1, Purpose. The Naval Aeronautical Organization is designed to provide to interested bureaus, offices and commands a detafled presentation of the various naval aviation programs appearing in the currently approved Basic Naval Establishment Plan.

2. Cancellation of Previous Publication.- O M NOTICE 05400, serial 01.013P50 of 1 February 1955 is cancelled and superseded by this NOTICE.

3. Corrections. Addressees a re requested to notify the Office of the Chief of Naval Operations (Op-501) of any errors , omissions, o r changes which should be made in subsequent issues.

4. Cancellation. This NOTICE is cancelled upon receipt of the next issue of the Naval Aeronautical Organization.

AIR ACTIVATION SCHEDULE AFFECTING NAVAL AVIATION PERSONNEL

FY 1956 --

1. Three Air Early Warning (Barrier) squadrona VW-11, VW-13 and VW-15 commissioned.

2. AEW Staff commissioned.

3. One ZW squadron (ZW-1) commissioned for AEW Barrier .

4. NAAS Ream Field and NAAS Mayport commissioned.

5. Lages, Azores will be commissioned a s a NAF to support Continental Air Defense 13arrier if Base rights obtained,

6. NAS FORREST SHERMAN established to support 100 hour jet training program.

1. Three additional Air Early Warning (Barrier) squadrons, VW-12, VW-14, and VW- 16 plus Pacific Staff will be commissioned.

2. NAS Rota, Spain will be commissioned if construction permits.

3. NAS Cubi Point will be commissioned.

RESULTANT CHANGES I N MANNING REQUIREMENTS

1. Manning one additional Carr ie r Air Group to full strength will increase the manning, requirements of these forces by 174 officers and 990 enlisted.

2. The addition of 3 Air Early Warning Barr ie r Squadrons and a staff will require 450 officers and 1931 enlisted.

3. One additional ZW squadron will require 26 officers and 112 enlisted to attain 1/2 strength during FY 1956.

4. MATS programed a t 5 hours per day utilization during FY 1956.

5. The manning level of PACFLT Carr ie r Air Groups and their maintenance support units had to be raised 5% during the last half of FY 195!i. This increased manning level will be maintained during FY 1956. Complexity of new equipment and a rapid turn around for car r ie r a i r groups on deployments necessitated this increase.

6. The input to Flight Training was increased on 1 July 1955 to eventually produce 3300 pilots per year. This increased training load and the additional AEW training required in Technical Training will require an additional 508 officers and 2934 enlisted.

7. The new 1000 officer pilot training program will require 1500 code 1300 officer bilL?ts. About 1184 enlisted billets will be required in Technical Training for the AEW Training Program.

8. Continental Air Bases will be reduced about 129 officers in FY 1956.

These new additions to the Fleet Air Line (1-06) have been partially compensated for by the granting of additional billets to the a i r activities. Reduction within the Air Lines has been necessary, particularly in the Continental Air Bases, to make up the deficiency between additional billets authorized the Air Lines and the requirements for new missions.

The manning level of a i r operating forces will remain approximately the same during FY 1956 a s end FY 1955. Additional personnel will be required, a s outlined above, for additionial forces.

a . Mission T o conduct naval aviation training, other than that assigned to the Operaling F o r c e s by CNO, in o rder to produce naval aviators and trained aviation personnel for the Naval Establishment, and to maintain a trained Naval Air Reserve.

b . T a s k s

(1) T o command, coordinate and provide detailed tasks in support of the missions: assigned by the Chief of Naval Operations to the Naval a i r functional training commands, the U. S. Naval School of Aviation Medicine, and such other activities a s may be placed under h i s cognizance.

(2).To establish, supervise, integrate, maintain, and direct training syllabi, curricula, regulations, manuals, and other direct ives which permit progressive development of students from the t ime of induction to the t ime of fleet assignment.

(3) To initiate and coordinate research and development in training and teaching methods.

(4) To recommend to the Chief of Naval Operations major syllabi changes.

(5) To maintain close liaison with the fleet in order to keep flight and ground training syllabi abreas t of the la test fleet developments in operating techniques and procedurels.

(6) T o direct frequent and periodic inspections of a l l facilities under h i s cognizance. 1

(7) T o keep the Chief of Naval Operations fuhy informed regarding the general resul ts of the training effort.

Additionally, it is planned that the 28 Air Reserve activities will support Dri l l Pay Reserve Auxiliary Air Units (AAUs), Auxiliary Ground Units (AGUs), and Bureau of Aeronautics Reserve Training Unit (BARTU) a t outlying facilities where l a r g e potentials of Reserve personnel reside. F o r AAU operations, a i rc ra f t a r e flown t o these locations, and flight training activities a r e provided a t scheduled dr i l l s . Where lack of accessibility to the parent station makes weekend dr i l l ferrying of a i r c r a f t impracticable, parent activities concerned a r e provided with appropriate numbers of additional personnel and a i rc ra f t in o rder to permit permanent flight operations a t these fields. In such c a s e s the outlying facilities include minimum working spaces leased from Municipal Airports, and a r e known as Naval Air Reserve Faci l i t ies (NARF). Present ly, the following two such faci l i t ies a r e authorized:
