Preattack security was found to be neither commensurate with

the threat nor sufficient to preclude the disaster

Lessons learned:

Attack demonstrated a seam in the fabric of efforts to protect our forces, namely in-transit

forces

Commanders shall:

Establish & maintain a baseline security posture

Develop preplanned responses for likely terrorist acts

Be prepared to respond to terrorist acts
