Nationality/Country of Birth in Schools

An analysis of nationality/country of birth of pupils in primary and students in post-primary

schools

The following analysis is taken from the National and Special School Annual Censuses and from the

annual Post-Primary Pupils returns. The Censuses asked for the nationality group of primary and

special school pupils in each school from 2010/2011 to 2015/2016. The Post-Primary Pupils returns

asked for the country of birth of all post-primary students in each school during the period. It is

interesting to note that, while nationality/country of birth is usually connected with the country’s

native language, this is not always the case. In some cases, parents may have a nationality other

than Irish while their children may have Irish nationality. However, despite having an Irish

nationality, these children may not be able to speak English when they first come to school. It is also

worth noting that all EU languages are available as Leaving Certificate subjects, as are Russian,

Arabic and Japanese. The Department is soon to publish a Modern Languages Strategy. For further

details on the questions asked, see Background Notes.

PRIMARY SCHOOLS

Just under 90% (89.4%) of pupils in mainstream primary schools in 2015/2016 had Irish nationality.

The largest other nationality groupings were: nationality of another state in the EU 131 (5.3%), Asian

nationality (1.6%) and African nationality (1.2%). In the special school sector, nationality of another

state in the EU 13 (2.7%), followed closely by African nationality (2.6%), came in as the largest

nationality groupings after Irish (89.3%). See Tables 1a and 1b and Graph A below (note that as the

vast majority of pupils are Irish, these have been excluded from the graph).

Changes over time

Over the five year period from 2010/2011 to 2015/2016, enrolment at primary level increased by

43,628, comprising an increase of 42,736 in mainstream schools and 892 in special schools. Focusing

first on mainstream schools, the increase over the five years of was made up of:

an increase of 44,469 in the number of pupils with an Irish nationality; it is interesting to

note that this is greater than the overall increase in the number of pupils in this period

the number of pupils from another state in the EU 131 also increased significantly during the

period by 7,886 from 20,833 in 2010/2011

the number of pupils with African nationality halved from 12,953 in 2010/2011 to 6,613 in

2015/2016

the number of British pupils decreased from 5,033 to 3,507 in the same period (see Tables

1a, 1b and Graph B)

The increases in enrolment in the special school sector were much smaller in absolute terms but

higher in terms of percentage increase and saw enrolment increase by 892 (or 12%) over the five

years. The bulk of the increase (+615) comprised of Irish pupils, followed by an increase in the

number of pupils from another state in the EU 13 (+104). See Tables 1a and 1b.

Different nationality groupings in DEIS versus non-DEIS schools

In 2015/2016, enrolment in national schools that were designated as DEIS schools stood at 102,337,

which was approximately 18.8% of all mainstream enrolment. There are some notable differences

between the proportions of nationality groupings within DEIS schools and the equivalent in non-DEIS

schools. While overall in mainstream schools, 89.4% of pupils were Irish, Tables 2a and 2b show that

82.8% of DEIS school pupils are Irish nationals compared to 91.0% of non-DEIS school pupils. On the

other hand, a higher proportion of DEIS students had nationalities of EU 15, EU 13, other Europe,

Asia and Africa. See Tables 2a, 2b and Graph C.

Greater mix of nationalities in English-speaking schools

In 2015/2016, 43,323 pupils (or just under 8% of the school-going population) attended schools in

which the medium of instruction was Irish. A further 4,646 (or slightly under 1%) attended schools in

which the medium of instruction was part Irish. As these figures are relatively small when compared

to the cohort who attended schools in which the medium of instruction was English (497,241 or

91.2%), the following statistics should be interpreted with some caution. Schools in which the

medium of instruction is Irish or partly Irish have far higher proportions of Irish pupils (98.5% and

93.7% in 2015/2016, respectively). Schools where English is the medium of instruction had 88.6%

Irish pupils in 2015/2016. The trends are relatively stable over the five years from 2010/2011

onwards. See Tables 3a and 3b.

Differences across local authority areas – nationality composition

There are marked differences between the nationality compositions of schools across local authority

areas, most likely reflecting the areas in which nationals other than Irish live. The local authority

areas with the highest proportion of Irish pupils were Waterford County Council (94.7%), Donegal

County Council (94.3%), Kilkenny County Council (93.7%), Galway County Council (93.3%) and

Limerick County Council (93.1%). The local authority are as with the lowest proportion of Irish pupils

were Galway City Council (81.0%), Fingal County Council (81.1%) and Longford County Council

(83.1%). See Tables 4a and 4b.

Differences across local authority areas – changes in enrolment over time

Overall enrolment increased by 42,736 in mainstream national schools over the five years from

2010/2011 to 2015/2016, however this varied greatly across the regions. In absolute terms,

enrolment in Cork County Council had the greatest increase (of 5,510), followed by Fingal which

increased by 5,133. In percentage terms, the largest increases in enrolment over the period were in

Fingal (+16.4%), Dún Laoghaire Rathdown (+15.5%) and Meath County Council (+14.1%).

Interestingly, the increase in the number of Irish students in the Cork County Council (+5,503) area

was greater than the overall increase of pupils of all nationalities in Fingal County Council. See Tables

4a and 4b.

Differences across schools

The nationality groupings across individual schools vary. Table A below shows that in 2015/2016 of

all 3,124 mainstream national schools, 3 schools had 85% or above non-Irish pupils. Moving further

down the table, 8 schools had between 70% and less than 85% non-Irish pupils. At the other end of

the table, 790 schools had no non-Irish pupils and a further 1,586 had less than 10% non-Irish pupils.

POST PRIMARY

At post-primary level, country of birth rather than nationality grouping is recorded. In 2015/2016,

304,180 (or 88.0%) of all students were born in Ireland. Excluding students born in Ireland, those

who were born in the EU 13 (13,162 or 3.8%) formed the largest grouping of countries in 2015/2016.

This was followed by students born in the United Kingdom (8,522 or 2.5%). For further detail on

individual countries, rather than country groupings see Appendix Table 1. See Tables 5a, 5b and

Graph D.

Changes over time

Over the period from 2010/2011 to 2015/2016, the number of post-primary pupils increased by

28,123. The number of post-primary pupils born in Ireland increased by 18,764, those born in the EU

13 increased by 4,067 and those born in the EU 15 increased by 2,141. The number of pupils born in

the UK increased up until 2013/2014 and then the numbers started to decline. See Tables 5a, 5b and

Graph E.

School type

In 2015/2016 there was very little difference in the proportion of students from different countries

of birth across school type. There was a slightly higher proportion of students born in countries in

Asia in voluntary secondary schools and slightly higher proportions of students born in a country in

the EU 13 in ETB schools when compared across the three school sectors. See Tables 6a and 6b.

Differences across DEIS versus non-DEIS schools

Of the 345,546 students in post-primary schools in 2015/2016, 66,841 (or 19.3%) were attending a

designated DEIS school. There are some differences between the proportions of country of birth

groupings within DEIS schools and the equivalent in non-DEIS schools. Table 7b shows that in

2015/2016, 5.8% of pupils in DEIS schools were born in the EU 13, compared to 3.3% of those in non-

DEIS schools. See Tables 7a, 7b and Graph F.

Most pupils in Irish-speaking schools were born in Ireland

In 2015/2016, 11,938 (or 3.5%) of post-primary students were enrolled in an all-Irish-speaking

school. A further 11,349 (or 3.3%) students were enrolled in a school that teaches some subjects in

Irish or teaches all subjects in Irish to some students. The vast majority (96.9%) of pupils attending

all-Irish-speaking post-primary schools were born in Ireland. This compares to 87.8% Irish-born

students attending all-English-speaking post-primary schools. See Tables 8a and 8b.

