1. e-Government and National Information Systems (NIS)
What are NIS, CRIS, and e-Government
What is a NIS?
• National Information Systems (NIS) were first realized as a “‘a coherent array’ of information subsystems with the capacity to intercommunicate” – [Aines, 1968].
• A NIS should be a coherent system that takes many forms. It is not an ultimate computerized information system. – Planning is the essential element – not computing
– [Lytle, 1978].
• NIS has become an “e-government, or the 'computerization of administrative systems' – In other words, has reached the point that one click
takes care of everything through the internal affair connection.” [Jung-hyup, 2010]
NIS in ST&I = CRIS• In S&T the demand for a NIS was realized as early as 1967,
when there were already 300 information services for searching abstracts [Skolnik, 1967]
• In a ST&I system, such "subsystems" are also known as Current Research Information Systems (CRIS) – – “any information tool dedicated to provide access to and
disseminate research information” [www.eurocris.org]
• Who and what does a CRIS:
– “A CRIS records the R&D activity either funded by or carried out by an organisation, or within a thematic or subject area.”
– “Typically it covers:• projects, people (expertise), • organisational structure, • R&D outputs (products, patents, publications), • R&D events and • R&D facilities and equipment.”
[Eurocris organisation, 2006].
CRIS Conception principles
• Each CRIS is developed according to the public authorities world view.
• All current CRIS were based on past public management decisions.
• The sponsor agency must be aware that– The CRIS mission, requirements, life cycle, and its
connectivity to other CRIS depend upon its early project view and decisions.
Some CRIS conception principles?
WORLD VIEW• Gather data to fulfill government needs OR• Promote Information Society
SYSTEM MISSION• Operational (transactional to support public processes) OR• Strategic to create national spaces of information
DATA REQUIREMENTS• Exclusively dedicated to the government needs OR• Systemic built to attend all ST&I players
SYSTEM OWNERSHIP• Owned and exclusively defined by the sponsor agency OR• Considered a public domain system with a public
governance
SYSTEM LIFE CYCLE• Isolated defined by the sponsor agency OR• Part of a platform of systems
CONNECTIVITY• Isolated to sponsor agency information needs OR• Strategic to create national spaces of information
METHODOLOGY• Ordinary Software Engineering methods OR• Include R&D in e-government and knowledge
engineering

InformationSystems
Information outsidethe company
Why is so difficult to build CRIS: there is a Inheritance
• The systems were built as a bottom up method (i.e., they solve first the public agency transactional problems).– The importance of the data is depending on the
agency sponsor• There are new trends very important to
consider:– Public governance– Web Social– E-Government 2.0
Trends and Challenges
Trends and Challenges (Examples)• New Models, Practices and Solutions for Connected Governance
– New models for connection, engagement and resourcing– New approaches for collaboration, innovation, knowledge sharing and acting– Policy making, governance, transparency and management
• E-Government 2.0– Standards evolution, Open data and Linked Data– Web 2.0, platforms for social computing, collaboration, communication and
service delivery– Semantic approaches and technologies in e-gov (interoperable
process/services, integrated data/application, knowledge engineering towards smart services)
– New models for computing, information sharing and knowledge management• Automatic system fulfillment
– By means of system integration
Annex AChronology Details
From paper to electronic forms
• In the 80s the Brazilian ST&I community filled out paper forms that were later entered into CNPq servers.
• In the early 90s the paper form were migrated to electronic systems.
• The goal was to gather data to support ST&I funding activities.

From electronic Forms to Information Systems
In 1999 the Brazilian researchers received not an electronic form but an integrated information system that helps them to organize and divulgate their work.
Co-production: was very important to involve the Brazilian researchers: CNPq send questionnaires to more than 700 researchers. About 400 answered what they want in a CV. About a 100 tested the first version of CV Lattes
Collaborative Production to define Lattes Standards
ConscienTias Community. Stela, CNPq and other institutions created a consortium to establish ontologies for S&T (2000-2004).National standards. The standards were adopted by ST&I organizations in Brazil. Corporate data. Some universities migrated their corporate data to cvs and made them accessible to their researchers. International standards. ScienTI Network adopted the same methodology.

