Neighborhood Project Suggestions FY 2020 The Neighborhood Project Suggestions (NPS) process provides an opportunity for individual neighborhood residents to submit requests for improvements to the community during each biennial budget. Suggestions are assigned by the Department of City Planning to the applicable City department for review and response. Not all suggestions are feasible due to legal, physical, budgetary, or other constraints. Some proposed projects are able to be addressed with existing resources available and others are considered for inclusion in the assigned department's FY 2020 budget request. The Neighborhood Project Suggestions are coupled with the Community Budget Request (CBR) process. The FY (Fiscal Year) 2020-2021 CBR/NPS process started in May 2018 with an orientation meeting. City staff as well as Community Council representatives attended a brief presentation regarding the process. This meeting included an opportunity for questions and answers. The Neighborhood Project Suggestions (NPS) process provides an opportunity for individual neighborhood residents to submit requests for improvements to the community during each biennial budget. Suggestions are assigned by the Department of City Planning to the applicable City department for review and response. Not all suggestions are feasible due to legal, physical, budgetary, or other constraints. Some proposed projects are able to be addressed with existing resources available and others are considered for inclusion in the assigned department's FY 2020 budget request.

Project Summary: Traffic calming

Funding Status: Not Funded

Neighborhood Project Suggestion:

Speed humps and/or neckdowns on Fred Shuttlesworth Circle to reduce speeding and other erratic driving on the high traffic, residential secondary street.

Department Comments: Thank you for your suggestion. Unfortunately, a traffic calming program for this particular street is not funded in the current or future budgets. The Department of Transportation and Engineering appreciates your participation in the Neighborhood Project Suggestion process.

Project Summary: Traffic calming

Funding Status: Not Funded

Neighborhood Project Suggestion:

There is a park on Glenwood at Van Antwerp Place where children play. There is a school on Washington Avenue and Glenwood. Cars speed down Glenwood from Washington and sometimes turn onto Van Antwerp and this is a hazard for kids playing in the park, at the school and on Van Antwerp Place. We need to have speed humps on Glenwood at Washington Avenue and at the corner of Van Antwerp Place and Glenwood Avenue for the safety of our children and elderly adults that walk. Speed humps are currently on Glenwood Avenue pass Alaska Avenue to Vine Street where there is no park or school.

Department Comments: Thank you for your suggestion. Unfortunately, a traffic calming program for this particular street is not funded in the current or future budgets. The Department of Transporation and Engineering appreciates your participation in the Neighborhood Project Suggestion process.

Neighborhood: Avondale

Department Assigned: City Planning

Project Summary: Improving quality of life in Avondale, addressing issues such as criminal activtiy, blight, litter, traffic calming, lighting, and health initiatives.

Funding Status: Currently Funded--City Planning is currently working on a Quality of Life Plan with the neighborhood of Avondale.

Type of Use: Capital

Neighborhood Project Suggestion:

Clean, Safe, Healthy and Proud- The Alaska Avenue Pilot project. The purpose of this proposal is: To enhance and expand the ability to engage residents and homeowners at the street and neighborhood levels to help to fulfill our mission of improving the quality of life for children and families in Avondale; To help Alaska Avenue become a vital, vibrant and walkable street in the neighborhood; and To serve as a pilot project that could be duplicated throughout the community. Alaska Avenue is a one block, residential street that runs north and south between Forest and Glenwood Avenues in the Avondale Community. It is the sole means of access for the residents of Forest Park Drive, which runs off of it. Importantly, Alaska Avenue is a gateway from the north to the Burnet Avenue corridor and Uptown institutions. It is within walking distance of the nationally ranked Number 2 Cincinnati Children's Hospital Medical Center with it's new million dollar expansion, University of Cincinnati Health, Cincinnati Zoo , Ronald McDonald House and stones away from the new Hickory Place Townhouses. Like many neighborhoods in Avondale, Alaska Avenue have long time residents including decades-long homeowners, who are committed to the community. But also like many neighborhoods, there are challenges to attaining the full realization of the neighborhoods' visions. These challenges include: Criminal activity (especially the buying and selling of drugs by those not residing in the neighborhood; Excessive litter (left by those not of the neighborhood; Blighted and abandoned property often used for illegal activity; Speeding cars (again by non-residents); Over hanging and overgrown trees and bushes that require pedestrians (especially children and parents with small children) to walk in the street; Inadequate lighting and signage on the street. The tasks that are necessary to maintain and continue to be a "clean, safe healthy and proud " street include: 1) Enlist property owners, residents and clubs to participate in the Clean, Safe , Healthy and Proud" initiative; 2) Create a check list (criteria ) of what constitutes a "Clean , Safe, Healthy and Proud street;

3) Develop pre-, Mid-year and End of the year surveys of residents about the cleanliness, safety and health of and pride in their streets, and their priorities for improvements; 4) Create a pamphlet and web-page of city and community resources to help block and neighborhood clubs address concerns; 5) Train and provide volunteer "Helpers" to guide participant (block and neighborhood clubs , property owners and residents) in utilizing resources to make desired improvements; 6) Create incentives for property owners for their participation e.g. recognitions of best maintained properties and 7) Create a photo journal of the street's transformation to provide concrete and visual data about the improvements.

