Government Speakers

The Honorable A. John Shoraka Associate Administrator Government Contracting and Business Development U.S. Small Business Administration

John currently serves as the Associate Administrator of Government Contracting and Business Development at the U.S. Small Business Administration (SBA), where he leads an elite team of top government senior executives with the responsibility for establishing the culture and strategic goals for federal contracting and business development with small businesses across the Nation. His team supports thousands of small businesses every year as they compete for over $500 Billion in federal prime contracts and billions more in subcontracts.

Under his leadership and for the third consecutive year, the federal government exceeded the 23 percent small business procurement goal. In FY15, over 25.75 percent or $90.7 billion of all federal small business eligible contracting dollars were awarded to small businesses. Over 537,000 jobs were supported by the $90.7 billion in small business contracts representing an incredible impact to the stability of the American economy. Noteworthy for FY15 and for the first time in history, the federal government exceeded the 5 percent women-owned small business (WOSB) goal with over $17.8 billion of all federal small business eligible contracting dollars awarded to WOSBs.

John led his team to implement significant process improvements to include streamlining the application process for small business certifications in an effort to reduce administrative burdens on firms; and to push for sole source contract opportunities for Women Owned Small Businesses.

Prior to his current role, John served as Regional Administrator for the SBA. As Regional Administrator for Region 3, he was responsible for the delivery and management of SBA’s small business programs, financial assistance, and business development program initiatives throughout the region. Shoraka previously served as vice president at The Aries Group in Silver Spring, Md., a business and financial consulting firm where he was responsible for implementing multi-year projects throughout the world.

Jackie Robinson-Burnette, SES Deputy Associate Administrator Government Contracting and Business Development U.S. Small Business Administration (SBA)

Jackie leads an elite team of senior executives with the responsibility for establishing the culture of strategic thinking for federal contracting and business development for small businesses across the Nation. She was inducted into the Senior Executive Service as the Associate Administrator of Business Development (AA/BD) with the U.S. Small Business Administration December 2014. She quickly inspired her team to implement new procedures to streamline processes and significantly reduce administrative burdens on 8(a) Applicants and Participants. She was promoted again in May 2016 to serve as the Deputy for Government Contracting and Business Development, where she oversees all federal contracting small business matters across the Nation. She consistently motivates her team to provide Smart, Bold, and Accessible (SBA) customer service to small businesses -- the absolute best customer service the federal government has to offer. Jackie was invited to participate in a small group of high achieving senior executives responsible for achieving 23 Agency Priority Goals during President Obama’s last 15 months in office. The White House hosted the group of leaders on October 9, 2015 launching the Leaders Delivery Network (LDN). Previous positions include Deputy, Office of the Secretary of the Army, Office of Small Business Programs, where she provided leadership and guidance to a network of over 200 military and civilian small business specialists; and Associate Director, U.S. Army Corps of Engineers (USACE), Office of Small Business Program, where she provided senior leadership and direction to an integrated network of over 70 Contract Specialists that served as USACE Small Business Specialists throughout the Nation.

She graduated from the Univ. of Maryland (UMUC) with a Bachelor’s of Science in Business Management (with a focus on Acquisition & Contracting Management). She is DAWIA Certified Level III in Contracting. She is married to a retired Army Medical Service Corps Officer and they have 3 daughters.

John Klein, SES Associate General Counsel Office of General Counsel U.S. Small Business Administration (SBA)

John Klein is the Associate General Counsel for Procurement Law at the U.S. Small Business Administration. He serves as the principal legal advisor to senior Agency officials and their staffs with respect to the 8(a) Business Development program; the Agency’s Government Contracting programs, including the small business set-aside, subcontracting and Certificate of Competency programs; the HUBZone program; the Small Business Innovation Research program; the Size Standards program; the Service Disabled Veteran-Owned Small Business program; and SBA’s internal contracting procedures. Mr. Klein has been a lawyer in SBA’s Office of General Counsel since 1983, serving in the Office of Legislation and the Office of General Law before becoming the Associate General Counsel for the Office of Procurement Law.

Eileen Sanchez, SES Associate Administrator Office of International Trade U.S. Small Business Administration (SBA)

Eileen oversees the Agency’s broad range of international initiatives and programs, including trade affairs, trade policy, trade outreach, trade development and trade finance, to aid and assist small businesses to increase their ability to compete in international markets. Ms. Sánchez responsibilities include bilateral and multilateral small business advocacy and economic diplomacy efforts to ensure small business interests are adequately represented in trade negotiations. She oversees SBA’s State Trade and Export Promotion (STEP) awards program and SBA’s Export Finance programs including a field network of export finance managers located at U.S. Export Assistance Centers nationwide. She also is responsible for SBA’s participation in multi-agency U.S. global export initiatives and its public-private trade finance partnerships.