Information Analysis and its strategic use. By transforming the primary information into cubes the architecture brings the analyst a large amount of possibilities of cross indicators. An relevant example is related to how to show public investments in ST&I…
Public Funding Analysis
Transparency. All funding data ware made public available
Public Funding Portal. A data mart on the investments dimensions allows the public to know the different lines of investments offered by to the S&T community (scholarships in the country or abroad, quality programs, support to editing, funds to research projects, funding to scientific events, and special areas (ex: “Fundos Setoriais”))
• Public Funding Analysis
Information Analysis. Each area of investment can be analyzed by several criteria (e.g., total of investments classified by period, knowledge area supported, part of the country, etc).
Public Funding Analysis
Information Analysis. The total amount of investments in energy in 2003, classified by the kind scholarship.
Public Funding Analysis
Information Analysis. It is possible to verify who was funded and how the investments helped to increase the curricula of the beneficiary.
Public Funding Analysis
Hidden Relationships for the term “Plataforma Lattes”
Sear
ch
Plataforma Lattes
Networking Analysis. Another possibility is to reveal hidden connection among knowledge terms freely informed by the National S&T platform. Words used by the S&T community to describe their professional activity form a hidden web of concepts that can be revealed by means of network analysis. The example shows how the expression “Platforma Lattes’” is conceived by the Brazilia S&T community regarding other terms.
Knowledge Systems Example: automatic semantic analysis
Mapping knowledge. A search by a single term shows how the knowledge has been developed in related areas. This example detaches the term “knowledge” in the Brazilian national innovation systems (considering the 600.000 curricula). It can be seen four nucleus of studies: pedagogy of knowledge, philosophy of knowledge, knowledge management and artificial intelligence.
Knowledge Systems Example: automatic semantic analysis
Ontology that make possible elucidate relationships
Rule Configuration by the user with dynamic reflection over the decision matrix
SELL, D.; et. al . Interactive Composition of WSMO-based Semantic Web Services in IRS-III. In: FIRST AKT WORKSHOP ON SEMANTIC WEB SERVICES - AKTSWS04, 2004, Milton Keynes, UK. Proceedings of AKT Workshop on Semantic Web services. Milton Keynes, UK: KMI, 2004. v. 122, p. 1-8.
Knowledge Systems Example: Ontological Business Intelligence
Institutional Lattes: taking the Platform to the universities
CNPq created the Extractor system to make the curricula available to the universities and R&D institutions
R&D Brazilian institutes use the Lattes CV as a source to strategic planning.
International Networking in ST&I
ScienTI Network - International Network on Information Sources and Knowledge for the Management of Science, Technology and Innovation
International View. In 2001 an agreement between CNPq and PAHO allowed the translation of Lattes systems into Spanish and its try version in 5 Latin American Countries. In the end of 2001 Portugal joined the cooperation. In December 2002 a meeting in Florianópolis, Brazil created the ScienTI Network with eleven countries. Since then we’ve been working on building up national platforms and make them connected by means of web services.
Internationalization: SCienTI Network
ScienTI Network in Numbers

International Cooperation. ScienTI became mostly a set of national actions in each country consisting of establishing the ST&I information platforms.

SCienTI Network in numbers
ScienTI makes it possible to create new scientometric indicators and most
importantly new approaches to study national innovation systems
National ST&I Information Platforms Brings a New Scenario to Scientometrics
ScienTI Indicators. One of the new possibilities brought by ScienTI Network is to provide scientometric methods with new data, standardized an coming from several countries. In the following we present some of these possibilities, consisting on a pilot study conducted by PAHO and RICYT.
Example: Researchers in Health By Gender and Age
RICYT and PAHO Studies. Based on the national curricula databases from Brazil and Colombia, RICYT (www.ricyt.org) and PAHO (www.paho.org) have developed a new set of indicators. The following is a comparison between the gender distribution in both countries regarding researchers in health. There is a hidden phenomena of the unbalanced interest in Brazil by women.
Example: Researcher’s Knowledge Domain Flow
RICYT and PAHO Studies. Another example is the study of how many experts have been studied (F – stands for “Formación” or Academic Degree), acted (A – stands for “Actuación” or Professional Activity) and produced (P – stands for “Producción” or Intellectual production such as papers, reports, software, etc). There is a similar behavior indicating that the great majority remains connected to their education area (either acting or publishing in health)
