PUBLICATION & DEADLINE DATES - 2011

On the 4th January, NCAH ran a story titled “Queensland nurses brave worsening flood crisis”. Since then things have gone from bad to worse with flash floods in the Toowoomba region taking many lives and devastating homes, businesses and families. And at the time of writing floods are threatening Brisbane with many suburbs being evacuated. The flood crisis has expanded across much of Queensland and northern New South Wales. Video footage of the flash floods in and around Toowoomba are surreal and horrific. This is clearly a disaster of monumental proportions.

Our thoughts, prayers and wishes go out to all the nurses and health professionals across Queensland and northern New South Wales who are working in extremely trying circumstances. Many of whom have lost their homes or have been

evacuated. The value of your contribution to your community, state and country is immeasurable.

Hopefully the new National Registration provisions will allow interstate nurses to make a contribution and provide some respite to Queensland nurses that are carrying enormous burdens both at home and at work.

The Queensland Government is running a ‘Premier’s Flood Relief Appeal’. Funds currently raised exceed $32 Million.

An injection of at least 600 paramedics is urgently needed to fix Victoria’s paramedic staffing crisis, according to Ambulance Employees Australia Victoria.

AEAU general secretary Steve McGhie held a meeting with the state’s new Liberal Health Minister David Davis last week to deliver a list of priorities ranging from recruitment to delays off-loading patients at hospitals and delayed response times.

The new government has announced 300 additional paramedics will be employed over the next four years but Mr McGhie said it would not be enough to keep up with demand.

“Last year the (former) government recruited about 260 and lost 180,” he said. “They are not keeping with the pace of things. We would say they seriously need an injection of 600.

“Our role is to make sure they (the new government) will deliver on their election promises.”

Mr McGhie said a report expected to be released later this week would show Victorian paramedics have put in “many tens of millions of dollars” worth of overtime in the last two years as a result of staff shortages.

“If they didn’t do that it would just mean the system wouldn’t work. They are working on a lot of their days off,” he said.

He said paramedics also have the highest rate of manual handling injuries in the state, with 90 claims per 1000 staff – higher than those from police or fire services.

Mr McGhie said two female paramedics were recently injured when they were forced to move a 200kg patient, because no back-up resources were available.

“Both of them are now off seriously injured. These are the kinds of silly situations that keep happening.”

Union calls for 600 more paramedics in Victoria

An extra 27 pharmacists will be employed in Tasmania’s public hospitals over the next three years.

The Tasmanian Government has agreed to bolster its number of pharmacists as part of the Federal Government’s Pharmacy Reform Agreements.

Pharmaceutical Society of Australia national president Warwick Plunkett said the move was a fillip for medication management services in Tasmanian hospitals.

Mr Plunkett said the additional pharmacists would help prevent pharmaceutical mishaps.

“This action is particularly targetted at services likely to reduce the incidence of post-discharge medication misadventure,” he said.

“This includes better connecting the hospital/community interface to ensure patients continue on the intended therapy formulated in hospital without omission or duplication.”

Under the reforms, patients will receive a full course of medication – up to one month’s supply - when discharged from a public hospital or as an outpatient.

Either the public hospital pharmacy or the patient’s local community pharmacy can dispense the prescriptions.

Hospital pharmacies currently only issue enough of a prescribed medicine to last for three to seven days, forcing many patients to visit a GP and then a pharmacist for a new supply.

Federal Health Minister Nicola Roxon said the agreement was another step towards a national health system that focused on patient needs.

Victoria, Queensland, Western Australia, South Australia, the Northern Territory and now Tasmania have all signed on to the Federal Government’s Pharmacy Reform Agreements. The agreements aim to reduce cost shifting within the health system and improve the quality use of medicines.

The Christchurch nursing sector is slowly recovering after a bleak period on the back of the earthquake and the global recession.

The sector is expected to bounce back thanks to more opportunities in aged care, with new facilities set to be built due to the demands of the city’s ageing population.

