Agree on a winnable objective Have the right expertise and passion Be motivated to lead and work with coalition partners

We all have limited time and resources

Special Policy Groups (SPGs) Specific in nature Address policies relevant at the time and as

they emerge Draw from expertise in the NCC Dissolve when objective has been met
