- the issuance of the Memo Circular was in response to NSCB Resolution No. 5, s. 2001, “Approval and Adoption of the Statistical Framework on Gender and Development Indicators System,” directing the creation of an IAC to serve as regular forum on gender statistics to insure the continuing efforts in the generation of gender statistics

IACGS
- The NSCB serves as Chair and technical staff of Social Sectors B Division serves as the technical secretariat
- IACGS creates subgroups or working groups to assist the committee in the exercise of its functions
- IACGS usually meets once a quarter while the working groups meet more often and as necessary
- Working groups are composed of representatives of statistical agencies, data users and non-government organizations

1. Formulate measures that will improve the system of collection and dissemination of sex disaggregated data at the national and local levels;
2. Formulate measures to ensure that the data requirements of the Statistical Framework on Gender and Development Indicators System and the Statistical Framework Related to the Protection of Women and Children are being compiled by all concerned agencies;

1. Oversee the implementation in the regions of policy decisions made by the NSCB and the adoption of prescribed statistical standard methodologies and classification systems;
2. Institute measures to strengthen the statistical capability in the regions by resolving problems and issues peculiar to the area within the context of national statistical policies and setting priority on the statistical activities thereby ensuring the timely production of useful and reliable data for regional/local development planning and decision-making;