Department Comments: The Department of City Planning is currently working with members of the Avondale community on the Quality of Life Plan. These suggestions have been forwarded to the project manager for the plan and will be considered in the plan development. Neighborhood: Bond Hill

Project Summary: Street improvements

Funding Status: Not Funded

Neighborhood Project Suggestion:

In 2021, Bond Hill will celebrate its 150th anniversary; we hope to have a revitalized business district and a grand celebration for current and past residents. This project lays the groundwork for space for residents to gather and celebrate. The total amount of the project is $294,000, and the breakdown is outlined below: Bond Hill NBD Streetscape Improvement – Reading Rd. (south of Dale Rd.) Preliminary Estimate Streetscape: Scope includes demo and removal of existing sidewalk and equipment, installing new curb and sidewalk, curb ramps, driveway, new pole and traffic control signage. It includes installing soil and street trees. This work encompasses sidewalk work for the first 250 feet south of Dale Rd. Along the east side of Reading Road. Cost $160,000.00 Lighting: Street lighting proposed for the streetscape as defined above. Lighting includes the trench and conduit for underground installation, pull boxes, pole foundations, poles, and luminaries. The light type is anticipated to be LED. Cost $32,000.00 Traffic Signal: Update the signal at Dale Rd. and Reading to improve safety for pedestrians and safer vehicular traffic traversing the NBD Cost $53,000.00 Stormwater: Update and/or replace the storm water inlet on Reading near the intersection at Dale Rd. Cost $4000.00 Streetscape sub-total $249,000.00 Soft Costs: Includes Design, Construction Documents, Construction Management, Material Testing Soft Costs Sub-total $45,000.00 Preliminary total – streetscape and soft cost $294,000.00

Department Comments: Thank you for your suggestion. The Department of Transporation and Engineering (DOTE) has worked with the Department of Community and Economic Development (DCED) and the community on the preliminary design options and cost estimating for both streetscape improvements in Bond Hill as well as the larger Reading Road corridor improvements. The community applied for Cincinnati Neighborhood Business Districts United (CNBDU) and Neighborhood Business District Improvement

Program (NBDIP) Funding for 2019 but was not awarded construction funds. DOTE has also tried to coordinate efforts with the Port Authority who own a large parcel of developable land in the Neighborhood Business District (NBD). DOTE Traffic Engineering has implemented some traffic signal updates. DOTE will continue to work with the Bond Hill community, with DCED's help to better the Reading Road corridor. Traffic signal: rebuild at Dale and Reading is currently underway- foundations complete; overhead and pole work will be completed with current City project. Streetlighting: Is not funded in future Traffic Engineering budgets. Decorative lighting would be assessed and are typically funded by developers or CNDBU funds. The Department of Transportation and Engineering finds these suggestions to be very insightful and we appreciate your participation in the Neighborhood Project Suggestion process.

We would like to suggest that the Massachesetts Recreation Area is very close by an may be able to serve in a similiar capacity. Neighborhood Project Suggestion:

Community activity lot with one of the empty lots [similar to the alley in walnut hills] Could be used for a beer garden, movie nights, kickball games, cookouts, art projects, concerts, community team building events etc. Turn an empty parking lot into a Food Truck corral. It would be a destination spot for people to visit all over the city. you could charge the food trucks to set up or even make it a permanent set up like they have in downtown Portland. Perfect use of bringing people to an otherwise food desert.

Department Comments: Thank you for your suggestion. However, we are unsure if this is a Cincinnati Recreation Commission property. To help us better understand this request, a more specific description of the location would be helpful. We do appreciate your participation in the Neighborhood Project Suggestion process.

Please prepare and adjust the intersection of Clifton / McAlpin / Woolper Avenues for the new elementary school that will be in operation August 2019. Traffic light timing changes at certain hours of the day could prove beneficial to traffic flow at school dismissal time.

Department Comments: Thank you for your suggestion. Signal timing changes require a school transportation plan be approved. Extend rail service throughout the entire Cincinnati metropolitan area. Especially from downtown to the U.C. corridor and the airport.

