With a third cent of their members over the age of 65,Laura Batts is a rose among Townsvile Lions Club'smembership ranks.

The 23-year-old uni student has been involved in theclub for as long as she can remember, but as theyoungest member, she wants to get more yoiungsterson board. She joined her fellow volunteers at CentroShopping Centre, outside Kmart, to try and increasethe number of peopleinvolved in the charityclub. Lionsmembershipchairman Trevor Graysaid it wasn't justyounger people, butmen and women of allages, who were neededat one of the 17Townsvllle based clubs.two of which are Leoclubs, for members agedunder 30, plus an all-female Lioness club.Mr Gray said he hopedto get 60 newmembers in the nextfew months.

"The work we do inthe community isrewardmg... it services the aged, disabled, youthand other charities," he said. "Lions are looking forpeople in the community who wish to make acontribution, no matter how small ... every extramember will make a difference and we would like toget some new younger members.“

"There are benefits to members such as serving yourcommunity, leadership development and meetingother people from different walks of life."

Dear Lions Club Members,

I hope all Lions Club Members are well and are gettingready for summer and the wet season. CPL iscurrently going through some amazing changes andwe are expanding our services.

Many of the changes that we are experiencing are aresult of funding changes. Children aged 0 – 6 are nowable to access extra funding through the government. This funding is known as Better Start. At CPL we thinkthat this is great as it enable families to access avariety of private therapy services. Some of the moneycan also be used to help pay for equipment.

As you are all aware equipment is an ongoing issue forour families. CPL does not get any funding topurchase equipment for families. We apply to differentfunding bodies such as Townsville City Council andother funding initiatives to ask them to donate moneytowards equipment that can become a part of ourequipment Library. Services such as the Lions Clubalso help us with equipment.

You help us in two very different ways. One – You assist our families by purchasing walkingframes and donating them to our equipment library. This helps because we are then able to loan them todifferent families for varying lengths of time. Onewalking frame may help up to 10 children at differenttimes maybe even more as we are always able topurchase quality items.

Two – You have assisted families with gap payments.Particular equipment items are partly funded throughGovernment Services such as Medical Aids SubsidyScheme which is great but there is often a gappayment required. This gap payment can range fromanything between $50 to $5,000. You have helpedpurchase a specialised stroller before (the full cost isaround $8,000). You have assisted a family with thegap payment for a ramp. Families are constantlychasing assistance with gap payments andOrganisations such as CPL do not get any funding toassist families in this area. The help that you givepeople enables the family to continue to care for theirchildren. Assisting a person with a stroller or a rampmeans that that family can continue to function. Theonly other alternative they have is to carry their childand this puts them at risk physically and is not good forthe independence of the child.

CPL is expanding services to assist local families whohave Better Start options to access therapy serviceswhen they previously could not. CPL Townsville is alsotrying to support the Cairns community to increasetheir access to therapy and equipment prescriptions.

Your assistance with equipment and gap paymentsmeans that we are free to do our job and together I dbelieve that we are making a difference.

On behalf of all of our families I would like to againthank you all for the contribution that the Lions Clubmembers consistently make to our Equipment Libraryin Townsville.

Kind RegardsDonna SheppardManager/Social Worker

Did you know… that on 6 December 011regional Queensland will be switching off their analogTV signals?

What is digital TV?The word ‘digital’ simply refers to the way in which TVsignals are broadcast (sent) and received by TVs inhomes around Australia. Currently in Australia, TV isbroadcast in both digital and analog. However, theanalog signals will be gradually phased oucountry between 2010 and 2013, and Australian TVwill become digital-only.

Why is Australia moving to digital TV?To improve your viewing experience

There are many new channels, plus yourcurrent free-to-air favourites

Digital TV can offer better sound and picturequality

You can watch TV in widescreen

To embrace worldwide developments in technology Overseas programs are increasingly made in

digital format only Australia will join those nations who have

already switched or are currently switcincluding the United States, United Kingdom, the Netherlands, Sweden and New Zealand

To free up broadcast space for exciting new services It’s costly and inefficient to continue to

broadcast both analog and digital signals Turning off the analog signals will free up

spectrum space that can be reused for newservices such as mobile broadband.

What does this mean for me?Households will need to be watching digital TV eitherthrough a set top box or through a digital TV in order tocontinue to receive free-to-air TV from this date.

The areas of Queensland that will be switching are:• Capricornia• Darling Downs• Far North Queensland• North Queensland• Queensland Central Coast and Whitsundays• Wide Bay

Switch off may occur earlier in some towna self-help transmission tower. Residents in thesetowns will be informed about the switchover dates.

