Some of the withheld information has been found to be currently and properly classified in accordance with Executive Order 13526. The information meets the criteria for classification as set forth in Subparagraphs (c) and (d) Section 1.4 and remains classified SECRET as provided in Section 1.2 of Executive Order 13526. The information is classified because its disclosure could reasonably be expected to cause serious damage to the national security. Because the information is currently and properly classified, it is exempt from disclosure pursuant to the first exemption of the FOIA (5 U .S.C. Section 552(b)(1)). In addition, this Agency is authorized by various statutes to protect certain information concerning its activities. We have determined that such information exists in these documents. Accordingly, those portions are exempt from disclosure pursuant to the third exemption of the FOIA, which provides for the withholding of information specifically protected from disclosure by statute. Dear Mr. Haynes:

This responds to your Freedom of Information Act (FOIA) request of 14 June 2011 for "Any records relating to NSA Director Gen. Keith B. Alexander's attendance of the Bilderberg Meetings held in 2008 in Chantilly Virginia; in 2009 in Vouliagmeni, Greece; and in 2011 in St. Moritz, Switzerland." A copy of your request is enclosed. Your request has been processed under the FOIA and the documents you requested are enclosed. Certain information, however, has been deleted from the enclosures.

Some of the withheld information has been found to be currently and properly classified in accordance with Executive Order 13526. The information meets the criteria for classification as set forth in Subparagraphs (c) and (d) Section 1.4 and remains classified SECRET as provided in Section 1.2 of Executive Order 13526. The information is classified because its disclosure could reasonably be expected to cause serious damage to the national security. (U) Bilderberg's only activity is its annual conference, of which there have been 56 since 1954. A broad international cross-section of leading citizens assembles for 3-4 days of informal and off-the-record discussion about topics of current concern, especially in the fields of foreign affairs and the international economy. In this small, flexible, international forum, different countries' viewpoints can be expressed and mutual understanding enhanced.

(U) At the meetings, no resolutions are proposed, no votes are taken, and no policy statements are issued. The names of the participants, as well as the agenda, are made available to the press. There are no more than about 130 participants who are chosen for their experience, their knowledge, and their standing. About two­thirds come from Europe and the balance from North America. About one-third is from government and politics, and two-thirds from finance, industry, labor, education, and communications. Participants are invited to attend Bilderberg in a private, not an official, capacity.

(U/IPOUO) Request your approval to attend the Bilderber~ Conference in St. Moritz, Switzerland, 9-12 June 2011, in an official caoacitv.l

(U) Bilderberg's only activity is its annual conference, of which there have been 57 since 1954. A broad international cross-section ofleading citizens assembles for 3-4 days of informal and off-the-record discussion about topics of current concern, especially in the fields of foreign affairs and the international economy. In this small, flexible, international forum, different countries' viewpoints can be expressed and mutual understanding enhanced.

(U) At the meetings, no resolutions are proposed, no votes are taken, and no policy statements are issued. The names of the participants, as well as the agenda, are made available to the press. There are no more than about 130 participants who are chosen for their experience, their knowledge, and their standing. About two­thirds come from Europe and the balance from North America. About one-third is from government and politics, and two-thirds from finance, industry, labor, education, and communications. Participants are invited to attend Bilderberg in a private, not an official, capacity.