Department Comments: Thank you for your suggestion. The Department of Transportation and Engineering (DOTE) has planned different rail corridors throughout Cincinnati and the region. These options include expansion of the streetcar to bus rapid transit (BRT) and to light rail. Regional engagement will be needed to continue the planning and funding efforts. Project Summary: Streetlight conversion from gas to LED lights

Funding Status: Not Funded

Neighborhood Project Suggestion:

Neighborhood Project Proposal for conversion of gas lights on rue de la Paix. Situation: rue de la Paix has 5 gas streetlights that are paid for by the two Maisons Lafayette Home Owners Associations (three by Block A and two by Block B). The light they cast is inadequate, and the cost of gas each lamp is $1,000 per year. The existing fixtures can be converted to electric at a modest cost and can be operated for a fraction of the cost. The converted lights would also be greener and reduce carbon emissions; in fact some states have even banned the use of gas street lights. The expected cost per LED light would be $2.40/year versus the $5,000 paid now. The proposed project is to be a test case for a potential conversion of gas lights throughout the City, resulting in untold savings. Proposal: Propose to install Charm-lite conversion kits in the two Block B gas lights. Mark Young, CEO of Charm-lite has the patent for the conversion kits and started the company 37 years ago. See https://www.charm-lite.com/ . A big project is beginning at The Reserve of Montgomery where they plan to convert 88 gas street lights (http://reserveofmontgomery.com/). A converted sample light is on display at The Reserve of Montgomery and it is almost impossible to detect any difference between the electric light and the gas light, though the LED light is slightly brighter. Mark Young recommends the quad bulb tree, which is intended for street light use, though the dual lamps would most accurately replicate the look of the existing lamps. The LED bulbs produce 1600 lumens for 15 watts per pole. Required is a 24 volt power source. Possible 24-volt sources for power: 1) Pull power already existing from Ludlow or the closest City source. 2) Tap into an existing source on the Association property. Next steps: The Association consults an electrician about the project. Technically the conversion does not require an electrician, but an electrician can a full picture of what is needed. The Association buys a transformer (ca $80). If all 5 poles are to be converted, a 250-watt transformer is recommended, even though each of the 5 poles only requires 20 watts, or 100 watts total. 250-watt transformers are less expensive and would provide adequate wattage. The Association buys conversion quad bulb kits ($99.95 ea) or double bulb kits ($49.95) to go in the existing fixtures, and optionally a dusk-to-dawn control ($19.95) to save electricity during the day. The City pays to run a conduit from Ludlow or Association property. Association pays for cleaning existing

If the Maisons Lafayette Home Owners Association would like to convert to electric lighting, a right-of-way permit will be required from a licensed contractor along with a revocable street privilege permit from the HOA. As plans develop for enhancements to Burnet Woods, the idea of a future dog park will be considered, although the costs of on-going maintenance for dog parks is an issue with our limited operating budget. Dog park please! Can be modest in size like in Washington Park, but even more basic if needed (just a fenced area and a waste station). Sites could include Dunore park (across from Jewish cemetery) or Burnet Woods, or even Mt. Storm (though I think that would get less use). Could partner with the Pop-Up Puppy Party group, who are obviously committed to this cause and already doing the volunteer work, and would likely be willing to help manage a new permanent facility.

Burnet Woods is under utilized. We would like to see new recreation spaces be added ( without the loss of trees) such as: Exercise/par core trails, extensive kids play area, splash park

Department Comments: Thank you for your suggestion. Burnet Woods is not necessarily underused. As plans develop for future enhancements to Burnet Woods, new playgrounds and picnic area improvements will be considered. However, extensive recreational features are not consistent with the Burnet Woods master plan or the character of the site. The Park Board does appreciate your participation in the Neighborhood Project Suggestion process.

Neighborhood Project Suggestion:

1. Dog park. Preferably in Burnet Woods or Dunore Park, as they are more centrally located than other potential sites in the neighborhood (e.g. Mt. Storm Park). A simple, modest area with a fence and trash can would suffice. It could also be modeled after the dog runs at Washington Park, which seem to be quite successful in serving a large and diverse urban population. 2. Enhanced playground at Dunore Park, with more shade. 3. Traffic light and crosswalk at Morrison and Ludlow, for safer access to Dunore Park. MANY people cross there already, and it's just not that safe.

Department Comments: Thank you for your suggestion. A number of people have requested a dog park in Clifton and have suggested several park sites. As plans develop for enhancements to Burnet Woods, the idea of a future dog park will be considered. Due to the fact that many park sites require replacement of aging equipment, increasing play equipment at Dunore Park is not a priority at this time. Neighborhood Project Suggestion:

I would love to have a small dog park or dog gathering place in Clifton. It should be concrete, stone, and turf like Washington Park so it continues to be atttactive to the neighbors and dog park users. Fundraising in the neighborhood and from corporate interests could occur to help with cost. Ongoing maintenance partners could be explored.

