► The BV classification certification system changes !!! The current certification system, in force since 1997, comprises a classification certificate

(definitive or provisional), an annex for notes/memoranda, various annexes for hull, machinery, boiler, automation, refrigerating installations, etc, annexes dedicated to the endorsements of visas and recommendations and an annex for ballast tanks protection.

1. Introduction

► The hand-written endorsements in the certificates on board, which were considered in the past as an advantage for BV, became obsolete with the development of information and communication technologies in recent years.

► Data stored in BV Central database is now easily available to owners through VeriSTAR Info and surveyors may easily get connected to the network to obtain up-to-date information about ships classed.

► The main principles of the new certification system are: A simple, easy to read Class Certificate, in line with BV visual identity

No more hand-written endorsements on Class Certificate (visas/recommendations), except for crediting annual and intermediate surveys

No more annexes to class certificate

All endorsements are made electronically

Introduction of new concepts: Planned Inspection Items and Verification Schemes

An enhanced ship status for owners including all information previously available in the annexes to the class certificate

Annual survey will only be endorsed when annual surveys for hull, machinery, boilers, and any applicable additional class notation have been completed.

Intermediate survey may be carried out in more than one attendance. It will only be endorsed when it is completed.

► No more annexes ? One exception

For ships having service notation Chemical Tanker, FLS Tanker or Product Tanker, the list of products that the ship is authorized to carry is still to be attached to the class certificate.

This list is generated by the LPOs using the software VeriSTAR Chemicals.

For the above ships, the sentence “See list of authorized products attached” is displayed below the ships notations, as shown.

The list of authorized products is attached to the certificate.

► As per BV Rules Part A Ch 2 Sec 2, 2.10, any damage in association with wastage over the allowable limits (including buckling, grooving, detachment or fracture), or extensive areas of wastage over the allowable limits, which affects or, in the opinion of the Surveyor, will affect the ship's structural, watertight or weathertight integrity, is to be promptly and thoroughly repaired.

These items normally not lead to issuance of recommendations as they must be repaired during the survey.

► Items identified as a result of our surveys which do not fall under the above definition may be endorsed to be dealt with later. These are the Planned Inspection Items. There are two types of planned inspection items:

Recommendations – A defect and/or deficiency to be dealt with in order to maintain class, within a specific period of time.

Observations – Items not falling under the above definition, but still affecting the class. These items are to be dealt with by the ship’s crew within the maintenance system of the vessel.

► Items normally subject to the issuance of a class recommendation: Items subject to a prompt and thorough repair but of a localised/isolated nature.

• Example: A minor hole in cross deck strip of a bulk carrier can be considered of isolated and localised nature which does not affect the ship’s structural integrity. Temporary repair to restore weathertightness may be accepted together with the issuance of a suitable class recommendation for permanent repair at a later date.

IMO statutory detainable deficiencies which are covered by the classification rules, where adequate repair facilities are not available. Some examples below:

• Failure of proper operation of propulsion and other essential machinery

• Excess amount of oily-mixture in bilges, improper operation of bilge pumping arrangements

• Failure of proper operation of main and auxiliary steering gears

• Failure of proper operation of emergency generator, lighting, batteries and switches

• Missing or defective quick closing valves

• Missing or defective safety valves

• Etc

► The concept of Planned Inspection Items also apply to statutory certificates.

IACS Recommendation 96 provides guidance on the issuance of statutory recommendations and/or observations.

Statutory Recommendations – Deficiencies considered to endanger the people onboard, the stability or integrity of the vessel, the cargo, or is likely to cause pollution.

Statutory Observations – Minor findings not considered to pose danger to the ship, the environment or persons on board.

► However, the issuance (or not) of short term certificates in connection with the issuance of statutory recommendations and/or observations is to be considered on a case by case basis, as per Flag instructions.

► Verification Schemes

For each planned inspection item, the attending surveyor shall define a limit date and the scheme for verification of the item.

Two verification schemes are possible:

• Scheme 1: Remedial action by the assigned due date shall be taken by the ship’s maintenance system competent person (e.g. Captain, Chief Engineer). The confirmation of remedial action taken shall be reported to Bureau Veritas through VeriSTAR Info. Records of remedial actions taken shall be kept onboard and presented to Bureau Veritas surveyor during next attendance after the indicated due date for owner’s action.