What help is there for people to switchover todigital TV?The Australian Government has established theHousehold Assistance Scheme to provideassistance to eligible households to switchover todigital TV, including the supply, installation anddemonstration of a high definition set-top box.Households will be eligible for assistance where theyown a functioning TV, do not already havdigital TV and at least one resident is in receipt of amaximum rate Age Pension, Disability SupportPension, Carer Payment, Department of Veterans’

LIONS TO RAISE $10 MILLION TO SAVE CHILDRENIn July 2010 Lions Clubs International Foundation(LCIF) announced it would join a world-wide effortspearheaded by the ‘Measles Initiative’ to protectchildren from measles and strengthen routineimmunisation services. Four African countries werechosen for a special Lions – Measles Initiative pilotprogram which was to be funded in part by a grant ofUS$400,000 to LCIF from the Bill and Melinda GatesFoundation. LCIF provided an additional contributionof US$300,000 to the project.LCIF’s 2010-2011 Chairperson of LCIF, Eberhard JWirfs said “Lions are working to eliminate the presenceof measles in countries where children still dieneedlessly from a disease that is easily preventable byan inexpensive, safe and highly effective vaccine.”Measles is a highly contagious viral diseasetransmitted via droplets from the nose and mouth ofinfected persons. Although vaccinations are readilyavailable in developed countries, the disease remainsa heavy public health burden in the developing world. The disease is also a major cause of preventableblindness, particularly among children in these sameunderserved populations. The ‘Measles Initiative’ is a long-term partnershipamong world leaders in public health that aims toreduce measles mortality globally. “The MeaslesInitiative is very excited and optimistic about our newpartnership with Lions,” said Andrea Gay, ExecutiveDirector of Children’s Health, United NationsFoundation.Dr Walt Orenstein, Deputy Director, Vaccine Delivery,at the Gates Foundation said “With its world-wideoutreach, Lions is an important partner in ensuring thatsafe and effective vaccines reach families who needthem most.”Involvement from Lions focused on three main areas;advocacy at the local, regional and national levels;direct involvement in promoting the program incommunities and vaccination activities; and financialsupport. Ethiopia, Madagascar, Mali and Nigeriahosted the first four pilot programs. Local Lions andLions’ leadership teams in the pilot countries co-ordinated with Ministries of Health and other MeaslesInitiative partners, documenting the progress of theproject.Due to the success of the pilot programs in the fourselected African countries LCIF is expanding theMeasles Initiative Program to additional Africancountries. LCIF has found Lions involvement in thepilot program can deliver the measles vaccines to achild for less than one dollar.Through Lions you can help save a child’s life orsight for less than $1.

Make your cheque out in Australian Dollars to‘LCI/LCIF Measles Initiative’ and give it to your localLions Club. They will forward your cheque to theirLions District Treasurer who will bank it into the Lions-LCIF Account.100% of your donation goes into a grant for theLCIF Measles Initiative. Papua New Guinea Development Report

In Cardwell last year we passed a notice of motion togive our Multiple District Council the authority to set upa committee to assume the rights and responsibilitiesof the future growth of Lionism within Papua NewGuinea This was the first step to make the necessaryadministrative changes in that process.

We formally requested assistance from MultipleDistrict and also to ensure our new clubs in PapuaNew Guinea can reach their full potential, and theirmembers have an individual voice and financialsecurity within our Multiple District.

The PNG Committee was formed last year with PDGGarth Gleeson, PDG Aussie Lanphier and myselfbeing appointed by IPDG Pat, as the District Q2representatives. PDG Aussie has had to resign due toother commitments and has been replaced by IPDGPat Lynch by District Governor Barry this year.

The MD committee under the chairmanship of PDGArthur Bushe-Jones, met at the Gold Coast inSeptember this year with Garth and myselfrepresenting Q2, our preliminary meeting included abriefing by the CEO Rob Oerlemans, Legal OfficerDavid Skinner and the MD Chairman Peter Clarke.

An open discussion on the history, the current financialposition and the difficulties both internal and externalwere canvassed over the two days. Preliminary goalswere outlined and will have to be confirmed by MDCouncil.

Communications are one of the major issues and untilpositive lines of contact and reporting are establishedit is difficult to progress.

Due to a lack of financial resources our District haswaived the collection of District Dues this year andMultiple District has also waived Multiple District Duesfor the members in PNG. Our goal is to collectInternational Dues and instigate the required reportingprocedures.

It is early days, and I hope sincerely that we can as acommittee guide the development of membership inPapua New Guinea to enable residents to take a fullrole in the work of Lions within the Country and tomanage the tradition from the current arrangementsthat are supported by funding from Multiple District andDistrict Q2 to a self funding membership within ourInternational organisation. In the short time we will stillneed support funding, so I ask you to consider yourcontribution to the PNG Assistance fund.