I have a suggestion for a permanent dog park in Clifton. We were featured last week on WLWT TV for our Pop Up Puppy Park on Ludlow where a group of neighbors have gotten together to create a once a month temporary dog park. The segment went national because I think the whole country saw how neighbors getting together to help a young, disabled man fulfill his dream of bringing his community together -- and the dogs too -- is a good thing for a city. There are so many of us willing to donate our skills in carpentry and publicity and clean-up to create a dog park somewhere in the Clifton area.

Department Comments: Thank you for your suggestion. A number of people have requested a dog park in Clifton and have suggested several park sites. Sites at Dunore and Mt. Storm are not feasible for a dog park due to the size, use, and topography of the sites. As plans develop for enhancements to Burnet Woods, the idea of a future dog park will be considered, although the costs of on-going maintenance for dog parks is an issue with our limited operating budget. Providing them with a residence will make it possible for them to get an actual job and income to provide for themselves. Maybe set rules/requirements for timelines of those who live in these buildings on attaining jobs and then contributing back to the home. This is also benifical to the community because removing the homeless population from the streets will help to increase the tourism and traffic downtown at all hours and just clean up the area in general. Yes there is an initial loss in investment but in the long run it will be paid back in its benefits.

Clifton Heights, the SouthWest part from the UC campus, is packed with houses that each reside 4 people. As a result, there are a lot of cars that need to be crammed on those tiny streets. The situation is to the extend that if you're a resident on one of those streets, if you don't drive home by 5PM on a weekday, there will be no parking spot in a 400ft radius from your residence. If you drive home on a weekend night, that number can increase substantially, wasting both time and effort for the residents and creating frustration. The street themselves, namely the streets from Clifton Ave to Flora St, are also barely 2-way streets with all the cars on the side. If a garbage truck is passing through, there is no way that one can pass through them. To remedy this issue, I propose to either start giving parking passes to specific spots, or to increase parking spaces by making those streets one-way and allowing diagonal parking on either one side or both sides. This will make sure that residents of the area can get a parking space nearby their houses, and the streets are close enough to each other and small enough that it wouldn't matter too much if they're one-way.

I am a student at UC. Everyday, thousands of students cross Clifton Ave and MLK Drive to get to and from class. These two streets are simply treacherous. Both are as wide as interstate highways, cars travel on them at high speeds, and there are not enough opportunities to cross the streets safely. The intersection of Clifton Ave and MLK Drive is particularly disturbing. As students, we quite literally have to RUN across a small right-turn lane where on-coming traffic does not stop, wait on a little "island" of sorts with cars flying past on all sides, cross another street that's either 5 or 6 lanes across to another similar "island," and then RUN AGAIN across ANOTHER small right-turn lane through which on-coming traffic does not stop. It's really hard to imagine the layout of these streets/intersection being any worse. They are very, very dangerous in what should be a pedestrian-friendly environment. UC is a university with tens of thousands of students and yet the campus is surrounded by a veritable moat of poorly-designed streets that only exist to facilitate the the movement of high-speed traffic. The intersection needs immediate re-designing, the (4) right-turn lanes with no stop signs should be eliminated, both Clifton and MLK need to be narrowed, more crosswalks should be implemented, speed limits should be lowered, and raised medians/pedestrian refuge areas constructed. The danger of these streets and intersection is something very often voiced by UC students, especially within the planning/design departments and this issue needs earnest resolving.

NOTHING has been done. This is a total shame that we don't provide citizens the means to keep recyclables out of the landfills.....Come on!!!

Department Comments: Thank you for your suggestion. The Park Board recognizes a need to do better with regard to collecting recyclables in parks, and is working to improve. In our parks we encourage, and many of the special events hosted in parks do offer, recycling. We also recycle at all of our buildings and recycle motor oil and wood. We have also begun using propane maintenance vehicles as part of our fleet. However, we have equipment and staffing challenges related to collecting and sorting recyclables from parks. Our current equipment does not provide for sorting, for example and we do not have separate recycling trucks, we only have garbage trucks. To remedy this, staff is working to develop a proposal to determine what equipment and staffing are needed to collect, haul and sort recycling from parks. The goal is to present to our board and the City this as part of our budget request for next year. We appreciate your suggestion and participation in the Neighborhood Project Suggestion process.

The Department of Transportation and Engineering (DOTE) has worked with Department of Community and Economic Development and the community on the preliminary design options and cost estimating for both streetscape improvements in Bond Hill as well as the larger Reading Road corridor improvements. The community applied for Cincinnati Neighborhood Business Districts United (CNBDU) and Neighborhood Business District Improvement Plan (NBDIP) funding for 2019 but was not awarded construction funds. DOTE has also tried to coordinate efforts with the Port Authority who own a large parcel of developable land in the Neighborhood Business District (NBD). The DOTE Traffic Engineering division has implemented some traffic signal updates. DOTE will continue to work with the Bond Hill community, with the Department of Community and Economic Development's help to improve the Reading Road corridor.

