Notes on defects that will affect the niicrofilrning of the

Ballinger papers.

Most outgoing letters are carbon copies, are quite faint,and will appear so in general in the microfilm. Particularlyfaint are the General Land Office carbons.

Many carbons bear the stamp imprint Personal alphabeticalfilee indicating that the files given the University ofWashington Libraries by Mrs. Ballinger were not the officialfiles of The Department of Interior.

A large proportion of pages bear stains in geometric forms;this is caused by transfer of acid from another page dueto storage conditions and is not a defect in the filmingprocess.

Biographical Sketch

Born, Boonesboro, Iowa, July 9, 18S3. Preparatory education at theUniversity of Kansas and Washburn College; A. B. Williams Collegei881 (L.L.D., 1909). Admitted to bar, 1886; practiced and was cityattorney of Kankakee, Illinois, and New Decatur, Alabama. Practiced

law at Port Townsend, Washington, 1889-97, and in Seattle from 1897until his death, with some interruptions required by his holding ofpublic offices. He was U. S. Court Commissioner, 1890-92; judge,

Superior Court, Jefferson County, Washington, l891-97. He was Mayor

of Seattle, 19OL-O6, and appointed Commissioner of the U. S. GeneralLand Office, 1907-09, and became Secretary of the Interior servingfrom March, 1909 to March 1911, when he resigned, returning to privatelaw practice in Seattle as the senior member of Ballinger, Battle,Hulbert and Short8. He wrote: Ballinger on Community Property (189)and Annotated Codes and Statutes of Washington (l97). Mr. Ballinger

Provenance and Description

The Richard A. Ballinger papers were given to the University ofWashington Libraries by his widow, Mrs. Ballinger, on December 6,l98. Prior to their acquisition these files had never been openedfor research, and as they relate mainly to the controversy betweenSecretary Ballinger and Chief Forester Gifford Pinchot, 1909-1911,there is much new data shed upon that political crisis.*

The letter files that Ballinger retained from his positions asCommissioner of the General Land Office and Secretary of the

Ballinger's secretary had given individualfolders to letters from some correspondents, while correspondence fromothers was placed in a miscellaneous file. Both were alphabeticallyarranged. His replies are with the incoming letters; he consistentlyreplied.

The papers are arranged in four (k4) subgroups:
