Legislative framework
•Law 221/2015, Art. 3, commits the Italian Government to define a NSDS and to review it every three years, building on a proposal from the Ministry for the Environment developed in close cooperation with other ministries, relevant institutions and stakeholders. •The NSDS formally represents an update of the former Environmental action strategy for sustainable development (2002-2010), widened to define broad guidelines for economic, social and environmental policies, with the aim to achieve the Sustainable Development Goals in Italy. •The NSDS was approved by the Inter-ministerial Committee for Economic Planning (CIPE) in December 2017, in accordance with the provisions of Law 221/2015. •Art.34, of the Legislative Decree n.152/2006 (as amended), foresees that Regions adopt the regional strategies for sustainable development within twelve months from the approval of the NSDS by the Inter-ministerial Committee for Economic Planning (CIPE), defining the contribution to the achievement of the national strategic objectives.

PARTNERSHIP
The Three-year Strategic and Planning Document of the Italian Development Cooperation (which was reformed just before the adoption of the 2030 Agenda) related to the 2016-2018 period already adopts both content and structure of the 2030 Agenda. The macro-areas for action are reflected in the Partnership Area of the NSDS. They have been re-arranged to take into account the integrated nature and the structure of the 17 SDGs.

SUSTAINABILITY VECTORS The sustainability vectors are cross-cutting fields of action of the NSDS. They are considered as crucial levers to launch, guide, manage and monitor the mainstreaming of sustainability issues into policies, plans and projects, in line with the reform process triggered at the international level by the 2030 Agenda.

NSDS and 2030 Agenda The National strategic goals are the result of a synthesis and abstraction procedure of the most relevant issues emerged in the multilevel consultation process. The National strategic goals are integrated and balance the three environmental, economic and social pillars of sustainable development, in line with the 2030 Agenda.

GOVERNANCE OF THE NSDS
Vertical coordination
IMPLEMENTATION OF THE 2030 AGENDA AT REGIONAL LEVEL
• Art.34 of the Legislative Decree n.152/2006 (as amended) foresees that Regions adopt the regional strategies for sustainable development within twelve months from the approval of the NSDS by the Inter-ministerial Committee for Economic Planning (CIPE).
• The Ministry for the Environment, Land and Sea has developed and launched a set of actions, to foster a more effective integration and governance of the principle of sustainability in public policies, both in the context of the programming period 2014-2020 of the European Structural and Investment Fund and through national financial resources.

1. NATIONAL FUNDS
PUBLIC NOTICE addressed to Regions and Autonomous Provinces to support the implementation of the regional strategies for sustainable development
2 Call for tender (addressed to associations and companies + foundations, universities and research centers) for the development of activities towards the implementation of the National Sustainable Development Strategy at territorial level.
2. PON GOVERNANCE - CReIAMO PA Project
Line 2 - Support for the integration of environmental sustainability objectives into administrative actions for the implementation of national strategies
Work Package 1 - Implementation and monitoring of the 2030 Agenda
MAIN STEPS AND CHALLENGES TOWARDS THE IMPLEMENTATION OF THE NSDS
• Further governance mechanisms are expected to be put in place in the next months, clarifying roles and competences of all the involved institutions.
• The Regional working table will be fully operational and will provide a methodological support for the development of the regional sustainable development strategies.
• An implementation document will be developed and will include objectives at 2030, linked to quantitative targets, as well as monitoring and review mechanisms and analytical models capable of measuring the impacts of policies on the NSDS objectives.
• The NSDS foresees an annual monitoring of its implementation status also based on the indicators provided by the National Institute of Statistics and by institutions belonging to SISTAN.
• The Forum on sustainable development will be launched on the 18th of December 2018 providing a tool and a stronger role for civil society in the national implementation process.