• Scheme 2: Survey of the item by BV Surveyor upon completion of the remedial actions, by the assigned limit date.

Each planned inspection item (recommendation or observation), depending on its nature, may be assigned verification scheme 1 or 2.

Typically, an observation shall be assigned verification scheme 1 and a recommendation shall be assigned the verification scheme 2. However, there may be some circumstances where a recommendation may be assigned verification scheme 1 (e.g. documentation) or an observation may be assigned verification scheme 2 (e.g. ship’s maintenance system not reliable)

* As per BV Rules part A, a recommendation is pending until it is cleared, through a survey by the attending surveyor or upon evidence that requirements have been completed, to the satisfaction of the Society.

► Verification scheme 1 requires the planned inspection items to be dealt with within the ship’s maintenance system, under the responsibility of ship’s officers (Captain, Chief Engineer).

► Prior to assign verification scheme 1 to any planned inspection item, the surveyor must obtain the agreement of his SSOM and must satisfy himself that:

The ship has implemented a Maintenance System

The ship’s Maintenance System is kept up to date by the competent persons

The competent persons understands which remedial actions shall be taken, the way to report on actions taken through VeriSTAR Info and the records to be kept onboard to be presented to Bureau Veritas surveyor during the next attendance.

Verification scheme 1 shall be applied only for ships having a

reliable and efficient maintenance system implemented on board.

Otherwise, verification scheme 2 must be used.

► Reporting actions taken through VeriSTAR Info: Once the remedial actions are taken onboard, Owners shall report to BV through

VeriSTAR Info – www.veristar.com. After identification, Owners shall access the list of ships by clicking the button that appears in the identification frame.

The Owner selects the ship for which he wants to report the actions, this will open the ship summary page, as shown

The “Ship Status – Items to be dealt with” part indicates that there are outstanding planned inspection items and provides a link to access the confirmation page.

Alternatively, the button “REC/OBS/NC” in the left menu also opens the confirmation page.

► Reporting actions taken through VeriSTAR Info: Recommendations and Observations

are listed separately. Recommendations appear in the ship status and shall be dealt with by the indicated due date.

Planned inspection items assigned with verification scheme 1 which requires items to be dealt with by ship’s officers and remedial actions confirmed to Bureau Veritas, are displayed and allow owners to:

• Indicate that remedial actions have been taken (check-box “Action”)

• Enter the effective date of implementation of remedial actions onboard

• Enter a short description of the remedial actions taken

Records of actions taken shall be kept onboard and be presented to Bureau Veritas surveyor during the next attendance. The surveyor will then confirm the implementation

of the remedial actions and their effectiveness, and deal with the Observation.

► Reporting actions taken through VeriSTAR Info

It is owner’s responsibility to report actions taken related to planned inspection items under verification scheme 1.

This system is similar to the one implemented for ISM non-conformities.

Around 80% of ships presently classed have access to VeriSTAR Info and we may consider that they will be able to report actions taken. Concerning the remaining 20%, mainly composed by small or very small units, we shall consider the following points:

• Is there a reliable maintenance system implemented onboard these small units? If no, the verification scheme 1 shall not be assigned and therefore there will be no need to report actions through VeriSTAR Info.

• In case there is a reliable maintenance system implemented and the surveyor is confident that the observations will be dealt with by the owner, the surveyor shall propose the owners to obtain access to VeriSTAR Info in order to be able to report actions taken.

• Alternatively, the owners who do not have access to VeriSTAR Info may report the actions taken to the ship’s connecting district who will make the necessary entries in VeriSTAR Info.

► How to clear planned inspection items

Recommendations and observations assigned with verification scheme 2 shall be dealt with by BV Surveyor by means of an occasional survey. They are cleared in Neptune database by the surveyor’s NPSS.

For planned inspection items assigned with verification scheme 1, the owners take the remedial actions and report them to BV. The planned inspection item is outstanding until the owner declares the actions taken through VeriSTAR Info. Once the actions are reported, the planned inspection item is not outstanding anymore, but remains to be cleared by the BV Surveyor during the next attendance onboard. BV Surveyor will clear the item after checking records of actions taken and the effectiveness of such actions.

► Planned Inspection Items in Ship Status:

Outstanding Recommendations appear in the class/statutory ship status

The list of all outstanding planned inspection items, including the recommendations and observations, is displayed in a separate list.

