Topic: Role and Responsibilities of Civil Committees in the Current Environment

The essay should mainly cover the following broad points:

The idea of committees arose from the need of a focused attention, deliberations or study on aspecific topic. Such committees consist of subject matter experts or the people who have theauthority to call such experts as and when required. Governments world over have depended oncommittee systems. The system is increasingly becoming a favoured approach in view of therising complexities and even expanding sphere of state intervention. However, change ingovernance paradigm, where citizen participation in the processes is considered necessary tohave effective governance and public service delivery, has brought increased attention tocommittees where citizens are also members of a body to look into specific issues.

In the context of decentralization, an important role has been envisaged for grass root levelinstitutions. There are bodies whose members are citizens only, but they have proved to beeffective in realm of public affairs. Though in case of developing countries, it may be said thatthe state has often played a facilitating role to make such bodies effective. In developed societies,citizens have been able to demand such facilitation from the state. However, such instances arenot exclusive and there are instances of both the types in both types of societies.

The essay writers may look into the factors that have given impetus to more demand for citizens'engagement in the governance process and in this context what roles and responsibilities are jassumed or indicated by the citizens. The measures to make such committees effective may bejdiscussed to find the necessary and sufficient conditions for them to be able to discharge their jroles. What was the need for a constitutional amendment for GST implementation? Will it change thedynamics of centre-state relations? Is GST a good thing for fiscal federalism anddecentralisation?

General Guidelines for the Essay

The essay should be in English or Hindi language. The length of an essay should beapproximately around 5000 words. An essay exceeding 5500 word limit shall not beaccepted. The contestant must indicate the total number of words of the essay, failingwhich it shall not be accepted. All essays must be typed in double space on only one side ofthe paper and those entries which do not adhere to the stipulation shall be deemed rejected.It should be submitted in triplicate under a "nom-de-plume" or "alias". The full name andaddress of the competitor should be mentioned on a separate sheet and enclosed in a sealedenvelope bearing the nom-de-plume on the outer cover with the following inscription.

The case study must be in two parts.

Part I is to comprise 5-1,0 A4 size pages typed in double space, using size 12 of Times New RomanTontandkeeping^oneand-half inches margin- on each side^of the^page: It should consist pfa^^escription:of an official organizational context concluding with an important decision to be made. Thefollowing information could be provided: the decision to be made - what, why and who has to make it; abrief history of [the organization, its vision/mission/values, goals/objectives; the present scenario; keystrengths and vveaknesses of the organization; challenges, threats and opportunities; influentialpersonalities/groups relevant to the focal decision - their feelings/views (given in quotations) as obtainedthrough intervieWs or accurately paraphrased; socio-political, economic, technological and culturalpressures; group (and personality factors - values, attitudes, needs and expectations; skills; organizationalreward systems; behaviour modeling and example setting by the organization's leadership andotherfactors relevant to the focal decision; visualized options/alternatives that seem to be available and theirimmediate, short, medium and long term consequences- the pros and cons thereof. Finally, instead ofmerely calling this part of the case study as Part I, it should be given a title based upon either one of the

following:-

Annual Decision Making/Teaching Case Study Competition - 2017

The objective of IIPA's Case Study Programme is to build a body of knowledge in governancethrough case studies with a view to promote a deeper and wider understanding of the functioning of IndianAdministration in its specific environmental and institutional framework and also to broaden ourknowledge and understanding of global and national best practices. In order to develop relevant casestudies for use in the learning process, IIPA has renamed its annual case study competition as the AnnualDecision Making/Teaching Case Study Competition.'

(ii) focal decision to be made.,

Part II is to comprise I - 3 A4 size page(s) typed in double space using size 12 of Times NewRoman font and keeping one and a half inches margin on each side of the page. It should consist of thecase writer(s) perceptions of what actually happened - the decision that was actually made, why, withwhat expectations, the actual consequences that occurred and any views that the case writer wished toshare vis-a-vis the case and the important learning - problems/concepts/insights and or skills - that thecase may be utilized for imparting in the teaching/training process. Finally, instead of calling this part ofthe case study as part II, it should be entitled: Perceptions of the Case Writer (s).

An executive summary of the case study is to comprise 1 - 2 A 4 size page(s) and typed in the same^way aS^PartsT^an(f II mentionecLearlier, Three copies each of the case study (i.e., Parts I and II) and theexecutive summary are to be submitted."^"~—___

Each case study should be accompanied by the following information: title of the case study; nameof the case writer (s); address and telephone(s) of the Case Writer(s) and fax/email where available. Thecase writer(s) should also state whether the case study has been approved.-for publication by the concernedorganization or whether approval is yet to be taken; and, finally, the signature(s) of the case writer(s).

The competition has a first prize of Rs. 10,000, a second prize of Rs. 6,000 and a third prize of Rs.4,000/-. Excluding the award winning case studies, any other case studies that are considered suitable forpublication shall be given an honorarium of Rs. 2,000/- each.

Any individual or group of individuals may submit a case study to the Institute for the competition.In case of joint authorship, the award will be equally distributed. However, each individual may submitonly one entry for the competition, either individually or as part of a group.

A case study submitted for the competition must fall within the broad areas specified and be in theformat prescribed above. The case study should not have been published elsewhere as the copyright willvest with the Institute and the writer, if the case study is selected for award/publication.

The last date for the receipt of the case study is 31 August 2017. The cover should be superscribed with "Annual Decision Making/Teaching Case Study Competition - 2017" and be addressedto the Registrar, Indian Institute of Public Administration, Indraprastha Estate, Ring Road, New Delhi-