Hello and good day. I do not live in Walnut Hills, but visit frequently enough to have been impacted by the loss of the Kroger grocery store. There are many old folks, college students and working poor in this part of Cincinnati who have not the means to travel to a grocery store in another neighborhood. It is my suggestion that a grocery be built here, whether this be a large Kroger or a small Target, so that these individuals have the resources to continue to provide food for themselves and their families.

In regards to your suggestion, the City loaned money to the Walnut Hills Redevelopment Foundation (WHRF) to buy out the ground lease of the former Kroger building, which gives the neighborhood redevelopment rights and site control. We are now working with WHRF to give them favorable loan terms until they can secure a long-term tenant. WHRF has secured over $200,000 in grants to fund start up costs for a small grocery store. They have spent the past several months conducting surveys and meetings to understand what neighborhood residents want in a grocery store. They are currently evaluating location options and expect to choose a location and announce the store in the next 2-4 months. I would like to see speed bumps installed on all residential streets that are maintained by the city of Cincinnati and connected to Anthony Wayne Ave. Due to the construction on 75SB, or any time there is a traffic jam, commuters will take Anthony Wayne Ave. as a shortcut. Unfortunately when this happens, there is a lot of wreckless driving on our streets. The other issue is the amount of car lots around us. People test drive their cars on the streets our kids play on at high rates of speed. The combination of the two has caused numerous hit and runs. Please help us keep our beautiful newly paved streets (thanks to the capital improvement program) for years to come by slowing down drivers. There are multiple scenarios where not only the residents, but the city would win. Thank you for allowing me (the resident) to have my voice heard!

For example, one of the criteria for the Amazon headquarters was a well established public transportation system, which we do not have in Cincinnati. City planning will become more and more important into the future and in order to bring business into the city. Also, green spaces, such as community gardens, made in parts of the city suffering from blight or condemned homes could be a nice idea to fund. Ensuring that everyone has access to healthy food, even in poorer areas, would make the city have better food security. Overall, I am in favor of investing in something that can return something back to the all people in all income brackets. Of course, the opioid crises may need additional funding as well.

I live in one of the lovely condos off Maryland Ave. (the section closest to Lower Price Hill) a lot of the homeowners and renters here would love for the street below to be cleaned up a little bit and have a small delicatessen or even a gym nearby. There's been a surge of young adults/working professionals such as myself who've moved to this area due inpart to the fabulous skyline views and close proximity to downtown without all the noise or hustle of downtown. Having a small place to get groceries nearby or a place to workout would make this are even more attractive and in my opinion move in other individuals who would keep the neighborhood moving forward. Riverfront jogging/nature trails. It would be great to access the river or be able to run/jog along side/near it from where I am without having to drive or go along major highways where ya less safe for a single female or pedestrian in general. There are some small parks in the area but few of them are safe, they're also mostly for children or parents with small children and none of which stretch out far enough for a decent run. Ideally, having a route that connected from here to downtown along the river that allowed joggers/bikers to go from lower price hill to downtown or even further would be phenomenal. I think it would help bolster interest in and revitalize this area. On HWY 50, across from the Speedway near rover road, there should be a traffic signal or stop light, perhaps even widen the lanes through there. Often when turning off of Maryland (since you have to look both ways, there are a number of people who do not yield from the left and traffic that isn't required to signal if they are merging on the highway or going straight. It's quite dangerous and needs to be looked at. I've seen a number of close calls there.

Continue to repair/redo the streets and curbs in Madisonville. Only select streets were worked on last year, but some streets are in dire need. For example, the section I live on of Simpson Avenue was not done though the rest of Simpson was done. I asked the construction workers why and they said they were told "because there were never curbs here before" but they thought our section was the worst. There is a great dip between the sidewalk and the street which is potentially dangerous. Construction on a lot of our street would bring more revitalization to our neighborhood.

Department Comments: Thank you for your suggestion. The entirety of Simpson Avenue was rehabbed in 2017. The section of Simpson Avenue from Roe Street to the railroad tracks north of Erie Avenue is an unimproved, or uncurbed, roadway. The Street Rehabilitation Program repairs existing infrastructure. The Department of Transportation and Engineering (DOTE) does not construct new curbing for unimproved streets. This would require a street improvement project consisting of storm sewer improvements, new curbing, and a reconstructed pavement. This type of work typically costs about 10 times the cost of the street rehab work. There is currently no funding available for street improvement projects. We do however appreciate your participation in the Neighborhood Project Suggestion process.

