• DB as a facility delivery vehicle has grown significantly since 1996• Improved our execution timeline and significantly reduced claims• Improved partnership opportunities with contractor community• Intend to maintain DB Acquisitions at ~75% of MILCON program• Small less complex projects using simpler RFP format w/ reduced
requirements• Updated/improved NAVFAC Website available in April 09 will include

Standard DB RFP Templates• NAVFAC constructs numerous facility types – many are common
– Basic requirements are controlled by Unified Facilities Criteria (UFCs)– Size, exterior facade, interior decor and site vary by geographic location
• Eight model design-build RFP Templates being developed for FY10 program
– Reduce resources to prepare an RFP for advertisement – Increase competition during procurement by standardizing RFPs
• Standard DB RFPs (completion FEB 09)

•New geothermal projects NAF El Centro and NAS Fallon
•20MW Photovoltaic ESPC at Rota
•FY09 Large renewable initiative: Goal is to develop a 15-100MW renewable project(s) in southwest, to include siting solar PV around China Lake geothermal wells and utilizing existing geothermal transmission line.
All Navy ECIP will be dedicated to renewable projects
•FY09 Ocean Thermal Energy Conversion (OTEC) for Diego Garcia.
•Wind project opportunities under consideration.
