On September 16 2015, for the very first time, the French-Australian Chamber of Commerce will hold a full-day National Business Forum dedicated to Smart Cities, to be concluded by the widely popular annual Business Awards Dinner.

The National Business Forum is a united initiative of Team France, led by the French-Australian Chamber of Commerce under the patronage of the Embassy of France to Australia and supported by Business France and the French Foreign Trade Advisor Group (CCEF).

This Forum aims to highlight the French-Australian relationship that drives Australia’s Smart Cities, through innovation, expertise and collaboration, bringing together a showcase of French-Australian profiles leading the major developments that drive Australia to its future.

Bringing together officials from the Australian Federal and State Governments including the Hon. Warren Truss, Deputy Prime Minister and Minister for Infrastructure and Regional Development, the Hon. Andrew Constance MP NSW Minister for Transport and Infrastructure, as well as Business leaders, researchers and industry experts, the Forum will encourage diverse and high-level discourse on a broad spectrum of topics each relating to Smart Cities.

Following on from the Forum, the Chamber will then celebrate the winners of the National Business Awards to recognise the most outstanding businesses contributing to Smart Cities in 2015.

AN OVERVIEW OF OUR EXPERTS

GOVERNMENT OFFICIALS

THE HON. ANDREW CONSTANCE MP, MINISTER FOR TRANSPORT AND INFRASTRUCTURE, was elected to Parliament as the Member for Bega in 2003. In 2013 he became the Minister for Finance & Services. In 2014, following the election of the Baird Government, he was sworn in as Minister for Transport and Infrastructure. The Minister oversees some of the biggest infrastructure projects in the country, including the $8.3 billion North West Rail Link and Sydney Rapid Transit, which will see the construction of a second harbour rail crossing delivering more trains and faster services for the entire city.

CHRISTOPHE LECOURTIER, AMBASSADOR OF FRANCE, took up his position as Ambassador of France in July 2014. Before coming to Australia, he was the CEO of Ubifrance (French Agency for International Business Development). Prior to his posting as Chief Executive Officer of Ubifrance, Ambassador Lecourtier has served as Chief of staff and Special adviser to Mrs Christine Lagarde. He has a long career working for the Ministry of Economy, Finances and Industry, where he was adviser in charge of international economic relations.

THE HON. WARREN TRUSS MP DEPUTY PRIME MINISTER OF AUSTRALIA AND MINISTER OF INFRASTRUCTURE AND REGIONAL DEVELOPMENT, is also the longest serving leader of any political party in the Federal Parliament, having become Leader of The Nationals in 2007. Mr Truss became Minister for Transport and Regional Services in July 2005 and, in September 2006, was appointed Minister for Trade. Before entering Parliament, Mr Truss was a Kingaroy Shire Councillor from 1976 to 1990, including seven years as Mayor. He was Deputy Chairman of the Queensland Grain Handling Authority and a member of the State Council of the Queensland Graingrowers Association. At the 2013 federal election, Mr Truss led The Nationals to the Party’s best electoral result in 30 years.

BUSINESS EXPERTS

PAUL BANFIELD, SUEZ, and has nearly 20 years’ experience in providing ‘Smart Water’ solutions across Australia and South East Asia. He is responsible for the range of Advanced Solutions which form the core of the SUEZ environnment’s smart cities strategy. Before joining SUEZ environnement, he spent some time with a ‘Big data’ Israeli start-up, where he gained invaluable insight to the power of translating data into confident decision making.

PHILIPPE BOUQUET, BOUYGUES CONSTRUCTION AUSTRALIA, is managing director in Australia since 2011. Philippe joined Bouygues in 1986, since which time he has worked on major civil engineering and tunnelling projects in Europe, Africa, Hong Kong, China and Australia. These include the MTRC Contracts 703, 820 and 821, Cairo Metro and the Sheung Shui Rail Tunnel. Major road and rail projects in Australia include the Go Between Bridge in Brisbane, Glenfield Transport Interchange and North Strathfield Rail Underpass, both in Sydney and most recently the North Connex road tunnel also in Sydney.

CATHERINE CARUANA-MCMANUS, GIANT IDEAS, is the Director of Giant Ideas, an advisory firm focused on Smart Cities, intelligent asset management and the new energy economy. As an urban planner and economist with over 25 years experience across the IT, telecommunications, government and urban development sectors, Catherine is leading an active discourse with global city leaders on how we can improve the productivity and liveability of our cities and regions through the use of Big Data & Analytics and smart ICT in infrastructure.

DOMINIQUE CHEVEAU, NOUMEA REGIONAL HOSPITAL,, started as Human Resources Director and then became Director of New Caledonia Hospital in 2011. Dominique started his career working as CFO for Basse-Terre Hospital and became Director of the Saint Barthelemy Hospital. He then worked as Human Resource Director for the Valence Hospital before coming to New-Caledonia.

BENEDICTE COLIN, KEOLIS DOWNER, was appointed as CEO of Keolis Downer in October 2014, following appointment as interim CEO in July 2014. Benedicte has a depth of experience in the development and delivery of Public Private Partnerships (PPP), including experience working on the largest PPP to be undertaken in Australia. Benedicte previously held the position as Refinancing Project Manager - General Counsel & Company Secretary for Aquasure and the Victorian Desalination Project. Immediately prior to holding this role Benedicte was Chief Counsel Project and Company Secretary for Keolis Downer. Benedicte was appointed to that role in March 2014.

JOE CRAPAROTTA, SCHNEIDER ELECTRIC, began his career in the IT industry where he was fortunate enough to have experienced many of the technological convergence shifts seen in the industry to date. Joe’s current role, Vice President of the Energy Business, sees him leading a business unit heavily involved in the convergence of technology and energy networks and is responsible for helping energy and infrastructure providers prepare for a changing future.

JEREMY DAUNAY, IJINUS, is a French entrepreneur who has been launching French innovations in the Oceania region since 2009. Jeremy represents French Innovative SME’s and specializes in niche products. Jeremy’s all-round set of commercial skills, strengthened by a strong analytical mind allow him to address and work with a large number of stakeholders across a broad range of industries.

TIM FERRIS, MORPHO AUSTRALIASIA, is Managing Director and is based in Sydney Australia. He is an expert in bringing together identity, technology and process to help improve the security of nations and their infrastructure. A key focus is on creating win-win long-term engagements with clients that provide genuine outcomes and a platform for change.

VAUGHAN FURNISS, COFELY AUSTRALIA, is managing director. Vaughan is a widely respected international practitioner of decentralised, low and zero carbon energy systems. He is a Chartered Professional Engineer, with more than 15 years direct experience within energy and related sectors, being employed by ENGIE (ENGIE is the new name of GDF Suez) in its Energy Services business line since 2005, as Commercial Manager for COFELY District Energy (UK)/Utilicom Limited and now as Managing Director, for the Branch’s Cofely Australia business.Vaughan has extensive experience in the development and delivery of decentralised energy schemes (precinct and citywide scale), including design, project finance, contractual and partnership structures with public and private sectors needed to bring these complex projects to life.

BERNARD JOYCE, ALSTOM TRANSPORT, is Managing Director. Prior to leading the Transport operations in Australia, Bernard held senior management positions at Alstom in a number of international locations, including General Manager, Mainlines China, delivering major high speed trains and locomotive projects in China; Managing Director, India, managing Alstom Transports operations in India and developing major rolling stock, signalling and concession projects and was Managing Alstom’s rapidly developing signalling operations in China based in Shanghai and supporting Alstom’s traction equipment joint venture as a Director.

SAM KEAYES, THALES, during his varied career, he has worked as management consultant, public servant and business leader – in locations as varied as Kenya, Bosnia, Kosovo, Iraq, UK, USA & Australia. Sam joined Thales in 2007, initially serving on Thales UK’s board as VP Strategy & External Relations, then leading Thales UK’s Critical Infrastructure Protection, Surveillance & Protection, Network Security, Cyber Security and Consulting businesses, before being appointed VP Secure Communications & Information Systems for Thales

Australia in March 2015. Sam has an MA from St John’s College, Cambridge, an MBA from Cranfield University and has served as a Trustee of the Royal United Services Institute in London – the world’s oldest defence policy think-tank.

LEONIE KEMP, REGUS, has held a range of senior roles in General Management and Sales over a 20 year career. In 2014, Leonie moved to Regus into the role of Area Director and Marketing Director where she manages the growth and profitability of a cluster of Regus centres across the Sydney Metro area and Marketing for Regus in Australia and New Zealand.

WARREN LEMMENS, ALCATEL-LUCENT, is a regional Chief Technology Officer. Warren has over 35 years industry experience and for the past 10 years has consulted extensively across Asia-Pacific. He specialises in transformational digital services solutions for Communication Service Providers, Media and ICT businesses. In early 2015 Warren became CTO for the Oceania Region as part of Alcatel-Lucent’s global SHIFT toward strategic markets. Warren developed his early career in Australia at a time of massive industry deregulation and technology change.

PAUL MCBARRON, VINCI CONSTRUCTION, is Regional Director Oceania. After gaining experience as an Operations Manager and Business Development Manager for the various Vinci companies across varied industry sectors in Australia, Malaysia, Indonesia Vietnam and Hong Kong, Paul was appointed Director of Freyssinet Australia in 1996 and then created the specialist offshoot, Menard Bachy in 2004. Today, Paul role for the group has transitioned into a regional director for Vinci Construction in Oceania developing strategic partnership to allow the growth of the group in Oceania region. Today, VINCI is a global player in concessions and construction, employing more than 185,000 people in some 100 countries. Vinci is listed at Euronext’s Paris stock exchange and is a member of the CAC 40 index.

DOMINIQUE MICHAUD, STARWOOD HOTELS & RESORTS NEW CALEDONIA, is the Area General Manager, and has nearly 30 years of experience in the hotel trade, a large part of his career being within Starwood (Paris, London, Brussels, Tahiti & Noumea) and Intercontinental (Paris).Back in New Caledonia since 2010, he participated to the opening of Sheraton New Caledonia Deva Spa & Golf Resort, main development of the Domaine de Deva.

ALEXANDRE PARILUSYAN, DASSAULT SYSTEMES, is the Vice-President of Business Transformation in Asia Pacific South. Alexandre held several instrumental positions in enterprise sales management and business transformation in the Aerospace, Transportation and Automotive industries at ComputerVision, EADS and SIEMENS prior to joining Dassault Systèmes in 2010. He has in-depth knowledge on the smart cities domain, exemplified by his interaction for the Virtual Singapore project on 3DEXPERIENCity platform and has developed many innovative solutions in sustainability and mobility for governments and enterprises.

FRANCOIS ROMANET, SAFRAN PACIFIC, is the CEO and Country Delegate for all Safran activities in the Region. Safran is comprised of three core businesses: Aerospace (Snecma, Turbomeca, Messier Bugatti Dowty, Aircelle, Labinal), Defense (Sagem) and Security (Morpho). In 2010 Francois commenced the role of CEO for Safran Pacific. He is responsible for directing strategic sales, marketing, financial and business development activities for Safran in the Asia/Pacific region. He is also leading the company’s government relations across the Region. Francois is the President of the French-Australian Chamber of Commerce. He is also a member of the French Foreign Trade Advisors (Australian Committee) for the French Government.

TRISTAN SENDER, GOGET CARSHARE, is CEO of the company. Under Tristan’s leadership, GoGet has grown from a small startup with less than 5,000 members to more than 65,000 and 2,000 cars across Australia as carshare has become an integral part of urban life.  He has helped GoGet forge partnerships with IKEA, residential developers, businesses and government, and overseen GoGet’s research into autonomous vehicles and OneWay carshare.

DR. RIC SIMES, DELOITTE, is one of Australia’s best-known economists and a regular media-commentator on economic trends, financial sector regulation and government policy changes. For almost a decade, Ric has led the Sydney practice of Access Economics, now part of Deloitte Touche Tohmatsu. He provides economic advice across a range of industries including financial markets, the digital economy, transport, regional development and indigenous affairs.

JOHN SUTHERLAND, RAMSAY HEALTH CARE, is the Chief Information Officer since December 2014. Prior to this, John was the CIO for Cochlear. With twenty five years’ business experience working in both the United Kingdom and Australia, John has held various roles across a range of industries including civil engineering, aerospace, manufacturing and distribution, contract research, construction, government, telecommunications, retail, life sciences and most recently, healthcare.