Planned inspection items with actions taken by the owner remains in the list until confirmation by a BV surveyor of actions taken.

► Dealing with planned inspection items

As mentioned before, recommendations and observations assigned with verification scheme 2 shall be dealt with by BV Surveyor by means of an occasional survey. Based on the results of the occasional survey, the surveyor cancels or postpones the corresponding recommendations and/or observations.

For observations assigned with verification scheme 1, the owners take the remedial actions and report them to BV. At the next attendance onboard, the BV surveyor shall verify the records of actions taken and confirm the effectiveness of such actions. Based on the results of this verification, the surveyor has two options:

• If actions taken are satisfactory, the corresponding observation is dealt with

• If no actions taken or the actions taken are not satisfactory, the corresponding observation is normally to be upgraded into recommendation with verification scheme 2.

In any case, the surveyor shall select an occasional survey for dealing with observations.

All outstanding planned inspection items, including those for which an action has already been taken and reported, will be available in ASMS Report (info-cards) and will be automatically included in the printed survey check-list.

Overdue recommendations, overdue observations and observations with actions taken and reported must be either dealt with or postponed. Surveyors cannot ignore them.

► Information to Owners and Connecting Districts The Owners are informed about planned inspection items through the ship status and

through information left onboard by the surveyors upon completion of surveys.

The list of planned inspection items which are overdue or will become overdue within 45 days is sent monthly to all Connecting Districts.

The Connecting District decides, as found necessary, to contact the owners in case of overdue planned inspection items, so that corrective actions can be taken by the owner before the next BV attendance onboard.

• In case of overdue class recommendations, the CD informs the owners that the ship’s class may be suspended if immediate actions towards clearing the concerned recommendations are not taken.

► Observations – Specific case Class Attestations – Class attestations may still be issued upon owner’s request in

case of overdue observations. However, in case of class attestation for ship’s sale, the list of all observations (due and overdue) is attached to the class attestation as an annex which is duly referenced in the cover page of the class attestation.

4. Survey Statement

► With the implementation of the new certification system, there will be no more endorsements of visas and recommendations in the certificate.

► Therefore the surveyors must leave on board a “Survey Statement” containing the summary of surveys carried out.

► This new document to be prepared onboard by the surveyors upon completion of surveys, contains the following information:

Certificates issued or extended Surveys carried out, surveys postponed Recommendations issued, dealt with or postponed Observations issued, dealt with, postponed or upgraded Continuous survey items or PMS items credited or postponed New memoranda issued and/or existing memoranda cancelled

► The Survey Statement will be available in VeriSTAR Info immediately after issuance, and will be replaced by the Survey Report when validated. It will also be automatically archived in the electronic ship file.

The ship status is available in VeriSTAR Info.

It will be possible to select the scope and the contents to be printed.

• Scope includes Class/Statutory data, ISM data, ISPS data, MLC data. It is possible to make multiple selection.

• For the section Class/Statutory Status, it is possible to choose All Items (all surveys, recommendations, etc will be included whatever the due date) or To Do Items (surveys within the survey window and items due within max 3 months)

• Sections which are not applicable to a ship will be inactive. For instance if ISM certification is not done by BV, the option ISM cannot be chosen.

► Ship Status by mail Owners having access to VeriSTAR Info may

subscribe to receive periodically an updated ship status by mail.

When subscribing, Owners may choose:• The ships

• The contents: All items, To Do items

• The periodicity: monthly, bimonthly, quarterly

• One mail per ship or one mail with all ships

Owners may also ask to receive an automatic mail when:

• A certificate is expired

• A new survey report is available in VeriSTAR Info

► Alternatively, a hard copy of the ship status is sent to Owners every quarter.

Our objective is to grant access to VeriSTAR Info to ALL classed ships, and that all ship owners subscribe to the ship status by mail, thus reducing the

administrative work of printing and sending paper ship status.

► As mentioned before, the annexes to class certificate disappear. So, the official continuous survey lists and/or the PMS lists which were kept onboard and endorsed by the surveyors after each survey, also disappear.

► These lists have now been included in the new ship status as follows:

CS and/or PMS items overdue or due within the next 6 months are listed in the section Class/Statutory Status.

• Additionally, these items automatically appear in the survey check-list generated by ASMS

Dedicated sections of the new ship status provide the complete CS lists and/or PMS list containing all items, with indication on dates of last and next surveys, and an indication whether the last survey has been performed by the BV surveyor or by the Chief Engineer.

