NIMO (Houseman) has been assigned to COVID-19 support at Forest Service headquarters in Washington, D.C. One RC-26 aircraft with Distributed Real-Time Infrared (DRTI) capability and support personnel from the 141st Air Refueling Wing (Washington Air National Guard) has been deployed to Fairchild AFB (Spokane, WA), in support of wildland fire operations. Two MAFFS C-130 airtanker and support personnel each from the 153rd Airlift Wing (Wyoming Air National Guard) and the 146th Airlift Wing (California Air National Guard) have been deployed to support wildland fire operations in California.

Predictive Services Discussion: A strong dry cold front will move southeast into the country from British Columbia during the early part of the day. Strong, gusty southwesterly winds will increase across the Pacific Northwest, Northern Great Basin, and western portions of the Northern Rockies and will interact with very low afternoon humidities to create critical fire weather conditions. Both Oregon and Washington fires should be negatively impacted. Isolated storms will be possible across northwestern Montana in the afternoon. Looking elsewhere, isolated dry storms will be possible across the Sierra and Nevada while scattered wet storms will be possible across the Four Corner states and Wyoming due to a strengthened monsoon. In the East, widespread showers and storms are expected along the Atlantic coast from Maine to Florida as an approaching front gathers up the remnant moisture from Laura and moves it out to sea.

Transfer Of Command Operational Engagement Category
Risks to fireline personnel increase significantly during transfer of command periods regardless of
the size or complexity of the incident. There is a high potential for fatalities, serious injuries, or
incidents (some have occurred in the past). Be proactive in mitigating the risks by proper
implementation of LCES –Lookout, Communications, Escape Routes, and Safety Zones.
Factors for increased risks to fireline personnel during transition periods include:
No, or poor, briefing of incoming personnel. Lack of fire weather and behavior information, both forecast and observed. Communications; face-to-face briefings may not be possible and radio frequencies may
be overextended and/or changing due to the increased demands on the system. Initial attack resources may not have checked-in and the Incident Commander may not
be aware of the number, type, and location of all resources. Location of safety zones and escape routes may not be known and communicated to all
resources. Not all Resources know who is in command.
Mitigation actions to take:
Lookouts: Post and maintain your own lookouts. Communications: Maintain existing communications with your own and adjacent
resources, as well as your original supervisor, while you are developing communications with incoming adjacent resources and your new supervisor.
Escape routes and safety zones: Identify escape routes and assure incoming resources are aware of their locations; be aware that your original escape routes and safety zones may no longer be accessible due to changing fire behavior or your increased distance from them.
