ABOUT VQA

Established with the Law numbered 5544 and dated 21.09.2006, Affiliated organisation of the Ministry of Labour and Social Security (MoLSS), Financially and administratively autonomous, Governed by the equal participation of the government, employers, employees and vocational organisations.

BACKGROUND

Occupational Standards Commission (OSC) established under the coordination of Turkish Employment Agency (1992) Pilot studies have been conducted under the scope of WB Employment and Training Project, the draft Law on National Occupational Standards Authority has been prepared (1995-2000) The draft has been revised under the scope of SVET Project funded by EC (2003-2006) Commitment of the Government under the scope of EU screening process (2006) Within the framework of EU harmonisation, the VQA Law numbered 5544 has been approved (21 September 2006) The Executive Board has been elected in VQA General Assembly (8 December 2006) The budget of the Authority, staff planning and work programme for 2007 have been determined (28 February 2007)

Sector Committees are the sectoral expertise committees of VQA.

SECTOR COMMITTEES;analyse, recommend,decide for the adoption of the occupational standards as the national occupational standards.

Members: MoLSS, MoNE, CoHE, ministries related to the occupation, one representative each from the employers’ and employees’ organisations in the General Assembly and one from VQA.

CERTIFYING THE INDIVIDUALS

Accreditation of education and training institutions;

Accreditation of education and training institutions will be realised by training accreditation institutions authorised by VQA.

A commission is established including the represantatives of related ministries, employers and employees organisations and proffessional organisations to be authorised in accrediting public education and training institutions.

Education and training institutions seeking to be accredited education institution apply to the education accreditation institutions appointed by VQA.

Assessment criteria which forms the basis of accreditation of education and training institutions are determined by Executive Board with the opinions of MoNE,CoHE, education accreditation institutions and employers, employees and vocational organisations .

2009 ACTION PLAN

• Development/validation/approval/publicity of National Occupational Standards (approximately 60 NOS)• Simultaneous establishment and effective operation of Sector Committees (at least 10 sectors)• Coordination, guidance, monitoring and evaluating activities towards the NOS development process,• Continuing the evaluation of NOS development applications, authorisation and signing cooperation protocols (at least 15 OSSBs),