► Finally, the Survey Statements left onboard upon completion of each attendance provides the list of CS and/or PMS items credited during the corresponding job.

► The new certification system relies on information and communication technologies, but permanent access to internet is not always available onboard ships.

► The following documents are still to be kept onboard and be presented to third parties on request:

Class and statutory certificates

Ship status containing at least the following information:

• List of cargo and ballast capacities with information on coating conditions and ballast tanks subject to annual examination

• CS and/or PMS lists.

Survey statements with results of previous surveys

Survey reports

► In order to gather all such documents in an organized way and easily retrieved when necessary, Bureau Veritas will provide every ship with a dedicated “Ship Documents” binder.

► The binder contains the following parts:

7. Ship Documents Binder

► In a near future, Bureau Veritas will introduce an electronic Ship Documents binder, in the form of a USB stick containing all updated class information.

► The electronic Ship Documents binder will be updated by the Owners through VeriSTAR Info

► Alternatively it will automatically synchronize with surveyor’s computer in order to get up dated information

► The Ship Documents binder is fitted with a plastic pocket where the USB stick may be stored.

8. Hull Annual Survey Mergeable

► In addition to the survey of external parts of the hull, its equipment, openings and closing arrangements, the scope of hull annual survey also includes the following structural items:

Internal survey of ballast tanks subject to annual examination as a result of class renewal or intermediate surveys, applicable to all ship types whatever the age

Overall survey of cargo holds, applicable to bulk carriers and general cargo ships over 10 years of age

Close-up survey of internal structural items, applicable to bulk carriers over 10 years of age and to general cargo ships over 15 years of age

► Due to operational reasons, it is difficult to cover the entire scope of hull annual survey in a single attendance.

► We have a strong demand from owners for annual surveys mergeable

8. Hull Annual Survey Mergeable

► Taking into account the owners demand for annual survey in more than one attendance, but also considering the risks involved, Bureau Veritas decided to accept the annual survey of structural items in more than one attendance. For this purpose, the hull annual survey has been split into two separate surveys:

ASH (Annual Survey of Hull) including all items related to external parts of hull and its equipment, openings and closing arrangements

ASHS (Annual Survey of Structure) including all items related to internal surveys of ballast tanks and cargo holds, where applicable

► The new survey ASHS is mergeable and can be performed in more than one attendance, within the 6-month window of the annual survey.

► The survey ASH remains non mergeable and must be carried out in one attendance, within the 6-month window of the annual survey.

► Annual survey hull will be considered as done when both ASH and ASHS are completed.

8. Hull Annual Survey Mergeable

► Three survey codes for hull annual survey: ASH (Annual survey hull), to be selected for annual surveys 1, 2, 3, 4. This survey is

not mergeable and must be completed in one attendance within the annual survey windows.

ASHS (Annual survey of hull structure), to be selected for annual surveys 1, 2, 3, 4. This survey is mergeable and may be carried out in one or more attendances. It must be completed within the annual survey windows.

ASHR (Annual survey of hull for renewal), to be carried out in connection with the renewal survey. This survey is not mergeable and must be completed in one attendance upon completion of renewal survey.

► Invoicing scheme for ASHS: When ASH and ASHS are carried out at the same job, whatever the scope of ASHS,

no additional fees will be charged for ASHS. Normal fees for ASH shall be applied. When ASHS is carried out separately, additional fees will be calculated on time spent

basis. The surveyors will be requested to inform the time spent on ASHS.

► With this invoicing scheme, if annual survey hull is fully completed in one job, (ASH + ASHS complete), the corresponding fees will be the same as for ASH.

► In case owners decide to benefit from carrying out ASHS in several attendances, additional fees will be charged on time spent.

► Like for SSH and INT, the following mergeable status will be available for ASHS:

► Endorsement of annual surveys in the class certificate: The class annual survey comprises the following surveys, as applicable:

• ASH – Annual survey of hull

• ASHS – Annual survey of hull structure

• ASM – Annual survey of machinery (for self-propelled ships)

• ASB – Annual survey of boilers (for ships fitted with classed boilers)

• Other annual surveys as per additional class notations assigned to ship (AUT, RMC, etc)

The class annual survey shall be endorsed only when all annual surveys applicable to the ship have been completed. See example below (hull, machinery, boiler and automation parts applicable):

The surveyor in charge of the third attendance endorses the class annual survey in the classification certificate after confirming through the ship status and survey statements onboard, that remaining annual surveys have been credited in Neptune.

