PURPOSE OF THE REQUEST FOR BIDS: To LAN & Equip the computer lab(s) at Kandahar Agriculture University, Ghazni Technical university , Logar, Panjshir, Konar, Badghis, Paktika, Ghor, Farah, Sare pol, Orozgan and Laghman Higher Institutes. GENERAL CONSIDERATIONS: This Request for Bids is not a contract offer. Acceptance of a proposal neither commits Kandahar Agriculture University, Ghazni Technical university , Logar, Panjshir, Konar, Badghis, Paktika, Ghor, Farah, Sare pol, Orozgan and Laghman Higher Institutes to award a contract to any BIDDER, even if all requirements stated in this Request for Bids are met, nor limits our rights to negotiate in our best interest. We reserve the right to contract with a BIDDER for reasons other than price, as per criteria above.

RIGHT OF REJECTION: We reserve the right to accept or reject any or all responses to this Request for Bids and to enter into discussion and/or negotiations with one or more qualified vendors at the same time, if such actions are in the best interest of Kandahar Agriculture University, Ghazni Technical university, Logar, Panjshir, Konar, Badghis, Paktika, Ghor, Farah, Sare pol, Orozgan and Laghman Higher Institutes.

BIDDER’S QUALIFICATIONS: The bidder/installer must be licensed to import and install the computers and other related equipment.

TIMETABLE: The BID should include a timetable for meeting the TARGET DATE for the FINAL DELIVERY AND TESTING OF EQUIPMENT.

TECHNICAL CONSIDERATIONS:

1) The choice of equipment brand is left to the bidder, however, a technical description of the capabilities of the equipment must be enclosed with the bid (not more than 1 page), as part of the COST proposal.

2) Consideration must be given to the remoteness of universities for service and support, and locating spare equipment at the University in case of failure.

BID COST PROPOSALS:

1) There should be cost proposals for COMPUTER LAB EQUIPMENT list should be broken down by list of equipment and installation cost, if installation is not included in the equipment.

2) The cost proposal should be in EURO.

3) The BID should include a statement of INVOICING FLEXIBILITY. As stated above, the BID COST PROPOSAL should be in EURO. As per NATO NIG conditions, payment will be made based on the BID WINNER’s COST PROPOSAL. Upon announcement of the BID WINNER, the BID WINNER will prepare a pro-forma invoice and should be sent by email to the Co- Director Mr. Shahjahan Amiry from Ministry of Higher Education [email protected] and Lew(is) Shadle: [email protected], and copy to NATO SILK Afghanistan Project Manager, Dr. Walter Kaffenberger [email protected].

4) Payments will be made in installments of 50% in advance, 30% upon delivery, and 20% upon successful installation and testing. INVOICING FLEXIBILITY will include a statement that the BIDDER has the capability to deliver equipment to meet the TARGET DATE, in the event that payment is delayed for any reason.