Madisonville is an extremely walkable neighborhood in general, however, currently walking on the sidewalk on Madison Road is a risky endeavor.

A project of this magnitude will likely require grant funding in order to move toward construction. Surrounded by lush greenspace relatively new park equipment, and a baseball field, Bramble Park should be a proud community destination, but it is not. Instead, some residents don't go here for safety concerns, as drug use and prostitution are common, but also because it doesn't have much to offer beyond the playground space. It could be so much more. Bramble Park should be a destination for Madisonville residents, the place where events and festivals are held, where neighbors gather on summer evenings. It should include a bike trail linking Madisonville to the Murray Road Trail just south of the park. The community would like CRC and Parks to engage with us in a Master Planning process. We have ideas for the bike path, an amphitheater, much-needed restrooms, and more to make this a true community asset and something we can all be proud of.

Mt. Airy has two projects directly related to safety improvements that we already have estimates and the staffing to implement. This proposal has been approved by the Mt. Airy CURE (the CDC) and the Mt. Airy Community Council. 1) We request $6,300 to convert the Duke Energy Lights on Colerain to LED Lights. We received this estimate from Curtis Hines in DOTE. There are 9 poles that need to be converted, each costing around $700. This would complete an ongoing project in Mt. Airy. Last year, Mt. Airy CURE was awarded a $30,000 minor grant from NBDIP to convert the non-Duke Energy lights to LED. This was completed last year. 2) To improve the safety in Mt. Airy, we are requesting $4,000 for an additional camera transmitter to connect our security cameras to the Cincinnati Police Department. While we currently have one that is sitting on top of the Mt. Airy Water Tower, we are requesting a second one to be installed on Hammond North Complex (we have recieved permission from the owner). We need this for two reasons. 1) Since Mt. Airy's Water Tower is the highest spot in the city, it is prone to lightning strikes. With the recent weather, we found out that our last transmittor was destroyed in the lightning strike and we did not have a backup. 2) We are currently working on installing new security camera's in Hawaiian and Bahama Terrace due to the large amount of safety concerns. The camera's in Hawaiian Terrace are not able to connect to the current transmittor due to it's location. Barry Whitton from CPD has provided all of this information to us. Proper curbs and sidewalks on all neighborhood streets. Eliminate the drain off ditches, like the ones wayside avenue

Department Comments: Thank you for your suggestion. Unfortunately, the Department of Transportation and Engineering (DOTE) does not have a program or funding to construct new sidewalks or for street improvement projects. Streets such as Wayside Ave. are considered to be unimproved or uncurbed. It would take a street improvement project to replace the existing roadside drainage ditches. Street improvement projects typcially costs about 10 times the cost of street rehab work since the work consists of constructing new storm sewer infrastructure along with new curb, pavement, and sidewalks. DOTE rehabs streets in Mt. Washington and the other 51 communities on a three-year Street Rehab cycle. The Rehab program repairs existing infrastructure. We rehabbed 15 streets in Mt. Washington in 2018 and the Street Rehab program will return to Mt. Washington in 2021. We appreciate your participation in the Neighborhood Project Suggestion process.

I would like to see the intersection of Beechmont Ave and Corbly Rd resurfaced. It took a lot of damage this past winter and has been patched but it is still like driving over a washboard. Also, could you install a traffic camera at the intersection so that you could catch the idiots who try to turn left from Beechmont to Corbly even though there is a "No Left Turn" sign there?

Department Comments: Thank you for your suggestion. The paving of the intersection of Beechmont Ave. and Corbly Rd. did not make the cut for the 2018 Mt. Washington Rehab project. The future paving of this intersection will be included with the paving of Beechmont Ave. from Corbly Rd. to Campus Ln. This section of pavement will be reassessed again for rehab when the Street Rehab program returns to Mt. Washington in 2021. I would VERY much like to see the speed limit monitors there, within the little "downtown" part of Mt. Washington. AND, if the city needs money, put an officer out there for two or three days. Lots of tickets will be written.

A crosswalk or stoplight is desperately needed at the corner of Roxbury St and Beechmont Avenue. I have witnessed a number of auto accidents, in addition to pedestrians hit in this area. People often cross the street at this location bearing children or pushing them in strollers. Drivers fly through this area. Adding a light or lighted crosswalk would encourage people to slow down and emphasize safety first. The closest intersection is at Corbly and Beechmont, but they are not walking down to that intersection to cross. We need something in place before more people get hurt. It would also help the business district as a whole, to prevent people from doing 50 MPH zooming by everything and forcing them to be more aware of their surroundings.