Tom Tschudin, Christchurch manager of recruitment firm Extrastaff, said the fallout from the massive September 4 earthquake and the global recession had taken its toll on the economy but he predicted brighter times ahead.

“There will be some growth with aged care facilities being built due to the ageing population,” he said. “I feel that there will be a demand for personal care or nursing staff, particularly in the aged care sectors.”

Mr Tschudin said in the wake of the tough times, many in the sector were focused on holding onto their current jobs.

“There’s been a lot of instability…maybe the husband has lost his job and the mum has previously stayed at home and has gone back to work and taken a couple of shifts a week in the caring or the registered nursing end.”

Mr Tschudin expected some staff in the sector’s high end would continue to pursue positions overseas in Australia, with many looking to settle in Melbourne, which in turn will create further employment opportunities back home.

“People are going overseas chasing money and the bigger career paths, and that will create opportunities for other nurses in New Zealand.”

The agreements aim to reduce cost shifting within the health system and improve the quality use of medicines.

previously, ongoing shortages across the whole of Australia mean career opportunities are still available in certain sectors including aged care.

“From a nursing perspective, it’s still a candidate-driven market. Demand still exceeds supply, so the jobs are out there. Candidates should have a well-prepared, clearly presented CV and be open to what’s available.”

Furthermore, according to Jacaranda’s Ken Blaikie, the nationalisation of registration has proven a blessing for those able and prepared to “follow the work”.

“Demand in the health sector is very cyclical and can vary significantly from state to state, so there are opportunities for nurses who can move to where demand is greatest,” he says. For example, given Queensland’s current boom in hospital and health development, with a new Queensland Children’s Hospital

and Sunshine Coast Hospital on the horizon, the state looks set to be a recruitment “hot spot” in coming years.

With those nurses who are able to be adaptable and work in high demand areas set to win out over the coming year, Blaikie also points out that in nursing, following the work can have distinct advantages.

“While in some sectors experience of two years in one place, followed by one year in another and so on, can look bad on a CV, it’s actually the opposite in nursing and allied health. Staying in the same position for around five years can even sometimes work against you. With demand changing frequently, recruiters are really on the look-out for candidates with broad, varied experience.”

Clinching a new job invariably takes top billing on the list of traditional New Year resolutions, but with speculation afoot that post-GFC changes to the employment landscape could affect opportunities for nurses and allied health workers in 2011, the question arises: What are the real employment market challenges for the coming year, and how should job-seekers deal with them?

Declan Rowan, managing director of national company Extrastaff Recruitment, which specialises in nursing and health care placement, says anecdotal evidence suggests securing a new role in 2011 could be more of a challenge than previously, both for nurses entering their careers for the first time and for those wishing to change career direction. This is thanks in part to the ripple effect of the GFC.

“Many people’s super was eroded by the downturn, which means a lot of professionals in the sector have decided to put off retirement. In past times, graduates coming out of nursing studies would be snapped up, but that’s not necessarily the case anymore.”

Ken Blaikie - executive director, clinical service, at Jacaranda Healthcare, a Brisbane based national company that partners with care organisations to help improve their standards and outcomes, agrees.

“While healthcare tends not to be affected by the economic climate – people will get sick or have accidents regardless of what’s happening in the economy – the economic downturn has still had an effect. Many people in the nursing and health sectors decided to delay retiring, either to boost their resources or to support a partner whose job or financial situation was negatively affected by the

downturn. This means increased competition in the nursing job market, which looks set to continue into 2011.”

Not all commentators share this view however. Mandy Geary, a former senior nurse manager and current nurse management educator and executive officer with a Victorian primary health partnership, says opportunities still exist for the right candidate.

“I’m not sure that an ageing workforce that has decided to stay in work for a few more years necessarily creates a block to the appointment of new nurses. There are so many skills shortfalls across the board that I don’t think falling attrition rates will represent a huge barrier.”

Extrastaff’s Declan Rowan grants that while jobs are in slightly shorter supply than

previously, ongoing shortages across the whole of Australia mean career opportunities are still available in certain sectors including aged care.