Holly Schick, SES Director, Small Business Mentor Protégé Program Office of Business Development U.S. Small Business Administration (SBA)

Ms. Schick serves in the federal Senior Executive Service; and in her new role as Director of the “All Small Mentor Protégé Program”, will build on the great development work done over the last year by several cross-cutting Agency teams, to launch this new SBA business development program. Prior to this appointment, she served as the Deputy Executive Director of BusinessUSA, a White House initiative to develop a “no wrong door” digital approach for entrepreneurs to find information and services in the federal government. In this capacity, she provided leadership for a multi-agency effort to design, develop and operate an integrated technology platform for information sharing that focuses on the provision of business assistance as well as expanding US trade and exports. Ms. Schick liaised with the initiative’s executive committee, a 24 agency leadership body designed to provide input and guide the development of website functionalities and information.

Antonio Doss, SES District Director Washington Metropolitan Area District Office U.S. Small Business Administration (SBA)

Antonio Doss was appointed District Director of the U.S. Small Business Administration’s (SBA) Washington Metropolitan Area District Office on December 29, 2013. As District Director, he oversees the delivery of SBA’s small business financing products, contracting programs, and entrepreneurial coaching services in Washington, DC, Northern Virginia and Suburban Maryland. He has supported the economic and community development needs of entrepreneurs and underserved communities throughout his career. Prior to his current assignment, he served as Associate Administrator for SBA’s Small Business Development Center program. Earlier Mr. Doss served as a Senior Vice President at Bank of America for Community Development Banking in the Mid-Atlantic region.

Kevin Boshears, SES Director Office of Small and Disadvantaged Business Utilization U.S. Department of Homeland Security (DHS)

Kevin Boshears was named Director of the Department of Homeland Security’s Office of Small and Disadvantaged Business Utilization (OSDBU) in May 2003. He is responsible for the overall implementation of the department’s small business procurement program. He was Director of the Treasury Department’s OSDBU since February 1999. Kevin served in the same office as procurement analyst since June 1995 and was responsible for providing guidance to the small business specialists located in Treasury’s twelve bureaus. He brings a wealth of knowledge and experience in the procurement field, having served as a contracting officer for the Justice Department prior to his duties with the Treasury Department. Kevin is a well-known instructor in the federal small business procurement arena. He has conducted numerous training courses, presentations, and briefings on contracting with small firms.

Teresa Lewis, SES Director Office of Small and Disadvantaged Business Utilization U.S. Department of Health and Human Services (HHS)

Teresa is a member of the Senior Executive Service. She assumed her duties as the Director, Office of Small and Disadvantaged Business Utilization (OSDBU), Department Health and Human Services (HHS), on November 6, 2011. She is responsible for implementing and managing the Department’s small business program. She is responsible for ensuring that all small businesses have the “maximum practicable opportunity” to participate in providing goods and services to the Department of Health and Human Services. Prior to assuming her position at HHS, Teresa served as OSDBU Director at the Department of the Treasury, March 30, 2008 – November 5, 2011. Teresa served in several positions at the U.S. Small Business Administration (SBA).

Jerome Fletcher, SES Associate Administrator Office of Small and Disadvantaged Business Utilization U.S. General Services Administration (GSA)

Jerome leads a team of small business specialists and policy experts who advocate for small companies including, those owned by women, minorities, socially and economically disadvantaged individuals, and Armed Forces veterans. He comes to GSA with extensive experience in all aspects of managing local city government operations. Prior to GSA, Jerome served in Alexandria, VA city government where he had a broad range of responsibilities, ranging from improving operating policies and procedures to implementing consistent civic engagement and customer service practices. Before that, he served in City of Greensboro, NC City Manager’s Office and Financial Department.

Kasey Diaz Business and Financial Manager, Office of Small Business Programs U.S. Department of Defense (DoD)

Kasey is the Associate Director responsible for the Business and Financial Management for the Office of the Under Secretary of Defense (Acquisition, Technology & Logistics), Office of Small Business Programs. She joined OSD from the private sector where she provided direct program management support of federal government small business policies and programs with the objective of maximizing utilization of small and disadvantaged small businesses. Kasey has over 18 years of experience in technical, programmatic, administrative and management assistance in support of the Department of Defense (DOD) as a subject-matter expert, on Small Business and acquisition policies, procedures and related matters at the major command level.

