 Securing and Supporting.

ENT shall be installed as a complete system in accordance with 300.18 and shall be securely fastened inplace by an approved means and supported in accordance with 362.30(A) and (B).

(A) Securely Fastened.

ENT shall be securely fastened at intervals not exceeding 900 mm (3 ft). In addition, ENT shall besecurely fastened in place within 900 mm (3 ft) of each outlet box, device box, junction box, cabinet, orfitting where it terminates. Where used, cable ties shall be listed as suitable for the application and forsecuring and supporting.

Exception No. 1: Lengths not exceeding a distance of 1.8 m (6 ft) from a luminaire terminal connectionfor tap connections to lighting luminaires shall be permitted without being secured.

Exception No. 2: Lengths not exceeding 1.8 m (6 ft) from the last point where the raceway is securelyfastened for connections within an accessible ceiling to luminaire(s) or other equipment.

Exception No. 3: For concealed work in finished buildings or prefinished wall panels where suchsecuring is impracticable, unbroken lengths (without coupling) of ENT shall be permitted to be fished.

(B) Supports.

Horizontal runs of ENT supported by openings in framing members at intervals not exceeding 900 mm (3ft) and securely fastened within 900 mm (3 ft) of termination points shall be permitted.

Insulated conductors installed in a metallic metal wireway shall comply with 376.23(A) and (B).

(A) Deflected Insulated Conductors.

Where insulated conductors are deflected within a metallic metal wireway, either at the ends or whereconduits, fittings, or other raceways or cables enter or leave the metallic metal wireway, or where thedirection of the metallic metal wireway is deflected greater than 30 degrees, dimensions corresponding toone wire per terminal in Table 312.6(A) shall apply.

(B) Metallic Metal Wireways Used as Pull Boxes.

Where insulated conductors 4 AWG or larger are pulled through a wireway, the distance between racewayand cable entries enclosing the same conductor shall not be less than that required by 314.28(A)(1) forstraight pulls and 314.28(A)(2) for angle pulls. When transposing cable size into raceway size, theminimum metric designator (trade size) raceway required for the number and size of conductors in thecable shall be used.

392.60 Grounding and Bonding.

(A) Metallic Metal Cable Trays.

Metallic Metal cable trays shall be permitted to be used as equipment grounding conductors wherecontinuous maintenance and supervision ensure that qualified persons service the installed cable traysystem and the cable tray complies with provisions of this section. Metallic Metal cable trays that supportelectrical conductors shall be grounded as required for conductor enclosures in accordance with 250.96and Part IV of Article 250. Metal cable trays containing only non-power conductors shall be electricallycontinuous through approved connections or the use of a bonding jumper.

Informational Note: Examples of non-power conductors include nonconductive optical fiber cablesand Class 2 and Class 3 Remote Control Signaling and Power Limiting Circuits.

(2) The minimum cross-sectional area of cable trays conform to the requirements in Table 392.60(A).

(3) All cable tray sections and fittings are legibly and durably marked to show the cross-sectional area ofmetal in channel cable trays, or cable trays of one-piece construction, and the total cross-sectionalarea of both side rails for ladder or trough cable trays.

(4) Cable tray sections, fittings, and connected raceways are bonded in accordance with 250.96, usingbolted mechanical connectors or bonding jumpers sized and installed in accordance with 250.102.

(C) Transitions.

This revision revises the voltage limit from 600 to 1000 to better align with other raceways and wiringmethods throughout the code. CMP-8 recognizes that changes to the installation code maynecessitate updates to product standards and may involve additional product testing in order toincrease the voltage rating of products. Section 110.4 requires the voltage rating of electricalequipment to be not be less than the nominal voltage of a circuit to which it is connected. This changedoes not allow the use of equipment in circuits operating above their voltage rating, which is stated onthe product nameplate. Presently Part IV of Article 368 applies to metal enclosed busways that arerated at over 600 volts, including busways rated at 5(4.76), 15, 27, and 38kV. Raising the level from600 to 1000 volts does not impact the installation requirements for busways presently rated at5(4.76), 15, 27, or 38kV. This revision is consistent with the recommendations of the CorrelatingCommittee Task Group.

Informational Note No. 1: Table 1 is based on common conditions of proper cabling and alignmentof conductors where the length of the pull and the number of bends are within reasonable limits. Itshould be recognized that, for certain conditions, a larger size conduit or a lesser conduit fill shouldbe considered.

Informational Note No. 2: When pulling three conductors or cables into a raceway, if the ratio of theraceway (inside diameter) to the conductor or cable (outside diameter) is between 2.8 and 3.2,jamming can occur. While jamming can occur when pulling four or more conductors or cables into araceway, the probability is very low.

Notes to Tables

(1) See Informative Annex C for the maximum number of conductors and fixture wires, all of the samesize (total cross-sectional area including insulation) permitted in trade sizes of the applicable conduitor tubing.

(2) Table 1 applies only to complete conduit or tubing systems and is not intended to apply to sections ofconduit or tubing used to protect exposed wiring from physical damage.

(3) Equipment grounding or bonding conductors, where installed, shall be included when calculatingconduit or tubing fill. The actual dimensions of the equipment grounding or bonding conductor(insulated or bare) shall be used in the calculation.

(4) Where conduit or tubing nipples having a maximum length not to exceed 600 mm (24 in.) areinstalled between boxes, cabinets, and similar enclosures, the nipples shall be permitted to be filledto 60 percent of their total cross-sectional area, and 310.15(B)(3)(a) adjustment factors need notapply to this condition.

(5) For conductors not included in Chapter 9, such as multiconductor cables and optical fiber cables, theactual dimensions shall be used.

(6) For combinations of conductors of different sizes, use actual dimensions or Table 5 and Table 5A fordimensions of conductors and Table 4 for the applicable conduit or tubing dimensions.

(7) When calculating the maximum number of conductors or cables permitted in a conduit or tubing, allof the same size (total cross-sectional area including insulation), the next higher whole number shallbe used to determine the maximum number of conductors permitted when the calculation results in adecimal greater than or equal to 0.8. When calculating the size for conduit or tubing permitted for asingle conductor, one conductor shall be permitted when the calculation results in a decimal greaterthan or equal to 0.8.

(8) Where bare conductors are permitted by other sections of this Code, the dimensions for bareconductors in Table 8 shall be permitted.

(9) A multiconductor cable, optical fiber cable, or flexible cord of two or more conductors shall be treatedas a single conductor for calculating percentage conduit or tubing fill area. For cables that haveelliptical cross sections, the cross-sectional area calculation shall be based on using the majordiameter of the ellipse as a circle diameter. Assemblies of single insulated conductors without anoverall covering shall not be considered a cable when determining conduit or tubing fill area. Theconduit or tubing fill for the assemblies shall be calculated based upon the individual conductors.

(10) The values for approximate conductor diameter and area shown in Table 5 are based on worst-casescenario and indicate round concentric-lay-stranded conductors. Solid and round concentric-lay-stranded conductor values are grouped together for the purpose of Table 5. Round compact-stranded conductor values are shown in Table 5A. If the actual values of the conductor diameter andarea are known, they shall be permitted to be used.