Some differences across local authority areas – countries of birth

In 2015/2016 there were some differences between the countries of birth compositions of schools

across local authority areas. In five local authority areas, less than 85% of second-level pupils were

born in Ireland. In Monaghan, the proportion was 82.6%; Galway City was 82.6%, Longford 84.1%,

Waterford 84.3% and Fingal 84.8%. In comparison, five local authority areas had just over 90% of

pupils born in Ireland which were: Offaly 90.3%, Waterford 90.4%, Wexford 90.4%, Wicklow 90.4%

and Tipperary North 90.8%. See Tables 9a and 9b.

Some differences across local authority areas – changes in enrolment over time

Over the five years to 2015/2016, enrolment at post-primary level increased by 28,123 or 8.9%.

Enrolment grew over the period in all local authority areas bar Dublin City Council, where enrolment

decreased by 694 or -2.2%. The largest increases in absolute terms were in Fingal County Council

(+3,817), Kildare County Council (+2,929) and Meath County Council (+2,623). In percentage growth

terms, Meath County Council was highest at 23.3% over the period, followed by Fingal County

Council at 22.8%, Laois County Council at 20.3% and Kildare County Council at 19.8%.

Within the schools in the Dublin City Council area the decrease of 684 was made up of a decrease of

1,337 Irish-born students combined with an increase of students born in the EU 13 (+231), Asia

(+187) and EU 15 (+129). The majority of all of the increases across the local authority areas were

dominated by increases in Irish-born students. See Tables 9a and 9b.

Primary

The definitive source of statistics on pupils in primary schools up until and including the 2015/2016

academic year was the National School Annual Census. From the 2016/2017 academic year onwards,

the Primary Online Database (POD) replaces the National School Annual Census as the definitive

source of statistics.

A question on nationality group was first included in the 2010/2011 National School Annual Census2

and the Special School Annual Census in 2010/2011; see below.

Post-primary

The post-primary data collection has a drop-down list of all countries; up until the 2015/2016

academic year it asked for the country of birth of the pupil. From 2016/2017 onwards, the country of

birth question was replaced by one on nationality.

Intercultural Education Strategy

The Department of Education and Skills, in conjunction with the Office of the Minister for

Integration, published an Intercultural Education Strategy in 2010.

PrimaryThe definitive source of statistics on pupils in primary schools up until and including the 2015/2016 academic year was the National School Annual Census. From the 2016/2017 academic year onwards, the Primary Online Database (POD) replaces the National School Annual Census as the definitive source of statistics.A question on nationality group was first included in the 2010/2011 National School Annual Census –and the Special School Annual Census in 2010/2011. See question below.

Post-primaryThe post-primary data collection has a drop-down list of all countries and up until the 2015/2016 academic year asked for the country of birth of the pupil. A question on Nationality group was asked in the 2009/2010 National School Annual Census2 however the nationality groupings were different to subsequent years.

Future Data

fFom 2016/17, data on nationality at an individual countrry level will be avalable from the Primary Online Database (POD). Data on ethnic/culturalbackground will be available from POD and that it is envisaged that similar data on ethnic/cultural background will be available for post primary from 2017/18

The EU 13 is defined as the 10 accession countries that joined the EU on 1 May 2004, i.e. Cyprus, Czech Republic, Estonia,

Hungary, Latvia, Lithuania, Malta, Poland, Slovakia, Slovenia, the two accession states that joined the EU on 1 January

2007 i.e. Bulgaria & Romania, and Croatia which joined on 1 July 2013.

NOTE: Please ensure that the total number of pupils matches the total number of pupils reported in the summary sheet

(including special class pupils). If you do not know the nationality of some pupils please place them in the "OTHER

NATIONALITIES/NATIONALITY UNKNOWN" area.

The EU 15 comprises the countries before enlargement of the EU on 1 May 2004, i.e. Austria, Belgium, Denmark, Finland,

France, Germany, Greece, Ireland, Italy, Luxembourg, Netherlands, Spain, Sweden, Portugal, United Kingdom.

Nationality can be defined as “The fact of being a citizen of a particular nation”. The EU definition of “citizenship” is as

follows: "citizenship" means the particular legal bond between an individual and his or her State, acquired by birth or

naturalisation, whether by declaration, choice, marriage or other means according to national legislation.
