What is National Government Portal (NGP)?
● A single window providing information and operation infrastructures to streamline the provision of content to citizens.
• The NGP will address government efficiency (G2G) and government-consumer communication (G2C/C2G) issues.
•A client-centered portal forms the gateway through which citizens can access government content.
NGP Goalsa. Facilitate a more open and transparent government.
b. Promote the efficient delivery of public services.
c. Improve collaboration and partnership among government agencies.
d. Help raise the Philippines' standing in the United Nations’ e-Government ranking.
Administrative Order for the NGP The Administrative Order will build on the proposition
for a government portal system as mentioned in the E-Government Master Plan.
Under the supervision of the NGP Steering Committee.
Aim: To integrate multiple government agencies' content (data and services) in one easy to access location.

Administrative Order for the NGP
Change from within the agencies themselves:
NGP Steering Committee
Created to provide policy guidance and oversee the implementation of the four NGP policies. Composed of representatives from several agencies such as DBM, DOST, DFA, DILG, and DSWD.
NGP Steering Committee Roles and Responsibilities
Develop policies and oversee implementation of the AO and its sister documents.Ensure agency integration and compliance.Periodically review rules, regulations, operations and policies governing the AO and its sister documents. Submit reports to the president as required.
What will Agencies do?
1. Integrate existing content to the NGP.2. Adopt the NGP as the Philippine Government's main portal.
3. Produce and update content into the NGP.
4. Comply with the UWCP, SMP, and Accessibility Guidelines.
5. Integrate online services and applications to the NGP.

Integration Steps

Adoption (Level A-AA): Agencies must have finished at least half their transition plans. Bi-

Unified Web Content Policy (UWCP)
1. Dictates how content (data and services) are chosen and dispensed through the NGP.
2. Prescribes a uniform system for all NGP content to further the overall goal: increasing interaction (G2G) and efficiency (G2C).

1. Promote efficient public service delivery via the proper selection of NGP content.
2. Create a more transparent and open image for the government through easier online content access.

1. Content will be organized based on need of citizens (Citizen-centric). ● Web system as communication and link.
2. Content shall follow the NGP Content Grouping Scheme.● As a shared platform: the NGP is for both work

1. Primary content - Documents, information, statistics, or policies in their original form from agencies.

Social Media Policy (SMP) Aims to use Social Media and its potential for
immediate communication.
Social Media: form of web communication through which people can make online communities for socials or information.
SMP Objectives1. Strengthen Government and Citizen ties through faster communication.2. To help use Social Media for better inter-agency communication.3. Transparency and Openness through quick information.

1. Agency Heads: Make the final decision accepting or rejecting Social Media.
2. Agency Legal Departments: Social Media Site legal review (contracts, TOS).
3. Agency Web Administration: Screen social media content, oversee maintenance, and assign social media teams.
4. Agency Social Media Teams: Maintain social media venue, refer queries, and monitor posts.

Platform Approval Process
Social Media Policy1. Each government agency shall designate a Social Media Team.2. Social media venues shall be monitored and maintained only by the Social Media Team.
3. Blacklist: The agency social media team shall monitor posts on the NGP Social Media venue. Posts will be checked against a blacklist:
The blacklist will check for: blackmail, pornographic materials, unrelated information/links, and unauthorized copyright infringement
SMP Naming Convention1. Must spell out their entire name. (i.e., “Department of Science and Technology” instead of just “DOST”).
2. If a word count exists, official acronyms appended with “gov.ph”. (i.e., DOST gov.ph) will be used.
3. Sub-entities, such as offices under agencies, must be separated from the parent entity by a dash “-”. (i.e., Department of Science and Technology-Information and Communication Technology Office).
Accessibility Guidelines
1. What is Accessibility?
● Any means to allow people with disabilities to use the Web. It concerns all disabilities that affect Web access, including visual, auditory, physical, speech, cognitive, and neurological disabilities.
2. These guidelines concern how content is presented and made easier to use. WCAG 2.0 (ISO 40500) is an international standard for
accessibility which the NGP will adopt for its content.

1. Information Communication and Technology Office (ICTO): ● Provide training, materials, and support.● Compliance monitoring.2. Individual Agencies● Include these guidelines in transition plans.● Properly adopt WCAG 2.0 AA compliance.● Submit updates and progress reports to the ICT

A: Covers the need for basic conformance to WCAG 2.0

AA: Covers intermediate requirements for WCAG 2.0
conformance. This is a transition phase between the A and AAA levels.
AAA: Web systems conforming to AAA level are considered fully accessible by WCAG standards.

● This guidelines were made with a goal of both the NGP and the hosted agencies achieving an ISO 40500 (WCAG 2.0) certification in the future.
● To be Accredited by ISO 40500 A web system must have the following:
1. A WCAG 2.0 rank of A, AA or AAA 2. Full Page Compliance3. Complete Processes4. Only accessibility-supported ways of using Technologies5. Non-Interference

In their monthly updates, agencies are expected to:
1.Give updates on UWCP, SMP, and Accessibility compliance: steps done within the agency to improve compliance.
2. Updates on the transition schedule formulated during training.
3. The current state of the agency website and explanations of changes applied.
4. Expected plans for next month.