Department Comments: The Traffic Engineering division staff of the Department of Transportation and Engineering (DOTE) staff will investigate to ensure appropriate traffic control signage is present and evaluate if a crosswalk is warranted. These could be cut into the hill requiring no hardware to keep it safe. Grass would grow on the steps to keep them aesthetically pleasing to fit into the park setting. Also, would be an advantage to hikers coming up the steep hill.

Step maintenance and general trail maintenance is a priority for the existing 65 mile trail system in parks. Adding addtional steps would be an issue with our limited operating budget. Department Comments: Thank you for your suggestion. Mt. Washington has recently been awarded funding for a number of projects through the City’s Neighborhood Business District Improvement Program (NBDIP). In 2015, the neighborhood was awarded funds to revitalize the business district parking lot located at Corbly Street and Oxford Avenue. The goal of this project is to create a clean and safe parking area for businesses and patrons of the business district, and the first phase of the project is currently under construction. In 2018, the neighborhood was also awarded funds for the acquisition of the Mt. Washington Beer & Ice building located at 6139 Plymouth Avenue and for a placemaking study for the business district. The goal of the acquisition is to attract a new business to the business district, and the goal of the placemaking study is to showcase opportunities available in Mt. Washington to attract future businesses and investors. While development at this time is primarily taking place within the neighborhood’s established business district, it is a hope that such development will move outward into other business-oriented areas in the neighborhood, including the intersection of Sutton Avenue and Benneville Street. Department Comments: Thank you for your suggestion. Apjones Street is currently rated in "poor" condition. As such, it is tentatively scheduled for rehab with the 2020 Northside Rehab project. The work of the Street Rehab program includes both curb repairs along with paving. The preliminary list of streets for the 2020 Northside project also includes Boyd St., Bookside Ave., Chambers St., Delaney St., Donaldson Pl., Fergus St., Glen Parker Ave., Gulow St., Haight Ave., Langland St., Mad Anthony St., Pitts Ave., Saxon Ave., Virginia Ave., Weigold Ave., Westmoreland Ave., Williamson Pl., and Witler St. This list of streets still needs to be coordinated with the various utilty agencies to check for construction conflicts. This neighborhood is about 70 percent renovated/being renovated historic homes and is beautiful but the streets look awful. They are full of potholes and patched up work. Repaving the roads would make the neighborhood much more appealing and would match the wow-factor of these beautifully rennovated homes, while also making the neighborhood safer to drive.

We have a dangerous speeding issue on Paddock Rd., both north and southbound between Reading Rd. and Tennessee Ave. Cars reach speeds of 40-50 miles per hour. Cars often blow through the red light at the corner of Paddock Rd. and Sunnyslope (on the west) and Paddock Hills Ave. (on the east) Therefore, I am submitting a request for solar speed radar signs on Paddock Rd. next to Avon Fields Golf Course. We also could use another garbage at the next bus stop south of the Reading Rd./Sherman Ave./Victory Pkwy intersection.

Spring Grove Village Gateways Project A collaboration between residents of SGV, the Village Development Corporation (I am current Vice President of the Board of Trustees and anticipate support for this effort), the businesses along Mitchell Avenue (Carlisle and Fitch, Flamingo Haven, Restaurant Depot, Taft's Brewpourium, Superior Honda etc), the City of Cincinnati Dept of Transportation, and potentially other Cincinnati orgs such as Keep Cincinnati Beautiful, Cincinnati Permaculture Institute, Artworks Cincinnati, etc. To improve the aesthetics, safety, and walkability of the entryway to SGV proper via Mitchell Ave, from Spring Grove Avenue/Kenard Kroger down to the turn at Este/W Mitchell Ave. Installation of a light at the intersection of Este/W Mitchell Ave. Installation of low maintenance perennial bee/butterfly supporting plants along curb-lawns and center dividers (no mow). Installation of native edible tress/shrubs to create a public food path between SGV and nearby grocery/bus stops. Installation of murals to promote community cohesiveness. Specifically the messaging "It Takes a Village" or in kind messaging as well as historically significant imagery. Expanding upon work completed on Spring Grove Avenue across from Frisch's. Department Comments: Thank you for your suggestion. Unfortunately, a traffic calming program funding for this particular area is not funded in the current or future budgets. Spring Grove Village is currently undergoing two efforts that may support this need. The neighborhood is currently working to create a new neighborhood plan, SGV 2.0, as well as is working to establish a neighborhood business association. Through these efforts, an inventory of businesses will be conducted, and the neighborhood will be able to establish priorities for attracting new businesses. A neighborhood business association will also help attract and retain businesses, as it will provide a network of support and connections to necessary resources. Additionally, the City offers small business loans that could help a coffee shop entrepreneur start their business in Spring Grove Village. The Office of Environmental Sustainability (OES) has limited funding for tools and supplies to assist community gardens, but not for Design or Visioning work. We will take your suggestions under advisement and we appreciate your participation in the Neighborhood Project Suggestion process.

