The Republic of India became the 48�� Country in the
World to enforce right to informa�on/ speech as statue
in India in the form of "Right to Informa�on Act 2005"
with effect from 12.10.2005. This act empowers
ci�zens of India to access the informa�on available
with the "Public Authority” as defined in the act. The
basic aim & objec�ve of the act is to bring transparency
& accountability in the working of “Public Authority”
and thus containing the corrup�on. As per Sec�on 2(h)
of the RTI Act, all the Central Public Sector Enterprises
(CPSEs) are Public Authori�es and hence, obliged to
provide the informa�on sought by the ci�zen of India
under the Act.
SCOPE being an Apex Professional Body of Central
Public Sector Enterprises, has been making endeavors’
to in organiza�ons including the Promote Excellence
True Implementa�on of RTI Act among member CPSEs.
In the past, SCOPE had invited CIC and other senior
officials to address the Chief Execu�ves/Directors
/Senior Execu�ves in the interac�ve sessions which
have been found very useful and beneficial. In addi�on,
SCOPE has been organizing a series of workshop/
symposium for CPIOs, Appellate Authori�es and senior
officials of CPSEs on “Effec�ve Implementa�on of RTI
Act” in various regions of the country.
“Recognizing the contribu�on of CPSEs in the
implementa�on of RTI Act 2005, SCOPE has introduced
Annual Meritorious Award on RTI”. NTPC and GAIL
have won the award in 2016.
SCOPE has been receiving issues of concerns and
sugges�ons from CPSEs from �me to �me related to
RTI Act management.
With a view to provide pla�orm to CPSEs to deliberate
issues in implementa�on of RTI Act 2005, SCOPE
proposes to organize a of “NATIONAL MEET”
CPIOs/PIOs/Appellate Authori�es /Nodal Officers &
concerned officials on 6�� & 7�� July, 2017 at SCOPE
Conven�on Centre, SCOPE Complex, Lodhi Road, New
Delhi.
During the Na�onal Meet, issues of concerns and
ex p e r i e n c e s / g o o d p ra c � c e s o f C P S E s i n
implementa�on of the RTI Act & latest DoPT circulars,
CIC and Honorable Courts decisions shall be
deliberated. In order to derive maximum benefits by
the par�cipants, the Resource Persons, who are having
rich experience & knowledge in RTI Act shall share their
considered & expert views, provide guidance, share
case studies and clarify the queries and doubts of the
par�cipants of on the subject. The feedback from the
par�cipants of Na�onal Meet organized in 2016, was
very encouraging, construc�ve and posi�ve & their
sugges�ons & feed back have been kept in view while
designing & framing the to pics of this Na�onal Meet.
The objec�ve of the Meet is to enable PIOs/CPIOs and
associated officers of CPSEs to gain be�er apprecia�on
of the RTI Act and the issues involved for its effec�ve &
true implementa�on in their respec�ve organiza�ons
as well as, to share latest developments in the area of
RTI .

This Meet will include genesis, delibera�ons & sharing of important provisions of the RTI Act, case studies based on important CIC & Courts decisions, panel discussions and presenta�ons on recent developments in the area of RTI. The eminent speakers have been invited from DoPT, CIC & State Informa�on Commissions, and experienced academician and professionals from CPSEs with rich knowledge on the subject. In addi�on, some of the leading CPSEs shall also share their experiences and good prac�ces related to implementa�on of RTI Act, 2005 in their respec�ve organiza�ons, followed by an interac�on with the par�cipants with CIC & speakers.