► Endorsement of annual surveys in the class certificate in case of temporary suspension of any additional class notation:

Take the example of previous slide where hull, machinery, boiler and automation parts are applicable.

At the time of annual survey, automated installation is out of order, the owners do not intend to restore it immediately and ask for a temporary suspension of AUT notation.

The surveyor shall carry out all other annual surveys (ASH, ASHS, ASM, ASB).

Upon satisfactory completion of the above annual surveys, and verification of any possible required change in terms of manning due to the temporary suspension of AUT notation, the surveyor will:

• Endorse the class certificate for class annual survey

• Issue a new memoranda stating that AUT notation is temporarily suspended until repairs are carried out.

• Upon satisfactory completion of repairs, the AUT notation may be reinstated, subject to any overdue survey being carried out. The above memoranda is cancelled.

► Automatic class suspension: As per IACS requirements, the ship’s class is automatically suspended in case annual

surveys are overdue.

In the new system, the ship’s class will be automatically suspended if any of the following surveys is not completed and credited within the annual survey window:

• ASH – Annual survey of hull

• ASHS – Annual survey of hull structure

• ASM – Annual survey of machinery

• ASB – Annual survey of boilers

► Entry into force of the new certification system:

Monday, 25th June 2012

► The transition to the new system includes the following steps:

1. Migration of data in Neptune

2. Simultaneous implementation of all revised ASMS modules

3. Implementation of the new system onboard ships

1. Jobs requested before 25 June 2012

2. Jobs requested on or after 25 June 2012

► The new system will be implemented at the first attendance on board ships (whatever the survey) on or after 25 June 2012.

Two situations must be considered:

1. The job has been created before Saturday 23 June 2012 – In this case, the new system will not be implement and the existing class certificate will be endorsed as usual.

2. The job has been created on or after Saturday 23 June 2012 – In this case the new system will be implement and the existing class certificate replaced

However, for jobs created before 23 June 2012 for complete (or completion) renewal survey, special consideration must be given.

In addition, with the replacement of the annexes to class certificate by the new ship status, detailed information on ship’s particulars, previously available in the annexes, must be available in Neptune.

The new certification system will not be implemented.

Existing classification certificate with annexes must be left onboard

Surveys carried out, visas and recommendations will be endorsed in the existing visa pages

Continuous survey or PMS items carried out will be credited in the existing continuous survey or PMS lists

For jobs requested before 23 June 2012, existing certification system applies.

The new certificates will be delivered during the next attendance onboard.

11. Implementation of the new system onboard ships

► Case 1’ – Job created before 23 June 2012 for renewal survey

In this particular case, the surveyor will issue the new certificate upon completion of renewal survey.

However, as the Job has been created before 23 June 2012, the ASMS Report will be in the old format and will not allow surveyors to prepare and issue the survey statement. Surveyors are therefore requested to issue a hand-written survey statement using the dedicated form.

• In case recommendations are to be issued, they shall be entered in the hand-written survey statement.

• In case CS/PMS items are to be credited, they shall be entered in the hand-written survey statement.

• The corresponding NPSS must be sent without delay.

In the same way, the ship status attached to the ASMS Job will be in the old format and cannot be left onboard as required. In this case, the surveyors are requested to print a survey status using Neptune or VeriSTAR Info.

► Case 2 – Job created on or after 23 June 2012 In this case, the new certification system will be implemented onboard. It requires

some preparation before attendance, such as preparing documents to be left onboard, etc.

Upon completion of surveys, the surveyor will:

1. Issue the new classification certificate and replace the existing classification certificate and its annexes.

2. Check the existing annex Ballast Tank Protection and update the ship’s compartments library accordingly. Print and leave onboard the updated list of Cargo and Ballast Tanks

3. Print and leave onboard the new enhanced ship status

4. Print and leave onboard the Survey Statement

5. In case of mergeable surveys, print and leave onboard the list of items credited

6. Provide the ship with the new Ship Documents Binder

7. Present the modifications to the ship’s Master and Chief Engineer with the support of the VeriSTAR News Special Issue. Leave one copy of VeriSTAR News onboard