Stanley Jones Jr. Director Office Management & Technical Assistance U.S. Small Business Administration (SBA)

Stanley was appointed Director, Office of Management and Technical Assistance on June 29, 2015. He oversees the 8(a) Mentor Protégé Program, 7(j) training and contract related issues. In this role, he is the senior advisor and technical subject matter expert for a team of over 150 Business Opportunity Specialists that serve in SBA offices throughout the country. Mostly recently, Stanley served as Branch Chief in the Office of Certification and Eligibility, where he was instrumental in standing up the new unit, responsible for continuing eligibility reviews on firms in the 8(a) Business Development Program. Prior to joining SBA, Stanley was the Vice President of ARES Group, Inc., a successful firm that graduated from the 8(a) Business Development program, which he help to grow to over $65 million in annual sales.

Gerald Moore District Director Michigan District Office U.S. Small Business Administration (SBA)

Gerald is the Michigan District Director of the U.S. Small Business Administration. As District Director, he is responsible for the delivery of all SBA programs and services in the state, including the SBA guaranty loan program (which is delivered through more than 140 lenders), the government contracting and minority enterprise development programs, and oversight of the Michigan Small Business Development Center, SCORE, Women’s Business Centers, and Veterans Business Outreach Center. The Michigan District Office, which covers all 83 counties in the state, is located in Detroit (with a Grand Rapids satellite office) and has a staff of 19 employees.

Sandra Barrett Acting Deputy District Director Washington Metropolitan Area District Office U.S. Small Business Administration (SBA)

Sandra has been with the U.S. Small Business Administration (SBA) for eight years. During her tenure with the Washington Metropolitan District Office (WMADO), she has worked in the Marketing and Outreach Division and the 8(a) Business Development Program. Currently she serves as the Acting Deputy District Director for WMADO. She is responsible for effective leadership, management, and oversight as it relates to SBA’s Programs and Services. Sandra’s main goal is to serve the small business community by providing assistance through consultative and customer interactions with small businesses, procuring entities, resources partners and the general public in fostering a strong small business community and strengthen the overall economy of our nation.

Craig Keish Contracting Officer National Aeronautics and Space Administration (NASA)

Craig is a Contracting Officer (CO) with unlimited signature authority at NASA’s Goddard Space Flight Center (GSFC). Craig currently supports the Applied Engineering and Technology Directorate which is the largest Directorate on Center. He administered the Environmental Testing and Integration Services (ETIS) contract which is a $320M contract that supports some of NASA’s most critical missions including the James Webb Space Telescope (JWST) and the Magnetospheric Multiscale Mission (MMS).

Sam Le Attorney Advisor Office of General Counsel U.S. Small Business Administration (SBA) Sam is an attorney advisor in SBA’s Office of General Counsel, Office of Procurement Law. He works on federal government contracting issues, including small business size and affiliation. He also represents SBA before GAO and the Office of Hearings and Appeals.

Vincent Mazzotta Area Size Program Manager Office of Government Contracting U.S. Small Business Administration (SBA)

Vince career at the Small Business Administration started in 1990 with the SBA’s Division of Program Certification and Eligibility as a Business Opportunity Specialist. Mazzotta was tasked with evaluating businesses owned by socially and economically individuals for potential participation in the agency’s 8(a) Business Development Program. In 2002 Mazzotta accepted a position with the SBA Office of Government Contracting Area II in Philadelphia as an Industry Size Specialist. In 2006 Mazzotta was promoted to the position of Area Size Program Manager for Area II which includes Pennsylvania, Delaware, Maryland, District of Columbia, Virginia and West Virginia. As Area Size Program Manager, Mazzotta is responsible for managing the SBA’s Size Determination Program in Area II. In addition, Mazzotta is the SBA Commercial Marketing Representative for Northern Maryland and the Freedom of Information Act Officer for the SBA Office of Government Contracting Area II.

Laketa Henderson Supervisory Business Opportunity Specialist Washington Metropolitan Area District Office U.S. Small Business Administration (SBA)

Laketa has been with the U.S. Small Business Administration (SBA) for four years. During her tenure she has worked in the Washington Metropolitan District Office (WMADO) and the Alabama District Office as a Business Opportunity Specialist (BOS). Currently Ms. Henderson is a Supervisor in the WMADO, where she is responsible for a team that counsels and provides numerous resources to small businesses to help facilitate their development and growth in the 8(a) Business Development Program. Prior to joining the SBA, Laketa a Native Detroiter worked over twenty years in the Automotive Industry with General Motors, Toyota Motors and Hyundai Manufacturing. Ms. Henderson is also a United States Army Veteran.
