Introduction

The 2nd Regional workshop on the Implementation of Environmental and Health Standards (EHS) in the Desert Locust Operations in the Central Region has been held in Hurghada, Egypt, from 20‐25 September 2014.

The Secretariat of the Commission for Controlling the Desert Locust in the Central Region (CRC) invited the Directors of the Locust Control Units and EHS officers from the seven frontline countries of CRC to attend this Workshop of frontline countries in the Central Region (Egypt, Eritrea, Ethiopia, Oman, Saudi Arabia, Sudan and Yemen). Six Heads of Locust Control Units and eight EHS officers attended the workshop.

The Secretariat of CRC conducted and organized the workshop; including all travel arrangements, accommodation, meeting hall reservations, preparation of field exercises and all documents and related materials. The workshop was held at the Hurghada Marriott Resort Hotel. The General Department of Locust Affairs and Agro‐Aviation, MoA, Egypt, provided the necessary transportation for participants, the required tools and materials for field exercises.

The workshop is considered as a continuation of the plan developed by CRC, to implement the EHS program in the CR, where the first workshop was held in Cairo, Egypt during 21 to 24 May 2012, focusing on the definitions and the importance of the EHS programme, adopting and approving the EHS programme within the environmental national plans.

In the framework of the cooperation between the Desert Locust Commissions, and due to that EHS‐CR is considered to be in the first phase, CRC requested technical support from the Commission for Controlling the Desert Locust in the Western Region (CLCPRO) that started the same program a few years ago. Mr. Sid’Ahmed Ould Mahmoud (Head of Environment Monitoring and Research Section in LCU in Mauritania and FAO EHS Consultant) was recruited by the Commission to train the participants on the mechanism of implementing the EHS requirements. Additionally, training the participants in this workshop on applied aspects and the technical implementation of the program.

The workshop objectives are:

1. Follow up of implementation of the first workshop’s recommendations, 2. Identifying the obstacles that faced the implementation of EHS programme, 3. Identify the responsibilities of EHS officers as the programme required consists of

various duties to be carried out by multiple officials and needs full understanding and support from the Heads of Locust Control Units.

4. Train of trainers on the technical implementation of EHS requirements,


5. Prepare an action plan to implement the EHS requirements in the CR countries, to apply the requirements that Desert locust control campaign should meet, with the aim to minimize side effects of insecticides on the environment and human health.

Workshop activities:

The workshop activities were divided into two parts:

First: Academic, managing the participatory method with the participants. This part focused on:

1.1. Understanding EHS requirements, in order to apply it in an orderly and easy manner. The participants were involved in brainstorming discussions to conclude the executive steps to implement each requirement.

1.2. Identifying the risks of exposure to insecticides on human and environment, the biological indicators of each ecosystem and the Standard Operational Procedures (SOPs) of environmental monitoring, covered by Mr. Sid’Ahmed.

Second: Field exercises demonstrations on Desert Locust habitat at Wadi Alradh, 25 km away from the workshop venue.

Opening session

Opening speech by CRC Secretary

The Executive Secretary of CRC welcomed the participants; Directors of Desert Locust Units and EHS officers emphasizing on their role for supporting the national Environmental and Health Standard (EHS) to establish and implement the EHS requirements in their respective countries. In addition, he welcomed Mr. Sid Ahmed Ould Mahmoud (Head of Environment and Research Section in Desert Locust Center in Mauritania). (Participants list, Appendix 1)

Opening speech by Mr. Sid’Ahmed

Mr. Sid’Ahmed gave a good background to the participants on the status of the EHS programme in the Western Region Commission (CLCPRO). The First sign came after the use of huge amounts of pesticides (12 million liters) in 2003‐2005 Desert Locust invasions in the western region, which required FAO to form a professional committee to find out and investigate the side effects of pesticides on the environment and health in the concerned countries. The World Bank set a prerequisite of producing an environmental and health assessment document to release funds to rehabilitate the food security in Desert Locust prone countries. In line with this, during 2013 and 2014, more than 350,000 liters of chemical pesticides were used in the Central Region countries to control the Desert Locust invasion. Hence, it was necessary to establish and implement the EHS programme in the central region, particularly in front line countries.


Drafting Committee

The drafting committee consisted of participants from Oman, Eritrea, Ethiopia for the English draft and from Egypt, Yemen and Sudan for the Arabic version.

Country presentations:

The national EHS officers presented their national environmental and health procedure that have been implemented so far including the following:

1. Desert Locust unit hierarchy,

2‐ Types of DL Sprayer equipment,

3‐ Types of pesticides,

4‐ Spray methods and most frequently used (vehicle or aircraft?)

5‐ Environment and health status in DL control.

6‐ Pesticides stores and their specifications.

7‐ Recorded Incidents.

Workshop program (Appendix 2)

The workshop programme provided the following:

1. EHS requirements.

2. Discussion on EHS Implementation manual, where items have been added or modified.

3. Training on First Aid procedures, particularly pesticides poisoning and injuries that may occur during locust campaigns (e.g. cuts, injuries, burns, breakings, biting… etc).

4. Introduction of good spraying practices relating to EHS requirements. Use of pesticides protection equipment (PPE) and pesticides handling procedures.

5. Training on measuring the level of Acetylcholinesterase Enzyme in the blood by using the AChE Test‐mate.

6. Field exercises (Appendix 3):

Field exercises were carried out on Desert Locust habitat at Wadi Alradh, 25 km away from the workshop venue. Participants were trained to indicate the right decision and take appropriate control method for the use of pesticides, according to the sensitivity of the targeted area. Moreover, participants were trained on how to use the different types of forms allocated for environmental monitoring (SOPs), as well as sampling techniques (water, soil, plant… etc.).


7. Training on Quick Assessment of environmental procedures;

− Applied standard operational procedures (SOPs).

− Training on the use of different monitoring forms for non‐target organisms in cultivated areas and non‐target organisms in non‐cultivated areas.

− Assessment forms for bees, terrestrial and vertebrates.

− Assessment forms for running water, ponds and wells.

− Training on sampling techniques (water, soil and plants)

− Control operation campaign and identifying good spraying practices.

Recommendations

All participants agreed on the following recommendations:

1. Front line member countries should organize and conduct workshops to raise awareness among their staff and concerned parties for the importance of EHS in the field of Desert Locust control.

2. Add EHS requirements to the national and sub‐regional training courses on Desert Locust survey and control operations.

3. Necessary action should be taken by national authorities to stop the use of Dust formulation in Desert Locust control operations, in order to protect human health and environment safety.

4. Necessary action should be taken by national authorities to reduce the use of emulsified concentrate (EC) formulations in Desert Locust control operations, and only to be an alternative in case of unavailability of other options.

5. Necessary action should be taken by national authorities to encourage the use of ULV techniques in Desert Locust control operations.

6. All EHS implementation procedures in Desert Locust operations should be documented in order to be evaluated by the concerned officer.

7. Ensure the efficacy of pesticides stock by regular analysis.

8. Implement pesticide stock management system (PSMS) developed by FAO, to manage pesticides stocks and mitigate the accumulation of the absolute pesticides in the central region member countries.

9. DLUs should communicate and cooperate with relevant authorities in their respective countries to implement the EHS requirements such as (Ministry of Health, Ministry of Environment, Biodiversity.. etc.).


10. DLUs should cooperate with national authorities to obtain maps and place of sensitive and restricted areas to be inserted on RAMSES database.

11. Participants who attended this Workshop are requested to submit a report to their direct supervisor upon their return, with a copy to the Secretariat of the Commission.
