National Council of State Boards of Nursing(NCSBN)

• Not-for-profit organization.

• Membership is comprised of the boards of

nursing in the 50 states, the District of

Columbia, and four United States territories--

American Samoa, Guam, Northern Mariana

Islands, and the Virgin Islands.

• The Delegate Assembly serves as theorganization’s policy-making body.

Purpose of NCSBN

• The purpose of NCSBN is to provide anorganization through which boards of nursingact and counsel together on matters ofcommon interest and concern affecting the

public health, safety and welfare, including thedevelopment of licensing examinations innursing.

The NCLEX-RN ® and NCLEX-PN ®  Examinations

• Used by state and territorial boards of nursingto assist in making licensure decisions.

• Administered via computerized adaptivetesting (CAT).

• Uses stringent industry standards to insurethat the examinations are psychometricallysound and legally defensible.

• NCSBN NCLEX Examination Committee – Provides general oversight of the NCLEX examination

process including:

• Item Development• Examination Security

• Psychometrics

• Examination Administration

• Quality Assurance to ensure consistency with the MemberBoards’ need for examinations.

Contributors to the Development of theNCLEX ® Examinations

• NCSBN NCLEX Item Review Subcommittee(NIRSC) – The NCLEX Item Review Subcommittee supports the

NCLEX Examination Committee in NCLEX itemdevelopment responsibilities including:

• Reviews new pre-test items.

• Reviews master pool items.

• Assists the NCLEX Examination Committee by providingcommittee representation at item development meetings.

Contributors to the Development of theNCLEX ® Examinations

• Item writers create the questions or “items” that are used on theNCLEX examination.

• Item Reviewers examine the items that are created by item

writers to check for: 

• Accuracy• Currency

• Job-relatedness

• Appropriateness for entry level

• Panel of Judges recommends potential NCLEX passingstandards to the NCSBN Board of Directors.

Contributors to the Development of theNCLEX ® Examinations

• NCSBN Examinations Department

 – Manages all aspects of the development andadministration of the NCLEX examination.

• Provides psychometric, nursing and operational expertise.• Develops & conducts the NCLEX-RN and NCLEX-PN practice

analyses, test plans and candidate bulletins.

• Manages the NCLEX Program Reports program and the NCLEXQuick Results Service.

• Headed by the Director of the Examinations Department and iscomposed of 16 full-time staff members organized into fourfunctioning areas.

• Test Services - Pearson VUE

 – NCSBN contracts with Pearson VUE for test developmentand administration of the NCLEX examinations.

• Pearson VUE has more than 40 years of experience and is aglobal leader in the testing services industry.

• Pearson VUE has over 200 test sites that administer theNCLEX Examinations.

NCLEX ® Development Process: Practice Analysis

• Conducted every three years.

• Newly licensed nurses are surveyed to collectdata on the current practice of the entry-levelnurse.

• Practice analysis studies assists the NCSBNin evaluating the validity of the NCLEX-RN ®  and NCLEX-PN ® Test Plans that guidecontent distribution of the licensure

examinations.

NCLEX ® Development Process: Board of NursingReview

• Twice a year Boards of Nursing may request toreview newly developed NCLEX items orsimulated computerized adaptive exams todetermine if items:

 – Reflect entry-level nursing practice

 – Are consistent with the board’s Nursing Practice Act

(NPA)

NCLEX ® Development Process: Pre-Testing

• All items are pre-tested and mustmeet statistical criteria beforeplacement in the operational pool.

• There are 15 pretest items on everyNCLEX-RN ® examination and 25 onevery NCLEX-PN ® examination.

NCLEX ® Development Process: Differential ItemFunctioning (DIF) Review

• DIF Review of Items:

 – Items are identified as being potentially biased when theprobability of answering an item correctly is significantlydifferent across groups after adjusting the ability for thosegroups. These groups are typically the federally protectedclasses such as:

• Ethnicity

• Gender
