1. We have audited the attached Financial Statements of National Cyclone Risk MitigationProject financed under world Bank Loan No. IBRDP4150/lDA47720 which comprise theStatement of Affairs as at 31st March, 2015, the Income & Expenditure Account(Maintained on Cash Basis) and Receipt and Payment Account for the year ended onthat date and a summary of significant accounting policies annexed thereto.

2. MANAGEMENT'S RESPONSIBILITY FOR THE FINANCIAL STATEMENTS

The Management is responsible for the preparation of these financial statements thatgive a true and fair view of the financial position and financial performance of theAuditee. This responsibility includes the design, implementation and maintenance ofinternal control relevant to the preparation and presentation of the financial statementsthat give a true and fair view and are free from material misstatement, whether due tofraud or error.

3. AUDITORS' RESPONSIBILITY

Our responsibility is to express an opinion on these financial statements based on our audit. Wehave conducted our audit in accordance with the Standards on Auditing issued by the Institute ofChartered Accountants of India. Those Standards require that we comply with ethicalrequirements and plan and perform the audit to obtain reasonable assurance about whether thefinancial staternents are free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and thedisclosures in the financial statements. The procedures selected depend on the auditor's judgment,including the assessment of the risks of material misstatement of the financial statements, whetherdue to fraud or error. In making those risk assessments, the auditor considers internal controlrelevant to the auditee's preparation and fair presentation of the financial statements in order todesign audit procedures that are appropriate in the circumstances but not for the purpose ofexpressing an opinion on the effectiveness of the entity's internal control. An audit also includesevaluating the appropriateness of the accounting policies used and the reasonableness of theaccounting estimates made by the Management, as well as evaluating the overall presentation ofthe financial statements.

We believe that the audit evidence we have obtained is sufficient and appropriate to provide abasis for our audit opinion.

4. Further to our comments given above & comments in the annexure referred to above,we report that: -

(i) We have obtained all the information and explanations, which to the best of ourknowledge and belief were necessary for the purpose of our audit.

(ii) In our opinion proper books of accounts as required by the law have been keptby the QCI so far as it appears from our examination of the books.(iii) The Statement of Affairs and Income and Expenditure account dealt with by thisreport are in agreement with the books of account.

In our opinion and to the best of our information and according to the explanationsgiven to us, our report is subject to the following observations:--The said accounts read together with the Significant Accounting &Management Policies,Contingent Liability and Notes on Accounts in Schedule- 7 give the information required by thelaw in the manner so required and give a true and fair view in conformity with the accountingprinciples generally accepted in India : -

i) In the case of the Statement of Affairs of the National Cyclone Risk Mitigation

Project as at 31.03.2015; and

ii) In the case of the Income and Expenditure Account, of the "Excess of the

Income over Expenditure" for the year ended on that date.

SIGNIFICANT ACCOUNTING POLICIES AND NOTES TO ACCOUNTS1. Significant Accounting Policies

(a) The financial statements are prepared on the basis of historical cost convention oncash basis and are in accordance with generally accepted accounting practices.(b)Under the project fixed assets register is being maintained for the physicalverification and all the fixed assets acquired under the project are capitalized inthe books of account of the National Cyclone Risk Mitigation Project in therespective financial year in which such asset was acquired. No depreciation hasbeen charged on the Fixed Assets as these were acquired out of the project grantreceived.

(c) Accounting policies not specifically mentioned are otherwise in consonance withgenerally accepted accounting practices.

(d) Grant in Aid is being recorded in the books of account ,when the fund arereceived.

(e) All Expenses are being booked in the accounts as and when they are incurred andpaid.

2. Contingent Liabilities

Claim against the institute not acknowledge as debt - NIL

3. In the opinion of the management, the value of realization of current assets, loans andadvances in the ordinary course of business would not be less than the amount atwhich they are stated in the Balance Sheet . Further provisions for all known liabilitieshave been made in the accounts.
