Dear Pulborough resident,

Your Parish Council is putting together a Neighbourhood Plan for Pulborough parish (including Codmore Hill, Marehill, North Heath and Nutbourne). The results of this survey will determine the underpinning principles and overall direction of our plan and so it is very important that you, your family and your neighbours take this opportunity to make your views known.

What is a Neighbourhood Plan? A Neighbourhood Plan is a new way for local people to influence the planning and development of the area in which they live and work. It lasts for 15 years and should:

• Develop a shared vision for a village or town. • Choose where new homes, shops, offices and other development should be built. • Influence how much housing should be built, and of what type. • Identify and protect important local green spaces or other treasured assets.

Once approved, our plan will have legal force in setting out what development is acceptable in our parish and for what reasons. Developers and local authority planners will have to take notice of it. Without a Neighbourhood Plan, we will have little control over any development that takes place and will receive less community funds from those developments.

We can influence development, not stop it altogether Our Neighbourhood Plan must comply with Horsham District Council’s Local Plan and the government’s wider policy of sustainable development. This means that it is inevitable that some new housing will have to be built in Pulborough in the future. Having a Neighbourhood Plan in place will help us ensure that this housing is suitable for the parish and meets the needs of our area. It will also help us to identify the facilities and services that need to be in place to meet the demands that any new housing will make upon our community.

Sustainable development is a core principle of Neighbourhood Planning. It says that development that brings benefits to a community (see box below) should generally be approved. In short, sustainable development is development that is good for people and their sense of community; supports the local economy; gives people the opportunity to live and work here; does not waste resources; and protects green places and wildlife. Our Neighbourhood Plan needs to set out what type of development we want to see in Pulborough, as well as what we don’t want to see and why.

The government’s National Planning Policy Framework defines sustainable development as:

SOCIAL: supporting strong, vibrant and healthy communities by meeting present and future housing needs; and by providing a built environment and local services that support the community’s health, social and cultural wellbeing.

ECONOMIC: building a strong economy by making sufficient land available in a way that supports growth and innovation; and by identifying and coordinating the provision of infrastructure.

ENVIRONMENTAL: protecting and enhancing

our natural, built and historic environment by improving biodiversity, using natural resources prudently and responding to climate change.

UK planning policy requires a “presumption in favour of sustainable development”. This means that HDC will approve without delay any planning applications that they consider sustainable, unless an approved Neighbourhood Plan specifies otherwise.

Pulborough parish contains five distinct settlements. These are Codmore Hill, Marehill, North Heath, Nutbourne and Pulborough village (see map at the beginning of this survey). Although HDC’s Local Plan seeks to prevent different settlements merging, in reality this has already begun to happen in some places in our parish. We would like to know how much of an issue people think this is in the case of each settlement.

2.10 The Pulborough Community Action Plan 2012-2015 stated that the pattern of recent housing developments and lack of connections between them “is having a negative effect on the village’s identity and the community’s sense of itself”. Do you:

By brownfield, we mean land which has been previously developed with some form of permanent structure. By greenfield, we mean land which has never been developed in that way.

*What do we mean by brownfield/greenfield?

Pulborough had 5,200 residents in 2011, an increase of over 10% since 2001 which is almost twice the growth rate for West Sussex in the same period. By 2031, the government forecasts a population increase of around 20% – just over 1,000 more people.

Between 2000-2014 there have been 500 new homes built or granted permission in Pulborough.

As a small town/larger village, Pulborough is in Horsham District Council’s (HDC) second level of development priority – along with Billingshurst,

Broadbridge Heath, Henfield, Southwater, Steyning, Bramber & Upper Beeding, and Storrington & Sullington. HDC currently expects these villages to take a total of 1,500 additional homes between them over the next 15 years.

Pulborough, like the rest of the district and county, has an ageing population and a shortage of young working people. That trend is currently only getting stronger and may become unsustainable if it is not addressed.

5.2 Pulborough, like West Sussex as a whole, has a large number of home-based businesses.