I respectfully promote a more walk-able and safe connection between Walnut Hills and Eden Park, specifically; Paint crosswalks at the intersection of Nassau Street, Kemper Avenue and Luray Avenue; Construct a sidewalk along the eastern edge of Luray Avenue, which is part of Eden Park (so that dog walkers, joggers, and other pedestrians can have better access to this pleasant green-space and to the rest of Eden Park), Install a speed bump along Nassau Street (in front of 992 Nassau Street) so that cars speeding through the neighborhood must slow down before approaching the dangerous Kemper and Nassau intersection. Make the intersection a traditional four-way stop (non-residents have no clue it is a three-way stop as they speed into the intersection) (FYI, additional signage won't help as it is not a flat intersection), Much Obliged, Travis from Walnut Hills.

Department Comments: Traffic Engineering division staff of the Department of Transportation and Engineering (DOTE) will investigate to ensure appropriate traffic control signage is present and evaluate if a crosswalk is warranted. The Linn Street corridor between Liberty and Central Parkway is a bit chaotic, particularly during the summer (too many people congregating / loitering on the sidewalks, people slowly crossing the street creating a hazard to themselves and adversely impacting traffic, etc.). I would like to see it turned into a boulevard with a center island (grassy area). It would be terrific if the city also planted trees to create a canopy. If feasible, Linden trees could be planted and the corridor could be nicknamed "Unter den Linden", the name of a famous boulevard in Berlin, Germany. This could serve to beautify the area, improve safety, and be used to market the city to improve tourism. The German theme also ties in nicely to the neighboring "Over the Rhine" area.

Please repair or replace the Western Hills Viaduct. It is a vital part of our mobility and provides access to this side of town. It is becoming dangerous.

Department Comments: Thank you for your suggestion. Preliminary and environmental engineering for a replacement structure has been completed and a preferred alternative has been selected, i.e. a new viaduct to be constructed south of the existing viaduct. Federal grants in the amount of $27 million have already been secured for the project. An additional $66 million has been pledged equally from the City of Cincinnati and Hamilton County. The current estimated cost of the project is $335 million. Right-of-way acquision and detailed design are on-going. The City and County continue to apply for federal and state grants to fill the current funding gap. It is anticipated that the project will be built in phases to align with available grant monies. Construction could begin as early as 2022. We hope that this information is helpful, and we appreciate your participation in the Neighborhood Project Suggestion process.

Daytona Ave (Westside of Glenmore Ave) does not have curbs. The road and green spaces therefore are helter-skelter and looks like appalachia. It looks deplorable and drives down the beauty of the area. Cars park up on the side of the road in grass areas. It is a small section of road; only two blocks. This is a neighborhood that has greatly changed over the years and I feel this is an ideal project that can increase the livability and beauty of the area.

Department Comments: Thank you for your suggestion. Daytona Ave. from Glenmore Ave. to Lakeview Ave. was last rehabbed in 2007 and most recently surface treated in 2017. It is currently rated in "excellent" condition. The installation of curbs along this section of Daytona Ave. would require a street improvement project. Street improvement projects typcially costs about 10 times the cost of street rehab work since the work consists of constructing new storm sewer infrastructure along with new curb and pavement. There is currently no funding available in this particular area for street improvement projects. Hi. I live on the 2800 block of Urwiler Avenue and have been here for around 20 years. It used to be a peaceful and idyllic street with very little traffic. Nowadays, this is a very busy street, as non-neighborhood cars AND TRUCKS speed on it. Please, I would like to say... We REALLY need speed bumps on our street for the 2 blocks of Urwiler between Epworth Avenue and McFarlan Drive. People (non-residents) use our street as a cut-through in both directions from Montana to Western-Northern Boulevard and vice-versa. Speeds in excess of 50 MPH occur DAILY as people rush to and fro. We have lots of pets and some little children that live here. I was putting my trash on the curb a week or so ago and saw this car lighting up speed from the next block up and by the time she passed me, the driver was up to highway speed, and I'm guessing 60 MPH!!! I waved with both arms and yelled "SLOW DOWN!" at her as she approached, but she paid me no mind. Many drivers just don't respect other people's streets any more. This is just one of many examples of dangerous speeders who abuse our street with their thoughtless and aggressive driving. As the loving and invested citizens of this beautiful neighborhood, short of standing out there at the edge of the street like a thug with a baseball bat to threaten smashing into the speeders' car as they pass by, what can we do??? We need our city's legitimate help and concern to control this dangerous situation. If we had speed bumps, speeders would learn that they'll get their teeth rattled if they use our street as a highway. if this happens to them even once, they will slow down forever and we, our pets, and our children who live here will be safer again.