DR. TIM WILLIAMS, THE COMMITTEE FOR SYDNEY, is Chief Executive Officer since November 2011. Since coming to Australia in October 2010, Tim has become recognised as a leading thinker about high speed broadband and the impact of digital media on communities, public services and businesses. His ground-breaking report, ‘Connecting Communities: the impact of broadband in the UK and its implications for Australia’, was launched at the National press Club in Canberra in February 2011. It was commissioned by Huawei, the world’s second largest telecommunications company.

MARC ZEISEL, SMTU, directed numerous infrastructure projects servicing local authorities across numerous countries, during an extensive international career in the private sector. Marc worked as CEO of JCDecaux Australia and established a 20 years street furniture contract with the City of Sydney. Since 2014, he is deputy mayor of the City of Noumea in charge of transport, road traffic and public space as well as President of the Greater Noumea transport authority (SMTU) mainly in charge of managing the BRT project.

ANDREW MCCUSKER, RAIL LOGISTICS, is a highly experienced Executive Director. Andrew is presently Rail Logistics Director at the rail research institute of SMART a research & management Facility where he leads simulation and modelling, and management research in rail research and other infrastructure. In this role he has provided direct support to the Government of NSW on network development and in the railway reform process including Ministerial support. He is currently assisting the SydneyTrains executive in developing and steering a global business improvement program to take the company beyond the goals of the 2011 reform restructuring aimed at delivering substantial cost coverage uplift and service performance improvement.

PROF. STUART WHITE, UNIVERSITY OF TECHNOLOGY SYDNEY, is Director of the Institute for Sustainable Futures where he leads a team of researchers who create change towards sustainable futures through independent, project‐based research. With over thirty years experience in sustainability research, Professor White’s work focuses on achieving sustainability outcomes for a range of government, industry and community clients across Australia and internationally.

ACADEMIC EXPERTS

PROF. BARRY BROOK, UNIVERSITY OF TASMANIA, is an ecologist, modeller and Professor of Environmental Sustainability. He previously held the Sir Hubert Wilkins Chair of Climate Change at the University of Adelaide. An ISI Highly Cited author, he has published three books, over 280 refereed papers, and regularly writes popular articles for the media. His work focuses on the causes and consequences of environmental change, analysis of energy systems for carbon mitigation, and models of the synergies of human interactions with the biosphere.

DR. BENJAMIN JOHNSTON, QUANTUM COMPUTATION AND INTELLIGENT SYSTEMS, is passionate about using artificial intelligence and analytics to create socially-aware robots and other technologies that enhance productivity, efficiency and satisfaction both in the workplace and at home. He is the recipient of several major grants, is a reviewer for top conferences and journals in artificial intelligence, has developed high-level analytics training for a bank, has over 25 publications and recently chaired the international conference on social robotics, held in Sydney for the first time last year.

PROF. GUOQIANG MAO, UNIVERSITY OF TECHNOLOGY SYDNEY, holds the position of Professor of Wireless Networking, Director of Center for Real-time Information Networks at the University of Technology Sydney. He is an internationally recognised research leader in telecommunications, sensor networks and their applications in smart cities. He has more than 100 publications and completed a large number of academic and industry grants in the field. He is an editor of the IEEE Transactions on Wireless Communications, IEEE Transactions on Vehicular Technology and a co-chair of IEEE Intelligent Transport Systems Society Technical Committee on Communication Networks.

The French-Australian Chamber of Commerce & Industry (FACCI) was founded in 1899. At the time, Australia’s trade relations with France were almost solely dependent on the export of wool. More than a century later, this relationship now includes a host of many other industries.

The French-Australian Chamber is an independent not-for-profit organisation governed by 19 Board of Directors and comprising more than 600 members. Our head office is based in Sydney and we also have five other Chapters and offices in Melbourne, Brisbane, Perth, Canberra, and Adelaide.

The Chamber is affiliated to CCI France International, a worldwide network of 112 French Chambers operating in 82 countries.
